Mayors’ indifference

Gov. Lilia “Nanay Baby” Pineda has all the right to feel irritated with how most of the mayors in Pampanga are treating the province’s problem with garbage. She blew her top when only a handful of mayors showed up in a meeting that is supposed to come up with a huge solution to the existing predicament that is garbage.
The governor, in last week’s meeting with Holcim Philippines in Mabalacat City, was appalled to see how the mayors ignored her invitation in an event that would actually give them mayors a boost in their efforts to solve the overwhelming problem in waste disposal. Only three local chief executives, Mayor Romy Pecson of Magalang, Mayor Jun Tetangco of Apalit and host-mayor Boking Morales of Mabalacat City were at the venue on Friday to listen how the private firm can help them in disposing of the plastic waste generated in their respective municipalities.
It’s alright if those who were absent in that meeting had their own comprehensive answer to the garbage woe that has been saddling all towns and cities, nothing is excluded, in the province. It’s okay for them to be absent in that meeting if they know among themselves that they can manage their garbage in their towns on their own.
Garbage is one of the leading problems of many local governments. It seems to be an addition to taxes and death, which are considered the only things constant on this earth. Day in and day out, people are bound to generate garbage. And with millions of people all around the globe, we could not even imagine how huge the garbage pile-up are in every locality. What we all know is that the problem is far from being solved, lurking like, as what Governor Pineda has described it, a “silent monster.”
The governor has talked with Holcim for a concerted effort to minimize garbage that require dumping in landfills. The private firm will be collecting plastics, which make up a large percentage of garbage generated, and use it in its products. To remove plastic materials from the garbage, especially where people are not segregating their waste materials, require effort, time, money and political will–each a necessity to radically solve this one stinking problem.
But, some mayors, as it seemed, are not interested in finding the answer in the daunting question of garbage. They are either not prioritizing garbage in their programs or they find the whole garbage brouhaha at big boring issue.
Come to think of it, the governor only had to require all mayors to come up with their respective solutions to the garbage problem. Once everyone did his job, then the whole province is already free from garbage. This she can do without raising a finger. But, the governor is not a “sitting governor.” She wants to take on the challenge for the whole province standing up and confronting the issue head on.
All she was asking was for the mayors to support the effort and they failed to give that to her.
Last year, an environment summit, tackling the burgeoning issue of garbage disposal, was also snubbed by all but one mayor. That is how boring the concern about garbage is to our mayors, so it is not surprising that we still find uncollected garbage or trash piling up in many corners to the detriment of the public.
I wonder if the mayors would also ignore a meeting where the governor issues budget for infrastructure for local government units. Maybe, hard projects are more appealing for them than efforts to solve the garbage puzzle. Why? Your guess is as good as mine.
While most, if not all mayor, are– borrowing a broadcaster’s words–revolving around the governor and wanted to become part of her team come the election, they do not share her enthusiasm to find means that would put a closure to the problem of garbage disposal. Again, what types of projects do the mayors want the governor to be leading them to, wherein they would cancel all their appointments just to attend in meetings set for the purpose? They might want to write them on a piece of paper and send them all to the governor, so that, next time Pineda calls for a meeting, she would not be disappointed when only a handful of them shows up.

Pamintuan files libel against broadcaster

ANGELES CITY–Mayor Edgardo Pamintuan has formally filed a libel case against a block-time broadcaster for alleged malicious statements thrown at him over the latter’s radio program.
Pamintuan filed the case against Medardo “Med” David, host of “Gulpe de Gulat” aired over local radio station GVFM-AM before the Angeles City Prosecutors Office. Also included in the complaint were co-hosts Reynaldo “Rey” Gueco and Fred Cortez.
In his complaint filed on January 14, Pamintuan charged that he has been “subject of respondents’ malicious imputations, schemes and libelous remarks designed to destroy, if not blemish, my reputation since September 3, 2012.”
Pamintuan submitted transcriptions of David’s program from September 3 to 21, 2012 which indicated David has repeatedly referred to Pamintuan as “pikbung” (lintik, in Filipino), “kautak lang buwaya” (utak buwaya), “talagang mapanako ing pikbungan na ning alting makaluklok sa city hall. Mapanako ya!” (talagang magnanakaw ang tinamaan ng lintik na nakaupo sa city hall. Magnanakaw siya!”), among others that Pamintuan said were downright libelous.
According to lawyer Alberto Pamintuan III, the mayor’s son and legal counsel, David and fellow respondents have already been directed by the City Prosecutor’s Office to file their counter affidavits not later than January 29.
“The mayor respects and upholds freedom of the press and expression. Remember that he was a human rights lawyer. But in the case of David et al, they abused such freedoms in order to malign Mayor Pamintuan and even Mrs. Pamintuan, in some cases. They have, in fact, stepped up their libelous tirades, even as they are obviously acting as the attack dogs of the main political opponent of the mayor,” Pamintuan III said.
Pamintuan III said the case is only the first of several libel cases he is working on.
“This case only covers David’s libelous statements in September last year. We are now transcribing the text of his subsequent broadcasts and monitoring him till today. We will be filing more charges against him and his co-hosts in the coming days,” he added.
City Administrator Dennis Albert Pamintuan, himself a lawyer, meanwhile said that the libel case against David is the signal that the mayor will now start filing legal actions against those who are maligning and perjuring him.
“We were not just threatening when we said we will file charges against those who are spreading lies against the mayor,” he said.
David is also under probe by the Kapisanan ng mga Brodkasters sa Pilipinas (KBP) following a complaint filed by Mar Velasco, president of the Federation of Parents-Teachers Association in Angeles City.
In his complaint, Velasco said David’s frequent use of foul language in his radio program is a violation of the KBP broadcast code and ethical standards. ●Charlene A. Cayabyab

Pampanga capitol to spend P25-M for scholarship

CITY OF SAN FERNANDO–Governor Lilia Pineda on Monday bared that the provincial government will be spending at least P25-million for the scholarship grants of poor but deserving Kapampangan students this year.
Pineda made this statement in a meeting with the local officials from the towns of Apalit, San Simon, Sto. Tomas and Minalin.
“We set aside P25 million for the scholarship grants of our students so that they could have an opportunity to finish their studies and help their families as well,” she said.
Aside from the health programs, the governor is also giving top priority to education.
Last year, the provincial government has spent more than P176.4 million for the construction of 182 classrooms and several covered courts in various public schools in the province. ● (PNA)

28 localities in CL now poll ‘hotspots’

CITY OF SAN FERNANDO–Police authorities have included at least 23 towns and five cities in the region as election hotspots due to poll-related incidents.
In Pampanga, eight towns and one city are included in the watchlist: Candaba, San Simon, Mexico, Arayat, Sasmuan, Guagua, Magalang, and Lubao and Mabalacat City.
The Regional Special Operations Task Group (RSOTG) and the Comelec have placed these areas under tight watch, specifically in Arayat where the presence of armed groups have been recorded.
In Nueva Ecija, 15 towns and four cities identified as election hot spots are the cities of Cabanatuan, Gapan, Munoz, San Jose; and, the towns of Aliaga, Bongabon, Cuyapo, Gabaldon, Gen. Natividad, Guimba, Jaen, Licab, Lupao, Quezon, Rizal, San Isidro, Talugtog, San Antonio and Sto. Domingo.
Police considered Nueva Ecija as a dangerous area due to 12,800 loose firearms that were recorded and the presence of intense political rivalry.
Earlier, the Pampanga Provincial Police Office headed by Senior Supt. R’Win Pagkalinawan accounted 7,951 un-renewed firearms license before the election gun ban started last January 13.
Pagkalinawan earlier said guns are considered loose because of expired or revoked licenses.
At least 15 of the 27 municipalities in the province were tagged as “hot spots” because of the presence of private armed groups, intense political rivalries, proliferations of loose firearms and history of election-related violence, police said.
According to reports, police were able to recover 456 firearms in checkpoints, in armed encounters and house searches but a total of 387 firearms were also surrendered by gun holders. ●Marna Dagumboy-del Rosario

2 dead persons found in Pampanga

CAMP OLIVAS, Pampanga–Police over the weekend found two dead persons, an American tourist and a Filipino bar employee, in separate places in Pampanga.
Chief Supt. Edgardo T. Ladao, Police Regional Office 3 director, identified the American as James Hugh Coble, 47, of Apartment 3E Elben Villas, Clarkview Subdivision, Barangay Malabanias, Angeles City and the Filipino bar worker as Jeempee John Hije, 23, of barangay Mawaque, Mabalacat City.
Ladao said Coble’s body was discovered after foul odor emanating from the room he was renting spread throughout the compound while Hije’s body was found with multiple stab wounds at a vacant lot on 4th street in Balibago village.
Police said the already bloated and decomposing body of Coble was found sitting on a couch. Investigators said there was no indication of forced entry or struggle inside the apartment.
A Japanese friend of Coble told the police that the latter was taking sleeping pills and drinking alcohol before going to bed.
On the other hand, Hije, who worked at the Golden Nile Bar along the red-light district of Fields Avenue in Barangay Balibago, was apparently robbed before he was stabbed repeatedly by still unidentified suspects.

Clark prexy shuffles security officials

CLARK FREEPORT–Newly-installed Clark Development Corporation (CDC) president Arthur Tugade has ordered a major revamp at the firm’s Public Safety Department following the 30-day preventive suspension of Nicanor Targa, security chief.
Among the affected units in the reshuffle are the Traffic Management Office, Operations, Training, Intelligence, Tactical Operations Control (TOC) and Special Reactions Units.
The newly reassigned PSD officers are Ruben Luzong, who was designated as Senior Operations Officer and Jesus Marquez who assumed the position vacated by Luzong.
Former training officer Rufino Baniqued is promoted to Senior Intelligence Officer. He replaced Albert Sama who has been designated as Senior Investigation Officer.
Hazel Robles assumed as TOC desk officer; Ronald Pablo earned instant promotion – from Patrolman to Investigator; while Angelo Miclat was reassigned as investigator, having been pulled out from the Special Reaction Unit.
Accordingly, the reassignments initiated by Tugade were aimed at addressing and enhancing the organizational and operational capabilities of the PSD.
PSD Assistant Manager for Operations Robin Cenzon is now the Officer-in-Charge of the PSD, replacing Targa.
Following the suspension of Targa, the issue on his alleged involvement in a hold-up incident inside the Freeport is still under investigation by a special committee headed by Bernardo Angeles, CDC Assistant Vice President for Business Development.
Tugade, in an interview, said Targa’s suspension was enforced to ensure impartial conduct of the investigation.
The new assignments of PSD personnel have the approval of the CDC Board of Directors, who gave the CDC president authority to initiate review, and implement revisions and adjustments in the state-owned corporation’s existing Table of Organization.
Newly re-assigned PSD officers will also undergo evaluation to assess performance of their new duties for the next six months.

SM Supermalls employees hold blood-letting drives

CITY OF SAN FERNANDO–The Philippine National Red Cross chapters in Pampanga and Angeles found allies in the bid to raise blood with SM Supermalls employees rolling up their sleeves to donate blood.
“Hosting a blood drive is an enriching and great way to show your support for your community, create a team-focused activity, and help patients in our state who need blood,” the SM employees said in a statement.
Dubbed as “Donate Blood, Save Lives” the bloodletting campaign is a partnership between SM Supermalls, and the Red Cross.
The activity happened last January 18, 2013 in SM City Pampanga and January 19 in SM City San Fernando Downtown.
Meanwhile, SM Savemore Apalit volunteer employees conducted their bloodletting last January 12.
A total of 48 employees participated in the donation drive.
Prior to the blood extraction, volunteers underwent a medical interview, physical check-up and blood tests for them to qualify as donors. Many of the SM employees took part in this initiative to help PNRC in their efforts, especially during a season when blood reserves are low. ● (Press Release)

Guard shoots self in Olongapo

CAMP OLIVAS, Pampanga–A security guard was found dead after he reportedly shot himself in a grassy part of a local hotel in Olongapo City on Sunday.
The victim was identified as Dino Piamonte, 22, a security officer of the SB & SG Royale Security Agency and resident of West Bajac-bajac, Olongapo City.
He was assigned at the Papagayo Inn located along Barreto national Highway in the same city.
According to the police, Angelo Salang, 35, a waiter of the same inn reported the incident to the police.
Police investigation showed that blood was still oozing from the victim’s head when investigators arrived at the scene.
Police said Piamonte was on duty when the incident happened.
Investigators said Piamonte shot himself in the mouth using his caliber 38 service firearm.
The police said investigators found a suicide hand-written note and a voice record regarding his planned suicide on his phone.
Recovered evidences, which include two dud bullets and two empty shells in the gun’s cylinder, were placed under the custody of Scene of the Crime Operatives office for laboratory examination.

Capitol preps DHVTSU-Sto. Tomas opening

STO. TOMAS, Pampanga–Gov. Lilia Pineda told the municipal and barangay officials of the province’s Fourth District that the Don Honorio Ventura Technological State University (DHVTSU) satellite campus in barangay Moras dela Paz here will be opened in June this year.
According to Engr. Olimpio “Noli” Pangan, assistant provincial engineer, the provincial government funded the improvement and rehabilitation of the old building of the Department of Health (DOH) and converted it into a school building amounting to P17 million. Another P5 million for site development and additional P3 million for upgrading of roads were approved by Pineda.
“The school buildings were constructed, fitted and conducive for learning and training activities,” said Pangan.
With this, Pineda instructed the Fourth District mayors and village officials to inform their constituents that DHVTSU satellite campus is ready to accept enrolees and transferees.
She said the campus will prioritize poor but deserving students from the district and nearby towns.
“This satellite campus will bring quality and affordable education to our students. Distance and tuition fee will no longer hinder them in their quest for quality education,” Pineda stated. ●Jenna Lumbang

Village chair supports bid to postpone barangay polls

ANGELES CITY–Councilmen’s League of Angeles City Vice President and Barangay Cutcut Kagawad Roy Lozano Ogurida on January 16 expressed his support for the bill authored by Senator Ferdinand “Bongbong” Marcos, Jr. seeking to postpone the barangay and Sangguniang Kabataan (SK) elections until October 2015, thus, extending the terms of barangay and SK officials from three years to five years.
Ogurida said that extending the terms of barangay and Sangguniang Kabataan officials will contribute to the stabilization of the economy and help decrease government spending.
“Ang pagpapaliban ng barangay at SK election ay makakatulong sa ating gobyerno na makatipid ng halos tatlong bilyong piso sa pondo nito,” said Ogurida.
Marcos has previously explained that the government spends approximately P3 billion for every barangay and SK election.
If made into law, Senate Bill (SB) No. 3296, otherwise known as Barangay and Sangguniang Kabataan Officials’ Term of Office Act of 2012, will extend the terms of officials elected during the October 2010 Elections until November 2015.
“Ang pagpapasa sa Senate Bill 3296 ay magbibigay-daan sa aming mga barangay officials na maipagpatuloy ang aming mga nasimulang proyekto,” said Ogurida.
SB No. 3296, introduced by Marcos on October 8, 2012, was co-authored by Senator Aquilino “Koko” Pimentel, III and was approved by the Senate Committee on Local Government and Electoral Reforms and Peoples Participation on November 29, 2012.
Commission on Elections (COMELEC) Chairman Sixto Brillantes has previously expressed apprehension over the bill saying that moving the schedule of barangay and SK elections to October 2015 might raise problems for the Presidential Elections scheduled for 2016. ● (Press Release)
