Clark investors to gov’t: Make up your mind

MANILA, Philippines – Will Clark be developed as the Philippines’ next premier international gateway?
Locators inside the Clark Freeport and special economic zone want the Aquino administration to decide now, saying their businesses have suffered due to the delay.
“It comes down to lost opportunities. [Investors] want to see further improvement by the government rather than constant changing of minds,” Jeff Pradhan, former president of the Clark Investors and Locators Association said in a media briefing.
The government has long planned to develop the airport (Diosdado Macapagal International Airport) inside the former US military base as a major international gateway, next to the crowded Ninoy Aquino International Airport (NAIA) in Manila.
Companies banking on this promise set up investments in Clark.
Pradhan cited for instance Singapore Airlines and Hong Kong-based Metrojet Engineering Clark. Singapore Airlines through SIA Engineering tied up with Gokongwei-led Cebu Pacific in 2008 for a hangar and maintenance, repair and overhaul (MRO) facility, and spent P1 billion in 2010 to establish a second hangar. Metrojet also put up a $40-million MRO facility to cater to corporate jets.
“They (government) have not made up their minds and that is the problem,” said Clark International Airport Corp. (CIAC) adviser Capt. Benjamin Solis.
Solis urged the government to act quickly on the airport as NAIA has exceeded capacity—both on its terminal and runway—by 40%.
High-speed rail
Government began to waiver on its plan for Clark late 2012, saying there are a lot of conditions for it to be viable. One of them is the construction of a high-speed rail system that will connect Clark to Manila.
Clark is about 80 kilometers away from the capital. Metro passengers taking budget airline flights in Clark travel via buses or private cars that take the North Luzon expressway.
The China-funded NorthRail project, which was meant to speedily move passengers that distance, was dropped.
The project was negotiated under the Arroyo administration. It was suspended in March 2010 pending review due to alleged anomalies such as bloated costs.
In February 2012, the Supreme Court ruled that the project was illegal because it did not go through bidding process.
The government tried to renegotiate the project, including costs and design, but it became uncertain following heightened territorial dispute between the Philippines and China over the South China Sea.
Even if the project was dropped, the Philippines is paying a portion of a Chinese loan worth $185 million until 2014 to avoid affecting its chances of getting investment grade status.
Distance ‘irrelevant’
Solis however said distance between Clark and Manila should not be an issue as airports in other countries are located outside cities, away from central business districts.
“Distance is irrelevant, it is a flexible item. In other countries, all airports are far from the city. NAIA is an old airport in a large city with no other gateway and yet Clark is still not a viable option,” he lamented.
Solis said the government should speed up the development of the Pampanga airport by adopting a twin airport system wherein the Clark would co-exist with NAIA.
Terminal project
Passengers at the Clark airport are expected to hit 2.4 million each year starting 2013. The airport could only handle up to 1.2 million at end-2012, Transportation Undersecretary for planning Rene Limcaoco earlier said.
The Transportation and Communications department is assisting CIAC in its plan to construct a new terminal at the airport that will serve 15 million passengers a year.
Solis said CIAC would present the P6-billion project to the National Economic and Development Authority in March.
He said the terminal is crucial especially with the start of the Dubai-Clark operations of Emirates and AirAisa’s ongoing expansion.
According to him, the proposed passenger terminal project could be offered under the Aquino administration’s Public-Private Partnership scheme because several private corporations are interested in the development.
Based on the land-use plan, he said about 30 hectares of the 2,400-hectare airport property could be used for commercial development. – Rappler.com

CIDG men in ‘hot-water’ for raiding STL stations

CAMP OLIVAS, Pampanga – The Philippine National Police-Criminal Investigation and Detection Group (CIDG) in Central Luzon is in “hot water” for their questionable raids on two legitimate substations of Small Town Lottery (STL) in Balanga, Bataan and Barangay Balibago in Angeles City last February 28 and March 2, respectively.
Lawyer Francisco Macalino III, counsel for Sunset Bay Research and Marketing Corporation in Bataan and Lake Tahoe Gaming and Amusement Corporation in Angeles City, is set to file administrative and criminal charges in court against CIDG operatives who raided the two Philippine Charity Sweepstakes Office (PCSO) STL substations.
Macalino decried the raids as “tantamount to brazen harassment of legally operating businesses.”
He said despite the clear PCSO signage identifying the substations and the presence of uniformed ID-bearing STL personnel, and even with the presentation of PCSO Deed of Authority and certifications from the PCSO, the raiders proceeded to arrest the firms’ personnel resulting to the loss of undetermined amounts of cash collections and confusion and disruption in their operation.
Macalino will also file in court charges of illegal arrest and detention of STL personnel against the raiding team.
He said 13 employees and sales supervisors (cabos) were arrested in Bataan while 12 were detained in Angeles City. ●Rudy J. Abular

Pelayo bares plan for BHWs salary

LUBAO, Pampanga–Candaba Mayor Jerry Pelayo vowed to file a bill in Congress allocating budget from the general appropriation for the salaries of the Barangay Health Workers (BHWs) in all the municipalities and cities of the country should he win the congressional race in May 13 mid-term elections.
This came as Pelayo, known as “John Loyd” of the Fourth District, graced the Women’s Month Kick-off in this city, attended by some 855 BHWs who are mostly community volunteers who receive no salary from the government.
Pelayo said it’s about time that the government should first look after the welfare of the health workers in the community which “we consider as unsung heroes of our generation.”
“Most of the time, the BHWs are prioritizing the health care of the indigent residents without thinking their own family problems such as food to eat, allowances and tuition fees for the schooling of their children and even their own health condition,” Pelayo said.
The congressional wannabe said his first bill on the first day of Congress is the filing of the Magna Carta for barangay health workers providing salary and other benefits that could uplift the standard of living of their families while discharging their community health care assignment.
Pelayo said his plans is in line with the universal health program of the national government and the comprehensive delivery of health services of the provincial government which would strengthen the health providers and will lead to the achievement of the main objective of the government on health care.
The mayor said in Candaba, the BHWs are receiving P4,500 allowances from the local government unit, and he vowed to do it in the eight municipalities of the Fourth District.
This move of the mayor has earned the appreciation and excitement from among the health workers in his town and the municipalities of San Luis, San Simon, Masantol, Macabebe, Apalit, Minalin and Sto. Tomas.

Police nab man for gun violation

CAMP OLIVAS, Pampanga–A 46-year old man was arrested for carrying a gun in a drinking session in Tarlac City last Tuesday.
Police identified the suspect as Hernando Dayao, a resident of a resettlement area in Barangay Sapang Maragul, Tarlac City.
Police said Sapang Maragul Barangay Captain Arturo Taguines reported that a man was seen carrying a gun of unknown caliber while having a drinking spree with some friends in the barangay.
When police arrived they saw the suspect still holding a firearm.
Dayao was then arrested and was brought to the Angeles City Police Community Precinct 5 for investigation. –FEM

ERC conducts hearing at power coop in Mexico

MEXICO, Pampanga – The Energy Regulatory Commission (ERC) has conducted a public hearing yesterday at the Pampanga I Electric Cooperative, Inc. (PELCO I) main office at Barangay Sto. Domingo here regarding the electric power cooperative’s application for approval to repair one of its power transformers under its Emergency Capital Expenditures (CAPEX) funds.
It can be recalled that the PELCO I’s 10-MVA Transformer has experienced insulation failure last year and that it temporarily utilizes a reserve power transformer. To provide continuous electric power service to its consumers, the cooperative is spending some of its funds for the general repair of the said power transformer.
Engr. Loliano Allas, the cooperative’s general manager said, “We are much hopeful that our petition be granted for the general repair and overhaul of our power transformer in Arayat in line with PELCO I’s commitment to provide sufficient and stable power supply to its member-consumers”.
ERC hearing officer, Atty. Carl Stephen Guzman, meanwhile quipped that the cooperative’s supplication for an authority on the CAPEX spending is undergoing its process and that the same shall be passing through evaluations at the commission.
Guzman added that the need for the repair of its transformer is part of its responsibility in providing power service to some towns in Pampanga necessary for the welfare of power consumers.

Region 3 provinces train on infant, young child feeding

CITY OF SAN FERNANDO–Bulacan, Pampanga, Tarlac, and Nueva Ecija provinces will be trained this March on Infant and Young Child Feeding cum “Pabasa sa Nutrisyon” to improve the nutritional status and health of children especially under three years old in their respective areas.
Some 44 municipalities and four cities’ nutrition committees will be attending the “Training of Trainers’” to be held in Baguio City, spearheaded by the National Nutrition Council Region 3 (NNC).
NNC Nutrition Program Coordinator Victoria Mañez disclosed that prior to the said training, same activity was undertaken from November to December in 2012 and January to February 2013 wherein the region’s 49 municipalities and seven cities participated.
The said training will help prevent the risks of children in malnutrition, she said.
IYCF is also aimed to reduce infant and under-five-years-old mortality and intends to improve, protect and promote infant and young child feeding practices, increase political commitment and ensure its sustainability, she added.
Meanwhile, barangay roll-out trainings was also conducted wherein members of the Barangay Nutrition Committee, including Rural Health Midwife, Barangay Health Worker, Sangguniang Barangay-Kagawad on Health, and Mother Leader are the participants.
In February, Guagua town benefited from this activity; and this March, Cities of Mabalacat and San Fernando, towns of Sto. Tomas, Minalin, Mexico, Sasmuan, Lubao, in Pampanga; Castillejos, Subic, and Sta. Cruz in Zambales; and Meycauayan City in Bulacan. ●Joelyn G. Baluyut

Graduation rites must be memorable – DepEd

OLONGAPO CITY–The Education Department (DepEd) reminded public school officials to ensure a memorable and exciting commencement exercises for the millions of pupils and students who will graduate this year.
And DepEd Secretary Armin Luistro stressed that it should be without “extravagant splurges.”
“It is a part of DepEd’s public service to the people in giving a simple yet an unforgettable graduation for students and that they deserve a ceremony without paying a cent,” Luistro said in a statement.
ThetMarzan-Estrealla, chairman of the city council’s education committee, said in a text message that the local school board said it will “abide by the guidelines.”
“We’ve already met with DepEd division superintendent Jess Ferrer about it. And the principals were aptly advised,” Marzan explained.
She added that there will a series of meetings with the different Parents and Teachers Associations (PTA) in the city this coming weeks.
In line with its reform agenda, DepEd has released the 2013 Graduation Rites with the theme “Building the Nation’s Future Leaders through the K to 12 Basic Education Program”.
In a statement, DepEd said it is still implementing the “No Collection” of graduation fees and forcing students to submit non-academic projects as requirement to graduate is strictly prohibited.
While the same is encouraged in private schools, they are allowed to exercise their discretion.
DepEd also asked politicians to respect the graduations as a “solemn ceremony intended for the graduating students and their parents, and should not be used as a platform for political forum.”

Aviation experts bare ‘twin airport’ concept

CLARK FREEPORT–Aviation experts said Clark International Airport (CIA) need not compete with the country’s premier airport Ninoy Aquino International Airport (NAIA) but complement its operation instead.
Captain Benjamin Solis, adviser to the Clark International Airport Corporation, introduced the “Twin Airport” concept during the first Clark Aviation Conference here on Thursday.
The “Twin Airport” concept, according to Solis, will not replace NAIA but will play as “twin” to CIA.
“NAIA should not be replaced. It can serve as a southern gateway to the greater capital region. A twin to CIA,” Solis said.
While NAIA serves the south, Solis said CIA should serve the north.
“Clark can serve the role of rationalizing NAIA’s capacity challengers by providing the airlines the opportunity of a second gateway in Luzon,” Solis.
Since CIA is the hub of low cost carriers (LCCs) at present, Solis said the airport should be expanded to be a major hub and gateway for these LCCs.
Solis’ “Twin Airport” concept was backed by University of Asia and the Pacific Professor Bernardo Villegas.
“Clark is the perfect location for a second gateway in the country. The government should stop talks of Cavite, Bulacan and others. They have no runways to talk about,” Villegas said.
Villegas, also a consultant on management development and strategic planning, added that Japanese, Chinese and Korean investors prefer to put their businesses in Central Luzon since Metro Manila is congested.
Aside from the “Twin Airport” concept, CIA Adviser Solis also bared some recommendations for NAIA and CIA.
For NAIA, he said it should not be operated beyond its capacity limits and that improvements there should be on the enhancement of its facilities rather than the expansion of its infrastructure.
For CIA, Solis said a budget terminal should be constructed to service LCCs and provide for their expansion in the next 10 years.
Also, he said the concentration of LCCs in Clark and their eventual expansion in network size will create a market forecasted to reach an output of 15 million passengers in 10 years time.
Solis added that under the land use of plan, a full service gateway terminal with a capacity of up to 80 million passengers can be put to Clark, supported by two more parallel runways.
Recently, Emirates Airline announced its newest flight to Dubai from CIA starting October 1, 2013.
Some of the LCCs in ClA are AirAsia Philippines, Zest Air, AirAsiaBerhad Malaysia, Cebu Pacific Airlines, AirPhil Express, Seair-Tiger Airlines and JinAir.
Meanwhile, long haul carriers include Dragon Air and Asiana Airlines.
