CITY OF SAN FERNANDO–This city’s massive and simultaneous citywide clean-up drive on February 1 here aims to be in the Guinness Book of World Records.
The projected biggest clean-up drive ever–from 6 a.m. to 9 a.m. of the said day–will involve an estimated 200,000 participants and volunteers from schools, city hall, the private sector, Philippine Army, Philippine National Police, barangays, non-government organizations, common folk, and government agencies like the Departments of Environment and Natural Resources, Public Works and Highways, Agriculture, Budget and Management, Education, Health, Social Welfare and Development, Tourism and the Bureau of Internal Revenue, according to Mayor Oscar Rodriguez.
City Environment and Natural Resources Office head Regina Rodriguez said the drive will be held along the MacArthur Highway from Barangay Telabastagan to Barangay San Nicolas.
The drive will involve the cleaning of barangays, schools, roadsides and in particular waterways and canals snaking from the north, passing through Barangay Saguin and Magliman down to the San Fernando River in Barangay San Juan.
Eastward, the clean-up will take on the inner waterways that cascade via the Del Carmen Creek and will also cover small rivers in inner city barangays like Lourdes, Del Pilar and Sta. Teresita.
“Our target for the Guinness record will be the most number of participants, that is 200,000, because the record to beat is 165,000,” Rodriguez said
“However, the title of our activity applied with the Guinness World Records is ‘Biggest Waterways Clean-up’ where there is no target to beat as the city will be the first one to conduct such an activity,” Rodriguez said.
Mother Earth Foundation, an international environment group, will take the lead in coordinating with Guinness on the project, which is a part of the San Fernando’s “Kaganapan 2013” or cityhood anniversary.
“It all sounds ambitious and difficult to work on. But we have to start somewhere and take the first step in protecting the environment with this biggest clean-up drive,” Froilan Grate of Mother Earth Foundation said.
The clean-up committee headed by Multi-Sectoral Governance Council executive Angelo David is now working on the details and logistical requirements of the project. ●Marna Dagumboy-del Rosario

MARIVELES, Bataan–A factory worker “peeping Tom” was arrested when he was caught video recording a 25-year old naked woman taking a bath in Barangay San Isidro, Mariveles town.
Cherlyn Mandocdoc, single, said she was taking a bath inside the toilet when she shocked to see suspect, Federico Rebache, video recording her using a cellular phone at the ceiling of the comfort room.
The victim screamed and called her mother who was in the nearby room.
Police said the boarders’ toilet is adjacent to the family toilet that is why the suspect was able to crawl in the ceiling and perpetrated the mundane act.
Rebache is now languishing behind bars in the Bataan District Jail. ●Butch Gunio

MABALACAT CITY—The provincial government has tapped a solid waste management company to properly dispose plastic and other garbage accumulated across the province everyday.
Governor Lilia “Nanay Baby” Pineda has met with Geocycle Philippines Vice President Ernesto Paredes on Friday at Barangay Sta. Ines here.
Paredes has introduced co-processing, a technology that destroys plastics and other wastes safely. By-products of the process can be used as substitute to fossil fuel such as coal.
“Co-processing destroys hazardous components of wastes while capturing its energy and mineral content in the production of cement,” Paredes said.
Geocycle Philippines is the waste management unit of Holcim Cement Philippines, Inc., a well-known cement manufacturer.
Hauling
Mabalacat City will be the first city in Pampanga to avail of the co-processing technology.
Governor Pineda on Friday supervised the hauling of plastic garbage from the city to the Geocycle’s plant in Norzagaray, Bulacan.
However, to cut back on hauling costs of P3,000 per truck load, Pineda suggested the use of bailers, which will compact plastics so more garbage can be placed in one sack.
She also suggested the creation of pick up points where garbage from all 19 towns and three cities of the province will be collected which will be picked up by Geocycle trucks along Quezon Road in San Simon.
“If pick-up point will be closer to Bulacan, hauling fee will be less expensive,” Pineda said.
Mabalacat MRF
After the discussion with Geocycle, Pineda inspected the city’s materials recovery facility (MRF) in Barangay Sapang Balen.
Pineda was surprised to see old men and women working as scavengers and segregating garbage at the facility. The garbage there even produced foul smell.
She asked the old workers to go home while she vowed to support them so they need not work anymore. Also, she asked all workers to go home until garbage smell is eliminated with the use of chemical treatment.
The governor will transfer the city’s MRF to a closer location as the current facility is in a far-flung area.

CITY OF SAN FERNANDO–Three Automated Rain Gauges or ARGs, which will monitor real time rain amount, duration and intensity in specific areas or localities, will be put up in the city.
The project will be made possible with the coordination between the Department of Science and Technology 3 (DOST-3) and the Advanced Science and Technology Institute (ASTI), as part of its implementation of the “Hybrid Weather Monitoring System and Production of Weather and Rain Automated Stations” in selected host local government units.
The memorandum of agreement for the establishment of the ARGs was forged between DOST-3 regional director Victor Mariano, ASTI director Denis Villorente and Mayor Oscar Rodriguez at Heroes Hall recently.
According to Mary Michelle Quiambao, Pampanga science and technology director, the DOST has identified the need to support the establishment and operation of facilities like the ARGs to obtain real-time weather situations prevailing in the city.
The operation of the facility will be handled by the DOST-ASTI, as well as training for caretakers of the stations in the city.
Each ARG station will be equipped with data-logger, outdoor GSM antenna, a rain collector, and a 10-watt solar panel. ●Marna Dagumboy-del Rosario

International expert on aerotropolis to speak at Clark Aviation Conference Greg Lindsay, co-author of Aerotropolis: The Way We’ll Live Next, will visit the Philippines in February to speak at the Clark Aviation Conference 2013 in Clark Freeport Zone, Pampanga.
Lindsay is an American journalist, speaker and consultant who writes frequently about the interconnection between transportation, urbanization and globalization.
His best-selling book, Aerotropolis: The Way We’ll Live Next, proposes that while cities of old grew around harbors or railroad terminals, today’s mega cities are springing around airports, as air travel becomes the preferred mode of transportation in an increasingly connected and fast-paced world.
A recognized expert on the future of travel, technology and urbanism, Lindsay will discuss in detail at the Clark Aviation Conference the crucial role that air travel is playing in global trade and urbanization.
The conference, being organized by Clark International Airport Corp (CIAC) in partnership with Global Gateway Logistics City, takes place Feb. 21 to 22 at the Widus Convention Center in Clark Freeport Zone. The event also coincides with the popular annual Hot Air Balloon Fiesta.
Themed “The Case for Asia’s Next Aerotropolis,” the two-day conference will look at the need to develop Clark into a regional aerotropolis as Asia steadily takes a prominent position in a changing global economic order.
“The event will underscore Clark International Airport’s critical role in driving economic expansion not just in the Philippines but also in the region. It will also identify policies and projects designed to attract airport-related businesses and investments to the freeport zone. More important, the conference is a call for the full development of Clark International Airport as an aviation nerve center in light of the economic boom in Asia,” said CIAC president and CEO Victor Jose Luciano.
Heads of government agencies — including the trade, tourism and transportation and communications departments as well as the Bases Conversion and Development Authority — and private-sector representatives will hold panel discussions on Clark’s prospects as an aviation and investment destination in Asia, even as they examine pressing aviation and tourism concerns and propose sustainable and long-term solutions.
The convention targets international investors, logistics and supply chain executives, tourism stakeholders, airline officials, import and export managers, and members of the academe. They are expected to gain insights into Clark’s potentials as an aviation and investment destination in Asia and understand better its increasing role in national and regional development.
