Bataan gives Janine Tugonon warm homecoming

BALANGA CITY, Philippines – Enthusiastic crowds warmly welcomed Miss Universe first runner-up Janine Mari Tugonon during her homecoming in this province yesterday.
Tugonon rode a float covered by white flowers followed by a convoy of 20 vehicles that brought her to Dinalupihan, Hermosa, Orani, Samal and Abucay towns with a five-minute stop in front of the town halls, where she was welcomed by local officials.
The choir members of the Aeta community known as “Koro Bangkal Magbikin“ from Bangkal, Abucay town sang several kundimans when Tugonon entered the Bulwagan ng Bayan hall in this city.
Bataan Rep. Albert Garcia and Balanga City Mayor Jose Enrique Garcia III awarded her a certificate of recognition. The Sanggu-niang Panlungsod of Balanga City earlier passed a resolution commending Tugonon for her achievement.
Garcia cited Tugonon for showing to the world the characteristics of a world-class Filipina-Bataeño of being beautiful, confident, intelligent and strong-willed.
“She motivates the local women specially the youth to excel in their chosen careers and Miss Tugonon is worthy of emulation among the younger generations,” said the city mayor.
“It’s a wonderful day. A daughter of Bataan comes home with international recognition of beauty and brains. You make Bataan proud of your achievements and definitely inspire us to the greater height of global success,” the congressman said.
Tugonon is the second Bataeño to win first runner-up in an international beauty contest. Evangeline Pascual of Orani town was only 17 when she won first runner-up in the Miss World pageant held in England in 1973.
Tugonon was born in this city and grew up in Orion town.

Stranded sick dolphin undergoes rehab in Bataan

MORONG, Bataan, Jan. 17 — The Ocean Adventure at the Subic Bay Metropolitan Authority in this town on Wednesday conducted tests preparatory to rehabilitation of the rough-toothed dolphin found stranded in the shallow portion of the sea in Candelaria, Zambales.
Dr. Mariel Flores, marine mammal veterinarian, took blood, stool, mucous and gastric samples of the dolphin placed at an inflatable pool at the Ocean Adventure rehabilitation center. Workers took turn in assisting the mammal to swim.
She said that gastric sample is necessary to determine if there is bleeding inside the stomach or if the dolphin has eaten garbage.
She said that the dolphin has sign of dehydration and needs gastric incubation.
She, however, said that the condition of the dolphin has improved.
From Wednesday night, the dolphin’s breathing has improved although still has stress because its gills got injured in the shallow portion of the sea, the veterinarian said.
She said the dolphin, which has not taken any food for two days, was forced feed with herrings and small squids.
Asked on how long will it take before the dolphin can returned to the sea, Flores said it would depend on its response to the rehabilitation treatment.
The dolphin is about two meters in length and its more than adult, she said.
Flores also said that there were two rough-toothed dolphin that got stranded in Candelaria. The other one left when many people started to arrive, she added.(PNA)

Japanese killed in accident

CAMP OLIVAS – A Japanese national died after accidentally falling from the 9th floor of a building located along Recto Highway inside Clark Freeport on Monday.
A belated report here by Senior Superintendent Jose Hidalgo, officer-in-charge of the Angeles City police, identified the victim as Harno Tanaka, 61, Japanese national and vice president of SNEXT company located inside the Clark Freeport.
Hidalgo said in his report that Tanaka was cleaning his room windows when he slipped and fell nine floors down.
Tanaka is now billeted at Room 907 of the Dong Hwang Offices, Tower 2.
A security detailed at Tower 2 told police that he heard something fall and when he verified it, he saw Tanaka already dead.
Scene of the Crime Operatives headed by Chief Inspector Ricardo Laming found a note written in Japanese which says that the victim was scheduled to clean his room that fateful day.
SNEXT manufactures speakers, headphones and earphones, the report said.
Hidalgo said there was no foul play behind the incident. (Ric Sapnu)

Police: Checkpoints lessen street crimes

CITY OF SAN FERNANDO – The leadership of the Pampanga Provincial Police Office (PPPO) claimed that checkpoints being conducted by the Regional Special Operations Task group (RSOTG) had resulted in lesser crime incidents in the province.
“Mula ng magkaroon tayo ng mga checkpoints at dumami ang mga pulis sa kalsada ay nabawasan ang mga street crimes natin sa Pampanga,” Senior Superintendent R’win Pagkalinawan, police provincial director, said.
He stressed intensified police operations in various municipalities have prevented lawless elements from doing illegal activities.
Pagkalinawan told Sun.Star Pampanga that the inclusion of Pampanga in the 15 hotspots in the 2013 mid-term elections may be considered as a challenge that may eventually lead to the success of elections in the province.
“Hindi naman tayo tumitigil sa trabaho, andyan lagi ang ating mga pulis nagbabantay para masiguro ang tahimik na pagsasagawa ng eleksiyon,” he added.
However, he clarified that checkpoints are only limited to visual search.
“Kailangan yung mga pulis natin ay properly identified, magalang at nakapuwesto sa maliwanag na lugar,” Pagkalinawan explained.
It can be recalled that Interior Secretary Manuel “Mar” Roxas identified Pampanga as one of the “high-risk” areas for violence along with Abra, Pangasinan, Ilocos Sur, La Union, Cagayan, Nueva Ecija, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao del Sur and Basilan.
These provinces were chosen based on several factors, including the existence of private armed groups, threat groups, and history of election-related violence.

Boxing national tilt in Subic

The Amateur Boxing Association of the Philippines have lined up two major local competitions to start the year, including the national championship, leading off to the Asian Youth tournament in March at the Subic Bay Freeport Zone gym.
The Capitol Grounds in Iba, Zambales, in cooperation with the provincial government led by Gov. Hermogenes Ebdane Jr., will be the site of the PLDT-ABAP National Capital Region-Luzon Area tournament on Jan. 22 to 26.
A total of 70 to 80 boxers coming from 15 boxing clubs and associations are expected to compete for slots to the PLDT-ABAP National Championships next month.
That will be in Maasin, Southern Leyte on Feb. 17 to 23 where the best in the country will trade ring savvy and from which ABAP will recruit talent for the national team. Mayor: Extension request ‘not a sign of weakness’

ANGELES CITY – “It is a legal option that is made available by law to any respondent to a case, and we availed of it to enable us prepare our answers in an airtight fashion,” said lawyer Alberto Pamintuan III, son and legal counsel of Mayor Edgardo Pamintuan.
Pamintuan III was referring to a motion filed by his father’s camp last January 7 seeking a 15-day extension to the respondents’ filing of counter affidavit on the charges filed before the Ombudsman by tabloid stringer Robledo Sanchez on alleged illegal hiring of job order employees by Pamintuan.
Sanchez made the announcement of Pamintuan’s motion Tuesday.
“As Mr. Sanchez himself reported, we wanted to wait for the additional affidavits from the complainants which were announced through the media, so that our response will be more thorough,” he said.
Pamintuan III, however, clarified that Sanchez and the Lazatin media bureau have not been authorized to issue statements and press releases on behalf of the mayor.
“It is just odd and funny that the announcement of our seeking of extension of the filing of our counter affidavits and reasons for doing so came from Sanchez and the Lazatin media bureau. It seems Lazatin’s media group has appointed itself to our service,” he said in a jest.
Pamintuan III, a new lawyer, however, said that the seeking of an extension should not be construed as a sign of weakness of the position of the mayor’s camp to Sanchez’ charges that many believe have been pushed by Congressman Tarzan Lazatin, who is challenging the elder Pamintuan in the May elections.
“The truth of the matter is that we shall be able to strengthen our position and even the new affidavits have not bolstered the case of Sanchez,” he said.
Five individuals executed affidavits Monday claiming they were “ghost employees” of city hall.
But City Administrator Dennis Albert Pamintuan said the complainants only perjured themselves because they are “nowhere in our roster and payrolls of job order workers” of city hall.
“Those who claimed they are ghost employees may end up spooking themselves as we intend to file perjury charges against them, and perhaps even seek civil damages from them,” he said.

San Fernando’s most wanted man falls

CAMP OLIVAS, Pampanga–A man wanted for three counts of murder and listed as the number one most wanted person in the City of San Fernando, was arrested by police authorities in Sinait, Ilocos Sur on Tuesday.
Central Luzon Police Regional Director, Chief Supt. Edgardo Ladao identified the arrested person as Benedicto Pasiguen of Panga-ot, Lagayan, Abra.
Ladao said Pasiguen was arrested by virtue of a warrant of arrest issued by Judge Divina Luz Apostol- Simbulan of the Regional Trial Court Branch 41 of the City of San Fernando.
The accused was involved in the killing of Melanio Salonga, Mark John Manelese and Jefferson Salonga in Barangay Sto. Nino, City of San Fernando, Pampanga on August 22, 2009, police said.
Paseguen was also wanted in the attempt to kill Evelyn Galang-Salonga in the same incident.
The court has no bail recommended for the temporary liberty of the accused.
Police said Pasiguen was collared in his hideout at Barangay Magsaysay Sinait, Ilocos Sur at about 5:30 p.m. by a joint operation of the City of San Fernando Police, Pampanga Police in coordination with the Abra Police Office and the Ilocos Sur Police.
Aside from being the top most wanted man in the City of San Fernando, Pasiguen was also listed as the No. 3 most wanted person in Pampanga and No. 8 in Central Luzon.

PLDT-abap national tourney set in Subic

CEBU, Philippines – The Amateur Boxing Association of the Philippines (ABAP) have lined up two major local competitions to start the year, including the national championship, leading off to the Asian Youth tournament in March at the Subic Bay Freeport Zone gym.
The Capitol Grounds in Iba, Zambales, in cooperation with the provincial government led by Gov. Hermogenes Ebdane Jr., will be the site of the PLDT-ABAP National Capital Region-Luzon Area tournament on Jan. 22-26.
A total of 70 to 80 boxers coming from 15 boxing clubs and associations are expected to compete for slots to the PLDT-ABAP National Championships next month.
That will be in Maasin, Southern Leyte on Feb. 17-23 where the best in the country will trade ring savvy and from which ABAP will recruit talent for the national team. Tarzan camp: EdPam asks Ombudsman for ‘more time’

ANGELES CITY – The camp of Mayor Edgardo Pamintuan on January 7 asked the Office of the Deputy Ombudsman for Luzon Adoracion Agbada to extend the time period allotted for the submission of the counter affidavit for the graft and corruption charges filed against Pamintuan and three others before the Ombudsman.
The charges are regarding the controversial 2,506 job order employees of the City Government under the Pamintuan administration.
This was revealed by local mediaman Robledo Sanchez who received a copy of the motion for extension of time filed by Pamintuan and company.
Sanchez said that Pamintuan, along with the other three respondents of the case, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, and City Treasurer Juliet Quinsaat, submitted a Motion for Extension of Time asking the Deputy Ombudsman to grant them an additional fifteen (15) days from January 7 to January 22 to file their counter affidavit.
Sanchez said that the Pamintuan camp reasoned that while the draft for the Counter Affidavits has already been prepared, they need more time to accomplish the said affidavits because they have been “saddled with very tight and heavy work schedule” during the Holiday Season.
The Pamintuan camp also said that on December 13, 2012, they learned from a news article that three witnesses have allegedly filed their respective affidavits and having not received the said witness affidavits in the order issued by the Deputy Ombudsman on December 5, 2012, they are unable to properly answer the allegations.
On October 19, 2012, Sanchez filed the graft and corruption charges against Pamintuan and company before the Office of the Ombudsman regarding the 2,506 job order appointments of the City Government under the Pamintuan administration.
Last Friday (January 11), Sanchez headed back to the Office of the Ombudsman in Quezon City to submit a Supplemental Complaint Affidavit containing the sworn statements of five witnesses claiming to be listed in the job order appointments of the City Government as ‘ghost employees’, i.e. employees that are included in the payroll but are not actually working.
Sanchez was accompanied by the witnesses in the filing of the supplemental affidavit.
The witnesses include Irene David, wife of Councilmen’s League of Angeles City (CLAC) Vice President for External Affairs and Barangay Lourdes Northwest Kagawad William David, Joan Lozano, sister of CLAC Vice President and Barangay Cutcut Kagawad Roy Ogurida, Marlene Coronel, wife of Barangay Salapungan Kagawad Renato Coronel, Roberto Miranda, friend of Barangay Santo Domingo Kagawad Oliver Chaneco, and Barangay Margot Kagawad Nenita Ferrer.
The Deputy Ombudsman initially gave the respondents a period of 10 days to file their Counter Affidavit, failure to comply with which will result to the submission of the case for resolution.
