Arayat village councilman slain

CAMP OLIVAS – A village council member in Arayat town was gunned down by two unidentified motorcycle-riding suspects in front of his house Tuesday night.
Senior Superintendent R’Win Pagkalinawan, acting provincial director of the Pampanga Police, identified the victim as Larry Batas, 39, barangay kagawad of Sto. Nino, Tabuan, Arayat town.
The victim had just arrived home around 9:30 p.m. Tuesday onboard a Mio Soul motorcycle (9662-TO) when he was shot by the suspects.
Pagkalinawan said the victim tried to run but was cornered by the suspects.
The report also said the suspects, who were armed with a .45 caliber pistol and an M-16 rifle reportedly waited for the victim near his house.
Police recovered two spent shells for a .45 and seven for an M-16 at the crime scene.
No one witnessed the said incident.

Clark corporation executives waive benefits

CLARK FREEPORT — Members of the Management Committee (ManCom) of Clark Development Corporation (CDC) voluntarily waived some of their benefits in support of CDC’s improved fiscal management program initiated by president and CEO Arthur P. Tugade.
In a press statement sent to Sun.Star Pampanga, Vice President Noel Manankil of CDC’s Finance Group, said the state-owned firm is expected to save more than P2 million a year from their benefits with the move by the ManCom.
Proceeds from the savings will be used to purchase a service vehicle that will transport CDC employees to and from the various Freeport entry points.
Coinciding with the 20th anniversary of its organization, the savings will also improve the financial standing of the corporation in terms of personnel services and other operational expenses.
Manankil said gasoline allocation, including their allowances on rice, uniform and communication, are part of the waived benefits.
The CDC ManCom initiative was lauded by the members of the Board, including newly designated chairman Eliseo B. Santiago.
Since assuming the post on December 18, Tugade has conducted a series of meetings to improve the fiscal management of the firm by cutting back on capital and operational expenditures.
The members of the ManCom include the executive vice president, vice presidents, and assistant vice presidents.
Tugade has called on CDC employees to usher in a new culture in the state-owned firm, stressing the need to offer greater service to locators and stakeholders of the Freeport.

Lazatin among Top 10 absentee congressmen

ANGELES CITY — Just a week after Mayor Edgardo Pamintuan was voted in the Top 10 World Mayors by the London-based City Mayors Foundation (CMF), it was revealed that Pampanga’s first district representative to the Philippine Congress, Carmelo Lazatin, is among the top 10 absentee congressmen.
In a news report published by Rappler.com, Lazatin was named as among the top 10 members of the House of Representatives with the most number of recorded absences in 2012.
“Talaga po na nakakahiya itong balitang ito. Hindi po maganda ito para sa image ng aming lungsod. Pinatutunayan nito ang aming mga hinala at ang kumakalat na balita na hindi na nga nakakapag-report si Ginoong Tarzan sa Kongreso dahil nga sa hindi kaya ng kanyang katawan,” said Pepito Julian, president of the Cooperative of Former Barangay Chairmen of Angeles City.
“Last year, the City Government of Angeles landed among the Top 10 cities of the country for the second consecutive year, and our city mayor, Edgardo Pamintuan, was one of the seven most outstanding mayors as chosen by the prestigious Superbrands Incorporated. Kaya talaga pong nakakapanghina ang balitang ang congressman ng lungsod na si Tarzan Lazatin ay top 10 din, top 10 sa dami ng absences. Kung grado sa eskwelahan ang pag-uusapan, tiyak tayo na bagsak po siya sa dami ng hindi niya pagpasok,” said Aymer Alvarado, a member of the cooperative and former chairman of Barangay Sto. Cristo.
John Sladky, former barangay chair of Agapito del Rosario, added: “Ang higit na nakakahiya ay mas marami pang absences si Tarzan kaysa sa dating Pangulong Gloria Macapagal-Arroyo, na alam naman natin na may sakit at inilagay sa hospital arrest. Sa katunayan ay wala pa sa kalahati ng 61 session days ang ipinasok ni Ginoong Tarzan. Kailangan po niya itong ipaliwanag. Kung sa kongreso po ay hindi na siya nakakapasok, ano po ang maaasahan natin sa kanya kung magiging alkalde siya? Malamang ay wala.”
Earlier this month, some 29 former barangay chairmen in this city have asked House Speaker Feliciano Belmonte Jr. to reveal the July 2010 to December 2012 congressional attendance of Lazatin.
In a formal letter dated January 7, 2013 and received at the Office of the Speaker on January 10, 2013, the former village chiefs requested Speaker Belmonte to furnish the group a copy of the July 2010 to December 2012 attendance of Lazatin.
But IC Calaguas, chief political affairs officer of first district Representative Lazatin, said Thursday that “it is not surprising that they found Congressman Lazatin’s office empty. Congress is not even in session yet.”
Residents of Angeles City also supposedly snapped a photo of Lazatin’s empty office on January 10.
“Of course, the congressman’s office is empty during the time they took that picture, since as of the moment, Congress is still in recess,” Calaguas said. “Sessions will resume on January 21.”
According to the legislative calendar, sessions in Congress are adjourned from December 22, 2012 until January 20, 2013. Sessions officially resume on January 21 and will run until February 8, 2013.
“This is obviously a politically-motivated action meant to tarnish the reputation of Congressman Lazatin,” Calaguas said. “In the desperation of the Pamintuan camp, they sic their lackeys on the congressman and turn to underhanded means just to discredit him.”
Calaguas said that while the Lazatin camp welcomes the former chairmen’s queries, as they have the right to such, she encouraged the former chairmen to first explain to the citizens of Angeles just what exactly they are doing as job order employees of the City Government.
At least three of the former barangay chairmen who asked Belmonte for Lazatin’s attendance record have been previously revealed to be included in the job order appointment of the Pamintuan administration.
Aymer Alvarado, former chairman of Barangay Santo Cristo, John Sladky, former chairman of Barangay Agapito Del Rosario, and Reynaldo Pamintuan, former chairman of Barangay Ninoy Aquino are all reportedly receiving a daily salary of P272 per day from the City Government.

P5-M hospital complex opens in Floridablanca

FLORIDABLANCA — Governor Lilia Pineda led Thursday the inauguration and blessing of a new P5-million operating complex at the Romana Pangan District Hospital (RPDH) in Barangay San Jose here.
The project was funded by the Capitol as part of the construction and rehabilitation of the 11 district hospitals and the main provincial medical center.
The complex consists of two operating rooms, a recovery room, ophthalmology room, nurse stations, doctors’ lounge, autoclave and cleaning room.
Also included in the budget is the rehabilitation of four Obstetrics-Gynecology units and ward.
The move, according to Governor Pineda, emphasizes the importance of the government hospitals, particularly for poor Kapampangans who cannot afford the services of private hospitals.
“We need to improve our hospitals in terms of facilities, equipment and services to be competitive in addressing the needs of our kabalens who entrust their lives and health to us,” she said.
RPDH chief Dr. Antonio Aquino noted that the improvements will alleviate the condition of all the hospitals operated by Capitol, “because of the development in our health care services brought by the Pineda administration, we are now ready to deliver to the public the highest quality of service that our hospital can offer. It is truly a manifestation of our governor’s ‘Alagang Nanay, Serbisyong Tunay’ advocacy.”
Mayor Eduardo Guerrero, for his part, expressed gratitude for the projects and programs delivered by Governor Pineda to the people of Floridablanca.
“Our town is very fortunate to receive several projects from the Provincial Government. We have a beautiful hospital and our constituents are Philhealth members. This is all because of our good Governor Pineda,” said Guerrero.
Aside from the blessing and inauguration, the governor also led the capsule laying for the Phase II of the rehabilitation and construction of the RPDH, which include pulmonary and cultural minority wards, with a P8.5-million funding from the Provincial Government.

DOST to establish rain gauges

CITY OF SAN FERNANDO – The Department of Science and Technology (DOST), through its regional office here, and the Advanced Science and Technology Institute (ASTI) will establish in this city three Automated Rain Gauges (ARGs) as part of its implementation of the “Hybrid Weather Monitoring System and Production of Weather and Rain Automated Stations” in selected host local government units.
The memorandum of agreement for the establishment of the ARGs, which are designed to monitor real time rain amount, duration and intensity in specific areas or localities, was forged by DOST regional director Victor Mariano, ASTI director Denis Villorente and Mayor Oscar Rodriguez at Heroes Hall recently.
Pampanga Science and Technology director Mary Michelle Quiambao told Sun.Star Pampanga that the DOST has identified the critical need to support the establishment and operation equipment and related facilities like the ARGs in order to obtain real-time weather situations prevailing in the city.
“The ARG, which is a DOST-ASTI technology, is used for gathering real time rainfall data. It is very essential in our disaster risk reduction programs and we are happy that the City of San Fernando agreed to host the installation and operation of this weather monitoring equipment,” Quiambao said.
She said the DOST-ASTI will facilitate, install, operate and coordinate the tenancy of the identified ARG site, as well as provide technical orientation and training for the caretakers of the station which will be provided by the city.
Each station will have an ARG composed of an ASTI datalogger, outdoor GSM antenna, a rain collector, and a 10-watt solar panel.
The city for its part will provide for space, civil works, security and maintenance of the ARGs and the stations, said Quiambao.

CSF cleans for Guinness

THE City Government of San Fernando led by Mayor Oscar Rodriguez will aim for a Guinness World Record as it embarks on a massive and simultaneous citywide clean-up drive from 6 a.m. to 9 a.m. on February 1 this year.
The projected biggest clean-up drive ever will involve an estimated 200,000 participants and volunteers from schools, city hall, the private sector, Philippine Army, Philippine National Police, barangays, non-government organizations, common folk, and government agencies like the Departments of Environment and Natural Resources, Public Works and Highways, Agriculture, Budget and Management, Education, Health, Social Welfare and Development, Tourism and the Bureau of Internal Revenue.
According to Regina Rodriguez of the City Environment and Natural Resources Office — which conceptualized citywide clean-up — the drive will cover the stretch of MacArthur Highway from Barangay Telabastagan to Barangay San Nicolas.
It will involve the cleaning of barangays, schools, and roadsides and in particular waterways and canals snaking from the north, passing through Barangay Saguin and Magliman down to the San Fernando River in Barangay San Juan.
Eastward, the clean-up will take on the inner waterways that cascade via the Del Carmen Creek and will also cover small rivers in inner city barangays like Lourdes, Del Pilar and Sta. Teresita.
“Our target for the Guinness record will be the most number of participants, that is 200,000, because the record to beat is 165,000. However, the title of our activity applied with the Guinness World Records is ‘Biggest Waterways Clean-up where there is no target to beat as the city will be the first one to conduct such as activity,” said the CENRO official.
Mother Earth Foundation, an international environment group, will take the lead in coordinating with Guinness on the project, which is a part of the San Fernando’s “Kaganapan 2013” or cityhood anniversary.
“It all sounds ambitious and difficult to work on. But we have to start somewhere and take the first step in protecting the environment with this biggest clean-up drive,” said Froilan Grate of Mother Earth Foundation.
The clean-up committee headed by Multi-Sectoral Governance Council executive Angelo David is now working on the details and logistical requirements of the project.

Candaba bird census set today

CANDABA – Local government officials here have set today, Saturday, the Asian Water Bird Census at the Wildlife Reserve Park in Sitio Simang, Barangay Visal San Pablo.
The migratory bird census will be led by Mike Lu, president of Wild Bird Club of the Philippines (WBCP), representative from the Department of Environment and Natural Resources (DENR) and the local officials here led by Mayor Jerry Pelayo.
Locals reported that greater volume of migratory birds arrived and currently stays in this town’s marshlands.
The bird census is annual event conducted by the WBCP, DENR and it is on its sixth year in this town.
Leny Manalo, Candaba chief of staff, said all participating bird watchers, census takers and media are requested to proceed to the bird sanctuary as early as 6 a.m. today.
Some 12,600 birds were recorded last year. At least 40 species were seen, mostly herons and ducks. Around 2,000 Philippine ducks were also seen mingling with migratory birds.
Last year’s tally was higher compared to that of the migratory bird census in 2011, which recorded at least 8,725 migratory birds roaming around the Candaba Wetlands.
The Asian Water Bird Census aims to provide the basis for estimates of water bird populations and monitor changes in the number of water birds and their distribution by regular and standardized counts of representative wetlands.
The Asian Water Bird Census is part of the global water bird monitoring program of the International Water Bird Census coordinated by the Wetlands International and the Protected Areas and Wildlife Bureau.

P5-M district hospital operating complex in Pampanga town inaugurated

FLORIDABLANCA, Pampanga— The newly constructed P5-million operating complex facility of Romana Pangan District Hospital here was formally opened on Thursday.
The provincial government funded the operating complex which is part of construction and rehabilitation of 11 district and provincial hospitals in the province.
Govenor Lilia G. Pineda stressed the importance of government hospitals, especially to poor Kapampangans who cannot afford the services of private hospitals.
She said the provincial capitol is on its way in improving the district and provincial hospitals in terms of facilities, equipment and services in order to become more competitive in addressing the medical needs of Kapampangans.
Dr. Antonio Aquino, chief of hospitals, said the complex comprises two operating rooms, recovery room, opthalmology room, nurse station, doctors’ lounge, autoclave and cleaning room.
The project also included the rehabilitation of four units of obstetrician ward.
Aquino lauded the efforts of Governor Pineda in improving the physical condition of all the hospitals operated by the provincial government.
“Because of the development in our health care services brought by the Pineda administration, we are now ready to deliver to the public the highest quality of service that our hospital can offer,” he said.
Town Mayor Eduardo Guerrero also expressed gratitude for the projects and programs being delivered by the governor to the Floridablancans.
Guerrero said their town is very fortunate to receive several projects from the provincial government.
“We have a beautiful hospital and our constituents are Philhealth members,” he said.
After the inauguration, Pineda led the capsule laying for the Phase II of the rehabilitation and construction of the said district hospital that include the establishment of a pulmonary and cultural minority wards with P8.5-million budget from the provincial government. (PNA)

Wellness center opens for Zambales women

SUBIC, Zambales–A community health clinic turned wellness center is helping lower the incidence of sexually transmitted diseases (STDs) and infections among women in Subic, Zambales.
Refurbished and renovated by Redondo Peninsula Energy, Inc. (RP Energy), the former health center now Usapang Babae Health and Wellness Hub in Barangay Calapandayan offers cheap gram staining and pap smear tests.
It also conducts seminars on cervical cancer awareness and basic reproductive health consciousness for females in the area.
“We’re glad to have this opportunity to help address the concerns and problems of RP Energy’s stakeholders. As part of our commitment, we hope to improve the quality of healthcare and wellness of women especially in Zambales,” said Grant Smith, RP Energy project manager.
RP Energy, together with the Presidential Council on Women (PCW) sponsored the refurbishment of the wellness hub facility and also provided new medical equipment.
HIV (Human Immunodeficiency Virus) infections are considered the top killer and most widely-monitored among STDs.
The Department of Health’s National AIDS Registry reports that in the first quarter of 2012, 10 new cases of HIV infections are diagnosed every day. To date, there are more than 10,500 people living with HIV/AIDS in the Philippines.
“Gram staining and pap smear procedures offered by the wellness center for residents have significantly reduced the local incidence of STDs compared to data gathered four years ago,” said Dr. Leonardo Afable Jr., Subic municipal health officer.
According to Afable, the women from the local communities also see the clinic as a second home where they can open up and share with other women health-related lessons from their experiences.
The Usapang Babae Health and Wellness Hub is part of RP Energy’s KliniKaBarangay Women’s Health and Wellness Initiative, the first corporate social responsibility initiative in the country that addresses women’s health and wellness concerns.
The program also conducts seminars to create awareness about the rights of women and how they can protect themselves against STDs, violence and abuse.
RP Energy’s Smith hopes that, in the future, the KliniKaBarangay Women’s Health and Wellness Initiative could also train barangay health workers in STD counseling and HIV screening. ●

CLARK FREEPORT – The two-day Clark Aviation Conference, which is slated here next month, will have for its guest speaker an international expert on futuristic travel, technology and urbanism, Greg Lindsay.
Lindsay, the co-author of the book “Aerotropolis: The Way We’ll Live Next”, will discuss in detail the crucial role that air travel plays in global trade and urbanization during the meet at the Widus Hotel Convention Center.
Lindsay, who wrote about the development of mega cities around airports as air travel becomes the preferred mode of transportation, speaks frequently about interconnection between transportation, urbanization and globalization.
Clark Aviation Conference organizers said Lindsay has also been invited to speak with several business groups in Manila and Makati City during his stay in the country.
Lindsay–also a journalist–is a visiting scholar at New York University’s Rudin Center for Transportation Policy and Management studying mobility and connectivity. He is also an affiliate of the New England Complex System Institute.
The conference, being organized by Clark International Airport Corp (CIAC) in partnership with Global Gateway Logistics City, will be held on February 21-22, coinciding with the popular annual International Hot Air Balloon Fiesta.
Dubbed as “The Case for Asia’s Next Aerotropolis,” the two-day conference will look at the need to develop Clark into a regional aerotropolis as Asia steadily takes a prominent position in a changing global economic order.
“The event will underscore Clark International Airport’s critical role in driving economic expansion not just in the Philippines but also in the region. It will also identify policies and projects designed to attract airport-related businesses and investments to the freeport zone,” said CIAC President and CEO Victor Jose Luciano in a statement.
He said the conference is a call for the full development of Clark International Airport as an aviation nerve center in light of the economic boom in Asia.
Heads of government agencies—including the trade, tourism, and transportation and communications departments as well as the Bases Conversion and Development Authority—and private-sector representatives will hold panel discussions on Clark’s prospects as an aviation and investment destination in Asia, even as they examine pressing aviation and tourism concerns and propose sustainable and long-term solutions.
Expected participants include international investors, logistics and supply chain executives, tourism stakeholders, airline officials, import and export managers, and members of the academe.
