‘Congress is not even in session’ – Lazatin camp

ANGELES CITY– “It is not surprising that they found Congressman Lazatin’s office empty. Congress is not even in session yet”.
Thus said IC Calaguas, Chief Political Affairs Officer of Pampanga First District Representative Carmelo “Tarzan” Lazatin, yesterday in response to the news article released by the camp of Mayor Edgardo Pamintuan questioning Lazatin’s attendance record in Congress after residents of Angeles City supposedly snapped a photo of Lazatin’s empty office on January 10.
“Of course, the Congressman’s office is empty during the time they took that picture, since as of the moment, Congress is still in recess,” Calaguas said, “Sessions will resume on January 21”.
According to the legislative calendar, sessions in Congress are adjourned from December 22, 2012 until January 20, 2013. Sessions officially resume on January 21 and will run until February 8, 2013.
Former Angeles City Barangay Chairmen, who are now included in the controversial job order employees of the Pamintuan administration, sent a letter to House of Representatives Speaker Feliciano “Sonny” Belmonte, Jr. questioning Lazatin’s alleged absences from Congress and asking Belmonte to reveal Lazatin’s complete attendance record from July 2010 to December 2012.
“This is obviously a politically-motivated action meant to tarnish the reputation of Congressman Lazatin,” Calaguas said, “In the desperation of the Pamintuan camp, they sic their lackeys on the Congressman and turn to underhanded means just to discredit him,” she added.
Calaguas said that while the Lazatin camp welcomes the former chairmen’s queries, as they have the right to such, she encourages the former chairmen to first explain to the citizens of Angeles just what exactly they are doing as job order employees of the City Government.
At least three of the former barangay chairmen who asked Belmonte for Lazatin’s attendance record have been previously revealed to be included in the job order appointment of the Pamintuan administration.
Aymer Alvarado, former chairman of Barangay Santo Cristo, John Sladky, former chairman of Barangay Agapito Del Rosario, and Reynaldo Pamintuan, former chairman of Barangay Ninoy Aquino are all reportedly receiving a daily salary of P272 per day from the City Government. ●

Garcia wants jobs generation in FAB for Bataan folks

BALANGA CITY, Bataan–Bataan Second District Congressman Albert Garcia wants jobs generation at the Freeport Area of Bataan (FAB) to accommodate more local folks.
The solon recently met and accompanied at the Freeport officers of Dynamic Outsource Solutions I, a business product outsourcing (BPO) company hiring call center agents.
The BPO company is seriously considering to expand its operation.
Freeport officials said that officers of the BPO company were impressed by FAB’s operation.
FAB Chairman and Administrator Deo Custodio has been citing the advantages of investing in the Freeport which includes superior facilities, natural endowments, and tax incentives.
Earlier, Garcia said that more locators in FAB mean additional available jobs for Bataan residents.
“FAB gives more opportunities for Bataan folks”, he said.
The solon is known as the architect of FAB for initiating a bill converting the then deteriorating Bataan Export Processing Zone in Mariveles town into a Freeport.
From the existing 40 plus locators then, it increased to more than 70 since becoming a Freeport three years ago. ●Butch Gunio

San Fernando SP awarded outstanding component city council

CITY OF SAN FERNANDO—This city’s Sangguniang Panlungsod has again been named “Most Outstanding Sanggunian” officially landing a spot in the Hall of Fame and national finalist for the “Most Outstanding Panlungsod of the Philippines.”
The city’s SP has been accorded such an award for three consecutive terms now—in 2006, 2009 and 2012–by the Department of Interior and Local Government (DILG), together with the Philippine Councilors’ League (PCL).
According to DILG Pampanga Provincial Director Angelina Blanco, the list for the 2012 Local Legislative Award (LLA) or the “Most Outstanding Sangguniang Award” was released by DILG Regional Director Florida Dijan. The list included Angeles City for the Highly Urbanized City category.
Lota Reyes, DILG City Director, said the first search for the most outstanding Sanggunian for all categories was initially started in 2006.
DILG Information Officer Mirriam Gaviola, meanwhile, said the LLA recognizes the exemplary performance of Sanggunians of cities and municipalities in legislating measures that help build the foundation of meaningful local administration and development.
The Outstanding Sanggunian Award accords official recognition to a Sangguniang Panlungsod/Bayan that excels in the enactment of Ordinances and Resolutions that ultimately contribute to the attainment of desirable socio-economic and environmental outcomes which specifically highlight innovations and excellence in the legislative process with the end in view of inspiring other local legislative to perform better, she added.
City Vice Mayor Edwin Santiago, who is also presiding officer of the Sanggunian here, said that he is very much elated for the continuous winning streak of the Sangguniang Panlungsod and hopes for the city to retain this until the end of his term in 2013.
He expressed confidence that the national entry of the SP here, which revolves around the 8-point agenda of the city focused on the fields of education, health, infrastructure, governance, industry, environment, and public safety, will again make history by retaining the local legislative body’s crown, being excellent in the local legislation.
Santiago said the Sanggunian here has been named “Outstanding Sangguniang Panlungsod” (component city category) in the province last December 30, 2012 together with the Sangguniang Bayan of Guagua for the municipal category.
According to Santiago, who is a mayoralty bet here, the SP here has enacted a total of 202 ordinances and 1,262 resolutions with impact on local communities such as the Annual Investment Program, City Risk Reduction and Management Ordinance, Comprehensive Development Plan, Revenue Code, Solid Waste Management Plan, Gender and Development and Appropriation Ordinance, among others. ●Marna Dagumboy-del Rosario

LGU, university to update SF’S socio-economic profile

CITY OF SAN FERNANDO– Aiming to confirm and re-identify the current basic needs of its residents, the city government of San Fernando, Pampanga, has renewed its partnership with the University of the Assumption (UA) through a Research Collaboration Agreement.
Mayor Oscar Rodriguez led the signing of a memorandum of agreement (MOA) on the research survey sequel providing the City Planning and Development Office reliable and relevant updates about the general socio-economic status of the local population.
Data from the periodic survey would be used as input to help improve the city’s economic, health, literacy, shelter, employment, and peace and order conditions especially among its least privileged residents.
Aside from providing the latest socio-economic database for the city planners by covering significant samples of households in all 35 barangays in San Fernando City, the survey results will serve as a tool to analyze the various elements related to poverty, and monitor and update if the basic needs of the residents in each barangay are being addressed.
“This will allow the city government to determine where to focus its resources on and deliver the needed services of each barangay, as well as to assess citizens’ perception with regard to the efficiency of the local government in extending services to residents of San Fernando,” said Rodriguez.
According to Engr. Fernando Limbitco, city planning officer, the output will also be used to recommend concrete actions that will be used as reference in planning and developing initiatives and programs at the barangay level.

To cut back expenses, CDC execs waive benefits

CLARK FREEPORT— Members of the Management Committee (ManCom) of the Clark Development Corporation voluntarily waived some of their benefits in support of CDC’s improved fiscal management program initiated by newly installed President and Chief Executive Officer Arthur Tugade.
Vice President Noel Manankil of CDC’s Finance Group said the state-owned firm is expected to save more than P2 million a year from their benefits with the move by the ManCom.
Proceeds from the savings will be used to purchase a service vehicle that will transport CDC employees to and from the various freeport’s entry points.
Coinciding with the 20th anniversary of its organization, the savings will also improve the financial standing of the corporation in terms of personnel services and other operational expenses.
Manankil said that gasoline allocation, including their allowances on rice, uniform and communication, are part of the waived benefits.
The CDC ManCom initiative was lauded by the members of the board, including newly-designated Chairman Eliseo Santiago.
Since assuming the post on December 18, Tugade has conducted a series of meetings to improve the fiscal management of the firm by cutting back on capital and operational expenditures.
The members of the ManCom include the executive vice president, vice presidents, and assistant vice presidents.
Tugade has called on CDC employees to usher in a new culture in the state-owned firm, stressing the need to offer greater service to locators and stakeholders of the freeport. He also said that all CDC personnel should be punctual, don a smile, and refuse gifts from locators and applicants. ●Charlene Cayabyab

Pampanga village chiefs told: Help ensure peaceful polls

LUBAO, Pampanga – Governor Lilia G. Pineda appealed to some 505 village chiefs of the province to help ensure the maintenance of peace and order during and after the election period to bring the message to the Filipino people that Kapampangans are indeed friendly and peace loving.
The governor reiterated this message as she introduced Myrvie Fabia, newly installed provincial director of the Department of Interior and Local Government (DILG), to the village officials in a meeting held at the Pineda Gymnasium in Lubao town.
As this developed, the governor distributed cellular phones to be used by the village officials in maintaining the peace and order situation in the province.
The village officials lauded the provision of communication equipment as this would also help them to have a direct access to the office of the governor, Philippine National Police (PNP) and to the DILG provincial director.
Pineda led the distribution with Board Members Cris Garbo (1st district); Fritzie David-Dizon and Jun Dimson (2nd); Trina Dizon and Monina Laus (3rd); Ric Yabut and Nestor Tolentino (4th); and Melchor Pingol (provincial chairman of the Association of Barangay Captains).
The cellular phones will be used in monitoring the current situations at the barangay level and in reporting any untoward incidents to the police force, the governor instructed.
The provincial government will also put together a directory of barangay, municipal, and provincial government officials to facilitate the delivery of reports and maintain an open-line of communication among the leaders of the province.
Pertinent contact numbers of authorities, including Sr. Supt. R’win Pagkalinawan and Supt. Bernard Perez of the Pampanga Provincial Police Office, were also given here. The police officials also encouraged the village leaders to immediately report any suspicious personalities and activities in their areas for them to respond quickly.
“The cellphone units will also have unlimited credits to a certain network for six months. This is to ensure that the village leaders will be able to contact us and the police before, during, and after the 2013 Elections,” the governor elaborated.
In return, the village chiefs vowed to intensify their campaign to maintain a peaceful and orderly elections come May.
“We can see the sincerity of the governor in wanting a peaceful province, not only during elections but throughout the year. With this, we are more determined than ever to prove that Pampanga is truly a quiet place to live in,” the barangay officials declared. ● Angelique Tuazon

3 Pampanga solons among Congress top 10 absentees

CITY OF SAN FERNANDO–At least three of the four district representatives of Pampanga were among the top 10 lawmakers with the most number of absences in Congress.
Based on the 15th Congress attendance record from January 16, 2012 to December 19, 2012, former President-turned-Pampanga Second District Representative Gloria Macapagal-Arroyo had the most number of absences with 28. Arroyo was only present in 33 out of the total 61 sessions of the House.
Arroyo, however, was put under hospital arrest following plunder charges against her.
Arroyo was seconded by Pampanga Fourth District Representative Anna York Bondoc-Sagum with 26 absences followed by First District Representative Carmelo “Tarzan” Lazatin with 24.
Bondoc-Sagum was only present in 35 sessions while Lazatin in 37 out of the 61 sessions of the House.
Bondoc-Sagum’s brother, Juan Pablo Bondoc, earlier said his sister is on her first pregnancy.
Meanwhile, Third District Representative Aurelio “Dong” Gonzales only had five absences and was present in 57 sessions.
Aside from Pampanga representatives, Iloilo Representative Augusto Boboy Syjuco also had the most number of absences with 26 along with Sarangani Representative Manny Pacquiao.
Pacquaio had boxing matches with Timothy Bradley and Juan Miguel Marquez in 2012.
Arroyo’s son, Camarines Sur Representative Diosdado “Dato” Arroyo, however, had a perfect attendance as he was present in all 61 sessions of the Congress.

Councilor wants probe on OFW’s death

ANGELES CITY — Councilor Jesus Sangil asked the Department of Foreign Affairs (DFA) to investigate the death of a female worker from Pampanga who reportedly drowned in a hotel swimming pool in Bahrain.
Sangil said the family of Marilyn Pamintuan Bondoc, 42, an overseas contract worker (OCW), sought the help of city officials for an investigation to determine if there was a foul play behind her death.
In his letter to DFA Consul Elmer Cato, through Central Luzon Regional Consular Officer Arturo Romua, Sangil stated the case of Bondoc who died on July 9, 2012.
“The cause of her death is still in a ‘cloud of doubt’ as far as her family is concerned. In connection with the unfortunate incident, we are now seeking DFA’s assistance in seeking clear answers to the cause of her death and/ or if necessary her family is seeking justice with the tragedy to their family,” Sangil said in his letter.
“Further, we are also earnestly requesting to facilitate the recovery of the remains of Mrs. Bondoc and that it be transported back to the country and to her family. Her remains is said to be at the Al Salmaniya Hospital in Bahrain,” city councilor added.
Sangil said Bondoc’s relatives were informed that the victim went swimming in a pool hotel and drowned.
“He (Bondoc’s husband) sought our assistance thru Broadcaster Arnel Panganiban, Station Manager of dwGV-AM. We immediately called the attention of DFA Consul Elmer Cato for assistance,” Sangil said.
Sangil authored a resolution for the creation of an OFW and Owwa desk at the Public Employment Service Office in City Hall during his second term in the City Council.

Miserable life prompts wife to hang self

MARIVELES, Bataan–A wife living miserably hanged self to death in Barangay Alion, this town, on Monday.
Police report said Maria Fe Islum, 29, with her children aged 8, 7, and 2, went to the farmhouse here where her husband Jumer Islum, 32, was staying to confront the latter for not supporting them.
But Islum just ignored the victim and walked away.
Report said the dejected victim with her children went home in Alion where she hanged herself.

Capitol targets zero casualty for pregnant moms

LUBAO, Pampanga–Gov. Lilia Pineda said the provincial government targets zero casualty for mothers during pregnancy and in giving birth this year.
Pineda, who attended the free check-ups and consultation administered by the provincial health office (PHO) in the Second District, told pregnant mothers that she will help those who will undergo caesarian at the provincial and district hospitals at minimal cost to the family.
“The programs of the provincial government is not limited to free check-ups and consultation. We will also help in the expenses of those who will undergo caesarian section operation,” Pineda declared.
Dr. Imelda Labrador, provincial health officer for public health, stated that the assistance of the Capitol for mothers starts from conception to postnatal.
She said the free consultation and check-ups are crucial for six-to-nine-month pregnant women in order to ensure the safety and protection of the mother and the child.
“Consultation to health professionals is very important in monitoring the condition of pregnant mom. Early detection of any complications or disease will lessen the possibility of deaths,” said Labrador.
The maternal health care program of the provincial government consists of immunization, consultation to health professionals and giving away vitamins for health pregnancy.
Aside from these, Pineda distributed “Buntis Kits” to 1,000 pregnant mothers of the district who were also the recipients of the health care program.
Meanwhile, Dr. Melinda Cayabyab said Gov. Pineda initiated the activity to give proper medical attention to mothers especially to those who were diagnosed with abnormalities in their pregnancy. ●Jenna Lumbang
