Rosa, Canlubang, Mandaluyong, Makati, Tarlac and Pampanga gathered at the Laus Group of Companies headquarters in the City of San Fernando for their annual Don Bosco Student Leaders Assembly themed “Propesyon Ko, Buhay Busko.”
The Laus Group of Companies headed by chairman and chief executive officer Levy P. Laus from Batch ’66, hosted the forum and treated the student leaders to a tour of the conglomerate’s facilities and a glimpse of its affiliates – Mitsubishi Carworld, Premier Cars BMW, Corporate Guarantee and Insurance Company, Huper Optik, CLTV 36 and DWRW 95.1 FM—and their operations Friday afternoon.
Mosche Lacson of the Don Bosco Student Council gladly expressed appreciation for the study tour, which he said was the beginning of their quest to dream big and live the Bosconian way of life: “Today marks the start, the beginning, the alpha, the Day One of the Student Leaders’ Assembly 2012-2013. After countless meetings and preparations of the different Don Bosco Settings spearheaded by the Office for the Development of Education Apostolate, we Bosconians have finally arrived at the day where we say ProBusko: Propesyon ko, Buhay Busko.”
Lacson said that they have chosen the Laus Group of Companies for this year’s SLA because it epitomizes “the fruits of the Bosconian alumni leaders as an example, inspiration and challenge to Bosconian student leaders.”
“Today shows how a boy who has a rosary in his pocket, a boy who has a strong devotion to Mary Help of Christians, a boy who lives extraordinary well could do wonders after he graduates. That is why we chose Mr. Levy P. Laus as a speaker for this first workshop and part of this SLA…because he has translated his vision successfully into reality,” added the student leader.
“As Warren Bennis, an American scholar, organizational consultant, and author of several award winning books on leadership once said: ‘Leadership is the capacity to translate vision into reality. City signs MOA for PhilHealth’s new policy

THE City Government here signed recently a memorandum of agreement (MOA) with suppliers and providers of medical supplies in Central Luzon to complement PhilHealth’s “No Balance Billing” (NBB) policy.

The NBB is a new PhilHealth policy mandating that no other fees shall be charged or paid for by the PhilHealth patients who availed of any of the identified 22 medical and surgical cases under the case rates package payment scheme and to provide optimal financial risk protection for all its members, especially the most vulnerable groups, including the poorest of the poor.

According to Dr. Lucielle Ayuyao, Secretariat of the NBB at the Rafael Lazatin Memorial Medical Center (RLMMC) formerly Ospital Ning Angeles, the said policy will give Angeleños the access to proper health care services.

“The NBB is a directive of President Benigno ‘Noynoy’ Aquino and will be implemented here in Angeles City so that more patients will be admitted to our health care services, especially those under the indigent category,” she said.

For his part, Mayor Edgardo Pamintuan said the NBB will supplement the wide array of affordable health care services in the city.

“The NBB policy will truly help the city in its goal to provide more medical services to Angeleños. It is another welcome policy here in Angeles, as it will surely help us serve more people with our Renal Care Unit, the Medikalinga, regular cataract operations and bi-weekly medical and dental missions held in our 33 barangays,” the mayor said.

Additionally, the city also signed a memorandum of agreement with three accredited and reputable medicine suppliers in Central Luzon to expedite the acquisition of medicines in the city.

Steritex Medical System, Sta. Ana Enterprises and Pediadose Vaccines responded to the call of the City Government and the RLMMC to provide commonly used medicines at the most reasonable rates.

Stertitex representative Mylene Malit said, “This MOA is a ‘win-win’ for us because we will be able to provide a steady supply of medicines to the government, which in turn, may be used to serve more patients in the hospital and other health care services that the city offers.”

Pamintuan thanked the willingness of the suppliers to help the local government in providing the people of Angeles with medicines in a timely fashion.

“This is a huge innovation for us here in Angeles as we will be allowed to continuously provide the medicines needed by the Angeleños,” he said.

Additionally, the MOA states that the suppliers will provide the needed medicines based on the lowest price gathered on canvass and not on the usual canvass or public bidding.

Mayor asks SC: Stop GMA trial on plunder

CITY OF SAN FERNANDO – Guagua Mayor Ric Rivera has asked the Supreme Court (SC) last Wednesday to stop the trial of former President and Pampanga Representative Gloria Macapagal-Arroyo.

In a supplemental petition, Rivera and 39 other petitioners from the second district asked the SC to “immediately issue a temporary restraining order or a writ of preliminary injunction enjoining the respondent Ombudsman from prosecuting the case, and the respondent Sandiganbayan from proceeding with the case and from continuing with the arrest and detention of Macapaga-Arroyo.”

Rivera and the petitioners claimed that Arroyo’s constituents “have been deprived of representation by their duly-elected representative,” what with her incarceration for a non-bailable charge.

“Herein intervenors, as bonafide residents and registered voters of the second district of Pampanga where petitioner Arroyo is currently serving as incumbent representative to the House of Representatives, re-plead the grounds stated in the petition for intervention filed before this honorable court by Ocampo, Ponio, Valencia, and Manalac,” the residents said.

Constituents Rico Ocampo, Eugene Paul Ponio, Marcelo Valencia and Joaquin Mañalac filed the first petition for intervention supportive of Arroyo’s legal cause, citing Section 1, Rule 19 of the Rules of Civil Procedure as having given them the right to intervene in the pending case, saying that since they are being denied the right to be represented in Congress due to the detention of Arroyo, they, therefore, have a legal interest in the legal issue.

The latest petition was signed by Rivera, Anthony Torres, Roy Sunglao, Rodolfo Ocampo, Joel Pascual, Rey Cayanan, Ruben Manlutac, Hector David, Ernesto Enriquez, Ruperto Tanjoco, Santos, Serrano, Homer Garcia, Dante Gozo, Angelo Layug, Victor Gaviola, Antonio Ladao, Helen Tantengco, Ma. Victoria Soriano, Jessie Cardona, Alfonso Ocampo, Jesus Sunga, Maricel Sunglao, Fe Sunglao, Amylyn Sunglao, Bernadette Sunglao, Joel Pascua, Remy Ria Pascua, Gino Ocampo, Danilo Alfonso, Evelino Parico, Heriberto Alfonso, Dante Sarmiento, Florinda Dasig, Eneline Vitug, Paterno Ocampo, Russel Sahagun, Jingerly Calma, Orlando Navarro, Sharon Baldovino and Mark Owen Guiao.

3 Americans, Korean among 7 dead in Olongapo fire

OLONGAPO CITY — A fire swept through a hotel in Barangay Barretto in this city early Friday, killing seven people, including three Americans, three Filipinos and a South Korean, authorities said.

The three American men and the South Korean man were found dead in separate rooms in the Dryden Hotel, a small two-storey tourist hotel in Olongapo city, a former U.S. naval base, said police Senior Inspector Gil Arizo Domingo. The bodies of three Filipino women were found in separate parts of the hotel, he said.Adjacent bars and another hotel were not affected by the three-hour blaze, which started at around 3 a.m., Domingo said.

The building’s facade and ground floor are made of concrete, but the second floor is largely wooden. The cause of the fire was under investigation.

Domingo identified one of the Americans as James Brigati of Kodiak, Alaska. The two others were identified as Patrick Burt and Joseph Valuso, whose hometowns were not immediately available. The South Korean man was identified as Kyung Ook-kim of Suwan City.

The victims’ ages were not immediately available.

Olongapo, which is about 80 kilometers west of Manila, is a popular beach destination, especially among American visitors, many of whom are former service members who were deployed there when the coastal city hosted one of the largest U.S. bases overseas. Liga chief distributes P250,000 educational grants

CITY OF SAN FERNANDO — Liga ng mga Barangay-Pampanga Chapter president and ex-officio Board Member Melchor Pingol distributed Friday a total of P250,000 in educational assistance to 100 students coming from the 505 barangays of the province.

The grants — P2,500 each per student — is intended to augment the school expenses of the recipients this second semester of school year 2012.

The number of beneficiaries was recently upped by Governor Lilia Pineda from 50 per board member to 100 as requested by the lawmakers, since many indigent students desire to finish their tertiary students in colleges and universities of their choice.

Under Pingol’s wing, several students have graduated last year, with about seven more bound to receive their diplomas in March 2013. Many are in their second and third year of studies under Capitol’s educational assistance program.

Pingol, who was assisted by Board Member Nestor Tolentino (fourth district), told the recipients to continue excelling in their studies.

“All that we ask from you in return is to study hard so that others after you will get the same opportunity and inspiration. Let us also thank our beloved Governor Nanay Baby Pineda who has always been supportive of Capitol’s educational assistance program. Rest assured our other lawmakers are here to help you in your needs,” he said.

The same was echoed by Tolentino, who disclosed that more slots have been allocated for poor but bright students, particularly in the fourth district towns of Apalit, Sto. Tomas, Minalin, Macabebe, Masantol, San Simon and San Luis.

“We are looking for about 4,000 beneficiaries of education grants in the fourth district alone, courtesy of yours truly, Congresswoman Anna York Bondoc-Sagum and her brother Rimpy. Koreans revalidate P4.6-B flood control project

CITY OF SAN FERNANDO – A group of Korean consultants had started the revalidation of the proposed P4.6-billion flood control project in low-lying areas in the fourth district of Pampanga.

The foreign consultants hired by Korea Eximbank were led by Park Duck Hee, project manager; Kim Zun Seok and Lee Dong Hun, deputy directors; Taedong Park, president: overseas business division; Jean Young Heo, deputy general manager; and directors Yong Hoom Choz, Jang Jzongho and Kim Dohoon.

The revalidation initiative started Friday after the Koreans’ meeting with Governor Lilia Pineda. It would run for six months.

Based on the feasibility study, the project cost would be P4,655,040,000 and will be covering the municipalities of Sto. Tomas, San Simon, Minalin, Macabebe and Masantol.

The loan component of the proposed project will reach to P3,899,710,000. This will be funded by Korea-Economic Development Cooperation Fund.

The loans will be used for civil works, consultancy services (detailed engineering, construction supervision), service charge and contingencies.

The counterpart of the Government of the Philippines will reach to P755,330,000 and this will be utilized for the administrative cost, road right of way acquisition, local tax provision and contingencies.

Engr. Lita Manalo, of the Public Works department who accompanied the Korean consultants, said the proposed flood control measures is aimed at mitigating flood damage to the province, particularly in the said municipalities, by increasing waterways capacity of the Third River, Eastern Branch River, Caduang Tete and Sapang Maragul River.

She said the project will also improve education and sanitary condition of 74 school sites in the five municipalities, adding that this would generate employment of local folks within the vicinity of the project. IT investors in Asia visit Pampanga

CITY OF SAN FERNANDO – Some 120 foreign investors from various countries in Asia will visit Pampanga today (Saturday) to determine the viability of the Internet connectivity investment even in the remote places that cannot be reached by existing telecommunication companies.

Dr. Joey Aranal, IPSTAR Solutions Philippines Corporation president and chief executive officer, said the foreign visitors are potential investors.

“Tayo ang nag invite sa kanila. Isang grupo ito ng mga investors na mula pa sa ibat-ibang bansa. Mayroong galing sa Taiwan, Hong Kong, Thailand, China and Malaysia among other countries in Asia,” he said.

Aranal said the foreign investors will be toured inside the Clark Freeport and in Barangay Planas, Porac town to witness the launching of IP Star’s pilot project involving the provision of Internet connectivity to the members of the indigenous community.

“We heard that the nearest Internet cafe in Barangay Planas is almost 10 kilometers away that’s why we decided to test our project here,” he said.

IP Star is offering services to the rural countryside that deploys a business model, such as the basic Internet cafe also known as e-kiosk that is expandable to propagate Wi-Fi hot spots in various remote municipalities, from 200 meters radius to as much as 5 kilometers radius.

This will aid money remittance services, provide link for ATM services, and provide any type of data, video and voice services for both domestic and international routes.

Gaming and entertainment can also be brought to the countryside where it was once thought to be impossible.

Aranal opined that with the immersion of Internet access to less favored communities, progress will soon move to these remote locations.

Capitol funds P6-M rice processing complex

CITY OF SAN FERNANDO – The Provincial Government of Pampanga has funded the construction of the P6-million rice processing complex in Barangay Salapungan, Candaba town.

The project is part of the agricultural support being provided to farmers by the province under the leadership of Governor Lilia Pineda.

The rice production facility is situated inside the compound of the Cadaba municipal hall extension.

Pineda, together with Mayor Jerry Pelayo and other local officials, recently led the groundbreaking ceremony marking the start of the construction of the complex, which is expected to be completed on the second quarter of this year.

The rice processing complex will contain a mechanical solar dryer, rice mill, warehouse, administrative offices and comfort rooms.

Pelayo said the facility is a big help to the farmers coming from eight barangays in the Kapampangan region.

He noted almost 50 percent of the farm produce of the town came from these localities, and the establishment of the complex would strengthen the capability of the farmers in providing sufficient supply of rice throughout the year.

“Malaking bagay ito para sa ating mga magsasaka dahil ito lamang ang hindi binabaha sa buong Candaba. Yung ani ng mga magsasaka ay pwedi an nilang ilagay dito para masiguro na mayroon tayong sapat na supply,” the mayor said.

DOLE 3 issues 2013 holiday list, salary computations

CITY OF SAN FERNANDO–The Department of Labor and Employment has issued implementing guidelines for Proclamation No. 459 which lists regular holidays including special holidays this 2013 and their corresponding salary computations.
Labor Secretary Rosalinda Dimapilis-Baldoz promulgated the implementing guidelines on Wednesday.
On August 2012, President Benigno Aquino III issued Proclamation No. 459 consistent with the laws of the Philippines governing the observance of holidays, to wit: Republic Act (RA) No. 9492, dated 24 July 2007, which amended Section 26, Chapter 7, Book I of Executive Order (EO) No. 292, also known as the Administrative Code of 1987, by declaring certain days, specific or movable, as special or regular holidays.
By virtue of Proclamation No. 459, there are 10 regular holidays, seven special non-working days, and one special holiday for all schools for the year 2013, as follows: regular holidays–New Year’s Day, January 1 (Tuesday); Maundy Thursday, March 28; Good Friday, March 29; Araw ng Kagitingan, April 9 (Tuesday); Labor Day, May 1 (Wednesday); Independence Day, June 12 (Wednesday); National Heroes Day, August 26 (Last Monday of August); Bonifacio Day, November 30 (Saturday); Christmas Day, December 25 (Wednesday); and Rizal Day, December 30 (Monday).
Meanwhile, special (non-working days) include Black Saturday, March 30; Ninoy Aquino Day, August 21 (Wednesday); All Saints Day, November 1 (Friday). Additional special (non-working) days include November 2 (Saturday); December 24 (Tuesday); and Last Day of the Year, December 31 (Tuesday).
Special holiday (for all schools) include EDSA Revolution Anniversary, February 25 (Monday).
Secretary Baldoz said President Aquino III affirmed Black Saturday, together with November 2, and December 24, 2013, as additional special non-working days nationwide, citing the need to enable the Filipino people to observe their most cherished traditions, Holy Week, All Saints Day, and Christmas, “without prejudice to the public interest.”
In addition, Section 2 of Proclamation No. 459 provides that “the proclamations declaring national holidays for the observance of Eid’l Fitr and Eidul Adha shall hereafter be issued after the approximate dates of the Islamic Holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient.”
“To this end, the National Commission on Muslim Filipinos (NCMF) shall inform the Office of the President on which day the holiday shall fall,” the proclamation further provides.
The proclamation also mandates the DOLE to promulgate the implementing guidelines prompting Baldoz to issue Labor Advisory No. 06, Series of 2012, on the Payment of Wages for the regular holidays, special (non-working) days, and special holiday (for all schools) for the year 2013, specifically promulgating the rules.
For regular holidays, payment rules are: if the employee did not work, he/she shall be paid 100 percent of his/her salary for that day. The computation to the salary should be daily rate + Cost of Living Allowance x 100 percent. The COLA is included in the computation of holiday pay.
Payment rules also says that if the employee worked, he/she shall be paid 200 percent of his/her regular salary for that day for the first eight hours. Computation: (Daily rate + COLA) x 200%. The COLA is also included in computation of holiday pay.
Meanwhile, if the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: Hourly rate of the basic daily wage x 200% x 130% x number of hours worked.
If the employee worked during a regular holiday that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her daily rate of 200 percent. Computation: (Daily rate + COLA) x 200%] + (30% [Daily rate x 200%)].
If the employee worked in excess of eight hours (overtime work) during a regular holiday that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 200% x 130% x 130% x number of hours worked); Special (Non-working) Days.
If the employee did not work, the “no work, no pay” principle shall apply, unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day.
If the employee worked, he/she shall be paid an additional 30 percent of his/her daily rate on the first eight hours of work. Computation: [(Daily rate x 130%) + COLA).
If the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 130% x 130% x number of hours worked).
If the employee worked during a special day that also falls on his/her rest day, he/she shall be paid an additional fifty percent of his/her daily rate on the first eight hours of work. Computation: [(Daily rate x 150%) + COLA].
If the employee worked in excess of eight hours (overtime work) during a special day that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 150% x 130% x number of hours worked).
For private establishments, February 25, 2013 is an ordinary workday and no premium is required to be paid for work on said day.
On the other hand, employees in private schools, whether academic or administrative personnel, shall be paid in accordance with the rules for pay on special (non-working) days as stated in Labor Advisory No. 06, Series of 2012. ●Charlene A. Cayabyab

Plastic strictly banned in Bulacan

MALOLOS CITY–The provincial government will strictly implement the ban on use and sale of plastic bags in the entire province.
Governor Wilhelmino M. Sy-Alvarado made the announcement Wednesday at the launching of the implementation of the ordinance at Mc Donald’s-BSU where they posted tarpaulins for public information.
Alvarado signed the Implementing Rules and Regulations of the Provincial Ordinance No. 2012-09 also known as “Panlalawigang Kautusang Nagbabawal sa Paggamit ng Non-Biodegradable Plastic Bags, Styrofoam at mga Kauri Nito Bilang Packaging Material sa Lalawigan ng Bulacan at Nagtatakda ng Kaparusahan sa Paglabag Nito” on Dec. 12, 2012.
This is part of the seven-point agenda to protect the environment, health and welfare of the Bulakenyos. Due to climate change, we need to help in protecting the environment through planting of trees and prohibiting the use of plastic which is the major cause of siltation in our rivers, the governor said.
The ordinance prohibits the sale and use of non-biodegradable plastic bags, styrofor and other kinds as packaging materials in the 21 towns and three cities in the province.
Violators will pay a fine of P1,000 to P5,000 or imprisonment of not less than six months to one year (depending on the number of offenses done).
For those who does not have the capacity to pay the fine, he/she must serve the community through environment-related services for three months or longer upon the discretion of the court.
All commercial establishments, stores and markets, on the other hand, will be given 15 days to comply after the publication of the ordinance to avoid retraction of their business permits.
“We need to cooperate for our Mother Earth because I do believe that it is not yet too late to save it. I am asking for your cooperation to support the implementation of the plastic ban in our province,” he said. ● (PNA)
