DOLE 3 issues 2013 holiday list, salary computations

CITY OF SAN FERNANDO–The Department of Labor and Employment has issued implementing guidelines for Proclamation No. 459 which lists regular holidays including special holidays this 2013 and their corresponding salary computations.
Labor Secretary Rosalinda Dimapilis-Baldoz promulgated the implementing guidelines on Wednesday.
On August 2012, President Benigno Aquino III issued Proclamation No. 459 consistent with the laws of the Philippines governing the observance of holidays, to wit: Republic Act (RA) No. 9492, dated 24 July 2007, which amended Section 26, Chapter 7, Book I of Executive Order (EO) No. 292, also known as the Administrative Code of 1987, by declaring certain days, specific or movable, as special or regular holidays.
By virtue of Proclamation No. 459, there are 10 regular holidays, seven special non-working days, and one special holiday for all schools for the year 2013, as follows: regular holidays–New Year’s Day, January 1 (Tuesday); Maundy Thursday, March 28; Good Friday, March 29; Araw ng Kagitingan, April 9 (Tuesday); Labor Day, May 1 (Wednesday); Independence Day, June 12 (Wednesday); National Heroes Day, August 26 (Last Monday of August); Bonifacio Day, November 30 (Saturday); Christmas Day, December 25 (Wednesday); and Rizal Day, December 30 (Monday).
Meanwhile, special (non-working days) include Black Saturday, March 30; Ninoy Aquino Day, August 21 (Wednesday); All Saints Day, November 1 (Friday). Additional special (non-working) days include November 2 (Saturday); December 24 (Tuesday); and Last Day of the Year, December 31 (Tuesday).
Special holiday (for all schools) include EDSA Revolution Anniversary, February 25 (Monday).
Secretary Baldoz said President Aquino III affirmed Black Saturday, together with November 2, and December 24, 2013, as additional special non-working days nationwide, citing the need to enable the Filipino people to observe their most cherished traditions, Holy Week, All Saints Day, and Christmas, “without prejudice to the public interest.”
In addition, Section 2 of Proclamation No. 459 provides that “the proclamations declaring national holidays for the observance of Eid’l Fitr and Eidul Adha shall hereafter be issued after the approximate dates of the Islamic Holidays have been determined in accordance with the Islamic calendar (Hijra) or the lunar calendar, or upon Islamic astronomical calculations, whichever is possible or convenient.”
“To this end, the National Commission on Muslim Filipinos (NCMF) shall inform the Office of the President on which day the holiday shall fall,” the proclamation further provides.
The proclamation also mandates the DOLE to promulgate the implementing guidelines prompting Baldoz to issue Labor Advisory No. 06, Series of 2012, on the Payment of Wages for the regular holidays, special (non-working) days, and special holiday (for all schools) for the year 2013, specifically promulgating the rules.
For regular holidays, payment rules are: if the employee did not work, he/she shall be paid 100 percent of his/her salary for that day. The computation to the salary should be daily rate + Cost of Living Allowance x 100 percent. The COLA is included in the computation of holiday pay.
Payment rules also says that if the employee worked, he/she shall be paid 200 percent of his/her regular salary for that day for the first eight hours. Computation: (Daily rate + COLA) x 200%. The COLA is also included in computation of holiday pay.
Meanwhile, if the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: Hourly rate of the basic daily wage x 200% x 130% x number of hours worked.
If the employee worked during a regular holiday that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her daily rate of 200 percent. Computation: (Daily rate + COLA) x 200%] + (30% [Daily rate x 200%)].
If the employee worked in excess of eight hours (overtime work) during a regular holiday that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 200% x 130% x 130% x number of hours worked); Special (Non-working) Days.
If the employee did not work, the “no work, no pay” principle shall apply, unless there is a favorable company policy, practice, or collective bargaining agreement (CBA) granting payment on a special day.
If the employee worked, he/she shall be paid an additional 30 percent of his/her daily rate on the first eight hours of work. Computation: [(Daily rate x 130%) + COLA).
If the employee worked in excess of eight hours (overtime work), he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 130% x 130% x number of hours worked).
If the employee worked during a special day that also falls on his/her rest day, he/she shall be paid an additional fifty percent of his/her daily rate on the first eight hours of work. Computation: [(Daily rate x 150%) + COLA].
If the employee worked in excess of eight hours (overtime work) during a special day that also falls on his/her rest day, he/she shall be paid an additional 30 percent of his/her hourly rate on said day. Computation: (Hourly rate of the basic daily wage x 150% x 130% x number of hours worked).
For private establishments, February 25, 2013 is an ordinary workday and no premium is required to be paid for work on said day.
On the other hand, employees in private schools, whether academic or administrative personnel, shall be paid in accordance with the rules for pay on special (non-working) days as stated in Labor Advisory No. 06, Series of 2012. ●Charlene A. Cayabyab

Plastic strictly banned in Bulacan

MALOLOS CITY–The provincial government will strictly implement the ban on use and sale of plastic bags in the entire province.
Governor Wilhelmino M. Sy-Alvarado made the announcement Wednesday at the launching of the implementation of the ordinance at Mc Donald’s-BSU where they posted tarpaulins for public information.
Alvarado signed the Implementing Rules and Regulations of the Provincial Ordinance No. 2012-09 also known as “Panlalawigang Kautusang Nagbabawal sa Paggamit ng Non-Biodegradable Plastic Bags, Styrofoam at mga Kauri Nito Bilang Packaging Material sa Lalawigan ng Bulacan at Nagtatakda ng Kaparusahan sa Paglabag Nito” on Dec. 12, 2012.
This is part of the seven-point agenda to protect the environment, health and welfare of the Bulakenyos. Due to climate change, we need to help in protecting the environment through planting of trees and prohibiting the use of plastic which is the major cause of siltation in our rivers, the governor said.
The ordinance prohibits the sale and use of non-biodegradable plastic bags, styrofor and other kinds as packaging materials in the 21 towns and three cities in the province.
Violators will pay a fine of P1,000 to P5,000 or imprisonment of not less than six months to one year (depending on the number of offenses done).
For those who does not have the capacity to pay the fine, he/she must serve the community through environment-related services for three months or longer upon the discretion of the court.
All commercial establishments, stores and markets, on the other hand, will be given 15 days to comply after the publication of the ordinance to avoid retraction of their business permits.
“We need to cooperate for our Mother Earth because I do believe that it is not yet too late to save it. I am asking for your cooperation to support the implementation of the plastic ban in our province,” he said. ● (PNA)

200 cataract patients in Olongapo get free operation

OLONGAPO CITY–Some 200 cataract patients from this city will be operated for free by an international team of doctors organized by the Lions Clubs District 301-D1-Philippines and 19-C, a counterpart district in Washington, USA.
Some 2,000 pairs of eyeglasses will also be distributed to residents of the city’s 17 barangays this week at the covered court of Barangay Pag-Asa.
“This is an important activity for us because this is one of our major concerns. We thank all my fellow barangay officials for helping us help their constituents,” Jimmy Pasag, chairman of Pag-Asa and a Lions Club member said.
The activity was funded by the Lions Club International Foundation and hosted by Barangay Pag-Asa, Olongapo City New Horizon Lions Club, Subic Tambuli Lions Club, Primera Lions Club, SR Executive Lions Club, Golden Heights Lions Club and Subic Bay Lions Club.
The Lions Club has several areas of service, namely: restoring sight, providing disaster relief, supporting youth, and addressing other humanitarian needs such as health and disability.
“So far we have confirmed 1,700 people will avail of the refraction glasses, but we are expecting to reach our target,” Alex Tinagan, councilor of Pag-Asa said.
Doctors, some of whom flew in from the United States of America, are screening cataract patients inside a customized mobile eye care clinic.

Angeleños run to build classrooms across Phl

ANGELES CITY–The people of Angeles will run on Sunday to help a private firm achieve its aim to build 10,000 classrooms in 10 months across the country that will benefit 400,000 students.
Dubbed “The More You Run, the More Classrooms You Build,” the project will be held simultaneously in Makati City, Butuan City, Cagayan de Oro, Cebu, Dipolog City, Dumaguete, Legaspi, Tarlac, Zamboanga, and Zamboanga-Sibugay. It is spearheaded by the Ayala Foundation Inc. together with the Ninoy and Cory Aquino Foundation, in partnership with various sectors and the Department of Education (DepEd).
DepEd Secretary Br. Armin Luistro disclosed that “the activity is aimed to donate its proceeds for the benefit of The Entire Nation Moves! (TEN Moves!)–a public fundraising campaign to help build 10,000 classrooms in public schools nationwide.”
Some 10,000 people are expected to join in the 3-kilometer run in the city.
The race will start 5 a.m. at Angeles City Hall towards the vicinity of the Don Bonifacio Subdivision in Barangay Pulung Maragul.
The priority divisions where the classrooms will be built include Camarines Sur, Sorsogon, and Camarines Norte. In Visayas–Negros Oriental, Negros Occidental, Bohol and Samar; and Mindanao–Sarangani, Basilan, North Cotabato, Tawi Tawi, Sultan Kudarat, and Zamboanga-Sibugay.
Luistro added that “DepEd’s standard and estimated cost of the construction of a quality classroom with floor area 7 X 9 meters is at P600,000.”
To date, TEN Moves has raised over P38 million contributing to the donations and pledges received by its mother campaign, Bayanihang Pampaaralan, of nearly 3,000 classrooms. Of these, at least 1,126 classrooms have already been built, including a two-storey, four-classroom building in Indahag National High School in Cagayan de Oro City.
TEN Moves was launched last October 2011. It is a project of the Bayanihang Pampaaralan initiative, developed by the 57-57 Education Reform Movement in response to the department’s appeal to the private sector to help address the classroom backlog, estimated at 66,800, Luistro explained.
It calls for the combined support of corporations, organizations, and individuals toward the attainment of a common goal to benefit thousands of Filipino pupils and students wherein they are targeting at least 2 million Filipinos to donate P10 a day for 10 months–a total of P3,000 per individual, and the amount collected will be allotted for the establishment of classrooms around the country. ● Joelyn G. Capitol constructs P5-M Candaba birthing station

CANDABA, Pampanga –Pampanga Gov. Lilia Pineda led the groundbreaking ceremony of the P5-million worth of birthing station in Barangay Bahay Pare, this town funded by the provincial government.
This is the first birthing clinic constructed by the present administration here as fulfillment of the campaign promise of Pineda for the Candabeños.
Pineda said the structure is an initial phase of the proposed community hospital that will benefit the residents especially in the fifteen villages of the Tagalog region in this town.
“The Candabeños in this part of the town are far from the district hospital making health care services not so accessible that is why we will later on convert the clinic into a community hospital,” Pineda said.
Mayor Jerry Pelayo confirmed that many of his constituents used to take their patients either to San Luis District Hospital or as far as Baliwag Hospitals in Bulacan during emergencies that puts the lives of the patients vulnerable and in danger.
“People of this town are very grateful to Gov. Lilia Pineda for considering their situation. The construction of the birthing station will protect the mothers and their children,” Pelayo stated.
Aside from this, the provincial government, with the help of Department of Health (DOH), has constructed birthing stations in Emigdio District Hospital in Arayat and in Dr. Andres Luciano Memorial Hospital in Magalang town. At the Angeles City Livelihood Complex in Barangay Pulung Cacutud, the Healthy Mushrooms, Inc. is engaged in the cultivation, growing, and processing of gourmet mushrooms using state-of-the-art equipment and technology-based production systems under a controlled environment.
Four kinds of mushrooms are propagated – the shiitake, king oyster or the eringli, oohiratake or the giant oyster, and the maitake or hen of the woods.
The shiitake mushroom possesses antibacterial and antiviral properties known as proteinase inhibitors. Modern research show that the shiitake stimulates the immune system, reduces platelet aggregation, aids in blood circulation, and cures upper respiratory diseases.
The king oyster mushroom has an inhibitory effect on cholesterol and a laxative effect that treats constipation. It stimulates the immune system by increasing the production of interferon-gamma and IL-4.
The oyster mushroom contains a statin drug known as lovastatin that is used to lower cholesterol. It contains up to 2.8 percent lovastatin on a dry weight basis. Consumption of the oyster mushroom lowers cholesterol levels.

Guagua folk ask SC to halt Arroyo trial

GUAGUA, Pampanga–Mayor Ric Rivera of this town has filed a petition for intervention before the Supreme Court last Wednesday to stop the Sandiganbayan trial of former President and now Second District Rep. Gloria Macapagal-Arroyo.
Rivera, along with 39 others, filed a five-page supplemental petition which asks the high court to “immediately issue a temporary restraining order and/or a writ of preliminary injunction enjoining the respondent Ombudsman from prosecuting the case, and the respondent Sandiganbayan from proceeding with the case and from continuing with the arrest and detention of Macapagal-Arroyo.”
Rivera, with 39 residents from the Second District, made the petition to complement an earlier petition for intervention filed by fellow residents Rico Ocampo, Eugene Paul Ponio, Marcelo Valencia and Joaquin Mañalac.
In the petition, they said they have been “deprived of representation” with Arroyo’s incarceration for a non-bailable charge.

1,208 Pampanga indigents now PhilHealth members

FLORIDABLANCA, Pampanga–Some 1,208 indigent residents from various villages in this town have benefited from the distribution of PhilHealth insurance cards held at the multi-purpose covered court in front of the municipal hall here on Wednesday.
The distribution was led by Governor Lilia Pineda, Mayor Eduardo Guerrero and other local officials.
Elizabeth Baybayan, Provincial Social Welfare Development Officer said that the PhilHealth cards were sponsored by the national and provincial governments and by former President and now second district Rep. Gloria Macapagal Arroyo.
Baybayan said the beneficiaries were identified based on the previous census conducted by the Department of Social Welfare and Development (DSWD).
These are individuals belonging to the poorest of the poor with no capability to pay for their medical needs, she said.
Pineda, meanwhile, reminded the beneficiaries to safe keep the PhilHealth cards to avoid inconveniences in securing benefits, in case they or any of their family members needs hospitalization.
With the PhilHealth ID cards, the indigent residents may now avail of medical care benefits ranging from allowances for hospital room and board fees, drugs and medicines, x-ray and other laboratory procedures as well as allowances for the professional fees of attending physicians.

DENR organizes ‘airshed’ board to arrest pollution

CITY OF SAN FERNANDO–The Department of Environment and Natural Resources has designated Bulacan-Pampanga-Bataan Airshed in Central Luzon and the constitution of a governing board to oversee industry compliance to air quality standards in these areas, environment authorities announced recently.
The designation of the Central Luzon airshed is part of the efforts to improve the air quality of Metro Manila and nearby provinces.
Republic Act 8749, or the Philippine Clean Air Act, and Administrative Order 2011-11 signed by Secretary Ramon Paje of the DENR, further divided the Metro Manila Airshed into the National Capital Region (NCR) Airshed, Cavite-Laguna-Rizal Airshed, and Bulacan-Pampanga-Bataan Airshed.
An “airshed” refers to geographical areas with similar weather or meteorological conditions and sources of air pollution affecting the interchange and diffusion of air pollution in the surrounding atmosphere, explained Maximo Dichoso of the DENR in Central Luzon office here.
Paje has earlier reported a 21 percent decline in the overall average pollution levels in Metro Manila since the start of the year, saying total suspended particulates (TSP) and particulate matter 10 microns in diameter and smaller (PM10) levels have gone down in the Metropolis.
TSPs are solid pollutants as dust and soot, while PM10 refers to the finer particles that penetrate lung tissues and cause pulmonary or respiratory illnesses. Annual standard thresholds for TSP and PM10 are 90µg/Ncm (micrograms per normal cubic meter) and 60µg/Ncm, respectively.
Under Paje’s Administrative Order, each airshed shall be managed by a governing board composed of the regional directors of the Department of Health (DOH), Department of Energy (DOE), Department of Transportation and Communications (DOTC), Department of Science and Technology (DOST), Department of Interior and Local Government (DILG), Department of Trade and Industry (DTI), Department of Education(DepEd) and the Department of Budget and Management (DBM); local government officials of the provinces and municipalities; and representatives from the private business sectors, people’s organizations, and non-government organizations.
The governing board shall assist the DENR in taking measures to control air pollution and set up emission standards; to regulate the use of fuel additives and other related substances; and to formulate policies as well as set standards congruent with the existing national laws.
The board shall also develop a comprehensive action plan based on the guidelines set by the DENR, and issue an Air Quality Status Report, among other tasks.
To date, a total of 20 airsheds have already been established throughout the country, 15 as regular airsheds and three as geothermal airsheds.● Charlene

Kapampangans named PH outstanding young men

CITY OF SAN FERNANDO–Two Kapampangans were among the seven individuals recently chosen and awarded by President Benigno Aquino III as “The Outstanding Young Men” (TOYM) of 2012.
The two Kapampangan men, Ivan Anthony Henares from this city and Allan “apl.de.ap” Lindo Pineda from Angeles City, received their award from Mr. Aquino during a ceremony at the Malacanan Palace on Wednesday.
Henares was chosen for his contributions in heritage conservation while Pineda for contemporary music.
In his speech, Mr. Aquino said Henares “has given a new generation of people an appreciation of our heritage.”
Meanwhile, Mr. Aquino described Pineda as his “friend” who gives back to his fellow Filipinos aside from entertaining them.
“We have an international hip-hop phenomenon, who found his initial success by reminding each of us to ‘practice what we preach’ — a person I am fortunate to call friend, who I often see in awarding ceremonies and events because he doesn’t just entertain his countrymen, he gives back to them, especially in times of great challenge: In apl.de.ap, we see all of these things,” Mr. Aquino said.
Pineda, along with his fellow awardees, even staged a performance during the awarding ceremonies.
“To our awardees: The best of your work is still to come. You are going to be a vital part of our nation’s future,” Mr. Aquino told all seven awardees.
Aside from Henares and Pineda, other awardees include Democratic Independent Workers’ Association party-list Representative Emmeline Aglipay for public service; Warren Baticados for veterinary medicine; the Azkals’ Emelio “Chieffy” Caligdong for sports; Abelardo David for community occupational rehabilitation and Rodrigo “Jiggy” Manicad Jr. for broadcast journalism.
Profiles
Henares, this city’s former tourism officer, is a well-known heritage advocate.
He has explored the Philippines’ 7,107 islands and has visited the country’s 80 provinces.
Also an educator of tourism at the University of the Philippines-Diliman, Henares sits as the vice president of the Heritage Conservation Society and the Philippine representative to ICOMOS International Cultural Tourism Committee (ICTC).
Henares was named “Most Outstanding Kapampangan for Youth Leadership” in 2001.
On the other hand, Pineda is well-known for being a member of the international singing group “Black Eyed Peas.”
Pineda hails from Barangay Sapang Bato, a known Aeta community in Angeles City.
Pineda has brought his Filipino culture into his singing group by writing the song “The Apl Song” in 2003. The song explained his life history.

The TOYM awardees were chosen by the board of judges chaired by Supreme Court Justice Arturo Brion.
