Graduation rites must be memorable – DepEd

OLONGAPO CITY–The Education Department (DepEd) reminded public school officials to ensure a memorable and exciting commencement exercises for the millions of pupils and students who will graduate this year.
And DepEd Secretary Armin Luistro stressed that it should be without “extravagant splurges.”
“It is a part of DepEd’s public service to the people in giving a simple yet an unforgettable graduation for students and that they deserve a ceremony without paying a cent,” Luistro said in a statement.
ThetMarzan-Estrealla, chairman of the city council’s education committee, said in a text message that the local school board said it will “abide by the guidelines.”
“We’ve already met with DepEd division superintendent Jess Ferrer about it. And the principals were aptly advised,” Marzan explained.
She added that there will a series of meetings with the different Parents and Teachers Associations (PTA) in the city this coming weeks.
In line with its reform agenda, DepEd has released the 2013 Graduation Rites with the theme “Building the Nation’s Future Leaders through the K to 12 Basic Education Program”.
In a statement, DepEd said it is still implementing the “No Collection” of graduation fees and forcing students to submit non-academic projects as requirement to graduate is strictly prohibited.
While the same is encouraged in private schools, they are allowed to exercise their discretion.
DepEd also asked politicians to respect the graduations as a “solemn ceremony intended for the graduating students and their parents, and should not be used as a platform for political forum.”

Aviation experts bare ‘twin airport’ concept

CLARK FREEPORT–Aviation experts said Clark International Airport (CIA) need not compete with the country’s premier airport Ninoy Aquino International Airport (NAIA) but complement its operation instead.
Captain Benjamin Solis, adviser to the Clark International Airport Corporation, introduced the “Twin Airport” concept during the first Clark Aviation Conference here on Thursday.
The “Twin Airport” concept, according to Solis, will not replace NAIA but will play as “twin” to CIA.
“NAIA should not be replaced. It can serve as a southern gateway to the greater capital region. A twin to CIA,” Solis said.
While NAIA serves the south, Solis said CIA should serve the north.
“Clark can serve the role of rationalizing NAIA’s capacity challengers by providing the airlines the opportunity of a second gateway in Luzon,” Solis.
Since CIA is the hub of low cost carriers (LCCs) at present, Solis said the airport should be expanded to be a major hub and gateway for these LCCs.
Solis’ “Twin Airport” concept was backed by University of Asia and the Pacific Professor Bernardo Villegas.
“Clark is the perfect location for a second gateway in the country. The government should stop talks of Cavite, Bulacan and others. They have no runways to talk about,” Villegas said.
Villegas, also a consultant on management development and strategic planning, added that Japanese, Chinese and Korean investors prefer to put their businesses in Central Luzon since Metro Manila is congested.
Aside from the “Twin Airport” concept, CIA Adviser Solis also bared some recommendations for NAIA and CIA.
For NAIA, he said it should not be operated beyond its capacity limits and that improvements there should be on the enhancement of its facilities rather than the expansion of its infrastructure.
For CIA, Solis said a budget terminal should be constructed to service LCCs and provide for their expansion in the next 10 years.
Also, he said the concentration of LCCs in Clark and their eventual expansion in network size will create a market forecasted to reach an output of 15 million passengers in 10 years time.
Solis added that under the land use of plan, a full service gateway terminal with a capacity of up to 80 million passengers can be put to Clark, supported by two more parallel runways.
Recently, Emirates Airline announced its newest flight to Dubai from CIA starting October 1, 2013.
Some of the LCCs in ClA are AirAsia Philippines, Zest Air, AirAsiaBerhad Malaysia, Cebu Pacific Airlines, AirPhil Express, Seair-Tiger Airlines and JinAir.
Meanwhile, long haul carriers include Dragon Air and Asiana Airlines.

C. Luzon disaster preparedness efforts strengthened

CITY OF SAN FERNANDO–Various concerned government agencies in Central Luzon are intensifying their efforts to reduce the disastrous effects of natural hazards in the region.
The Office of Civil Defense-3, in collaboration with the Department of Interior and Local Government (DILG), Department of Environment and Natural Resources, Department of Health, Bureau of Fire Protection, Philippine National Police and other agencies have started the formulation of Regional Disaster Risk Reduction Management Plan aimed at enhancing disaster preparedness and response capabilities at all levels.
The OCD has presented a timeframe in the formulation of the RDRRM Plan which will be pilot tested in Central Luzon.
The timeframe was crafted by the National Disaster Risk Reduction and Management Council (NDRRMC) with the help of consultants from the Japan International Cooperation Agency (JICA).
During their recent meeting presided by DILG regional director Florida M. Dijan, each government agency has presented their initiatives relative disaster preparedness.
“People already know the disastrous effects of calamities because of their own experiences in the past in which many lives and properties were lost due to unpreparedness in times of typhoons. We, on the part of the government agencies, have joined together to mitigate the effects of disasters,” Dijan said.
The DILG has presented the criteria and the implementing guidelines of the department’s Seal of Disaster Preparedness (SDP) which was initially administered to local government units (LGUs) along the Pampanga River Basin.
The SDP is an award being given to any LGUs which showed exemplary practices of disaster preparedness and disaster preparedness response before and during calamities.
Dijan said the objectives for awarding the seal are to recognize and reward local government performance in institutionalizing disaster preparedness and to assess performance gaps, link gaps to policy or program intervention and monitor improvement on disaster preparedness. ● (PNA)

SP approves ordinance to benefit rabies victims

CITY OF SAN FERNANDO — The SangguniangPanlalawigan has approved an ordinance authorizing all government-run hospitals in the province to provide free medical treatment and vaccination for patients infected by rabies.
The ordinance came after members of the SP observed an increase in rabies-infected patients, who are mostly coming from indigent families.
Under Ordinance No. 577, which was approved on third reading last week, provincial hospital Diosdado P. Macapagal Memorial Hospital (DPMMH) and all district hospitals in the entire province will be directed to provide free vaccination or immuno-prophylaxis and medical treatment.
Accordingly, the said ordinance will take effect as soon as Governor Lilia Pineda signs it in order to save patients from the life-threatening disease.
Since Pineda assumed office in 2010, one of her thrusts has been to protect and promote the health of the people. Free medical treatment and vaccination to patients infected with rabies due to animal bites are being conducted regularly.

Bataan to enjoy lower electricity rates soon

MARIVELES, Bataan–Bataeños may soon receive lower monthly electric bills after the National Grid Corporation of the Philippines (NGCP) recently completed a P299 million transmission project that supports a new power plant located in Mariveles town.
The Mariveles Coal Transmission Reinforcement Project caters to the GN Power Ltd.’s new coal-fired electric generation facility which will add 600 megawatts capacity to the Luzon power grid.
NGCP said in a statement that the project was designed to accommodate the additional capacity from GN Power and connect it to the Luzon grid through a 38-circuit kilometer transmission line from Mariveles to a substation in Limay town.
The added electric supply from GN Power which is expected to begin commercial operations by May came as a solution to the country’s crucial problem of power supply which the Department of Energy said is projected to increase from 8,000 MW in 2012 to 10,700 in 2020, and will increase further to 16,500 in 2030. ● (PIA-3)

Congressional aspirant consults Bataan folk

BALANGA CITY–Reynan Calderon, Bataan Second District congressional candidate of the Makabayan Party, said he is continuously doing consultations with the people of Bataan.
He added that, in fact, he has been doing rounds among the people of the province to know their plight for the last two years.
Phillip Ramos, political leader of Calderon, said the latter even goes to remote sitios to talk and consult with common people.
He narrated that people in far-flung areas are very delighted to talk up-close to a congressional candidate, who does not come from a political clan.
Ramos said Makabayan has already built political networks and set of leaders in the six towns of the Second District to support the candidacy of Calderon.

Before releasing shares from quarry,Bizman urges Capitol: Ask villages where funds will go

CITY OF SAN FERNANDO–A businessman here suggested that prior to the release of the quarry revenue shares of the barangays by the provincial Capitol, there should be a resolution from the respective villages stating where the funds are intended for.
Businessman Rene Romero, vice chairman of the Pampanga Chamber of Commerce and Industry, has appealed for transparency from the village leaders “as most of the barangay shares become misappropriated funds.”
“There should be a resolution stating where their quarry shares will be spent. This will ensure transparency,” he said.
“We don’t want to see the revenues from quarry go to waste when they reach the barangays,” he added.
Earlier, Romero also appealed to the provincial government, specifically the SangguniangPanlalawigan, to expedite the passage of the proposed computerization and institutionalization of the quarry system.
Romero signified the business group’s support to the Capitol’s plan to computerize and institutionalize quarry operations, in order to eradicate human errors in the industry.
Romero, who has been a long-time advocate for the computerization of the quarry system, said that during Panlilio’s administration, the business group proposed the “e-quarry” system to improve and lessen errors in the collection of taxes.
He, however, appealed to the provincial government to include in the proposal the electronic weighing scale system.
He furthered that with the computerization of the quarry operation, the Capitol must protect the roads being utilized by quarry trucks.

Ebdane slams accusation linking him to Pangasinan mayor slay

IBA, Zambales–Gov. HermogenesEbdane Jr. derided detractors for coming up with another “bad script” to weigh him down and discredit his administration in time for the coming May elections.
Reacting to news reports alleging that a murder of a Pangasinan mayor was hatched by the principal suspects at the capitol building here, the governor said the said scenario was “simply ridiculous as to be a product of hallucination.”
“Every murder, whoever may be the victim or the suspect, is always a reprehensible act. But this report about my supposed involvement is only pathetically laughable. This is a very, very bad script,” Ebdane said.
Ebdane’s name is apparently being dragged into the case after the National Bureau of Investigation filed murder charges on Tuesday against Pangasinan Gov. Amado Espino Jr. and First District Congressman Jesus Celeste for the killing of Infanta town Mayor Ruperto Martinez, who was gunned down last December 15.
The NBI based their case on the testimony of a 16-year-old witness, the son of another respondent, who claimed he was present at a meeting in the Zambales capitol where the murder was discussed.
Reports said the NBI subsequently dropped Ebdane from the case “for insufficiency of evidence linking him to Martinez’ killing.”
Ebdane said this can only be the handiwork of his detractors who are moving heaven and earth to ease him out. “But I don’t think they would succeed,” he added.
Atty. IanelaJusi-Barrantes, Ebdane’s legal counsel, meanwhile reminded Ebdane’s detractors and the witness in the Espino case that untruthful accusations made under oath expose them to liability for perjury and similar cases.
“Governor Ebdane has categorically denied meeting with Gov. Espino and Congressman Celeste at any instance in Zambales or anywhere else, and that the only time he would see Gov. Espino is during the meeting of the League of Provinces of the Philippines,” Barrantes pointed out.
“The account of the witness mentioning Gov. Ebdane’s name need not be belabored any further, as it is a patent lie and concocted falsehood intended to malign Gov. Ebdane who had nothing to do with the alleged cases against Gov. Espino,” Barrantes added. • Butch Gunio

DENR-MGB to Arayat residents: Beware of another landslide!

ARAYAT, Pampanga-–The Department of Environment and Natural Resources (DENR), through the Mines and Geosciences Bureau (MGB), has warned the communities and the people living at the foot of Mount Arayat that another landslide may possibly happen again should a heavy downpour strike the midpoint of the mountain.
Engr. Noel Lacadin, chief geologist of MGB, said they have noticed the movement of huge rocks and stones atop the mountain which may eventually harm the residents living at the slope and foot of Mt. Arayat.
Lacadin told the villagers in San Juan Bano, this town, that the recurrence of landslide is an “accident waiting to happen anytime” with the onslaught of tyhoon this coming rainy season as huge rocks are located at SapangMayagas, a water channel atop the mountain.
The chief geologist has recommended the establishment of communities outside the identified danger zone to prevent any untoward incidents compromising the safety and resources of the residents.
He suggested to the residents to vacate their communities and shelters situated along the danger zone.
Lacadin recalled that 12 died in a during the landslide in the area on September 26, 2009. Mudflow with huge rocks and stones had run down from the top of the mountain hitting Purok 7 of barangay San Juan Bano while the residents were past asleep.
“To prevent the recurrence of another tragedy acter what happened in 2009, we should refrain from constructing houses inside the identified and declared danger zone,” Lacadin said.
It could also be recalled that Governor Lilia G. Pineda initiated the relocation of some 57 families who were victims of the landslide to a resettlement located at the safe place of the village through the assistance of the Department of Social Welfare and Development (DSWD), National Housing Authority (NHA) and the local government unit here. •Elaine Mercado
