DENR distributes chairs under ‘Silya sa Eskwela’

CITY OF SAN FERNANDO–The Department of Environment and Natural Resources (DENR) Central Luzon recently turned over 1,000 units of school armchairs to three Department of Education (DepEd) districts within the towns of Candelaria, North Sta. Cruz and South Sta. Cruz, Zambales.
The turn-over ceremony was attended by the DENR officials headed by Regional Executive Director Maximo O. Dichoso together with local government unit (LGU) representative of Zambales Engineer Edwin Ebdane; Zambales DepEd district supervisor Dr. Carmen Nano; and Vice President of ERAMEN Minerals, Inc. Engineer Emilio Figuerroa III, representing the Zambales Mining Alliance.
The Zambales Mining Alliance, on the strength of a Memorandum of Agreement (MoA) with the DENR, agreed to fabricate the school armchairs out of the 864 pieces of wood confiscated by the DENR during a three-month anti-illegal logging operations at the Sta. Cruz – Mangatarem border.
The anti-illegal logging operation yielded a total of 1,729 pieces of abandoned illegally-sourced lumber/flitches with an aggregate volume of 19,106 board feet. The wood materials were retrieved and inventoried, and subsequently confiscated in favor of the government.
The Zambales Mining Alliance is composed of Benguet Nickel Mines Inc. (BNMI); DMCI Mining Corporation; ERAMEN Minerals Inc.; LnL Archipelago Minerals, Inc.; and Zambales Diversified Metal Corporation. Pamintuan lands 8th place in World Mayor award

ANGELES CITY–Mayor Edgardo Pamintuan won as one among the top 10 most outstanding mayors in the world in the recently concluded 2012 World Mayor award.
Based on results released on Tuesday, the World Mayor Prize ranked Pamintuan as the 8th most outstanding mayor in the world based on the number of votes, achievements and quality of testimonials from their constituents.
In July, the World Mayor Prize 2012 shortlisted five mayors from North America, four mayors from Latin America, seven mayors from Europe, two mayors from Australasia and Africa, and five from Asia.
Mayors from Israel, Indonesia, South Korea, and Turkey, including Pamintuan from the Philippines comprised the Top 5 finalists from Asia.
Pamintuan qualified to the competition since he prioritized the intensification of programs concerning community and public health, quality and affordable education, and environmental preservation.
According to World Mayor’s website, Pamintuan was chosen for his “for specific achievements, including: being the first mayor to build a city college providing low-cost education; the planting of 200, 000 trees with help from volunteers, which apparently will help avoid flooding; the cleaning of major drainages and for modernizing the city hospital, including installing dialysis facilities.”
In a text message, Pamintuan thanked God, the League of Cities of the Philippines (LCP) staff and the League of Mayors, among others, for helping him win the prize.
“Thank you, Lord, for giving the Philippines another top mayor prize. Thank you LCP staff and the League of Mayors for helping me achieve all this accomplishments in less than a year,” Pamintuan said.
Pamintuan also thanked the late Interior Secretary Jesse Robredo for “motivating me to work harder against all odds.”
“[Thank you also] to my wonderful staff and officers at city hall who contributed immensely in the successful implementation of my programs,” Pamintuan said.
City of San Fernando Mayor Oscar Rodriguez, who is also the national president of the LCP, congratulated Pamintuan.
“We are happy for Mayor Pamintuan’s inclusion in top ten World Mayor Prize. Another feather in the cap of Kapampangans and Filipinos,” Rodriguez said.
Rodriguez was also recognized as one of the top ten world mayor awardees in 2005.

The World Mayor Prize 2012 was topped by Bilbao City, Spain Mayor Inaki Azkuna.
Perth City, Australia Mayor Lisa Scaffidi was ranked second followed by Surakarta City, Indonesia Mayor Joko Widodo. On fourth place was Quebec City, Canada Mayor Regis Labeaume; fifth, El Paso, America Mayor John Cook; sixth, Changwon City, South Korea Mayor Park Wan-su; seventh, Auckland, New Zealand Mayor Len Brown; ninth, Zeraida, Algeria Mayor Mouhib Khatir and tenth, Matamoros City, Mexico Mayor Alfonso Sanchez Garza.
The World Mayor Prize is awarded every two years to a mayor who has made outstanding contributions to his/her community and has developed a vision for urban living and working that is relevant to towns and cities across the world.

Quarry hauls P650-M in 2012

CITY OF SAN FERNANDO– The sand and gravel business here has collected P649,782,500 for the year 2012.
In an interview, Engr. Art Punsalan, Provincial Government Environment and Natural Resources Officer, said that the record-breaking feat was achieved since Governor Lilia G. Pineda assumed office in June 2010.
Punsalan said the quarry collection amount for the past year was made possible thru the efficient operations of Kapampangan A Lulugud At Matapat (KALAM).
“We still came within range even if the month of December last year was filled with holidays and non-operations. We are on target and, right now, we are optimistic that we would get to our projection of P770 million when the term of Governor Pineda and Vice-Governor [Joseller] Yeng Guiao end June this year,” Punsalan said.
He said records showed the consistency of quarry collections that brought the quarry industry on its all-time high.
Punsalan said from July to December 2010, the capitol collected some P119 million.
In 2011 , quarry collection was pegged at P238 million.
The year 2012 proved to be the breakthrough as revenues peaked to P272 million, with monthly collections averaging P20 million.

17 Mariveles scholars pass board exams for teachers

MARIVELES, Bataan–The 17 college scholars of Mariveles municipal government have passed the state board examinations for elementary school teachers.
Mariveles Municipal Administrator Luis Gonzales said allocating fund for education of college students is a priority program of Mayor Jesse Concepcion.
The municipal government provided fund at the Polytechnic University of the Philippines Mariveles campus for the education of the 17 newly passed teachers and other Mariveles college scholars.
Gonzales said Concepcion will continue the college scholarship program.
In a related story, it will be remembered that Governor Enrique Garcia and Bataan Second District Congressman Albert Garcia hatched the “Iskolar ng Bataan” scholarship program in 2005.
Each college scholar receives P6,000 stipend per year. The stipend, divided into two, is released every semester.
Balanga City Mayor Joet Garcia doubled to P12,000 the annual stipend of each college scholar covered by the “Iskolar ng Bataan” from the city.

AC couple nabbed for selling shabu

CAMP OLIVAS, Pampanga–A couple is now languishing in jail after they were arrested in a recent drug-bust operation in Angeles City.
Senior Inspector Kenneth Vega, head of city anti-illegal drugs special operations task group (CAIDSOTG) of Angeles City Police Office, said the suspects did not resist when his men handcuffed them during their arrest.
Vega identified the couple as Eduardo Dionisio, 38, and Lolita Badong, 34, both residents of 9th St., Barangay Ninoy Aquino, Angeles City.
According to Vega, before their arrest, the suspects were put under a heavy surveillance following information that they were engaged in drug pushing in the said area and adjacent barangays.
After confirming the report, Vega immediately ordered a sting operation for the possible arrest of the couple.
Vega said an undercover cop who posed as buyer was able to conduct a “test-buy” against the suspect.
The suspects are now detained at the Angeles City district jail after charges of violation of the Comprehensive Dangerous Drugs Act of 2002 were filed before them in court. ●Rudy J. Abular

President Noy declares January 23 special non-working day for Bulacan

MALOLOS CITY—President Benigno Aquino III has declared January 23, a Wednesday, as a special-non-working holiday in the province of Bulacan in observance of the 114th anniversary of the establishment of the First Philippine Republic.
By virtue of Proclamation No. 523, which was signed by Executive Secretary Paquito Ochoa Jr. on December 10, 2012, the President made the declaration to afford Bulacan residents the opportunity to celebrate one of the significant points in the country’s history.
In June 1898, then president Emilio Aguinaldo proclaimed the Philippine independence at his house in Kawit, Cavite. Immediately after, the Malolos Congress was convened at the Barasoain Church here to formulate the Malolos Constitution.
On January 23, 1899 the First Philippine Republic was declared at Barasoain and Aguinaldo

2 killed, 4 wounded in Bulacan shooting

CAMP OLIVAS, Pampanga – Police are now looking into the identities of three suspects in the killing of a businessman and his friend in Bocaue, Bulacan Sunday night.
Chief Supt. Edgardo T. Ladao, Police Regional Office 3 director, directed the newly created “Task Force Mendoza” to dig deeper into the case of Mario Mendoza and unmasked his killers.
Mendoza and his friend, identified only as Goymon, were killed when one of the suspects barged into the victim’s house located in Barangay Kaingin, Bocaue at about 8 p.m. and started a shooting rampage.
Senior Supt. Joel Orduna, Bulacan police director, said four persons were also wounded in the incident.
Orduna identified them as Raul Samonte, 48 of Barangay San Juan, Balagtas town; Valeriano Nicolas, 46 of Barangay Kaingin, Bocaue town; Reynaldo de la Cruz, 32 of Baragay Balubad, Bulakan town and Alberto Alberto, 36 of Barangay Santol, Balagtas town all of Bulacan. The wounded were immediately rushed to a nearby hospital for treatment.
Investigators said only one of the suspects carried out the killing. The two other suspects acted as backup and lookouts.
It was learned that Mendoza and his friends were celebrating following the blessing of his newly-built house when a man wearing a bonnet on his head started to shoot them.
After the shooting, the gunman then lobed a grenade at the house before fleeing along with two other suspects on board three motorcycles.
Orduna said his men are still collating evidence to determine the identities of the suspects.
Prior to his death, Mendoza reportedly received death threats but ignored it. It was also learned that their house was strafed with bullets before Christmas and one of his stepdaughters was kidnapped two months ago.
Police recovered from the crime scene seven empty shells and six slugs of cal. 45 pistol, grenade fragments and a matchbox of shabu. ●Rudy J. Abular

5 persons arrested for illegal drugs

HERMOSA, Bataan–Five persons including a barangay tanod were arrested in separate anti-illegal drugs operations conducted here by the local police in this town on Saturday.
Report released by Hermosa police said the suspects were identified as Romeo Ronquillo, 47; Jun De Leon, 27; Jayson Baluran, 40; Marcos Calderon, 28; and barangay tanod Federico Layug, 51.
Recovered from the nabbed suspects were ten sachets of shabu, and the marked money used in the police operations.
The suspects were brought to Hermosa police station.
They are facing charges in violation of section 5 of Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002. ●Butch Gunio

Teacher injured in road accident

ABUCAY, Bataan–A teacher was seriously injured when the car he was driving smashed against a tree in this town on Saturday.
According to case investigator PO1 Mark Anthony Apostol of Abucay police, the black Honda Civic with plate no. THY 869 driven by Joseph Ralph Dizon of Samal town hit a fully-grown acacia tree at the shoulder of Roman Highway in Barangay Capitangan, this town.
Apostol said witnesses saw the victim’s car travelling at high speed.
Balanga Rescue Team and Abucay police immediately responded and rescued Dizon.
The victim was rushed to Bataan General Hospital and then later transferred to Bataan Doctors Hospital in Balanga City where he’s reportedly currently recuperating. ● Butch Gunio

Councilor slams ‘railroading’ of Magalang P10-M budget

MAGALANG, Pampanga–Sangguniang Bayan Member Elizabeth P. Gonzales of this town decried the alleged railroading in the passage of their municipality’s supplemental budget amoun-ting to 10,852,247.08.
Gonzales said she is particularly opposed to the allocation for the Personnel Development and Advancement Program, or trainings, amounting to P1,520,000.
The supplemental budget also covers appropriation for Extra Cash Gift/Productivity Enhancement Benefit of P6,356,908.33 and Statutory Obligations and Special Account of P2,975,338.75.
According to Gonzales she supported the Extra Cash Gift line appropriation but strongly opposed the P1.5 million intended for the trainings.
“Ito ay isang maliwanag na panloloko sa taong bayan. Ang pagpapasa nito ay pagtalikod sa sinumpaang tungkulin ng mga halal na opisyal na paglingkuran ang bayan, tugunan ang kanilang kapakanan at isulong ang kanilang interes,” Gonzales said.
Gonzales pointed out that the P1.5 million appropriation for training cannot be justified by the SB members because the year was about to end by the time they approved the budget.
The supplemental budget was approved by the municipal council on December 13, 2012.
“Anong training ang gagawin? Para kanino ang training? Saan gagawin ang training? Para saan ang training? Nasaan ang justification ng training sa personnel development plan ng munisipyo? Mas maliwanag pa sa sikat ng araw, ito ay gagamitin lang para kapakinabangan ng iilan,” said Gonzales.
During their last session in December, Gonzales questioned the P1.4 million savings from the salaries of three sectoral representatives in the Sangguniang Bayan for lack of basis for “their positions are non-existent.”
“I have raised my objections for this line appropriation on the budget only to be rejected by the majority of the SB members. Ilang fertilizers at abono na ang pwedeng pakinabangan ng mga mahihirap na magsasaka sa P1.4 million? Ilang mga notebook, lapis, ballpen at papel na ang pwedeng ibigay sa mga mahihirap na mag-aaral sa P1.4 million? Ilang gamot na ang pwedeng bilhin at ipamigay sa mga mahihirap nagkakasakit?” Gonzales stressed.
With this, the lady councilor appealed to the people of Magalang to be extra vigilant in tracking how the present administration utilized the P1.5 million appropriated budget for training in December 2012.
