Yeng says RoS underdog in PBA Finals

CITY OF SAN FERNANDO–Kapampangan coach and incumbent Vice Governor Joseller “Yeng” Guiao believes his team, the Rain or Shine Elastopainters remain the underdog in their finals match-up against the Talk ‘n Text Tropang Texters in the PBA Philippine Cup.
Though ROS finished its semi-finals campaign against San Mig Coffee earlier than TnT did, Guiao said the elimination round standings where the Texters reigned supreme proves that the Smart/PLDT franchise stands at an advantage against the Elasto Painters.
Game One of the best-of-seven title showdown will be tomorrow at the Smart Araneta Coliseum.
“I believe we are still the underdog, considering the showing of Talk ‘n Text in the elimination, closing that round on top with a 12-2 record, while we only managed to take the third spot (9-5),” Guiao said.
TNT is the first team, in almost a decade, to be in the finals for three consecutive years, hoping that they too will get the championship title three in a row though they found a formidable semi-finals opponent in the Alaska Aces.
Both coaches, ROS’s Yeng Guiao and TNT’s Norman Black believe they have a shot at the finals, with hardworking players who deserve to be in the finals this year. But, many PBA coaches favor the Manny V. Pangilinan bank-rolled team to gain the upper-hand in the series.
Guiao said he is keeping an eye on both Ranidel de Ocampo, TNT’s sweet-shooting big man who could drive to the basket, and spit-fire Jason Castro, who played solid on both ends of the court through the entire conference.
Both teams are witness to a tough series, where only the best of the best is expected to come through.
With the recent bagging of the ROS of the championship in the last season, they are expected to toughen up to face TNT.

Application for Civil Service exam still open

CITY OF SAN FERNANDO– Civil Service Commission (CSC) Regional Office 3 continues to accept applications for the first Career Service Professional and Sub-professional Paper and Pencil Tests of 2013 that is scheduled on April 14.
“Exams are open to all Filipino citizens aged 18 years old and above who are of good moral character, have neither been found guilty to an offense involving immorality nor have been dishonorably dismissed from any civilian position in the government and have not taken the same level of CSC examination in less than three months,” CSC Central Luzon information officer Diana Henson said.
Henson said that passers of the Bar exams and Professional Regulation Commission-administered tes
ts as well as those who graduated with honors need not apply as they are granted with automatic eligibility.
The examinations will consist of the following subject areas: A) For Professional (In English and Filipino) – vocabulary, grammar and correct usage, paragraph organization, reading comprehension, analogy, logic and numerical reasoning B) For Sub-professional (In English and Filipino)- vocabulary, grammar and correct usage, paragraph organization, reading comprehension, spelling, clerical operations and numerical reasoning.
There will likewise be a General Information test for both professional and subprofessional exams, which covers the following areas: a) Philippine Constitution, b) The Code of Conduct and Ethical Standards for Public Officials and Employees (R.A.6713), c) Peace and Human Rights Issues and Concepts and d) Environment Management and Protection.
Exams will simultaneously be conducted in over 30 venues around the archipelago including the cities of San Fernando in Pampanga, Cabanatuan in Nueva Ecija and Malolos in Bulacan.
An applicant must obtain a passing grade of at least 80 percent in order to earn an eligibility which can give him a privilege to get an employment in government offices.

‘Human trafficking everyone’s concern’

CITY OF SAN FERNANDO–To identify trafficking victims, people should know what to look out for. Women and girls are trafficked for sex while men and boys are exploited for labor.
These are among the tips given by the Regional Inter-Agency Council Against Trafficking (Riacat) in a forum on how to spot a victim.
“What are the other signs of sexual exploitation which are the result of trafficking? Women and young girls are forced to prostitute in streets by knocking on cab doors and at bus stops. They are also forced to sell sex in hotels to meet the nightly quotas and turn money over to the traffickers,” the Riacat said in a press statement.
Pimps use coercion and violence to force young girls to submit themselves to sexual exploitation.
The Riacat also identified simple initiatives which anyone can do to eliminate human trafficking.
These include the distribution of cards or stickers printed with the trafficking hotline number 861-2413, discuss the signs of trafficking and what people can do when they observe them, call hotels and resorts to educate their staff about the signs of trafficking and what steps to take if a guest is suspected of sex trafficking, and organize events and request for speakers or trainers on anti-human trafficking to create awareness on how to stop this menace.
“Educating people about trafficking is just as important as apprehending the perpetrators and assisting the victims” the Riacat said. ● (PIA-3)

INC minister hurt in road mishap

ORION, Bataan–A trainee minister of Iglesia Ni Cristo (INC) was injured when the car he was driving collided with an oil tanker along a highway, this town, Thursday.
Based on the investigation of Orion police, INC trainee minister Dennis Cura, 25, was driving his red Toyota Avanza with plate no. RGX 895 going north when it collided with an oil tanker with plate no. CXN 522 being driven by a certain Enrique Tiongson coming from opposite direction along Roman Highway in Barangay Bilolo.
Police investigation showed the victim avoided a crossing child losing control of his car along the process.
The front of victim’s car got wrecked.
Cura was brought to Bataan General Hospital in Balanga City for treatment.

Clark airport posts 1.3-M passengers for 2012

CLARK FREEPORT–The Clark International Airport (CRK) recorded some 1.3 million passengers in both international and domestic routes for 2012, equivalent to 71.6 percent increase compared to 2011, making it the fastest growing airport of the country.
This data was gleaned in a report submitted to Department of Transportation and Communication (DOTC) Secretary Joseph Emilio Abaya by Clark International Airport Corporation (CIAC) President and CEO Victor Jose I. Luciano.
“The Clark Airport achieved an unprecedented growth on the strength of budget travel that encouraged passengers coming from Northern and Central Luzon and as far as Metro Manila and Southern Tagalog to experience Clark,” Luciano said in a statement.
Records show that Clark airport attracted 1,312,979 passengers from January to December in 2012 surpassing the 767,109 passengers in 2011.
International passengers alone accounted for some 1,013,096 or a 77 percent of total volume in 2012 compared to 725,023 in 2011.
With this, Luciano said that as an airport, Clark has proven its viability, resilience and robustness.
Luciano also noted that Clark’s domestic passengers also surged when Air Asia, Airphil Express, and Seair-Tiger commenced domestic flights in April last year to the country’s prime tourist destinations.
Domestic passengers accounted for 299,883 passengers for 2012 or a 613 percent increase compared to 42,086 in 2011.
Last December 2012, Clark airport posted 151,401 passengers compared to 84,541 passengers for the same period in 2011 or a 79 percent increase.
Luciano said that Executive Orders 28 and 29 of President Aquino boosted the attraction of Clark as alternate airport to foreign and local carriers alike, as airlines were encouraged to fly outside Metro Manila as alternate to Ninoy Aquino International Airport (NAIA).
“It also helped that Clark International Airport was placed under the direct supervision of the DOTC in the December 2011 under Executive Order 64, then Secretary Mar Roxas and now Sec. Abaya did a lot of encouragement and gave full support to Clark when we were made member of DOTC’s Aviation Cluster along with Manila International Airport Authority (MIAA) and Mactan Cebu International Airport Authority (MCIAA),” he said.
Luciano also expects growth to sustain in 2013 as connectivity to Metro Manila will be much improved when a dedicated regular first class Bus service commences on January 15, 2013 from Trinoma Mall in Quezon City direct to Clark via Mindanao Avenue then through the North Luzon Expressway (NLEX) at a low bus fare of P200 for the trip to Clark.
He said that Ayala-owned Trinoma Mall has provided a comfortable fully-furnished waiting lounge dedicated to Clark-bound passengers while waiting for their busses. Three bus companies will initially operate the Clark-Trinoma run, a trip that will take only an hour.
Luciano said “the surge in passengers has boosted the financial performance of the Clark International Airport Corporation operator of the Clark Airport.”
“For the first time in its 17 year history, the company will post a very positive balance sheet. Clark was a dormant airport from its inception in 1995 up to 2002 when United Parcel Service (UPS) chose Clark as its Intra-Asia Hub. In the last quarter of 2003 the commercial passenger operations in Clark started with the introduction of international passenger charter flights Asiana Airlines of Korea to Clark.”
AirAsia Philippines alone is expected to carry around 5 million passengers within the next five to seven years. Clark Airport is AirAsia’s 4th hub in the Asian Region.
The airport is the home of at least eight budget carriers namely, Air Asia Philippines, Air Asia Berhad Malaysia, Cebu Pacific Air, Airphil Express, Seair-Tiger Airways, Jin Air and Zest Air. Legacy airlines include Asiana Airlines of South Korea and Hong Kong based Dragonair.
These airlines cater flights to Hong Kong, Singapore, Bangkok, Malaysia Macau, and Taipei in Taiwan. Other routes at Clark Airport includes flights to Incheon and Pusan in South Korea by Asiana Airlines and Zest Air. Asiana also has connecting flights to the United States, China and Japan.
Domestic flights also boosted the passenger growth of the airport such as routes to Kalibo, Cebu, Puerto Princesa and Davao which are being provided by Air Asia, Cebu Pacific, Airphil Express and Seair-Tiger.
In October 2012, the CIAC Board approved the reduction of Terminal Fee from P600 to P450 in a bid to attract more passengers especially Overseas Filipino Workers (OFWs) mostly coming from the Northern and Central Luzon areas.
Clark airport also received its first “One Millionth Passenger” in a single year in the first ten months of 2012. CIAC identified the one millionth passenger as Eddie Rose Navarro of Bulacan who took a flight from Hong Kong to Clark via Air Asia Philippines last October 24, 2012.
On November 13, 2012, the airport achieved its 5-millionth passenger since commencing commercial operations in 2003. The five-millionth passenger was identified as Limuel Rivera of Taguig City, Metro Manila who took a Cebu Pacific flight from Macau.
SIA Engineering Philippines has started construction of its two hangars to boost their maintenance, repair and overhaul (MRO) services at the Clark Civil Aviation Complex. The facilities are expected to be completed by second and third quarter of 2013.
The hangars will accommodate twin-aisle aircraft such as the B747 and B777 in addition to the existing hangar, established in 2009, that services narrow-bodied aircrafts. SIA Engineering is a joint venture project between SIA Engineering of Singapore and Cebu Pacific Air.

Stories that ‘rocked’ Pampanga in 2012

NATURE’S WRATH. On the morning of August 8, Kapampangans woke up in deep floodwaters after the Habagat or southwest monsoon inundated more than 119 barangays in almost 15 towns and cities in the province, breaching the critical San Fernando-Sto. Tomas Minalin-Tail Dike, displacing thousands of families and taking dozens of lives that Capitol put Pampanga in a state of calamity after damage to property and crops rose to more than P40 million.
Nature, beleaguered with political issues like illegal quarrying, made officials led by Governor Lilia Pineda and mayors, plus stakeholders like the Pampanga Chamber of Commerce and Industry Inc., get their acts together in relief, rescue and rehabilitation efforts, exemplified by the bayanihan in Mayor Lito Naguit’s Sto. Tomas and volunteerism in Minalin spearheaded by Mayor Arturo Naguit. The fury of Mother Earth, as volunteer Marni Castro quipped, was an “act of nature” which Pampanga could learn from.
ALLIES TO FOES. In a surprising turn of events, incumbent First District Representative Carmelo Lazatin midway of the year set his 2013 sights on the mayoral post of Angeles City, training his political guns on “former ally” current Mayor Edgardo Pamintuan for the reason, the solon stressed, of avoiding a repeat of the hardworking mayor’s “betrayal” of him years ago. The two have since engaged in a long running exchange of brickbats and mudslinging on issues of graft and corruption.
ONE TOWN, TWO MAYORS. The reported “sudden and mysterious” reversal of the Ombudsman’s decision on Mexico Mayor Teddy Tumang’s three-month suspension has left not only municipal employees but common folks alike doing business in the town wondering as to who the real mayor is, after Acting Mayor Roy Manalastas and his camp refused to step down after the former re-assumed the post a couple of weeks before Christmas. Although relegating the post in a gentleman’s fashion to avoid violence, Manalastas has questioned the legality of the Ombudsman’s decision, which was “served” just after a month of Tumang’s suspension. Confusion has marred the day-to-day affairs of the town, which has been run by two mayors.
KEEPING AN EYE. Pampanga landed on the Top 15 watchlist of the Commission on Elections, an alleged “potential hotspot” that has kept watchful eyes on the province as election season begins. Refuting the claim, Kapampangan officials headed by Gov. Lilia Pineda have called on stakeholders to join hands and have the province taken off the list. “Pampanga is peaceful. Hindi ganyan ang mga Kapampangan. Let us all work together to show them that we are a peaceful province with or without elections,” reiterated the governor.
NO JUETENG. Police officials led by Regional Director Edgardo Ladao and Provincial Police Director R’Win Pagkalinawan publicly declared that jueteng in Pampanga does not exist. The disclosure comes after Interior Department Secretary Mar Roxas issued a “challenge” on police and other officials to rid the province of the illegal numbers game, allegedly guised as the Small Town Lottery. The statement of the police officials was later on corroborated by a resolution from the Liga ng mga Barangay headed by Ex-Officio Board Member Melchor Pingol, which refuted the claim that jueteng lords operate in villages, branding the accusation as “malicious.”
JUSTICE. The family, relatives and friends of slain Barangay San Miguel [Mexico] village chief Jose Gonzales Jr. continue to seek justice for his death and the serious injuring of his son Jason for what observers branded was “politically motivated” ambush. On December 18 last year, Gonzales’ wife Consolacion filed murder and frustrated murder against two suspects.
BREAKING RECORDS. Quarry revenues have peaked to more than a total P630 million in November 2012, with income boosted more at year-end to break the records of past administrations in collections from the province’s premier industry and income generator.
Officials are optimistic that the P770-million projected income set by Provincial Government Environment and Natural Resources Officer Art Punsalan will be realized.
Based on records, Punsalan noted that the three-year collection of the past administration which was posted at P616,158,000 has been breached.
From 1999 to 2001 under the NRDC, collections were at P382,580,900. Under former Governor Lito Lapid in 2002 to 2003, it was posted at P34,573,000.
Then in 2004 to end of June in 2007 under former Governor Mark Lapid, revenues were posted at P82,680,000, which was surpassed by the Biyaya A Luluguran At Sisikapan of Governor Panlilio with their P616 million record. “But at the rate the Kapampangan A Lulugud At Matapat of the Pineda-Guiao administration is running, it is history in the making with the current collection of P630-million,” Punsalan said.
THE THIRD CITY. Towards the end of the year, Pampanga’s third city was born as Mabalacat’s cityhood was officially and formally signed by President Benigno Aquino III. Mabalacat City is part of the triad of San Fernando – also a component city – and highly urbanized Angeles City.
First Mabalacat City Mayor Marino “Boking” Morales expressed optimism that the cooperation of the three cities will push further the province’s growth engines in all directions.
WORLD CLASS. After City of San Fernando Mayor Oscar Rodriguez ranked 4th in the league of world class mayors—and after being named 2012 Presidential Lingkod Bayan awardee, a cap to the downpour of awards for him and city, comes Angeles City Mayor Edgardo Pamintuan on the nomination list of the World Mayors. Pamintuan is the only Asian to remain on the shortlist.
ON THE ROSTER. Names on the “Rock Pampanga” roster that made Kapampangans smile and rejoice include Senator Manny Villar as one of the Most Outstanding Kapampangans of 2012; then the three Fernandinas who ramped away with major local beauty titles: Mutya ning Kapampangan 2012 Sheena Rhea Puno, Mutya Ning Sinukwan 2012 Korina Christine Reyes and Prinsesita Ning Sinukwan 2012 Francesca San Valenton; and of course, the year ended with a pleasant surprise as Barangay Del Pilar stunned champion and hall of famer Barangay Sta. Lucia in the grand, world renowned Giant Lantern Festival at Robinsons Starmills, as the famous Parul Sampernandu continues to make waves in the international scene.
The local art scene also rejoiced when two films made by Kapampangan directors have made it to this year’s Cinemanila International Film Festival last November 11 to 17 in Taguig City.
The films, “Sydney-Manila Express” and “Manenaya” directed by Bor Ocampo and Richard Soriano Legaspi, are included in the festival’s finalists for short film exhibition.
Meanwhile, Kapampangan artist Willy Layug made a historic first when the Presidential Merit Awardee for Ecclesiastical Arts installed a Filipiniana altar dedicated to Filipino St. Lorenzo Ruiz and St. Pedro Calungsod at the prestigious Pontificio Collegio Filippino in Rome, Italy during the latter’s canonization to sainthood.

Clark Chamber of Commerce’s letter to mayor questioned

ANGELES CITY -– The Office of the City Mayor said a letter from the Metro Clark Chamber of Commerce and Industry (MACCI), which asked for the reduction of the city budget, has been questioned by many of those whose names were included as signatories.
Marco Nepomuceno, regional director of the Philippine Chamber of Commerce and Industry (PCCI); Arsenio Valdes, past president of the Environmental Practitioners Association; Cynthia Gueco, past president of Rotary Club Kuliat; Gerry Tayag of Taguete Realty Inc.; and lawyer Alejandro Buan, president of the Integrated Bar of the Philippines (IBP)-Angeles Chapter, denied signing the document or giving permission for their electronic signatures to be pasted in the letter.
Lawyer Buan said there is no IBP-Angeles Chapter but only IBP-Pampanga and Angeles City Lawyers League.
City Administrator Dennis Albert Pamintuan said the MACCI leadership, particularly its president, Frankie Villanueva, should explain why many of the group’s officers denied signing the letter.
“We understand the concern of MACCI, which we consider as a partner in the development of Angeles and we respect its position. However, there are certain realities that we must consider, even as we assure MACCI that we shall be very prudent in the disposition of our budget,” Pamintuan said.
Pamintuan said the increase in the budget of the city from P1.2 billion in 2012 to P1.3 billion this year is necessary to implement key programs and obligations of the city, including the last tranche of the Salary Standardization Law (SSL), the transfer of the City College of Angeles from its temporary location at the City Library to its new campus in Barangay Pampang, among others.
He lamented, however, that the issue raised has political undertones. Curiously, the MACCI letter has jibed with a recent media statement of Representative Carmelo Lazatin that the city budget has been “overestimated.”
Pamintuan said the approved 2013 budget is proportionately less compared to the budget increases of the previous administrations, considering the programs of the current administration, inflation and payment of loans by the past administrations of Lazatin and Nepomuceno and the reduction of the city’s share in the internal revenue allotment (IRA) from the National Government.
He said the implementation of the final phase of the SSL would require P150 million for 2013, while debt servicing is budgeted at P130 million annually.
City treasurer Juliet Quinsaat also denied that the city has not achieved its revenue collections target in 2012, contrary to the claim of MACCI. She said total collections in 2012 (as of November 22) was already P411 million.
“Even their figures on the city’s 2011 of P249 million was inaccurate as the actual collections based on records for that year for business taxes and licenses was P409 million,” Quinsaat said.
The group also asked why they were not invited in the budget deliberations. But contrary to their claim, Angeles City Vice Mayor Vicky Vega-Cabigting clarified that the budget deliberations have been opened to the public and was even repeatedly announced over the radio.
“Members of the media were present during the deliberations, but they or any other private groups and individuals cannot participate in the discussions and approval of the budget as only the members of the Council are authorized to do so,” she said.
Vega-Cabigting said the budget was approved by the City Council after lengthy and careful deliberations, and has already reduced it.
The City Council also attached a provision to the budget that 10 percent of the Special Programs Fund may only be programmed if local tax collections increase, Vega-Cabigting said.
In compliance with the provision, Pamintuan said the Office of the Mayor already issued a memorandum calling for 20 percent of the Special Program budget as well as the maintenance and other operations expenses (MOOE) of departments be set aside as “reserved funds.”
“Further, we are still on austerity mode and continue to implement the Executive Order on austerity measures,” Pamintuan said, adding that there are obligations incurred by the previous administrations that must also be amortized.
Both the Lazatin and Nepomuceno administrations separately acquired loans from several government banks totaling to almost P1 billion.

Groups to plant hardwood trees in Morong, Bataan

DINALUPIHAN, Bataan–Fifty hectares in the upland area of Morong town will be planted with hardwood trees.
The reforestation project in Sitio Kanawan, an Aeta inhabited upland territory, will be undertaken by oil company PTT Philippines, an environmental group Mga Bayani Ng Kalikasan, and other concerned civic and environment groups.
Felicito “Tong” Payumo, congressional candidate in Bataan first district and a known environmental advocate, initiated the greening project. He is the adviser of Mga Bayani Ng Kalikasan.
PTT Philippines will provide the seedlings of lawaan, apitong, narra, and other hardwood species.
The Aeta Magbukun Tribe will manage the nursery of the seedlings to be planted.
About 116 Aeta families will directly benefit in the project.
Last month, in a symposium on the biodiversity and culture held in Sinagtala Resort in Orani town, Payumo asked the young generation to help in the preservation of the Bataan National Park (BNP).
He said that the youth and the future generation should participate in the effort to preserve the Bataan Park, which is the source of potable water of surrounding municipalities.
Large portion of the forested area of Morong is part of BNP.
Payumo recently abdicated his position as Bases Conversion Development Authority chairman and now running in the post he already held for three consecutive terms.

LP bets likely winners in Bataan – Garcia

BALANGA City, Bataan: A landslide victory for the administration’s senatorial bets is seen in Bataan despite major political hopefuls in the province clashing against each other, Gov. Enrique Garcia said Wednesday.
The governor said opposing candidates for congressman, governor, vice-governor, provincial board members and majority of the municipal contenders are one in supporting the senatorial bets of the Liberal Party.
Garcia said his faction and that of Chairman Felicito Payumo of the Bases Conversion Development Authority are in full support of the administration candidates.
Under the group of Garcia are second district Rep. Albert Garcia for governor, Vice Gov. Efren Pascual for reelection, first district Rep. Herminia Roman also seeking reelection and the elder Garcia to replace his son Albert as congressman.
The Garcias are under the National Unification Party while Pascual and Rep. Roman belong to the LP.
At the opposite political fence are Felicito Payumo who resigned as BCDA chair for congressman in the first district, Dinalupihan Mayor Joel Jaime Payumo for governor, Jay Consunji for vice governor and former governor Leonardo Roman for congressman in the second district.

Traders warned on permit deadline

CANDABA — The local government unit (LGU) here warned business owners that it would impose closure order to commercial establishments that fail to secure business permits and pay other necessary local taxes on or before January 20.
Leny Manalo, chief of staff of the Office of the Mayor, asked the members of the local finance in a meeting held Thursday to identify delinquent taxpayers who failed to settle obligations on the said date.
This came as stall owners occupying more than two units in the public market reportedly failed to cooperate with the Municipal Government’s drive to improve its income generating mechanism.
“Kung yung maliliit na nagtitinda ay nagbabayad ng permit bakit sila na malalaki pa ang pwesto sa palengke ay ayaw magbayad?” Manalo said.
The municipality has also intensified the implementation of Business One Stop Shop (Boss) program, which aimed at expediting the procedures on application of business permits and licenses.
Under the program, all offices with direct participation in the processing of the application for renewal of business permits will be housed in one place for the smooth flow of documents and for transparent and speedy transactions.
