Army, police join forces to secure CL polls

CAMP OLIVAS, Pampanga–The Philippine National Police (PNP) and the Philippine Army in Central Luzon joined forces to address security concerns for the coming 2013 national and local elections.
In a meeting of the Joint Peace and Security Coordinating Council (JPSCC) held at the Police Regional Office Multi Purpose Hall here, significant topics were discussed which included the presentation of best practices of the PNP- AFP JPSCC cooperation in Region 3 and the filing of cases against threat groups in Central Luzon, particularly the cases which do not prosper in the courts.
The JPSCC meeting was spearheaded by the JPSCC (national level) chaired by Brigadier General Andre Tayag of the Armed Forces of the Philippines as chairman; Chief Supt Ricardo Marquez of the PNP as co-chairman; some senior officers from the AFP General Headquarters; senior field commanders from the Army’s 7th Infantry Division, headed by Brigadier General Gregorio Catapang; the PNP Central Luzon Regional Office, headed by Chief Supt. Edgardo Ladao; PNP senior police officers and command group of Region 3; and provincial and city PNP directors.
Marquez said that the AFP and PNP will remain strong partners in internal peace and security operations and anti-criminality operations in which the AFP will be the lead agency in the conduct of ISO while the PNP will be the primary agency in all anti-criminality operations.
The JPSCC shall craft and implement plans for intensified security operations against lawless elements, private armies and other threat groups in support of the local government units, assume functions during elections, monitor and assess peace and security situations, coordinate the implementation of necessary measures to ensure peace and security in their area of responsibility; conduct intensified law-enforcement; initiate and coordinate trainings and exercises; and, conduct information dissemination of timely and relevant information and enhance awareness program, Marquez said. ●–Froilan E. Pineda: Let’s remove Pampanga from Comelec watch list order

CITY OF SAN FERNANDO–Pampanga Governor Lilia G. Pineda appealed to the barangay officials and the Philippine National Police (PNP) to work for the removal of Pampanga from the top 15 priority provinces in the watch list order of the Commission on Election (Comelec) in the coming 2013 election.
Pineda made the appeal during the Peace and Order Symposium initiated by the PNP, Armed Forces of the Philippines and the Department of Interior and Local Government (DILG) held at the Bren Z. Guiao Convention Center, this city.
The police officers clarified that the bases for the inclusion of Pampanga in the top 15 priority provinces were the two election-related crime incidents in the 2010 polls.
To realize the call of the governor, Police Senior Superintendent ‘Rwin Pagkalinawan enjoined the village officials to help in the registration of the estimated 7,500 unregistered and unlicensed firearms in the province.
For her part, the governor told the barangay officials that the provincial government is willing to help in the licensing of unregistered loose firearms.
Pineda urged the barangay officials to refrain from joining and meddling in partisan politics during the campaign period.
Pineda said village officials should allow any political candidates to campaign in their respective villages, however, the governor added, they should advise candidates to refrain from mudslinging and expressing black propaganda against their political opponents.
Pineda stressed that maintenance of peace and order in the province should start from the barangay level.
“Let us prove to our national government that Pampanga is a peaceful place of Kapampangans who live in love and unity towards a common goal of attaining continuous prosperity,” Pineda added.
Major General Gregorio Pio Catapang, commander of the 7 infantry division of the Armed Forces of the Philippines (AFP) said since the military soldiers are also deputized by the Comelec in maintaining peace and order, they will help in identification and asking the gun owners to register their fire arms through house to house appeal.
Attorney Lydia Pangilinan, provincial election supervisor, said the election period will start from January 13 to June 12, this year and the campaign period for the national candidates is set from February 13 to May 11 while for the local level, they could start campaigning from March 29 to May 11. ●–Elaine Mercado

LGU, firm to convert trash to power

MABALACAT CITY–Mayor Marino “Boking” Morales of this city has entered into an agreement with Holcim for the setting up of the Geocycle Co-Processing Technology that will convert waste materials into alternative fuel.
The conversion of waste materials into alternative fuel is a joint project of the Provincial ENRO and the city government of Mabalacat in a bid to provide an “ecologically sound and sustainable solution for the disposal of wastes.”
Pampanga Governor Lilia Pineda has put into motion the Solid Waste Management Program in coordination with the Provincial ENRO and the city government of Mabalacat. Pineda said this will be a showcase project to lessen expenses on the disposal of wastes.
Under the project, wastes will be sorted out leaving a little percentage of residual wastes that will go to the sanitary landfill.
Among the wastes include: plastic such as Styrofoam packs, cellophanes, sando bags and foil; textile/cloth (should be free of zippers and buttons); and rubber .
As a start, Holcim pulled out between six and seven tons of residual wastes or four dump trucks. An estimated 120 tons of segregated residual waste is scheduled for the next pull out of Holcim.●

Giant Lanterns to bring cheers to ‘Pablo’ victims

CITY OF SAN FERNANDO – The yearly tradition of the City to bring joy to the people through the dazzling beauty of the Giant Lanterns exhibition is now elevated to partake in a noble cause.
Part of the proceeds from the Giant Lantern Festival (GLF) this year will be donated to the Typhoon Pablo victims that struck several provinces in the Visayas and Mindanao leaving nearly 1,000 people dead and another 780 missing, according to latest news reports.
The National Disaster Risk Reduction Management Council (NDRRMC) has also reported that over 480,000 families composed of more than 5.4 million individuals in 38 cities and 30 provinces in nine regions were affected by the killer typhoon.
On top of the City Government’s donations, organizers and committees also expect to raise donations of funds, clothes, food and in-kind gifts from the audience.
A booth for Typhoon Pablo victim donations will be set up from December 15 to December 21 at Robinsons Starmills Pampanga, the official venue for the Giant Lantern Festival.
This initiative of the GLF committee, led by Architect Yolly Reyes, chairman of the festivity, aims to “aid fellow Filipinos to celebrate this Christmas amidst unfortunate events caused by the calamity.”
“We encourage festival goers to bring gifts or donations in kind as a way of helping the victims of Typhoon Pablo,” said Ching Pangilinan, City Tourism Officer and a member of the Giant Lantern Committee.
The City’s most awaited festivity is expected to attract a large number of visitors from different places—with many even travelling long distances—to witness this remarkable event. Organizers say they are all set to accommodate an expected 100,000 people this year. ●

LGUs directed to designate firecracker zone

CITY OF SAN FERNANDO – Interior and Local Government Director Florida Dijan urged local government units (LGUs) to follow the standing directive of putting designated firecracker zones in their respective municipalities.
Dijan, in her letter to different DILG Provincial Directors in the region, said that the LGUs shall designate a place where the public could hold their pyrotechnic show and lighting of firecrackers during the Christmas and New Years’ Eve celebrations.
Every year, hundreds are injured due to improper use of firecrackers and the proliferation of prohibited and oversized firecrackers such as the “Goodbye Philippines” and “Goodbye World.”
In Bulacan province, the provincial government and the local police renewed its war against smuggled pyrotechnic products.
The local officials inspected stores and stalls to make sure commercial stores complied with safety provisions of the law.
Governor Wilhelmino Alvarado directed the Bulacan police to step up their crackdown on killer firecrackers like “Goodbye Philippines” which continue to proliferate despite an existing ban.
He said that fireworks and pyrotechnic devices being sold in Bulacan underwent quality control as he encouraged manufacturers to put safety instructions on the label of every product.
Central Luzon Police Director Chief Supt. Clark power transmission project bid ‘above board’

CLARK FREEPORT—The state-run Clark Development Corporation has denied Thursday allegations of a rigged bidding over a billion-peso power transmission line project connecting this Freeport to a power sub-station in Mexico town.
“The bidding process for the Design and Build Services for the Clark 230KV Power Transmission Line Project Phase 3B was aboveboard,” said Franco Alejo L. Madlangbayan, CDC Vice President for Operations and Technical Services (CDC-OTS).
Madlangbayan issued the statement amid allegations of a rigged bidding that purportedly favored consortium MIESCOR-NARI-TBEA in the P1.2-billion transmission line project connecting this Freeport to the National Grid Corporation of the Philippines (NGCP) sub-station.
“CDC complied with all the pertinent rules and procedures prescribed under the Government Procurement Reform Act,” Madlangbayan said.
“In fact, despite being the lone bidder during the first bidding in January 2012, MIESCOR was still declared to be ineligible for its failure to submit the joint venture agreement between AsiaPhil Manufacturing Industries, Inc. and PT Alstom Grid. There was absolutely no favoritism, much less ‘rigging’ as alleged by some quarters,” Madlangbayan added.
Records obtained from CDC showed that when MIESCOR applied for a Motion for Reconsideration for its failed bid, CDC sought the legal opinion of the Government Procurement Policy Board (GPPB) and the Office of the Government Corporate Counsel (OGCC). Their responses prompted the CDC Board of Directors to declare a failure of bidding, paving the way for the second bidding of the project.
The Phase 3B project involves the construction of 230KV transmission lines to address the projected power shortage in late 2013 with the entry of new investments into the Clark Freeport Zone.
Madlangbayan further explained that “a second bidding conducted in April 2012 was participated in by three groups where the MIESCOR-NARI-TBEA Consortium was determined to be one of two eligible bidders, the ROMAGO-AsiaPhil-Alstom Joint Venture being the other. The third bidder, Ron Daniell Construction Corporation-Iljin Electric Philippines Joint Venture, was declared ineligible for failing to submit the required technical data sheets.”
After the MIESCOR-NARI-TBEA consortium submitted the lowest calculated bid in the second bidding, post-qualification procedures were initiated by the Phase 3B Technical Working Group (TWG). This included site inspection and validation of two similar transmission line projects in the Republic of Tajikistan that were implemented by TBEA, a member of the consortium.
After a careful review and evaluation of documents, the CDC Board approved the award of the project to the MIESCOR-NARI-TBEA consortium in October 2012.
For his part, CDC officer-in-charge Francis C. Elum stated that “the members of the CDC Board of Directors are appointed by President Aquino, and they are all aware of his thrust towards transparency and accountability. The Board has given specific instructions to all department and committee heads to adhere to the President’s policy.”
OIC Elum added, “the chronology of events over a period of 13 months from November 2011 for this Phase 3B project shows that CDC has strictly complied with Procurement Law, with full transparency and accountability as espoused by the President.”
While the project’s budget was pegged at P1.5 billion, the lowest calculated bid tendered by the MIESCOR-NARI-TBEA consortium was P1.08 billion, followed by the ROMAGO-AsiaPhil-Alstom Joint Venture at P1.2 billion.

Capitol turns-over P.6-M senior citizens office

GUAGUA, Pampanga – Inspired by her late mother’s dedication to advance the welfare of senior citizens in Pampanga, Second District Board Member Olga Frances “Fritzie” Dizon on Thursday led the blessing and turn-over of a P574,000 multi-purpose office in Barangay Natividad here.
David-Dizon, only daughter of former Acting Governor and Board Member Edna David and late former Porac Mayor Roy David, said Gov. Lilia Pineda “was chiefly responsible” for the completion of the project in Natividad, one of the largest villages in terms of land area and population here.
She added that Vice Gov. Joseller “Yeng” Guiao also supported her project for the almost 300 senior elderly residents of the village.
“I was observing my mother a lot and she had dedicated most of her time to senior citizens as a hardworking public servant. I was personally touched by her love for them. Respect to parents and all other elderly folk is premium,” said David-Dizon.
Board Member Salvador “Jun” Dimson, Guagua Councilor and board member candidate Tonton Torres, Councilor Sajid Eusoof and Vice Mayor Anthony Twaño graced the simple ceremony.
Dimson, provincial board chairman of the committee on senior citizens, said “what can I say except it’s a very good project. It’s beneficial to all,” he added.
Dimson disclosed that he and David-Dizon will work on an ordinance that allows senior citizens to have “more privileges” in the 11 provincial government-run hospitals.
For her part, Torres said “the act of Fritizie with the support of the governor is worth emulating.”
“That’s the essence of public service. We join efforts to advance the welfare of our constituents,” said Torres.
Asked for their commitments, the members of the Natividad Seniors Citizens Association (NSCA) said “It’s a dream come true and a promise fulfilled.”
“It’s not just a simple office but a beautiful one. We thank Board Member Fritzie and the governor,” they said. ● JP

Edpam: “Renal care center operations to stick at 3- shift schedule”

ANGELES CITY –Mayor Edgardo Pamintuan has directed hospital officials of the Angeles City Renal Care Unit (ACRCU) at the Ospital Ning Angeles (ONA) to strictly conform to the 3-shift schedule to minimize the wear and tear of the dialysis machines and the over extension of work hours of nurses.
Pamintuan has also instructed renal care staff, that henceforth only ‘life threatening’ emergencies will be entertained after 10pm.
“We do not want a situation where our machines will malfunction due to overuse and our staff nurses to work beyond their scheduled shifts,” the mayor said.
Pamintuan issued this directive as ACRCU officials clarified newspaper reports that patients charged with P700 ‘emergency fee’ are only those who undergo dialysis treatment beyond the unit’s operational hours.
Dr. Jose Ramon Suarez, head of ACRCU said that the additional fee being charged is an internal agreement between the requesting patient and some ACRCU personnel and compensates the additional or overtime hours of nurses who work beyond the unit’s operational hours, which is from 6am to 10 pm only.
Suarez said ACRCU has three treatment shifts per day: the 1st shift starts at 6am to 11am, second shift is from 11:30am to 4:30pm while the 3rd shift commence at 5pm until 10pm.
“Most of our nurses are performing jobs beyond their regular eight hour duty and they are not getting extra pay if they work beyond their scheduled shifts,” Suarez explained.
“We view the P700 emergency payment as a ‘deterrent’ to patients who fail to come on their scheduled treatment appointment since they will have to pay the additional amount,” he said.
Suarez added that patients who really needed the treatment are willing to pay the said amount which is way below the daily shift compensation or salary of each nurse.
Most of the staff nurse at the ACRCU are job order employees and receives a daily rate of P400 only.
“We would like to inform the public that a dialysis treatment is not a 20-minute medical consultation but a 4 to 6 hours procedure requiring technical skills and medical knowhow of the staff,” Suarez said.

City recognizes outstanding Angelenos

ANGELES CITY – After a continuous slew of awards and recognitions from the Department of Interior and Local Government (DILG) and private organizations like Superbrands Philippines, the local government unit here is now set to acknowledge the efforts of its outstanding and prominent citizens who have recently brought honor and prestige to the city.

Mayor Edgardo Pamintuan said that these awards and recognitions were given to Angeleños for their talents and skills in their respective fields.
“It is only proper to give credit where credit is due – and these people who proudly give honor to our city deserve the recognition from the local government and from the people as well,” expressed the Mayor.
Patrick Cura, Chief Executive of Barangay Lourdes Sur was presented with the Most Outstanding Kapampangan Award (MOKA) for Youth Service last Tuesday at the Moka 2012 grand ceremonies held in the Bren Z. Guiao Convention Center, City of San Fernando.

Cura, 21 years old, is the youngest barangay captain in the country.
Also awarded in the MOKA 2012 was Allan Pineda, known for his moniker “Apl.de.Ap” and member of Grammy-award winning hip-hop group Black Eyed Peas, was also recognized during the MOKA ceremonies for his contributions for the Arts. Pineda is an Angeleño who hails from Barangay Sapang Bato.

An Angeleña showcased grace, beauty and brains in the recent Mutya ning Kapampangan 2012, which was part of the Pampanga Day Celebrations.

Ma. Eugenie Lourdes Abeleda from Barangay Cutcut was hailed 2nd runner up during the prestigious pageant against 21 other ladies vying for the title. Abeleda was also recognized for being photogenic with the Winsome Smile award. Abeleda was also crowned as the 2012 Mutya ning Angeles last October.

The Angeles City National Trade School continues its winning streak this year, bagging several awards in the province for their dancing prowess and creativity. In the 2012 Sinukwan Festival, they were acclaimed as grand champions in the Free Interpretation category and 1st runner up during the Pamamupul (Harvest Time) Festival parade.

ACNTS bagged minor awards as well, such as 2nd in Street Dancing, 2nd Best in Costume and 2ndBest in Headdress.

Finally, in the field of sports, young Angeleño athletes proudly represented the city in the recent Philippine National Youth Games – Batang Pinoy 2012 last December 5 to 8 in Iloilo City.

Proudly taking home 5 gold medals in 5 different swimming events under the 11-12 year old category was McTracy John M. Alindogan. Kimberly A. Madrona also took a gold, followed by Irish Mae C. Montalvo and Jishin O. De Jesus, each with silvers, in the Karatedo Events.

SBMA: Coal plant means Subic’s death

SUBIC, Zambales—The Subic Bay Metropolitan Authority (SBMA) will not entertain any proposal to put up another coal-fired power plant in the free port zone, according to the agency’s top official.
“It’s not going to happen. We won’t allow that,” said SBMA Chair Roberto Garcia, reacting to reports that Korea Electric Power Corp. (Kepco), an energy firm owned by the South Korean government, is pushing through with its plan to build a 200-megawatt coal-fired power plant that will supply the electricity requirements of Korean shipbuilder Hanjin operating inside the free port.
Garcia made the statement on Friday when he joined the kickoff ceremony of the Malampaya gas-to-power project’s latest platform project here.
Still interested
Kepco, he said, is not a Subic locator and has no role in Subic Freeport affairs. Garcia said Kepco had not submitted any proposal to build the power plant either.
On Friday, the Inquirer quoted Kepco president Kyu-Beng Hwang as saying, “Pursuant to the memorandum of understanding (MOU) signed between the governments of the Philippines and Korea, Kepco is still interested in putting up a power plant with Hanjin in the Philippines.”
Kyu-Beng was referring to the agreement signed by former Energy Secretary Jose Rene Almendras and South Korea Minister of Knowledge Economy Hong Suk-woo during South Korean President Lee Myung-bak’s three-day state visit to the Philippines in 2011.
The MOU stipulates that the coal-fed facility would be put up inside the Subic eco-zone to serve the electricity requirements of Hanjin Heavy Industries and Construction Ltd.-Philippines Inc. (HHICPI), the biggest locator in the free port.
No SBMA role
But Garcia said the MOU did not involve SBMA, which has disavowed any commitment to the Kepco arrangement with the Department of Energy.
“As I understand it, they have already changed the location of the project to Bataan [instead of Subic],” Garcia said.
He said no coal-fired plant would rise in Subic under his watch. “If another coal plant were added to Subic Bay, it would mean the death of the Subic Freeport,” he said.
He said Kepco might have been pushing for the 200-MW coal plant for Hanjin because the Aquino administration had committed to supply the Korean shipbuilder with cheap power, which is an incentive for the company to locate here.
Cheap electricity
Under Executive Order No. 701 by former President Gloria Macapagal-Arroyo in 2008, the National Power Corp. and the National Transmission Corp. would provide Hanjin discounted rates of $0.0491 per kilowatt-hour (kWh) in the first six years of its operation and $0.0600 per kWh from the seventh year until the 10th year in its shipyards in Subic Freeport and in Mindanao.
The commitment was justified by the fact that Hanjin would create 50,000 jobs and infuse $3.6 billion worth of investments in the country.
The Palace directive stated that there was a “need for the concerned government entities to support the investment of [HHICPI], particularly its power requirements.”
Garcia said the Aquino administration was already addressing Hanjin’s power needs and that they were close to reaching an agreement.
