City recognizes outstanding Angelenos

ANGELES CITY – After a continuous slew of awards and recognitions from the Department of Interior and Local Government (DILG) and private organizations like Superbrands Philippines, the local government unit here is now set to acknowledge the efforts of its outstanding and prominent citizens who have recently brought honor and prestige to the city.

Mayor Edgardo Pamintuan said that these awards and recognitions were given to Angeleños for their talents and skills in their respective fields.
“It is only proper to give credit where credit is due – and these people who proudly give honor to our city deserve the recognition from the local government and from the people as well,” expressed the Mayor.
Patrick Cura, Chief Executive of Barangay Lourdes Sur was presented with the Most Outstanding Kapampangan Award (MOKA) for Youth Service last Tuesday at the Moka 2012 grand ceremonies held in the Bren Z. Guiao Convention Center, City of San Fernando.

Cura, 21 years old, is the youngest barangay captain in the country.
Also awarded in the MOKA 2012 was Allan Pineda, known for his moniker “Apl.de.Ap” and member of Grammy-award winning hip-hop group Black Eyed Peas, was also recognized during the MOKA ceremonies for his contributions for the Arts. Pineda is an Angeleño who hails from Barangay Sapang Bato.

An Angeleña showcased grace, beauty and brains in the recent Mutya ning Kapampangan 2012, which was part of the Pampanga Day Celebrations.

Ma. Eugenie Lourdes Abeleda from Barangay Cutcut was hailed 2nd runner up during the prestigious pageant against 21 other ladies vying for the title. Abeleda was also recognized for being photogenic with the Winsome Smile award. Abeleda was also crowned as the 2012 Mutya ning Angeles last October.

The Angeles City National Trade School continues its winning streak this year, bagging several awards in the province for their dancing prowess and creativity. In the 2012 Sinukwan Festival, they were acclaimed as grand champions in the Free Interpretation category and 1st runner up during the Pamamupul (Harvest Time) Festival parade.

ACNTS bagged minor awards as well, such as 2nd in Street Dancing, 2nd Best in Costume and 2ndBest in Headdress.

Finally, in the field of sports, young Angeleño athletes proudly represented the city in the recent Philippine National Youth Games – Batang Pinoy 2012 last December 5 to 8 in Iloilo City.

Proudly taking home 5 gold medals in 5 different swimming events under the 11-12 year old category was McTracy John M. Alindogan. Kimberly A. Madrona also took a gold, followed by Irish Mae C. Montalvo and Jishin O. De Jesus, each with silvers, in the Karatedo Events.

SBMA: Coal plant means Subic’s death

SUBIC, Zambales—The Subic Bay Metropolitan Authority (SBMA) will not entertain any proposal to put up another coal-fired power plant in the free port zone, according to the agency’s top official.
“It’s not going to happen. We won’t allow that,” said SBMA Chair Roberto Garcia, reacting to reports that Korea Electric Power Corp. (Kepco), an energy firm owned by the South Korean government, is pushing through with its plan to build a 200-megawatt coal-fired power plant that will supply the electricity requirements of Korean shipbuilder Hanjin operating inside the free port.
Garcia made the statement on Friday when he joined the kickoff ceremony of the Malampaya gas-to-power project’s latest platform project here.
Still interested
Kepco, he said, is not a Subic locator and has no role in Subic Freeport affairs. Garcia said Kepco had not submitted any proposal to build the power plant either.
On Friday, the Inquirer quoted Kepco president Kyu-Beng Hwang as saying, “Pursuant to the memorandum of understanding (MOU) signed between the governments of the Philippines and Korea, Kepco is still interested in putting up a power plant with Hanjin in the Philippines.”
Kyu-Beng was referring to the agreement signed by former Energy Secretary Jose Rene Almendras and South Korea Minister of Knowledge Economy Hong Suk-woo during South Korean President Lee Myung-bak’s three-day state visit to the Philippines in 2011.
The MOU stipulates that the coal-fed facility would be put up inside the Subic eco-zone to serve the electricity requirements of Hanjin Heavy Industries and Construction Ltd.-Philippines Inc. (HHICPI), the biggest locator in the free port.
No SBMA role
But Garcia said the MOU did not involve SBMA, which has disavowed any commitment to the Kepco arrangement with the Department of Energy.
“As I understand it, they have already changed the location of the project to Bataan [instead of Subic],” Garcia said.
He said no coal-fired plant would rise in Subic under his watch. “If another coal plant were added to Subic Bay, it would mean the death of the Subic Freeport,” he said.
He said Kepco might have been pushing for the 200-MW coal plant for Hanjin because the Aquino administration had committed to supply the Korean shipbuilder with cheap power, which is an incentive for the company to locate here.
Cheap electricity
Under Executive Order No. 701 by former President Gloria Macapagal-Arroyo in 2008, the National Power Corp. and the National Transmission Corp. would provide Hanjin discounted rates of $0.0491 per kilowatt-hour (kWh) in the first six years of its operation and $0.0600 per kWh from the seventh year until the 10th year in its shipyards in Subic Freeport and in Mindanao.
The commitment was justified by the fact that Hanjin would create 50,000 jobs and infuse $3.6 billion worth of investments in the country.
The Palace directive stated that there was a “need for the concerned government entities to support the investment of [HHICPI], particularly its power requirements.”
Garcia said the Aquino administration was already addressing Hanjin’s power needs and that they were close to reaching an agreement.

Ecija, Pampanga group seeks probe of party-list purge

A PARTY-LIST group representing farmers from Nueva Ecija and Pampanga appealed to Congress to investigate what it said was the “anomalous” process by which party-list groups are being disqualified as the next elections draw near.
In a statement, Butil Farmers’ Party said the process had been inconsistent in its selection of disqualified groups.
In a recent press conference, Butil Rep. Agapito Guanlao said several other party-list groups shared his group’s clamor for an investigation.
“As of now, we see no basis for the Comelec’s (Commission on Elections) decision to disqualify some party-list groups,” said Guanlao.
Butil’s accreditation as a party-list group has been reinstated by the Supreme Court in a status quo ante order issued against the Comelec’s disqualification of Butil.
Guanlao said the high court ruling was a victory for farmers but was just a first step to genuine farmer representation in the House of Representatives.
“The battle is far from over,” said Guanlao in the statement. “Farmers now have to prove that the Supreme Court is right in giving us a chance,” he said.

Court suspends service fee issued to Subic port locators

SUBIC BAY FREEPORT—A judge has ordered the Subic Bay Metropolitan Authority (SBMA) to suspend the collection of a controversial fee meant to recover its expenses for services, such as street cleaning, street lighting, fire fighting and law enforcement inside the economic zone.
Judge Richard Paradeza of the Olongapo regional trial court issued a writ of preliminary injunction last month against the SBMA in favor of a group of Japanese locators and other firms that filed a similar suit.
Under the Common Use Service Area (Cusa) fee scheme, the SBMA will collect from locators 2 percent of the appraised values of their lands. The amount, however, should not exceed 20 percent of the monthly rental.
In his decision, Paradeza cited the testimony of Ichiro Tsuji, general manager of Subic Techno Park, who said the fee was a “revenue-raising mechanism in the nature of a tax that cannot be imposed by the respondent (SBMA) under Republic Act No. 7227 (Bases Conversion and Development Act of 1992).”
Subic Techno Park is a direct lessee of a 55-hectare property inside the free port, where Japanese firms operate.
Tsuji said: “The penalties for the nonpayment of Cusa fee are excessive, oppressive and confiscatory as the penalty… on the third month is already cancellation of the certificate of registration and tax exemption.”
Lawyer Ramon Agregado, SBMA senior deputy administrator, said locators should pay up considering that the SBMA has been operating at a net loss.
Agregado said the SBMA has been “subsidizing in full almost all municipal services that benefit its locators and residents in addition to independently servicing all of SBMA’s foreign loan obligations that were obtained to finance needed infrastructure projects at [the free port] during its initial years.”
He said locators should also pay the Cusa fee “due to the unfortunate outlook that the SBMA will be unable to sustain its operations if it continues to subsidize the full cost of almost all municipal services.”
The Cusa fee collection was based on Section 13 (b) of RA 7227, and Section 10 (c) and (k) of the law’s implementing rules and regulations, where the imposition of fees, like garbage collection and road user’s fees, is based, he said.
SBMA Chair Roberto Garcia said it was the right of the locators to seek remedy from the courts. “That’s their right, of course,” he said.
But Paradeza, in granting relief to another locator, Philippine Coastal Storage and Pipeline Corp., said the rights and obligations of the parties are defined in the lease agreements.
“[The SBMA] is obliged to maintain the lessee in the peaceful and adequate enjoyment of the lease for the entire duration of the contract,” he said.
On Oct. 25, the judge issued a temporary restraining order against the SBMA for the Cusa fee implementation. After hearings on Nov. 6 and 12 and after receiving the position papers of all parties in the case, he issued the writ of preliminary injunction in the last week of November.
Paradeza said the imposition of the fee requires relief because “the unilateral imposition of the policy on the Cusa fee by [the SBMA on Subic locators] may amount to a material and substantive invasion of [their] rights under its lease agreements with [the SBMA].”
He, however, did not rule on the legality of the fee’s imposition.

Court stops cutting of 486 trees by DPWH

ANGELES CITY—A court here has rescued 486 trees from being cut or transferred when it issued a 72-hour temporary environment protection order (Tepo) against a permit issued by Executive Secretary Paquito Ochoa Jr. for a road-widening project of the Department of Public Works and Highways (DPWH) in Pampanga.
“The defendants, their subordinates and personnel and all persons acting under their control and supervision are enjoined from cutting, earth-balling or transferring the subject trees and/or other actions that will result in the prejudice of the subject trees along the stretch of MacArthur Highway in Angeles City and in the City of Mabalacat, Pampanga,” Executive Judge Omar Viola said in his order.
Viola, head of the regional trial court’s third judicial region here, issued the order at 5 p.m. on Monday, the same day leaders of Save the Trees Coalition (STC) filed a civil case to stop the tree cutting.
The STC leaders cited environmental, health and safety benefits to people for why they wanted the old trees, many of them 50 to 100 years old acacia, saved.
On Tuesday, Viola told the Inquirer that he sent Sheriff Claude Balasbas to serve a copy of the Tepo to Ochoa in Malacañang and to Public Works Secretary Rogelio Singson, Environment Secretary Ramon Paje and Environmental Management Bureau Central Luzon Director Lormelyn Claudio.
In a separate order, Judge Ma. Angelica Paras-Quiambao of the Regional Trial Court Branch 59, the environmental court here, summoned the defendants and set a hearing for the extension of the Tepo on Dec. 12, 13 and 14.

Subic coal plant foes tell Paje: Quit

SUBIC BAY FREEPORT — Local officials, environment advocates, residents and businessmen in this free port have asked Environment Secretary Ramon Paje to resign over his department’s issuance of an amended environmental clearance certificate (ECC) to an energy firm that wants to build a 600-megawatt coal-fired power plant here.
In a letter to Paje on Dec.5, the groups said the original ECC of the coal plant proponent, RP Energy, that was issued for a 300-MW plant required a new environmental impact assessment (EIA) should “there be any expansion of the project beyond the project description or any change in the activity or transfer of location.”
Reached in Manila, Paje said there was no reason to deny the issuance of an amended ECC to a project endorsed by the Department of Energy (DoE).
“How can we refuse the call to produce more power?” he said. The issuance was in support of another agency that has committed to make sure that the coal power plant would meet the standards set under the ECC, he added.
Paje told the Philippine Daily Inquirer that those standards set by the ECC have been upgraded to ensure compliance with the provisions of the Clean Air Act. “There is no reason to deny the plant an ECC. It is just an expansion.”
The groups said in their letter to the secretary that no new EIA was presented to meet the condition for the issuance of an ECC for a 600-MW plant.
The letter was signed by representatives of the Subic Bay Freeport Chamber for Health and Environment Conservation, Subic-Olongapo Cancer Foundation, Olongapo-Zambales Civil Society Network, Task Force United Residents for Safe Subic Bay, Wildlife in Need and officials of Olongapo City and Zambales.
The amended ECC was issued to RP Energy by lawyer Juan Miguel Cuna, acting director of the Environmental Management Bureau (EMB), on Nov. 15.
The groups said that instead of an EIA, RP Energy submitted an environmental performance report and management plan (EPRMP) to support its application to expand the proposed coal plant capacity from 300 MW to 600 MW.

“We wish to inform you that the DENR’s (Department of Environment and Natural Resources) very own guidelines for the implementation of the Philippine Environmental Impact Statement System does not allow the use of an EPRMP in substitution of an EIA for an environmentally critical project such as a coal-fired power plant,” said the letter.
It said that the previous ECC was “very specific” in requiring a new EIA for changes in the original project design.
Earlier, lawyer Michael Matias, chief environment impact assessment officer of the EMB, said RP Energy has to comply with all conditions attached to the ECC.
A copy of the amended ECC states that RP Energy is required to mount a communication and information campaign, conduct regular risk and safety assessments and install a weather station at the project site. Clear, present danger to Subic Bay

The Subic Bay, one of the country’s top tourism destinations, possesses a deep harbor protected by mountains and the Grande Island, making it an ideal port for vessels and site for the once US naval base—the American government’s largest military installation outside of the mainland from the late 1940s to the early 1990s.
The bay area is now seen as a model for bases conversion, having successfully transformed itself into an economic hub run by the state-owned Subic Bay Metropolitan Authority (SBMA). Its strategic location in Asia, which puts it near emerging powers like China, has continued to make it attractive to American forces, hence the frequent visits of US vessels and nuclear submarines to the port.
But as a 2010 the Philippine Daily Inquirer report made clear, the Subic Bay remains a threatened asset. The stench emanating from the polluted Kalalake River is still unbearable to thousands of workers who go through the port’s gates every day.
The recent controversy involving allegations of waste dumping by a US Navy contractor within or near the bay has shown that a clear and present danger to the water body still exists.
As early as 2010, then SBMA Administrator Armand Arreza asked communities around the port and their leaders to heed the warning signs. “[The] Subic Bay may cease to serve as the economic lifeblood of the free port if the stresses affecting the water quality in the bay are left unchecked,” he said.
“If the degradation continues, we would lose our beautiful beaches, fishermen would have less fish to catch, the bay would become murky and silted, and ultimately, the Subic Bay Freeport would become less attractive to investors and tourists,” he added.
The Kalalake River, named by American soldiers once stationed at the naval base as “Shit River,” joins another Olongapo waterway and empties into the Subic Bay. In its current state, the river is symptomatic of the dangers and problems stemming from decades of
neglect and environmental decline.
Arreza said the Subic Bay, which forms part of the communal waters of Olongapo City, Zambales and Bataan, is considered a “threatened resource” due to patches of pollution caused by the disposal of partially treated sewage, nutrient inflows from changes in land use and inadequate treatment of industrial wastes.
Olongapo Mayor James Gordon Jr. said Subic Water—
which supplies both the city and the free port—had a provision in its contract to provide a sewerage system for the city. This would have addressed the concerns about domestic wastes coming from Olongapo into the bay, he said.
Subic Water, in a statement, said the firm was bound by its contract to rehabilitate and upgrade the existing water and sewerage facilities of Olongapo and the Subic Bay Freeport.
Timothy Desmond, president of the marine theme park, Ocean Adventure, said his firm, Subic Bay Marine Exploratorium Inc. (SBMEI), was deeply concerned about the increasing threats to the bay.
“As life-long conservation educators, the owners of SBMEI understand the unique environmental value of the bay. We strongly feel that the environmental protections for the bay are on the verge of collapse. Our business model is totally dependent on a healthy bay,” he said.
Ocean Adventure’s dolphins are kept in open water and are exposed to everything that all the other marine life in the bay are exposed to, he said. “We cannot sit quietly by while the environment that we are so dependent upon is degraded.”
The waste dumping incident involving Glenn Defense Marine Asia Philippines is “just the tip of the iceberg,” Desmond said, noting that a major oil spill in the bay happened in July but it was dismissed by the SBMA’s seaport department only as an “oil sheen.”
Berkman report
Danny Piano, president of the Subic Bay Freeport Chamber of Commerce, said preliminary results of the Programmatic Environmental Performance Report and Management Plan conducted by Berkman Systems Inc. for the free port this year were “upsetting.”
The SBMA contracted Berkman in September 2011 for the environmental study and initial results were presented to port stakeholders, including Piano, in August.
The study, which will cost the SBMA P7 million, includes the collection of air and water quality data, flora and fauna inventory and the determination of the environmental carrying capacity of the Subic Bay Freeport.
Piano said: “The level of coliform, a bacteria commonly used as an indicator of the sanitary quality of water, is unbelievably high.” Citing that the Department of Environment and Natural Resources water quality standard for total coliform is 1,000 mpn/100ml (most probable number of coliform per 100 milliliters of water), he said the average downstream coliform level in all 13 rivers (within the bay) was more than 800,000 mpn/100ml.
For heavy metals, three elements—cadmium, lead and mercury—exceeded the standards, he said.
“The alarming levels of coliform, cadmium and mercury will be very difficult and very expensive to fix. It will require tons of money, it will require political will from local governments around the bay, it will require cooperation from all stakeholders,” he said.
But SBMA Chair Roberto Garcia said the Berkman report has yet to be completed. The report, according to an SBMA official, was only in its preliminary stages and many things had to be done and clarified.
“Where were the samples taken? If it were near the Matain or the Kalaklan rivers, that was expected (to show high levels of pollutants). The domestic waste from Olongapo flows through there into the bay,” said the official, who asked not to be named for lack of authority to speak on the issue.
In a statement released last month when the Glenn Defense waste dumping issue triggered a Senate inquiry, Garcia said: “Latest tests show that the Subic Bay’s waters remain clean, safe and continue to be within normal levels.”

Lanterns to be lit to bring cheer amid storm gloom

CITY OF SAN FERNANDO—Eleven giant lanterns competing in an 81-year-old festival in this Pampanga capital on Saturday will light up to rally spectators to share the spirit of Christmas with victims of Typhoon “Pablo” in Mindanao.
On top of donating P200,000 and encouraging its employees to pool 150 sacks of rice, the city government is setting up a donation booth at the festival venue, Robinsons Starmills here, on Dec. 15 to receive aid for people in areas devastated by Pablo. Entrance to the festival is free.
Cash, canned goods, clothes and other materials are welcome to help survivors get back on their feet, said Mayor Oscar Rodriguez.
“This is our way of giving hope to our fellow Filipinos, our way also of expressing our gratitude to our people and companies that helped us in the darkest days and nights of Mt. Pinatubo’s eruptions,” he said.
Mt. Pinatubo erupted in June 1991, killing 500 people and displacing 1.3 million residents in the Central Luzon provinces of Pampanga, Tarlac and Zambales.
It became a continuing disaster as rains washed down lahar from the slopes, burying people, farms, ponds and properties, and reversing the progress in those areas that hosted the military bases of the United States. Major lahar flows stopped in 1997.
In Pampanga, the seat of the Augustinian missions in the Spanish colonial era, lanterns were used to light the images of patrons during processions and lubenas (novena before Christmas Eve), early historians wrote.

Russia eyes closer economic ties with PHL, Subic Bay

SUBIC Bay Freeport: The Russian Federation is eyeing to forge closer economic ties with the Philippines and the Subic Bay Freeport in particular, as it sets its sight on wider trade with countries in the Asia-Pacific region.
Russian Ambassador Nikolay Kudashev, who visited this free port recently, told officials of the Subic Bay Metropolitan Authority (SBMA) that Russia seeks to forge more bilateral trade agreements with the Philippines.
“Right now there is much focus in the Asia-Pacific region in terms of economic growth and stability and we wanted to take advantage of that,” he told SBMA chairman and administrator Roberto Garcia during a meeting here on November 28.
He also said that they are looking at joint activities with Subic in terms of disaster-response management.
Kudashev, who was on his first visit to the Freeport, was accompanied by other Russian officials and some businessmen.
They received a warm welcome from Garcia, who gave them an overview of the developments in the Subic Freeport today and briefed them on the Freeport’s land area, lease rates, and tax incentives given to investors.
Garcia also pointed out that Subic is one of the top tourist destinations in the country, with both locals and foreigners trooping to the Freeport during weekends.
Likewise, Garcia expressed hope for some future partnership with Russia, saying it would be a great opportunity for Subic in terms of economic development and international relations.

Lubenas’ is alive in Angeles City

ANGELES CITY—In 2000, when the heritage advocate Kuliat Foundation Inc. (KFI) revived the “lubenas” in this city, only five of 33 villages were still doing the Christmas tradition that used to be popular during the Spanish colonial era.
Lubenas, a local name for novena, consists of street processions held for nine straight nights for the Missa de Gallo. Candle-lit, white paper lanterns shaped into crosses, stars, fishes, angels and sheep illuminate the images of patron saints of villages during the processions.
The tradition started when the town of Angeles, known then as Kuliat, a village of San Fernando, celebrated La Naval Fiesta in October 1830, the late historian Mariano Henson wrote in the “History of Angeles Town.”
But 170 years later, only the villages of Lourdes Sur, Pampang, Pulungbulu, San Jose and Sto. Rosario did the lubenas.
On the 12th year of reviving the lubenas this year, the number of participating villages has risen to 10.
On Thursday night, the villages of Claro M. Recto, Cutcut, Lourdes North West, Pampang, Pulungbulu, San Jose, San Nicolas, Sto. Rosario, Tabun and Virgen de los Remedios joined the “Ing Lubenas ning Pasku.” With the ban on Masses and other Catholic rites lifted, the Shrine of the Lord of Sepulchre (Apong Mamacalulu) joined the event.
Rosalie Naguiat, KFI president, said Cutcut won the best lubenas for the third straight year. Village chief Cecille Nepomuceno virtually mobilized all sectors in her village, which was how the lubenas went in olden times.
Sto. Rosario bagged the best “carro” (carriage) award while San Jose, Pampang and Virgen de los Remedios won the best lantern, best symbol and best chanting awards, respectively.
“The 23 villages are not regularly into the lubenas. Some would join for some time, like Margot and Balibago. It depends on the barangay captain, on resources or on the presence of elders who still sing ‘Dios te Salve,’” said Joy Cruz, KFI executive director.
Cruz said the city government shouldered the cost of the “maytinis” or the converging of the participating villages in front of Holy Rosary Parish. The city government also provided each village P5,000 as well as cash prizes.
Jessie David, 73, said the lubenas used to be simple in his time. “What I like about the lubenas now is that many young people are joining it. The chanting of ‘Dios te Salve’ should be taught to them, too,” said David, a former Clark Air Base worker.
Robby Tantingco, executive director of the Center for Kapampangan Studies, said the tradition has survived in the old district of Angeles, which is near the Clark-Balibago commercial district.
“It just goes to show how deep the religiosity of Angeleños are,” he said.
The lubenas continues in the cities of Mabalacat and San Fernando and in the towns of Mexico and Magalang in Pampanga, as well as in Capas and Concepcion towns in Tarlac.
“While the government and nongovernmental organizations must be commended for their good intentions, the local church should find ways to reclaim and sustain this charming Kapampangan tradition and reassert its original religious intent and content,” Tantingco said.
