CLARK FREEPORT – Aggrieved workers numbering over 2,500 here agreed on Monday to defer planned mass actions against their employer.

This after, a meeting between their union leaders and executives of the Clark Development Corp. brokered by Angeles City Councilor Jesus “Jay” Sangil.

Rodem Perez, chief of the CDC customer relations department, heard the complaints of officials of the Smart Shirts (Phils) Inc. workers union against their management they identified as “couple Jeffrey, an American national, and Mercedes Gagnon, a US citizen of Filipina descent from Batangas.”

The union leaders charged the Gagnons of alleged unfair labor practices and maltreatment ranging from alleged refusal to recognize the workers union to non-recognition of workers benefits “including the Christmas package.”

“Management has curtailed all the privileges being enjoyed by the workers, even small ones like bringing “baon” to the work areas, which they confiscate under the pretext that they exceed the allowable volume,” the workers lamented. “We are even being denied of our periods of rest.”

The workers claimed the Gagnons treated them as “their subjects and not their partners, they are ruthless.”

Sangil earlier filed a resolution with the sangguniang panglungsod which was passed last week urging the CDC and the Department of Labor and Employment to look into the plight of the Smart Shirts (Phils) Inc. workers.

At Monday’s meeting, both Sangil and Perez pleaded with the workers not to resort to mass action or a strike so as not to derail business operation inside the Freeport and tarnish its image as an investment haven.

This, even as the CDC vowed to look into the problem of the aggrieved workers.

The workers said the American couple are “the only problem besetting the company” and could “possibly be sending wrong information to the Hong Kong main office.

“Ang suspetsa po namin baka hindi man alam ng mga incorporators sa Hong Kong ang ginagawa ng mag-asawang Gagnon dito na kaka-take-over lang last October,” said the workers.

Aside from investigating the workers complaints, the CDC said it would also look into the status of the Gagnons stay in the country, whether they have secured all necessary documents to work here.

CAMP OLIVAS, Pampanga, Dec. 6 — A barangay chairman was killed and his son wounded when fired at close range by armed men on board a motorcycle along a provincial road in Barangay Poblacion, Mexico town at about 11:00 a.m. Thursday.

Senior Supt. R’Win Pagkalinawan, Pampanga police provincial director, identified the fatality as village chief Jose Gonzales, 56, of Barangay San Miguel, Mexico town.

The victim’s son identified as Jayson Gonzales, a Sangguniang Kabataan (SK) leader, was wounded.

Pagkalinawan said a sketchy report from the Mexico police said the victims were on board a barangay patrol vehicle heading towards Barangay Poblacion when the suspects on board a motorcycle suddenly appeared and shot them at close range.

The elder Gonzales was declared dead by Dr. Claro Mendoza on arrival at the Mexico Community Hospital due to severe gunshots in the body.

Pagkalinawan said the victim’s son was transferred to a hospital in the City of San Fernando for medical treatment.

The suspects fled towards to an unknown direction after the incident, he said, adding that motive behind the killing is not yet known.

Pagkalinawan ordered the Mexico police to conduct a dragnet operation for the arrest of the killers. (PNA)

ANGELES CITY – Former Barangay Sto. Cristo chairman Aymer Alvarado insisted that Representative Carmelo “Tarzan” Lazatin (1st District) has violated the law on the Priority Development Assistance Fund (Pdaf) in making a family-owned institution as beneficiary to his pork barrel funds, which makes him liable for graft.

Responding to statements coming from the Lazatin camp, Alvarado said that beneficiaries to the Pdaf are named and determined by the congressman, not the implementing agency which, in this case, is the Technological Education and Skills Development Authority (Tesda).

“I am requesting Tarzan to tell the truth on this matter. It is very clear from the documents from the Department of Budget and Management (DBM) which I submitted to the Commission that it was him who identified the recipients of the said fund grant and one of the recipients is the Republic Central Colleges (RCC),” Alvarado said.

Alvarado said that “granting that the implementing agency determines the beneficiaries, which is not true, Lazatin could have stopped Tesda from releasing funds to RCC, knowing that his family owns the school.”

“The RCC is a private profit-oriented educational institution. Documents from the Securities and Exchange Commission state that Lazatin’s sister, Dr. Victoria Lazatin-Angeles, is the chairman and Tarzan is one of the officers and a member of the board. At the end of the day, it is still the RCC that will profit most from the fund grant whatever the amount is. Hence, this is a clear case of conflict of interest,” Alvarado said.

Meanwhile, the Partido Abe Kapampangan also scoffed at the response of the Lazatin camp to Alvarado’s accusations as “confused and mixed up, and only tended to admit the anomalies of Lazatin in the use of his Pdaf.”

The Lazatin camp, through IC Calaguas, said P200,000 from the congressman’s Pdaf was released to Tesda for scholarships to a number of schools, including the RCC.

According to Calaguas, the congressman initially wanted to allocate funds for CCA (City College of Angeles), however, as per DBM regulations, the project should be handled by an implementing agency, in this case, the Commission on Higher Education (Ched). But Calaguas said that the CCA has not yet been accredited by Ched.

“By saying that Lazatin wanted to allocate funds to the CCA, it is very clear that it is the congressman who names and chooses the beneficiaries to his pork, and not the implementing agency,” said William Aguilar, deputy secretary general of Partido Abe.

Aguilar said that Lazatin has made the local government of Magalang as implementing agency of most of his Pdaf projects, including the purchase and distribution of multi-cab vehicles, used motorcycles and computers.

“Don’t tell us that it was the mayor of Magalang, as implementing agency, who chose the recipients of these equipment. Of course, it was Lazatin,” Aguilar said.

Alvarado filed a complaint-letter addressed to COA Chairperson Ma. Gracia Pulido-Tan and copy furnished Regional Head Asst. Commissioner Winnie Rose Encalado and City Resident Auditor Rowena Bucu.

In the said letter, he alleged that Lazatin violated certain laws by appropriating funds from his PDAF to benefit the RCC, particularly Sec. 3 of Republic act 3190 or the Anti-Graft and Corrupt Practices Act and Sections 7 and 7a of RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

“Inamin na mismo ni Tarzan sa pamamagitan ng kanyang aide na sa ang Technological Education and Skills Development Authority or Tesda ang pambansang ahensiya na nag-implementa ng scholarship program. Sa pagkakaalam ko, ang City College of Angeles ay accredited na ng Tesda. Nakakapagtaka kung bakit hindi nagbigay ng pondo dito si Lazatin samantalang salita siya ng salita na free education daw sa CCA. Lumalabas na puro salita lang siya talaga at kulang sa gawa,” Alvarado said.

A report by the Philippine Center for Investigative Journalism (PCIJ) entitled “Pigging out on pork: PDAF racket rocks ‘daang matuwid’” indicated that implementing agencies only serve as “conduits of pork money.”

The said PCIJ report stated: “The unbending rule in the use of pork endures to this day: The lawmaker decides for which projects he wants to use his pork, anywhere in the country he wants to, or whichever local government unit, and the individuals he wants to benefit from it.”

CLARK FREEPORT – The candidates of this year’s Mutya ning Kapampangan have been tapped to promote Pampanga’s tourism sites, said Board Member Olga Frances “Fritzie” David-Dizon, pageant chairperson.

“It’s the start of great things when both the private and public work together for the common good and to push for the tourism industry in Pampanga,” said David-Dizon.

Philippines’ AirAsia CEO Marianne Hontiveros, in a statement, said they will tap the major winners of the Mutya Ning Kapampangan 2012 for the promotion of the tourism destinations and “the genuine Kapampangan beauty.”

“AirAsia wants to work on a long term basis with Governor Lilia Pineda and her people. We want the ‘Mutyas’ to help us promote Clark and Pampanga,” said Hontiveros during the opening of the AirAsia café at Clark International Airport (CIA).

AirAsia thanked David-Dizon when she took 20 of the 22 candidates to the newly-opened AirAsia café who danced to tune of “Gangnam style.”

Pineda, in a phone interview, said the “old churches in Pampanga are the premiere destinations” that could attract local and international tourists. She cited the 440-years-old St. Augustine Parish in their hometown of Lubao as one of them.

Senior Board Member Cris Garbo, for his part, said he had filed an ordinance “institutionalizing” the five major winners of the annual pageant “as ambassadors of goodwill” who will join the governor and other officials in welcoming visitors and help promote the province’s products and destinations.

CLARK FREEPORT – The candidates of this year’s Mutya ning Kapampangan have been tapped to promote Pampanga’s tourism sites, said Board Member Olga Frances “Fritzie” David-Dizon, pageant chairperson.

“It’s the start of great things when both the private and public work together for the common good and to push for the tourism industry in Pampanga,” said David-Dizon.

Philippines’ AirAsia CEO Marianne Hontiveros, in a statement, said they will tap the major winners of the Mutya Ning Kapampangan 2012 for the promotion of the tourism destinations and “the genuine Kapampangan beauty.”

“AirAsia wants to work on a long term basis with Governor Lilia Pineda and her people. We want the ‘Mutyas’ to help us promote Clark and Pampanga,” said Hontiveros during the opening of the AirAsia café at Clark International Airport (CIA).

AirAsia thanked David-Dizon when she took 20 of the 22 candidates to the newly-opened AirAsia café who danced to tune of “Gangnam style.”

Pineda, in a phone interview, said the “old churches in Pampanga are the premiere destinations” that could attract local and international tourists. She cited the 440-years-old St. Augustine Parish in their hometown of Lubao as one of them.

Senior Board Member Cris Garbo, for his part, said he had filed an ordinance “institutionalizing” the five major winners of the annual pageant “as ambassadors of goodwill” who will join the governor and other officials in welcoming visitors and help promote the province’s products and destinations.

The pre-pageant is on December 7 at 4 p.m. in SM City Clark, Angeles City. The coronation night is on December 10 at the Bren Z. Guiao Convention Center in the City of San Fernando. (PR)
