TARLAC CITY—After a year of uncertainty due to the danger of demolition, residents of Block 7 in Barangay San Roque here, now heave a sigh a relief after Mayor Ace Manalang assured them that a relocation site is ready just few blocks away from their present dwellings.

Manalang said that the city government is now in the process of surveying and subdividing the lots available for more than 40 families with 60 square meters for each household.

The residents are victims of the last bloody demolition that resulted to the death of a teen ager identified as John Khalil, and the wounding of some of them after the alleged new owner of the lot, Dennis Junio caused the demolition led by a certain ex-Sgt. Ed Reyes.

The Criminal Investigation and Detection Group headed by provincial officer Chief Inspector Rogarth Campo filed a murder case against Reyes and his companion, after two eye witnesses testified against them.

All members of the police that assisted the demolition were subjected to paraffin test right after the incident, conducted by the Tarlac Police Provincial Police Office but yielded negative results according to the Provincial Crime Laboratory Office.

It was more than a year now when the Court Sherriff failed to implement the Writ of Demolition because of the intervention made by the city government, since the relocation site was not yet ready then.

With some illegal demolition attempts, some of the residents have decided to move out and availed themselves of the P20,000 financial assistance from the city government but the more than 40 families insisted a relocation instead of financial assistance because according to them the amount was not sufficient enough for them to build a new shelter.

After some dialogues between leaders of Block 7 and the city mayor himself, they have arrived at an agreement that residents would not resist the demolition anymore since a relocation site is now available for them.

Both sides, the city government and the settlers hope that everything would be fine and the affected families will go back to their normal living, peaceful and contented, when they move out to their new residence.

ANGELES CITY. – A former barangay chairman in this city has formally asked the Commission on Audit (COA) to conduct an investigation against First District Representative Carmelo “Tarzan” Lazatin for alleged violation of laws against graft and corruption.

In his complaint-letter addressed to COA Chairperson Ma. Gracia Pulido-Tan and copy furnished Regional Head Asst. Commissioner Winnie Rose Encalado and City Resident Auditor Rowena Bucu, former Barangay Sto. Cristo Chairman Aymer Alvarado alleged that Lazatin violated certain laws by appropriating funds from his Priority Development Assistance Fund to benefit the Republic Central Colleges, particularly Sec. 3 of Republic act 3190 or the Anti-Graft and Corrupt Practices Act and Sections 7 and 7a of RA 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

According to Alvarado, Lazatin is a member of the Board of Trustees and an officer of the college.

He pointed specifically to the scholarship program wherein hundreds of thousands of pesos from the 78-year old congressman’s PDAF were said to be granted directly to RCC.

“While the scholarship program is a noble project, the manner in which the funds were allocated was against the law,” he said.

A perusal of the documents Alvarado submitted to COA indicated that the amount Php200,000 was allocated in the 2012 PDAF of Lazatin for RCC.

“I filed the complaint against Lazatin because I believe he violated certain laws against graft and corruption.

Simply put, he could not give funds from his PDAF to the RCC which everyone in Angeles City knows is owned by the family of Lazatin. It is even chaired by Lazatin’s sister, Dr. Victoria L. Angeles. The congressman is also an officer of the said college,” Alvarado explained.

“Nagsasabi siya na gagawing niyang 100% na libre ang pag-aaral sa City College of Angeles kapag siya ay nahalal na punong-lungsod pero ang kakatwa ay kahit isang sentimo ay wala siyang binigay na pondo mula sa kanyang PDAF para sa City College.

Nagbigay pa siya ng pondo sa isang kolehiyo na kanilang pagmamay-ari.

Kahit hindi po ako abogado, sa tingin ko ay ito ay labag sa batas at isang malinaw na conflict of interest,” Alvarado added.

Section 3 of Republic Act 3190 or the Anti-Graft and Corrupt Practices Act prohibited government officials from committing certain acts including the following:

Entering, on behalf of the Government, into any contract or transaction manifestly and grossly disadvantageous to the same, whether or not the public officer profited or will profit thereby; directly or indirectly having financing or pecuniary interest in any business, contract or transaction in connection with which he intervenes or takes part in his official capacity, or in which he is prohibited by the Constitution or by any law from having any interest; and, directly or indirectly becoming interested, for personal gain, or having a material interest in any transaction or act requiring the approval of a board, panel or group of which he is a member, and which exercises discretion in such approval, even if he votes against the same or does not participate in the action of the board, committee, panel or group.

Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees defined conflict of interest as “when a public official or employee is a member of the board, an officer, or a substantial stockholder of a private corporation or owner or has a substantial interest in a business, and the interest of such corporation or business, or his rights or duties therein, may be opposed to or affected by the faithful performance of official duty.”

Section 7 and 7 (a) of the same law stated that: In addition to acts and omissions of public officials and employees now prescribed in the Constitution and existing laws, the following shall constitute prohibited acts and transactions of any public official and employee and are hereby declared to be unlawful:

(a) Financial and material interest. — Public officials and employees shall not, directly or indirectly, have any financial or material interest in any transaction requiring the approval of their office.

CITY OF SAN FERNANDO — Quarry revenues have peaked to more than a total P630 million last month to break the records of past administrations in collections from the province’s premier industry and income generator.
Under Governor Lilia Pineda administration and Vice Governor Joseller Guiao, the quarry collections in November were posted at P24,150,000 bringing the year-to-date revenues to a high P630,637,500, some P14-million more than that of the previous administration.
And with seven months to go before the end of Pineda’s term in June 2013, officials are optimistic that the P770-million projected income set by Provincial Government Environment and Natural Resources Officer Art Punsalan will be realized.
Based on records, Punsalan noted that the three-year collection of the past administration which posted at P616,158,000 has been breached: “With seven months to go before the end of Governor Pineda’s and Vice Governor Yeng’s terms, plus with the current average of P20 million to about P24 million a month, we are very optimistic to hit a projected P770 million in collections by June next year,” he said.
“From 1999 to 2001 under the NRDC, collections were at P382,580,900. Under former Governor Lito Lapid in 2002 to 2003, it was posted at P34,573,000.
Then in 2004 to end of June in 2007 under former Governor Mark Lapid, revenues were posted at P82,680,000, which was surpassed by the Biyaya A Luluguran At Sisikapan of Governor Panlilio with their P616 million record. But at the rate the Kapampangan A Lulugud At Matapat of the Pineda-Guiao administration is running, it is history in the making with the current collection of P630-million,” Punsalan said.
Confidence
Meanwhile, Pineda expressed confidence on quarry officials’ efforts regarding the projected P770-million end result in revenues by 2013.
“I am confident that projected P770-million quarry revenues in 2013 will be realized. We are also exploring more avenues to maximize our quarry industry and its resources like supplying more of our white sand for national projects. Masayang masaya tayo na noong November pa lang ay P630-million na ang collection. Ito ay malaking bagay para sa mga Kapampangan,” she told Sun.Star Pampanga.
Computerization
Guiao disclosed that the Provincial Board which he leads will now strongly push for the computerization of quarry operations.
“We have studied all the options on computerizing quarry operations in Pampanga. I strongly believe that revenues will double with increased efficiency from computerization. We are continuing to look for improvements like more permanent weigh bridges and stricter implementation of anti-overloading laws. With revenues pointing upward, we must institutionalize quarry operations soonest so that kahit sino pa ang umupo sa Capitol ay hindi na matitinag pa ang record-breaking collections na ito. This is not only meant to make it a legacy, but for the welfare of Kapampangans who benefit from our quarry industry,” Guiao said.

ANGELES CITY — The Confucius Institute of Angeles University Foundation (CI-AUF) is set to inaugurate the China Book Room at the National Library of the Philippines.
Chinese Ambassador Ma Kequing and Chinese Cultural Counselor Pan Feng are expected to attend the event on December 7, 2012 in Malate, Manila.
AUF president Lawyer Joseph Emmanuel L. Angeles said the China Book Room is a special section at the NLP which will house print and online resources on Chinese language, culture and history aimed at facilitating the learning and research activities of library users in Manila.
The establishment of the China Book Room is also eyed to bolster our strong ties with China as we celebrate the 2012-2013 Philippines-China Years of Friendly Exchanges, Angeles said.
The blessing rites will be led by Don Bosco Academy Pampanga Rector Rev. Fr. Ditto Gueco, while the unveiling of the China Book Room will be led by Ambassador Ma, Counselor Pan, NLP Director-General Atty. Antonio M. Santos, Atty. Angeles, Camel Appliances Manufacturing Corporation President William Chan, CI-AUF Chinese Director Zhang Shifang and CI-AUF Philippine Director Dr. Lourdes T. Nepomuceno.
This event will also be graced by partner schools and corporations of CI-AUF, DepEd and Chinese embassy officials, government and business leaders, and students of Mandarin classes.
CI-AUF initiated the establishment of China Bookroom with NLP on September 22, 2011 while the Memorandum of Understanding between CI-AUF and NLP for the China Bookroom Development and Maintenance Program was signed on December 6, 2011.
