CITY OF SAN FERNANDO — Real Estate Brokers Association of the Philippines (Rebap) founder and former president Conrad Garcia said Wednesday the land group will strongly support the Butil party-list of Representative Agapito Guanlao.
Butil seeks relief from the Supreme Court on the Commission on Election (Comelec)’s decision disqualifying it to seek a fresh mandate in the 2013 polls.
The Comelec’s move is part of “cleansing” the House of Representatives of “dubious groups organized by politicians and wealthy, influential people to advance their political interests.”
Recently, the poll body announced that it had qualified 79 groups to run in next year’s polls, but disqualified 173 groups. Of these, 52 had their accreditation cancelled while 121 remained denied of being registered. Butil is among the original party-list groups that were accredited and ran in 1998.
The Comelec however, ruled that this year “agricultural and farmer cooperatives are not on the list of nine marginalized groups in the Supreme Court ruling on the Ang Bagong Bayani versus Comelec case.”
Garcia, also a top official of the Chamber of Real Estate Brokers Association of the Philippines, however agreed with Guanlao’s earlier statements that the Comelec ruling is detrimental to farmers, when the latter said: “There is no logic to the decision of Comelec.
How can they say that farmers are not marginalized? If farmers are not marginalized, who else would qualify? Comelec said farmer cooperatives do not fall under the peasant category. Our members could not believe such a ruling because everybody knows that farmers are peasants, too.”
“We in the real estate industry are coming out in the open to support the Butil Party List of Cong Pits Guanlao because we believe in his advocacy for farmers. Butil is actually one of the most active party-list in the country which works for the welfare of farmers. Makananu ta mu nung alang ortelanu? (What would happen to us without the farmers?),”Garcia told Sun.Star Pampanga.
Garcia, who has been in the industry for 54 years, added that Butil has not only been in the forefront of agricultural development but in the preservation of farming lands as well.
“Cong Pits, who is the son of a farmer, has always advocated for the protection of irrigated lands. He has always been against the conversion of irrigated farmlands to subdivisions and commercial or industrial areas. And players in the real estate industry admire and honor him for that,” said Garcia.
He noted that Guanlao has actively pushed for the creation of demo farms in Pampanga, Bulacan and Nueva Ecija: “He has been helping farmers so much with free organic fertilizer, seedlings and farm implements, and in establishing demo farms. With all these projects bound to be discontinued because of the disqualification of Butil, our poor farmers will have nowhere to go and run to. That is why we will strongly support Butil and rally behind their cause.”
Up in Arms
Meanwhile, Guanlao in a statement disclosed that farmer groups are up in arms over the “arbitrary” decision of the poll body, adding that the “dropping” of Butil Party-list from groups qualified to run in next year’s elections will further mean dire straits for marginalized farmers.
“If Comelec’s reasoning is that cooperatives are not marginalized, how come other cooperative groups were allowed to run as party-list organizations? Their ruling is so arbitrary,” he said.
Guanlao disclosed the party-list will try to secure a temporary restraining order and a status quo ante order against the Comelec ruling.

CITY OF SAN FERNANDO — The Province of Pampanga will celebrate 441 years of its founding history with a grand display of cultural and civic events for various sectors of the province.
Governor Lilia Pineda will lead the start of the celebrations with a flag-raising ceremony followed by a Eucharistic Mass. She will be joined by provincial board members, officials from various municipalities and sectoral leaders.
This will be followed by the opening of the “Pamanyulat Kapampangan” (Kapampangan Writing) competition at the Benigno Aquino Hall and the Pamamupul Festival Grand Parade which will feature inter-municipality harvest-inspired street dancing presentations.
The second day of the celebrations on December 7, will feature the “Aldo Ning Mangabiayan and OFW” at the Bren Z. Guiao Convention Center, simultaneous with the “Agro, Industrial, Trade, Food, Cultural, Arts and Crafts Fair” at the trade hall of SM City Pampanga.
The main highlights of the celebrations are the Mutya Ning Kapampangan Pre-Pageant (SM City Clark) and Coronation Night (Bren Z. Guiao Convention Center) on Dec. 7 and 10, respectively, and the Most Outstanding Kapampangan Awards on December 11.
Third District Board Member Trina Dizon said that the events lined-up by Pineda for this year aims to provide a more social and practical relevance to the celebration of this year’s founding anniversary.
Dizon said other events for the week-long celebration are the Off-Road Challenge, medical and dental missions for the Pampanga Provincial Jail inmates, Barangay Health Workers Symposium among others.
“We are urging our fellow Kapampangans to be one with us in celebrating our province’s history and support the programs and events lined-up for this year’s celebration. Entrance in all in social and cultural events free and open to the public,” Dizon said.

ANGELES CITY – The office of Pampanga Representative Carmelo “Tarzan” Lazatin explained Wednesday the his P70-million Priority Development Assistance Fund (PDAF).
Lazatin’s office made the explanation following allegations of former Barangay Sto. Cristo chairman Aymer Alvarado that he has violated anti-graft and corruption laws by allocating part of his PDAF to the family-owned Republic Central Colleges (RCC).
“I’m not sure that Mayor Ed Pamintuan, who happens to be a lawyer, actually understands how the allocation of the PDAF works,” said IC Calaguas, chief political affairs officer.
Calaguas clarified that Lazatin asked the Department of Budget and Management (DBM) to allocate P200,000 from his P70-million PDAF to the Technical Education and Skills Development Authority (Tesda).
He said it was Tesda, the implementing agency, that allocated a portion of the P200,000 to RCC, which is one of the accredited Tesda institutions.
As per Special Allotment Release Order (SARO) No. SARO-BMB-G-12-T000002477, the P200,000-fund was actually allocated to 12 private schools – not just RCC – including Universal Communication Learning Institute, AIE College of Calasio Inc., Flight School International Inc., Jose C. Feliciano College, Mother Earth Production Inc., New Era University, Saint Mary’s Angels College of Pampanga, Skills Power Institute, Pampanga Agricultural College, CH Pena Learning Institute, and AMA Computer College.
As per the rules of DBM, congressmen are not allowed to allocate their PDAF to any private agency and their authority is limited to the identification of projects and designation of beneficiaries.
The authority over the implementation of the project is taken on by the respective implementing agency. In the case of scholarship projects, the qualified implementing agencies are Tesda, the Commission on Higher Education (Ched), Department of Education, State Universities and Colleges, and the National Commission for Indigenous Peoples.
“If they actually took the time to read, even just the PDAF primer issued by the House of Representatives, it would have been made clear to them that congressmen neither handle the funds nor implement the projects,” said Calaguas.
“For now, we’ll just wait for COA’s response to Alvarado’s letter,” said Calaguas.
In a press statement, Alvarado said if Lazatin really wanted to help the students of Angeles City, he should have allocated his PDAF to the City College of Angeles (CCA) instead of allocating it to RCC.
According to Calaguas, the congressman initially wanted to allocate funds for CCA, however, as per DBM regulations, the project should be handled by an implementing agency, in this case, the Ched.
Calaguas said the plan did not come to fruition since until now, CCA has not yet been accredited by Ched.
Calaguas also said Alvarado’s actions are clearly politically motivated.

MABALACAT CITY — Three children died in a fire that gutted a house at Pineda Subdivision, Barangay Dau Wednesday morning.
Police identified the fatalities as Vincent Sunglao, 5; his younger brother Kevin, 4; and sister Kate Laguna, 2. They were trapped on the second floor of their house.
The three were reportedly playing with match sticks at the upper portion of their house along Ilang-Ilang Street before the fire broke out at around 10 a.m.
Authorities said, however, that it is not yet clear if the fire was caused by the kids themselves.
Freddie Sunglao, grandfather of the victims, was resting on the ground floor of the house, unmindful of what the kids were doing.
The victims were taken to the Saint Raphael Medical Center but didn’t make it alive.
Mayor Marino Morales, who personally inspected the fire site, said he has instructed fire marshal Senior Inspector Rodel M. Manuel to investigate the incident.
Police estimated the damages at P1 million.

DINALUPIHAN, Bataan–Oil leak due to damaged pipeline on Tuesday continued to contaminate household water and threatening to pollute the big river in Barangay San Pablo here.
The threat looms despite the repair made to the pipeline which was accidentally damaged while the sub-contractor of the telecommunication company was reportedly laying out the telephone lines in the area last November 29.
The damaged pipeline is part of the 64-kilometer oil line from Subic Bay Metropolitan Authority to Clark Freeport in Pampanga.
Godofredo de Guzman, environment and natural resources officer of Bataan, said of the 11 shallow and deep wells in Barangay San Pablo, nine were contaminated with five of the wells already pumping big percentage of diesel fuel.
“The oil leaked with pressure which was sucked by soil and now reached up to the water table,” he said.
De Guzman brought with him laboratory technicians of the Provincial Health Office (PHO) to examine the extent of contamination of household water and water in the river.
“We do not have water to drink and use,” resident Reynaldo Diwa said as he showed the diesel fuel coming out of his shallow tube well.
Diwa appealed to whoever caused the damage on the oil pipeline to supply them with water.
Another resident showed his jetmatic pump spouting diesel instead of water.
Many containers filled with diesel fuel were seen in the area and some residents continued to get diesel fuel from holes they bore below the riverbank.
The residents said they were provided with pieces of cloth allegedly by the Philippine Coastal Storage and Pipeline Corporation(PCSPC) to separate the oil from water.
PCSPC is the owner of the pipelines that run from SBMA to Clark.
