CLARK FREEPORT – Governor Lilia G. Pineda has warned Kapampangans against illegal recruiters especially those who are applying for job abroad.
The governor issued the warning during the orientation seminar about the precautions in hunting jobs abroad which was participated by different Barangay Public Employment Office (PESO) held at Fontana Convention Center here.
The governor, who is deeply concerned on the fate of Kapampangan Overseas Filipino Workers (OFW) especially those who fell victims to illegal recruiters, hosted the seminar in order to equip the PESO about the modus operandi of the illegal recruiters.
“We don’t want another Joselito Zapanta who ended up in jail. We are hosting this seminar in order to protect the Kapampangans on the modus operandi of the illegal recruiters,” Pineda said in an interview.
Representatives from different government agencies including Philippine Overseas Employment Administration (POEA), Department of Labor and Employment (DOLE), Overseas Workers and Welfare Administration(OWWA), Department of Justice and National Bureau of Investigation and Department of Social Welfare and Development, were invited as speakers during the Barangay PESO seminar.
Pineda said the participants from the barangay will also brief their residents in the community about the do’s and don’ts in applying for jobs abroad particularly in dealing with recruiters.
“Gusto natin na malaman ng ating mga Cabalen ang mga dapat gawin kung papaano ang proseso sakaling magka-problema ang kanilang mga mahal sa buhay sa abroad,” she added.
Barangay PESO representatives also brought with them wives and husbands of OFW’s for them to be educated on various modus operandi and scam carried out by illegal recruiters.
It could be noted that Zapanta, a native from Mexico town, was sentenced to death through decapitation in Saudi Arabia after allegedly killing his Sudanese landlord.
The governor along with the Pampanga Mayor’s League led the fund raising for Zapanta’s blood money amounting to P44 million in exchange for his liberty.
Four-months was given as an extension to raise the said money.
Earlier, the Pampanga Association of Capitol Employees (PACE) had offered P350,000 donation to the two children of Zapanta. The money will be used for the kids education.

CLARK FREEPORT – After being headed by an officer-in-charge (OIC) for eight months, the state-firm Clark Development Corp. (CDC) which runs this freeport got yesterday yet another OIC.

Former Armed Forces of the Philippines chief Eduardo Oban, who was appointed chairman and OIC of the CDC last April after his retirement from the military in December last year, assumed his post yesterday as undersecretary of the Department of Transportation and Communications (DOTC).

This was what Oban himself announced late last week to CDC personnel, saying that Bases Conversion Development Authority (BCDA) president and chief executive officer Arnel Casanova would take over his CDC post, but also as OIC.

While CDC’s public affairs office said Oban had already vacated his CDC post as of yesterday, Casanova’s secretary said in a telephone call she was not aware of any such order from Malacañang.

Punto! called up the BCDA’s public affairs office, but its chief Lani Macasaet was unavailable and no one else from her office would comment.

This, even as some CDC personnel, who asked not to be named, urged Malacañang to appoint a more permanent CDC president. They named Clark International Airport Corp. (CIAC) vice president for operations Rey Catacutan, who had been a three-term mayor of Bamban town in Pres. Aquino’s Tarlac homeprovince, as an “ideal replacement.”

“We’ve had enough of delays not only in investments but also in the granting of our benefits because of the tentative atmosphere created by having only an OIC at the helm of CDC. We think Catacutan would be a hands-on, practical CDC president,” said one CDC employee who is active in the workers’ union.

In an interview, Catacutan admitted he had expressed to the President his interest to head the CDC.

“I had conveyed to the President my desire, with a perspective that covers not only the national interest, but also the interest of the people of Central Luzon, and that includes the provincemates of the President in Tarlac where I come from,” he said.

Catacutan also pointed out that for nine years, he had been a member of the Metro Clark Advisory Council (MCAC), a group that serves as advisor to the CDC.

But Ruperto Cruz, president of the multi-sectoral group Pinoy Gumising Ka Movement (PGKM), said that while he had “nothing against Catacutan”, his group would prefer a CDC president with a corporate background and outside of politics.

“The problem with politicians is that they tend to accept new personnel as a political move, so that in the end, the CDC might burst with unneeded manpower,” he said.

A few months after he assumed the presidency, Pres. Aquino appointed former Dumaguete City mayor and businessman Felipe Remollo sa CDC president. Remollo, however, resigned after eight months amid controversies on a farm market project put up by a politician closely identified with former president, now Pampanga Rep. Gloria Macapagal-Arroyo.

the first Jesse Robredo Awards for Excellence in ICT for Good Governance.

Initially known as “eGov Awards” before the fatal accident that claimed the life of Interior and Local Governments Sec. Robredo, the awards aim to boost efficiency and transparency in local government units (LGUS) through the use of modern information technology.

CyberCity president George Sorio announced here yesterday the LGU awardees in the nationwide competition under two categories, namely,Tarlac provincial government under the government-to-business (G2B) category and Cebu City under the government-to-customer (G2C) category.

G2B covered the use of ICT to facilitate business transactions with LGU’s while G2C referred to the use of ICT to ease the public’s transactions with LGUs, Sorio explained.

In the G2C category, Naga City came second, while Iloilo City was third, while under G2C, Balanga City in Bataan was second and Carmona, Cavite was third.

The awarding rites were held over the weekend in Sta. Rosa, Laguna.

The award was named after Robredo who, while he was still head of the Department of Interior and Local Governments, fully backed IT as a means to advance transparency in governance.

The award, then referred to as eGov Awards, was initiated earlier this year under a memorandum of agreement between Robredo and the National ICT Confederation of the Philippines (NICP) and the Cyber City Teleservices Philippines Inc. (CCTP) based in this Freeport.

The MOA signed with Robredo said the awards would establish a “strategic approach to stimulate the country’s good governance initiatives to enable LGUs to become catalyst of change and index model of development anchored in the Philippine Digital Strategy (PDS) 2011-2016 which foresees the emergence of intelligent enabled-cities with full access to information and services anytime, anywhere.”

Robredo then emphasized “the need for institutional capability and sustainability as well as significant outcomes as a result of using ICT as a tool for local government processes.”

CyberCity’s Sorio said “the objective of the awards is to encourage the effective and efficient utilization of information and communications technology (ICT) in the delivery of services and performance of the duties and responsibilities by local government units (LGUs).”

“It also aims to commend, collate and document best practices of LGUs in integrating ICT in their processes to serve as example and benchmarks to other LGU’s, to improve the business ecosystem of the LGUs and motivate the private and business sector to actively participate and invest in the growth of the LGU’s , and to promote transparency in governance,” he added.

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez recently cited the important role and lauded the Department of Science and Technology (DOST) for its all-out efforts in battling climate change and disaster risk reduction.
During the 2012 Southern Luzon Cluster Science and Technology Fair which the City Government hosted from November 22 to 24 at the activity center of Walter Mart in Barangay San Agustin, Rodriguez noted of the programs of the DOST deemed to improve people’s lives and support budding talents of aspiring scientists and inventors in the country.
“We should be keen in recognizing the efforts of the DOST by showing our trust and support in their programs as they provide us with efficient ways to help us become knowledgeable and be resilient amidst natural calamities and other difficulties,” said Rodriguez.
He added that science and technology fair and exhibit’s theme “Science, Technology and Innovation: Working Together for Growth and Development,” is timely and appropriate as it highlights the recent scientific breakthroughs and advanced technologies developed by government and private research institutions mainly by the DOST research and development institutes and councils, as well as private academic entities like state universities and colleges.
Highlighted by a presentation of the features of Project NOAH—DOST’s response to the call of President Benigno Aquino III for a more accurate, integrated and responsive disaster prevention and mitigation system in high-risk areas around the country—the fair also included a series of seminars and colloquium of completed DOST R&D projects, mature technologies ready for commercialization and adoption, and technical assistance from the Philippine Council for Industry, Energy and Emerging Technologies Research and Development (PCEERD-DOST).
Project NOAH will harness technologies and management services for disaster risk reduction activities offered by the DOST through PAGASA, PHIVOLCS, and the DOST-Advanced Science and Technology Institute (ASTI), in partnership with the UP National Institute of Geological Sciences and the UP College of Engineering.
CAMP OLIVAS — A trailer truck loaded with 14,000 liters of diesel and 5,000 liters of gasoline was hijacked by five armed men along the Subic-Clark-Tarlac-Expressway (SCTEx) in Dinalupihan, Bataan, Tuesday night.
Senior Superintendent R’Win Pagkalinawan, Pampanga provincial police director, said driver Loreto Makatangay, 53, of Linao East, Tugueraro and helper Jaime Baccay, 47, of Cagayan province were traversing the boundary of Dinalupihan town along the said expressway when they were flagged down by the suspects.
The armed men, on board a Nissan Escapade (commemorative plate “PNP111”) with siren, blocked their path and at gunpoint ordered them to board on their vehicle, reports said.
Two of the suspects then boarded the Isuzu trailer truck and drove it towards the direction of Clark.
Pagkalinawan said the suspects hogtied the two victims and blindfolded them with packaging tape.
The suspects took the two victims to their safehouse somewhere in Pampanga until they were dumped along the Sta. Rita dike in Minalin town.

CITY OF SAN FERNANDO – Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) on Friday asked the Commission on Audit (COA) to declare fishermen, who were dragged in the Malampaya gas project, as victims
In a press statement, Pamalakaya chairperson and Anakpawis number one nominee Fernando Hicap said COA should issue an urgent declaration clearing the names of more than 2,000 project beneficiaries.
“We ask COA to deliver a categorical and unconditional statement clearing the fishermen of criminal and civil liabilities from this grand slam money making activity of political syndicates working in and out of Malacañang and in and out of DAR (Department of Agrarian Reform),” Hicap said.
The COA is set to dispatch a fact-finding team to Masantol, Pampanga to receive the affidavits of fishermen who were used in what appears to be a ghost project of DAR which led to the loss of at least P89 million of government shares in the Malampaya gas project in Palawan. The state audit agency assured fishermen that their affidavits will help in the removal of names of fishermen who did not benefit from the project and who now fear being charged along with the project’s proponents.
“The COA should make a public statement that the fishermen will not be charged, only the brains, only the proponents of this P89 million Malampaya fund raid,” the Pamalakaya official added.
Pamalakaya and Anakpawis said COA could proceed in the gathering of affidavits of fishermen regarding the DAR ghost project, however, it is legally, politically and morally necessary at this point to assure the fishermen that they would not be held accountable for the P89 million Malampaya fund scam.
“COA should issue a black and white statement clearing the fishermen of any liability. That would allay fears and on the other hand would inspire and encourage fishermen to come out in the open and pursue their own case against those who used their names for the corrupt and narrow interest of the few,” the groups added.
Earlier, COA argued the names of farmers who were made to appear as having benefited from the project could not be immediately removed from the beneficiaries’ list until the completion of the full audit of how the Malampaya funds were used.
Documents show that the DAR’s emergency contingency project received P89.2 million sourced from Malampaya funds and it is intended to have benefit not less than 2,500 farmers.
One of those listed as beneficiaries, George Viray said he did not receive an agricultural package worth P35,781 from the DAR project. The enlisted project beneficiary said he does not own any farm land upon which these materials could be used and he did not meet any representative of the Kaupdanan para sa Mangunguma Foundation Inc. (KMFI) which facilitated the DAR project; and that he had not signed any DAR project document.
The COA 2010 report showed that from 2002 to 2010, P23.601 billion of the Malampaya funds were released to various government agencies and to the province of Palawan, according to a 2011 Inquirer story.
National government agencies received P19.643 billion, but only 1.27 percent of this amount went to the Energy department for the electrification of 211 villages.
