Kapampangan won Most Outstanding Electronics Engineer Award

ANGELES CITY — The Institute of Electronics Engineers of the Philippines Inc. (IECEP), an organization of electronics engineers and technicians in the country, celebrated its 62nd Founding Anniversary and Annual General Membership Meeting on November 22-24 at the Philippine Trade Training Center in Pasay City.
One of the highlights of the event was the awarding of The Most Outstanding Electronics Engineers for 2012. This year’s awardee, in the field of Education is Kapampangan Engineer Roman Palo.
Palo, who hails from Angeles City, is the first Kapampangan who received the award.
The awardee is a Professional Electronics Engineer (PECE) and currently working as an associate professor at the ECE Department of De La Salle University in Manila.
He also manages his own consultancy company, Romtec Engineering Consultancy (www.romtecsolutions.com), where he serves as its Chief Executive Officer and President.
Palo is the charter Governor of IECEP-Pampanga Chapter and one of the pioneers of the birth of Bachelor of Science in Electronics Engineering (BSECE) Program in the province.
He is the former dean of the College of Engineering and Architecture in Holy Angel University. He is also a civic leader where he served in various capacities in Rotary International, Toastmasters International, Knights of Columbus, Knights of Rizal, AUF Alumni Association, and Ang Lingkod ng Panginoon.
The annual search is conducted to give due recognition to its members for their exemplary performance as an electronics engineer. Criteria for judging are professional competence, involvement in the organization, contribution to the profession and social responsibility.

Traders: Angeles lowest in corruption

ANGELES CITY — Mayor Edgardo Pamintuan has expressed elation over findings of the Social Weather Stations (SWS) in the 2012 national survey on perception of public corruption by business enterprises, where Angeles City registered the lowest among seven highly urbanized areas surveyed.
The SWS Survey of Enterprises on Corruption stated that some 100 big and small enterprises were interviewed in Angeles City and only 27 of them said there is public corruption in the city.
Pamintuan said the figure is the lowest among the areas surveyed. Metro Manila registered the highest at 51 affirmative answers.
Asked at what level in government corruption occurs (national, provincial, city and barangay), the Angeles City Government also registered the lowest at 63, followed by Cavite-Laguna-Batangas at 64. Metro Manila and Iloilo registered the highest at 85 for both.
“The results of the SWS survey only validate the many awards Angeles City has been receiving in the area of transparency and good governance,” Pamintuan said.
“This is something that every Angeleno should be proud of,” he said.
He said the SWS is a very credible survey organization, whose findings belie the allegations of his political opponents.
“The results of the survey, where Angeles registered the best record, should now put to rest the baseless accusations that the business sector is complaining against my administration,” he said.
Pampanga first district Representative Carmelo “Tarzan” Lazatin has been repeatedly saying that “complaints of businessmen of irregularities” have driven him to run against Pamintuan as city mayor.
Of the 100 enterprises interviewed by the SWS, 33 are large businesses while 67 are small and medium enterprises.
On a national scale, the SWS noted of a “radical decrease” in corruption incidence. The 2012 survey included Angeles City for the first time since it was started in 2000.
The other areas surveyed were the National Capital Region, Cavite-Laguna-Batangas, Metro Iloilo, Davao and Cagayan de Oro/Iligan City.
Cebu registered the second lowest in terms of perception of public corruption at 33.

Music seen to help abused women recover from trauma

MAGALANG — Music therapy is now being tapped by a center for battered and sexually abused women in this mountainside town as a way to help abused women recover from trauma.
This, as a combined group of non-government organizations from the province and Japan have joined efforts in helping women and minors housed at Haven Pampanga here.
Haven Pampanga, a government-run facility for the abused, exploited and disadvantaged women in Barangay San Vicente, Magalang town, is a shelter for sexually abused and battered female minors.
Rotary Club of Central Pampanga (RCCP), in partnership with the Mirai Ni Kibou Foundation Japan and Soroptimist International in Kanuma City, Japan, donated musical instruments and other crafts to Haven Pampanga under the supervision of the Department of Social Welfare and Development (DSWD) Region III recently.
“We had our four-day activity in Haven Pampanga. The Japanese taught the wards of Haven on how to use the musical instruments,” RCCP president Carla Espinosa said.
She added the initiative is a new type of therapy designed to counter stress and trauma induced by sexual assault and aggravated battery to female children below 18 years of age.
The Japanese nationals also taught women housed in the center how to weave, wherein they were able to make different designs like bracelet, table cloth and other accessories.
Haven Pampanga has seen generous support from cause-oriented Japanese organizations like the Mirai Ni Kibou Foundation in past years through funding support for the center’s craft program.
Women housed in the center are encouraged to engage in craft making as a source of livelihood when they leave the center.
Espinosa said the programs help make the transition and integration of the women into mainstream society more effective.
The programs also welcome support from other non-government organizations willing to help the center.

Guv wants trust fund for kin of OFW on death row

CITY OF SAN FERNANDO — Governor Lilia Pineda said Monday that the Capitol plans to put up a trust fund for the family of a Kapampangan overseas Filipino worker (OFWs), whose death sentence was postponed abroad.
Joselito Zapanta from Cabetican, Bacolor recently got a four-month postponement on his death sentence imposed by the Saudi Arabian Court for killing his Sudanese landlord.
Zapanta’s family, led by his father Jesus, paid Monday the governor a courtesy call to share details of their recent trip to Saudi Arabia, and to thank officials for the ongoing fund-raising of the P44-million “blood money” demanded for the OFW’s release.
“We have already raised P350,000 through the kind hearts of Provincial Government employees. But I would want that used for first building a decent house for the family of Joselito Zapanta, especially for his two children who are suffering from illnesses,” Pineda told Sun.Star.
She said that a house and the healthcare of the Zapanta children, who are currently residing at Northville in Pandacaqui, are among the priorities of Capitol, including the trust fund for the education of the family of Zapanta.
She said the mayors, through the Pampanga Mayors League and in their private capacities, pledged to raise P100,000 each which would reach around P2 million.
She added the four-month suspension of Zapanta’s death sentence will give them more time to raise contributions for the blood money.
Senator Aquilino Pimentel III, who was at the Capitol during the visit of the Zapanta family, also vowed to join the efforts in saving the Kapampangan worker.

Mayor mum on P7.1-M town hall power bill

STO. TOMAS — The mayor here has refused to comment on the reported unpaid electrical bills of the municipal hall amounting to more than P7.1 million.
Documents obtained from the Pampanga III Electric Cooperative Inc. (Pelco III), signed by its billing officer Corazon Mamangun printed on November 14 this year, state that the Municipal Government has an outstanding obligation of P5,359,165.38.
On the same date, Mamangun also issued and printed another billing statement amounting to P1,182,288.90, with an accumulated interest of P341,590.63.
Sun.Star learned that the Sto. Tomas municipal building annex also has unpaid electrical bills amounting to P255,663.91 with an interest of at least P25,331.78.
A Pelco III insider who requested not to be named disclosed that the municipality of Sto. Tomas has not been paying electrical bills for the past five years.
Based on the LBP Form No. 3 titled as “Program Appropriation and Obligation by Object and Expenditure,” the municipality of Sto. Tomas has been allocating annually the sum of P1.200,000 for the installation and maintenance of a lighting system for the town’s streets.
The same document also revealed that the municipality has set aside another P800,000 for the electricity expenses every year chargeable to the general fund.
Unconfirmed reports have it that the electrical expenses of the mayor’s residential house are also being charged to the account of the Municipal Government.
Sun.Star Pampanga tried to get the side of Mayor Joselito Naguit, who attended the flag raising ceremony at the provincial capitol grounds on Monday, but to no avail.
Also as early as 7:38 a.m. Monday, Sun.Star texted the mayor and subsequently his administrator for a possible interview schedule but they failed to reply.

NGCP to expand metering services in 2013

MEXICO, Pampanga — The National Grid Corpo0ration of the Philippines (NGCP) is set to expand its metering services in 2013.
Lawyer Cynthia Perez-Alabanza, NGCP spokesperson and adviser for external affairs, said the recent certification of the transmission firm as the metering services provider for the Wholesale Electricity Spot Market has “trained the spotlight onto one of the major services performed by the company.”
Alabanza, during the Power 101 seminar for mediamen at Mexico Substation on Thursday, also said the expansion of the metering services is consistent with NGCP’s move to transition toward the eventual adoption of the Smart Grid in the country that allows not only to record our customers’ energy consumption, but to communicate this data to facilitate automated and remote meter reading, remote connection and disconnection of the energy supply to the end-user, and close monitoring of the energy supply.
She told Sun.star Pampanga that the creation of 32 new metering points in 2013 is in anticipation not only of the direct connection of new power customers but also of power generators that are currently being planned and across the country.
“For Luzon, NGCP has included in its capital expenditures program the creation of 15 metering points to complement our three-year program for the installation of alternate meters at metering points where the WESM already operates,” shared Perez-Alabanza, adding the expansion will include the improvement of meters, voltage and current transformers which are “due for retirement.”
“This expansion, maintenance and upgrading program is quite extensive and is expected to further improve not only the reach but the quality and reliability of our existing metering services to our customers,” concluded Perez-Alabanza.

Hijackers take 19,000 liters of fuel

CAMP OLIVAS — A trailer truck loaded with 14,000 liters of diesel and 5,000 liters of gasoline was hijacked by five armed men along the Subic-Clark-Tarlac-Expressway (SCTEx) in Dinalupihan, Bataan, Tuesday night.
Senior Superintendent R’Win Pagkalinawan, Pampanga provincial police director, said driver Loreto Makatangay, 53, of Linao East, Tugueraro and helper Jaime Baccay, 47, of Cagayan province were traversing the boundary of Dinalupihan town along the said expressway when they were flagged down by the suspects.
The armed men, on board a Nissan Escapade (commemorative plate “PNP111”) with siren, blocked their path and at gunpoint ordered them to board on their vehicle, reports said.
Two of the suspects then boarded the Isuzu trailer truck and drove it towards the direction of Clark.
Pagkalinawan said the suspects hogtied the two victims and blindfolded them with packaging tape.
The suspects took the two victims to their safehouse somewhere in Pampanga until they were dumped along the Sta. Rita dike in Minalin town.
The victims, after freeing themselves, reported the incident to the Minalin Police Station. (Ric Sapnu)

Plans up for uninterrupted power in 2013 polls

MEXICO, Pampanga — Officials of the National Grid Corporation of the Philippines (NGCP) said Thursday that it already formulated plans to avert any possible power interruption during the 2013 polls, not only in Pampanga but of the entire Luzon Grid.
During the Power 101 Seminar for Media held at the NGCP Substation in Barangay San Jose Matulid in this town, legal officer and spokesperson Cynthia Perez-Alabanza said the firm will aim to duplicate its 2010 feat of uninterrupted power in 2010.
“Plans are already up to ensure that no NGCP transmission-related causes occur. We have, at this point, sufficient reserves so there is no problem with transmission and generation. We are optimistic we could duplicate what happened in 2010 in Luzon during Election Day when people were all out in precincts but power remained uninterrupted from opening and closing of the polls,” she told Sun.Star Pampanga.
What happened in 2010 in Mindanao during the election, when the island suddenly lost power, she added, was beyond the NGCP’s scope.
“It was a problem of power generation, not transmission. NGCP takes care of transmission in support of distribution from generation. Still, we did our part in restoring power the soonest during that time,” said Alabanza.
She said NGCP has some 181 substations serving the country and more than four power-generating plants in Luzon alone. The Mexico substation, she noted, has the capacity to serve other areas in Central Luzon.
“The DOE (Department of Energy) is looking for more investments, like private power generating plants, to support plans for upgrades and sufficient reserves. This would go well with our plans like our N-1 which is a redundancy system. Meaning, when one of four of transmission facilities fail, the other three could absorb the load and power goes on uninterrupted.” said Alabanza. “This is actually mandated in the Grid Code. Coupled with maintenance improvements plus advisories on possible power interruptions which is seven days at the least, we are optimistic NGCP’s transmission facilities will not fail during the 2013 elections.”

Court junks evidence vs Bacolor ‘flying voters’

BACOLOR — The Municipal Trial Court (MTC) here junked evidence filed by the Commission on Elections (Comelec) against an applicant requesting for a transfer of registration for the May 2013 polls.
The seven-page decision of Judge Lysander Montemayor ordered Chona Sagcal, Bacolor elections officer, and members of the election registration board to include the 39 petitioners from Barangay Sta. Barbara in the voters list, except for a certain Ramon Diamzon Marcelo.
The residents requested for a transfer of registration for the May 13, 2013 election.
Marcelo’s request was denied by the MTC because the decision said he formerly occupied a position in Barangay San Juan, Sta. Rita as chairman of youth council, thus “as to the reason or motive of his transfer, is highly suspicious.”
Sagcal denied the registration of the petitioners after Vice Mayor Ananias Canlas Jr. said the applicants are not bona fide residents of sitio Libutad, Barangay Sta. Barbara.
Canlas also accused the petitioners as flying voters.
Canlas, former mayor Buddy Dungca, and Engr. Ferdinand Labung earlier told reporters that there are thousands of flying voters in the town, adding they vowed to work to apprehend these people and even appealed to Mayor Jose Maria Hizon to work with them and help their advocacy to clean up the voter’s list of the town. Hizon, however, denied any knowledge of flying voters in the town.
Sagcal also cited Comelec resolution 9149 as basis of her decision, which states that the resolution is about “boundary dispute.”
Montemayor said, however, there is no case filed by the municipality of Sta. Rita against Bacolor or vice-versa involving a “barangay dispute.”
“The ground for denial of registration or transfer of registration of petitioners as voters as reasoned by Sagcal is therefore misplaced and unfounded,” Montemayor said.
The court found that the petitioners are actual residents of Libutad, Barangay Sta. Barbara, Bacolor town as evident by a certification issued by the office of the Barangay Council of Sta. Barbara.
“…Because of their belief that they can exercise their right to vote in Sta. Rita town, or in any other place or places although not residents of said place but actual residents of Bacolor… and to rectify this fundamental requirement of actual residence sought their registration or transfer of registration as voters to their actual place of residents, that is Bacolor. There is no prohibition for the petitioners to register or transfer their registration as voters as long as they meet the requirements imposed by law,” the decision read.

CITY OF SAN FERNANDO — SM City San Fernando Downtown on Friday afternoon launched its exclusive Privilege Card designed to give customers and shoppers exciting perks and huge discounts all-year round.
Highlighted by the GMA Mall Show, featuring Mark Herras and Kyla in a back-to-back concert at the mall’s roof deck at the 7th level, the launch was graced by Mayor Oscar Rodriguez and attended by hundreds of eager shoppers who wanted to get hold of the “I Love Downtown” privilege card.
Junias Eusebio, SM City San Fernando Downtown assistant mall manager, and Scarlet Pagdanganan, public relations officer, told Sun.Star Pampanga that the unique and exclusive privilege card could be used by mall goers in many ways.
