CITY OF SAN FERNANDO — Foreign national delegates of the World Social Forum on Migration (WSFM) and an officer of the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People lauded the efforts of the Provincial Government of Pampanga in helping overseas Filipino workers (OFWs) through the Provincial Action Center for OFWs (Pacoc).
Marg Liddell, a delegate from Melbourne, Australia, said she was impressed with the initiatives of the province for its OFWs, adding that the province has made a rather impressive accomplishment despite having established a very young action center.
Lindell was part of the WSFM group that aims to tackle issues on migration and programs for immigrants in various countries.
Pacoc unit head Eliza Muñoz said they hope to establish better networks and linkages with OFWs in the coming months to better inform them and their dependents on the programs of the Provincial Government.
Since its establishment in September 2010, Pacoc was able to serve 2,620 OFWs on various needs like repatriation, death assistance, livelihood and legal services.
Edmund Rugu of the Episcopal Commission for the Pastoral Care of Migrants and Itinerant People also lauded the province for its strong OFW support system.
Pampanga’s Pacoc was established in recognition of the need to assist thousands of its OFWs deployed in different countries. Pampanga has an estimate 115,575 OFWs in various country’s placing only third after Quezon City and Metro Manila in the number of OFW deployment nationwide.

CITY OF SAN FERNANDO — Governor Lilia Pineda said Wednesday that the Provincial Government will bring down the services of the Pampanga Action Center for Overseas Filipino Workers Concerns (Pacoc) to the more than 500 barangays of the province.
Pacoc, created during the onset of the Pineda administration under Executive Order 16-2010, was cited during the visit of international delegates of the World Social Forum on Migration at Benigno Aquino Hall, as the first successful government office with best practices in advocating the cause of OFWs.
The Pacoc is also the first successful tandem of government and the church, according to Fr. Arnie Serrano of the Pampanga Archdiocesan Migrants Desk and Pampanga Inter-Agency Council for Migrants Concerns.
“With the Pacoc attaining its objectives of serving our Kapampangan OFWs, our move now is to bring this down to the barangay level so more of our cabalens could be reached and their needs served by the office,” the governor told Sun.Star Pampanga.
She said the move is “very timely as more Kapampangan OFWs are deployed abroad” and remittances — which have peaked to some P16.6 billion in 2006 alone.
“Nandoon [sa abroad] kasi ang trabaho at hanap-buhay ng ating skilled Kapampangan workers. Kaya ang ating gagawin ay dagdagan pa ang suporta sa kanila sa skills training at placement sa mga bansang nangangailangan sa kanila,” Pineda said.

ANGELES CITY — More than 50,000 participants from different sectors here are expected to troop to Plaza Miranda today, Thursday, as the City Government leads the anti-drug march rally on its second year.
The event will be held in culmination of the month-long celebration of the National Dangerous Drugs Awareness and Prevention Month.
“If we really want to bust drug-related criminalities in the city, we must tap the support of its main market — the people,” said Angeles City Anti-Drug Abuse Council (Acadac) chief Annaliza Suller.
“Last year was a success. This year, we have widened our scope of participants since we have embraced more sectors to take part on this historical advocacy rally,” said Suller.
At least 45,000 youths of all academic levels from the 29 public elementary schools, 33 private and public high schools, and eight colleges and universities are expected to take part.
Sectoral leaders, law enforcers, and residents from the 33 barangays with the 133 transport terminal groups of the city will also join the march.
Members of the 26 non-government organizations in this city will also join the rally and converge at the plaza together with the 5,000 employees and managers from the participating business establishments.
Also, the 105 entertainment establishments in Fields Avenue through the League of Angeles City Entertainers and Managers Incorporated (Lacem) convened and pledged a hundred-percent support to the advocacy march for the first time.
“After the success of the rally in 2011, we were able to encourage the massive support of different sectors in the anti-illegal drug campaign of the city,” Suller said.
Meanwhile, Mayor Edgardo Pamintuan exhorted all Angeleños to take part on the advocacy rally.
“Let us make it again. Let us prove that we are all united in this crusade towards making Angeles, a drug-free city,” Pamintuan said.
The Anti-Drug Rally will be held simultaneously from four assembly points, namely: Chevalier School (Angeles-San Fernando exit), Sto. Cristo Rotonda (near Dieg’s Bakery), Sta. Teresita Crossing, and Nepo Quadrangle.
The Philippine National Police, Angeles City Traffic Enforcement Group, Angeles City Disaster Risk Reduction and Management Office, and the City Health Office are tasked to ensure the safety of the participants.
Pamintuan, Vice Mayor Vicky Vega-Cabigting and the rest of the City Council members will lead the march rally from the aforementioned assembly points that will start at 2 p.m.

MACABEBE, Pampanga–Governor Lilia Pineda led the distribution of loans to some 85 women of this town with a total amount of at least P850,000 as part of the Negosyo king Panyulung Program (NPP) of the provincial government.
Provincial Cooperative and Entrepreneurial Development Office (PCEDO) head Mamerto Gatus said NPP targets marginalized Kapampangans especially women who want to start a small business at home.
Gatus said that they received P10,000 each payable in six months without interest and no collateral needed.
“Most of the beneficiaries are women who have sari-sari store, stall in the market and those who sell foods,” Gatus added.
For Pineda, this livelihood program is also tantamount to women empowerment.
“Together with their husbands, they can help earning for their family,” Pineda said.
“Even at home, our kabalen could start a small business of their own. They can contribute to the meagre income of the family, send their children to school and pay for their health care expenses,” said Pineda.
All over Pampanga, the provincial government has 2,365 beneficiaries under this livelihood program wherein PCEDO has released at least P34 million and 98 percent or P29 million were already paid by the borrowers. ●Jenna Lumbang
