ANGELES CITY–A village council member from here hit Mayor Edgardo Pamintuan for including his wife in the job order (JO) appointments without her knowledge, adding to the list of the mayor’s “ghost employees.”
William David, Barangay Lourdes Northwest Kagawad and Councilmen’s League of Angeles City (CLAC) Vice President for External Affairs, questioned the inclusion of his wife’s name in the list of JOs after his father, veteran broadcaster Medardo “Med” David, read some of the names listed as JOs in his radio program last week.
According to David, his wife, Irene David, has no knowledge about her name being included in the list of the city government’s JOs and does not even go to the city hall to collect her supposed salary.
Irene David is designated as an administrative assistant in the Philhealth Program under the Office of the Mayor and is given a daily rate of P500 or P11,000 a month. Her appointment was issued on June 29, 2012 until December 31, 2012 and was signed by Secretary to the Mayor, Leonardo “Kirk” Galanza, and approved by Mayor Pamintuan.
“Malaking panlilinlang ang ginagawang ito ng administrasyon ni Mayor Pamintuan,” said David, “Kung nagagawa nila ang ganitong panlilinlang sa mga kagawad, paano pa sa mga ordinaryong mamamayan?”
David also hit Barangay Pandan Kagawad and CLAC President Arlon Lacson for conniving with this scheme by the Pamintuan administration.
David encouraged his fellow barangay officials whose relatives’ names has been listed as JOs without their knowledge to come out in the open in order to stop this practice.
“Ang malaking katanungan, kung hindi alam ng mga nakalistang tao na kasama sila sa mga JO, sino ang pumipirma ng payroll ng mga taong ito kada buwan?” said David, “Walang kaalam-alam ang asawa ko dito kaya sino ang pumipirma ng payroll niya?”
David also hit Pamintuan for lambasting his father for raising the issue on the exorbitant number of JOs in the city hall.
“Tinitira nila ang tatay ko, ngayong base sa appointment papers ng mga JOs, lumalabas na totoo lahat ng sinasabi niya tungkol sa mga ‘ghost employees’ ng city hall,” David said.
Earlier, newsman Robledo Sanchez also called Pamintuan out for having several relatives of barangay officials listed as JOs under the city government, even when the said JOs are not actually reporting working.
Sanchez cited the case of Edward “Sakurai” Gueco, son of Barangay Malabanias Kagawad Antonia Gueco, who is also listed as an Administrative Assistant under the Philhealth Program of the Office of the Mayor and earning a daily rate of P500. Sanchez said that he has received reports from village residents who attest that Edward Gueco is not actually working for the city government because he is currently in Singapore.
There is also the case of Nestle Joy Paras, wife of Barangay Malabanias Kagawad Edwin Nacu’s brother. Residents report that Paras is not working for city hall and only stays at home taking care of her two children.
Also included in the list of job order employees are Jonathan Gonzales, son of Kagawad Santiago Gonzales, and Norberto Tanhueco, husband of former Barangay Pulung Bulu Chairwoman Gloria Tanhueco.
Norberto Tanhueco, according to Sanchez, only stays at home and looks after their pigs.
On October 19, 2012, Sanchez filed a complaint against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and the different respective Department Heads before the Office of the Ombudsman in relation to the 2,506 job order employees of the City Government. ●Charlene A. ANGELES CITY–Pampanga First District Representative Carmelo “Tarzan” Lazatin’s bill seeking for the establishment of six additional regional trial courts here has been approved by the House Committee on Justice.
During the hearing held last November 14, the committee, chaired by Iloilo 5th District Rep. Neil Tupaz, Jr., has approved Lazatin’s House Bill 5532 entitled “An Act Creating Six Additional Branches of the Regional Trial Court in the Third Judicial Region to be Stationed at the City of Angeles, Province Of Pampanga, Further Amending for the Purpose Batas Pambansa Bilang 129, Otherwise known as ‘The Judiciary Reorganization Act Of 1980,’ as Amended, and Appropriating Funds Therefor.”
Under the Batasang Pambansa Blg. 129 or the Judiciary Reorganization Act of 1980, Angeles City only has eight RTCs.
“Due to the limited number of trial courts here, the judges in these eight RTCs are overworked because they need to try and decide a lot of cases, which cannot be done overnight. So what happens is that some other cases are being delayed,” Lazatin said.
Lazatin explained that in order to improve the disposition and administration of justice and to ensure the rights to a speedy trial, the number of courts must necessarily be increased.
“The delay in the resolution of cases runs contrary to what Section 16, Article 111 of the 1987 Constitution guarantees to each person, which is a right to speedy trial,” Lazatin added.
Quoting a letter from Judge Omar Viola, Executive Judge of Angeles City Regional Trial Court, Lazatin said the Honorable Judge informed him that “the Regional Trial Courts of Angeles City have an average of 700 to 900 cases for each court and at the rate the cases are being filed, each docket of the court will reach the 1,000 mark”.
The situation cited by Judge Viola also prompted the City Council of Angeles City to pass a resolution requesting Lazatin to push for the creation of additional Regional Trial Court branches.
At present, 22 of the 75 regional trial courts comprising the Third Judicial Region are based in the province of Pampanga and eight in Angeles City.
If enacted into law, the Supreme Court will assign the respective branch numbers for the created branches.
The Chief Justice of the Supreme Court, in coordination with the Secretary of the Department of Justice, shall immediately include in the Court’s program the implementation of the measure.
Meanwhile, the Supreme Court, through its representative, Deputy Court Adminitrator Antonio Eugenio, Jr., expressed its full support to the measure, hailing Congressman Lazatin for proposing the establishment of Additional Regional Trial Courts in Angeles City.
A similar measure, Senate Bill 3056, authored by Senator Francis “Chiz” Escudero has been approved on third reading at the Senate on September 19, 2012 and is now at the House of Representatives for concurrence. ● Charlene Cayabyab

ANGELES CITY — More than 50,000 participants from different sectors here are expected to troop to Plaza Miranda today, Thursday, as the City Government leads the anti-drug march rally on its second year.
The event will be held in culmination of the month-long celebration of the National Dangerous Drugs Awareness and Prevention Month.
“If we really want to bust drug-related criminalities in the city, we must tap the support of its main market — the people,” said Angeles City Anti-Drug Abuse Council (Acadac) chief Annaliza Suller.
“Last year was a success. This year, we have widened our scope of participants since we have embraced more sectors to take part on this historical advocacy rally,” said Suller.
At least 45,000 youths of all academic levels from the 29 public elementary schools, 33 private and public high schools, and eight colleges and universities are expected to take part.
Sectoral leaders, law enforcers, and residents from the 33 barangays with the 133 transport terminal groups of the city will also join the march.
Members of the 26 non-government organizations in this city will also join the rally and converge at the plaza together with the 5,000 employees and managers from the participating business establishments.
Also, the 105 entertainment establishments in Fields Avenue through the League of Angeles City Entertainers and Managers Incorporated (Lacem) convened and pledged a hundred-percent support to the advocacy march for the first time.
“After the success of the rally in 2011, we were able to encourage the massive support of different sectors in the anti-illegal drug campaign of the city,” Suller said.
Meanwhile, Mayor Edgardo Pamintuan exhorted all Angeleños to take part on the advocacy rally.
“Let us make it again. Let us prove that we are all united in this crusade towards making Angeles, a drug-free city,” Pamintuan said.
The Anti-Drug Rally will be held simultaneously from four assembly points, namely: Chevalier School (Angeles-San Fernando exit), Sto. Cristo Rotonda (near Dieg’s Bakery), Sta. Teresita Crossing, and Nepo Quadrangle.
The Philippine National Police, Angeles City Traffic Enforcement Group, Angeles City Disaster Risk Reduction and Management Office, and the City Health Office are tasked to ensure the safety of the participants.
Pamintuan, Vice Mayor Vicky Vega-Cabigting and the rest of the City Council members will lead the march rally from the aforementioned assembly points that will start at 2 p.m.

CITY OF SAN FERNANDO — The Provincial Government said at least P1 billion is still available to support important projects intended for the development and improvement of the province.
Governor Lilia Pineda assured her constituents during a visit in different towns in Pampanga that they could expect more tangible projects from the Provincial Government that would be beneficial to the communities.
Senator Aquilino Pimentel, during his visit last Tuesday, openly admired Pineda and Vice Governor Joseller Guiao for steering the province into the right direction.
“Let me express my admiration for the many achievements of the province of Pampanga,” he said in his speech delivered before local officials.
He also cited the P1.2 billion spent by the province on various infrastructure improvements, such as the construction and renovation of district hospitals, classrooms buildings and other provincial institutions, municipal and barangay farm to market roads.
The Provincial Engineers’ Office told Sun.Star Pampanga that more than P856 million has been spent on infrastructure projects implemented through the efforts of the Provincial Government.
Olimpio Pangan, assistant provincial engineer, said the Capitol also allocated at least P562,532,277.95 for the construction of roads, bridges, hospitals and other allied structures.
Governor Pineda spearheaded the general renovation and improvement of all existing district hospital buildings in the province, including facilities and medical equipments.
The Provincial Government also funded the establishment of dialysis centers in some selected hospitals to provide cheaper treatment for patients.
In some instances, other interested groups, stakeholders and individuals also helped in the construction of these centers.
The Provincial Government already constructed some 182 newly classrooms and several covered courts in various public schools in Pampanga, with an estimated amount of P176 million and more this year.

SAN FERNANDO, Pampanga – This province’s police director said Wednesday he has never recommended the inclusion of Pampanga as a “hotspot” in the 2013 elections.
Superintendent R’win Pagkalinawan was reacting to reports that Interior and Local Government Secretary Mar Roxas had cited the province as one of 15 poll hotspots in the country.
“I did not submit any recommendation to the Department of the Interior and Local Government for the declaration of Pampanga as high-risk area or be included (among) the election hotspots in the 2013 elections,” Pagkalinawan said in a radio interview.
He said there was no reason for such a move, adding that the crime rate in the province under the administration of Gov. Lilia Pineda has decreased.
Pagkalinawan noted that from an average of 500 crime incidents monthly, the number has gone down to 200.
He said only Arayat town could be considered an election hotspot, as recent killings there appeared to be politically motivated.
Other areas cited as poll hotspots were Nueva Ecija, Abra, Pangasinan, Cagayan, La Union, Ilocos Sur, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao del Sur, and Basilan.
In a recent meeting of the Central Luzon Peace and Order Council, Roxas, accompanied by Liberal Party gubernatorial candidate Eddie Panlilio and in the presence of Pineda and other governors in the region, ordered Pagkalinawan to stop jueteng operations in Pampanga.
Pagkalinawan denied that the illegal numbers game existed in Pampanga, saying the legal small town lottery could have been mistaken for jueteng.
