ANGELES CITY — Mayor Edgardo Pamintuan has expressed elation over findings of the Social Weather Stations (SWS) in the 2012 national survey on perception of public corruption by business enterprises, where Angeles City registered the lowest among seven highly urbanized areas surveyed.
The SWS Survey of Enterprises on Corruption stated that some 100 big and small enterprises were interviewed in Angeles City and only 27 of them said there is public corruption in the city.
Pamintuan said the figure is the lowest among the areas surveyed. Metro Manila registered the highest at 51 affirmative answers.
Asked at what level in government corruption occurs (national, provincial, city and barangay), the Angeles City Government also registered the lowest at 63, followed by Cavite-Laguna-Batangas at 64. Metro Manila and Iloilo registered the highest at 85 for both.
“The results of the SWS survey only validate the many awards Angeles City has been receiving in the area of transparency and good governance,” Pamintuan said.
“This is something that every Angeleno should be proud of,” he said.
He said the SWS is a very credible survey organization, whose findings belie the allegations of his political opponents.
“The results of the survey, where Angeles registered the best record, should now put to rest the baseless accusations that the business sector is complaining against my administration,” he said.
Pampanga first district Representative Carmelo “Tarzan” Lazatin has been repeatedly saying that “complaints of businessmen of irregularities” have driven him to run against Pamintuan as city mayor.
Of the 100 enterprises interviewed by the SWS, 33 are large businesses while 67 are small and medium enterprises.
On a national scale, the SWS noted of a “radical decrease” in corruption incidence. The 2012 survey included Angeles City for the first time since it was started in 2000.
The other areas surveyed were the National Capital Region, Cavite-Laguna-Batangas, Metro Iloilo, Davao and Cagayan de Oro/Iligan City.
Cebu registered the second lowest in terms of perception of public corruption at 33.

CAMP OLIVAS, Pampanga–One person died when the motorcycle he was riding collided with an armored van then ran over by a jeep along the National Highway in Olongapo City on Wednesday.
A report submitted to Chief Supt. Edgardo Ladao, Central Luzon police regional director, identified the victim as Albert Tuazon, 28, and resident of 75 Jones st. New Kalalake, Olongapo City.
Police said Tuazon was traveling on his Honda XRM Motorcycle along the National Highway heading the city proper of Olongapo City when he encroached the opposite lane in a sharp curve and then collided with the armored van driven by Melmar Alqueza, 34, and resident Tabacuhan, Sta Rita, Olongapo City, at about 8:45 a.m.
After the collision, the victim fell off his motorcycle to the pavement, police investigator said.
A passing jeepney driven, by Reynaldo Delos Reyes, 63, of 21th West Bajac Bajac, Olongapo City, also coming from the opposite direction ran over Tuazon.
Police said the victim was rushed to the James L. Gordon Hospital but was declared dead on arrival.
Also, the drivers of the van and jeepney, with their respective vehicles, are now under the custody of the Olongapo City Police Office for proper disposition. ● Froilan E. Magtoto

CITY OF BALANGA—Over 4,000 high school students of Bataan National High School (BNHS) ran for safety during the biggest earthquake drill conducted in a secondary school in the province.
Participating government agencies including the Bureau of Fire Protection (BFP) and Philippine National Police led the evaluation of the drill which simulated a magnitude 7.2 earthquake in the province’s
biggest secondary school.
The students all the way from their classrooms located in various buildings took 1.5 minutes evacuating to the central ground while on duck, cover and hold position.
City Public Safety Office (CPSO) supervisor Gerry Banzon noted that he found empty fire extinguisher boxes while the computer laboratory did not have its own fire extinguisher given that electronic equipment burn fast. Absence of medical kits also was also noticed.
“You have big buildings and a big population, you need crowd control to direct the students during a real earthquake,” said Banzon to the BNHS management.
The establishment of a school disaster management committee is also needed so there will be a specified group who will focus on executing preventive measures, suggested Teresita Señora, action officer of the Provincial Disaster Risk Reduction and Management Council.
This group may also work together with a fire brigade team composed of students who will respond immediately in case of fire, said BFP fire officer Carlos Bugay who offered to teach the students in a seminar.
BNHS principal Dr. Simeona Emata assured that the suggestions will be deliberated in their faculty meeting most especially the procurement of fire extinguishers and the provision of medical kits in every
building.
“I assure you of the intense teaching that we will do to teach the students of the preventive measures. We will see to it to have a drill like this every quarter. If the students and teachers are not prepared, what will just happen to us?” said Emata.
The CPSO also conducted an earthquake drill in Tomas Del Rosario College in Balanga City where 1,500 high school and elementary students participated in the simulation of a magnitude 5 tremor. ● (PIA-3)

ANGELES CITY–“Name the time and venue”.
Thus said Barangay Claro M. Recto Chairman Valentino “Val” Lagman on November 20 as he challenged Mayor Edgardo Pamintuan to a public debate in order to show Angeleños “just who exactly is telling the truth”.
Lagman issued the challenge during his guest appearance in the radio program of veteran mediaman Medardo “Med” David and said that Pamintuan can even decide when and where the debate would be held.
The challenge from Lagman resulted from a series of press statements released by Pamintuan calling Lagman out for supposedly lying about the Pamintuan administration permitting a waste disposal company to dump its wastes in the city’s creeks and river.
Lagman said that he never issued such a statement, “Ang sinabi ko ay maraming establisyimento, partikular na sa may Fields Avenue, ang hindi na kumukuha ng serbisyo mula sa mga waste disposal company dahil itinatapon na lamang nila ang dumi sa mga creek,” Lagman said, “Sinabi ko rin na ito ay ginagawa na noon pang mga nakaraang administrasyon”.
Lagman said that he has already clarified this but Pamintuan still chose to ride with the controversy, going so far as to say that he only met Lagman in 1992 when he first ran for Mayor and Lagman wanted to be in his councilor lineup.
“Napakasinungaling ni Mayor Pamintuan,” Lagman said, “Noon pang tumakbo siya bilang Vice Mayor ay sinuportahan ko na siya at ngayon ay sasabihin niya na noong 1992 lang niya ako nakilala?”

On Holy Wednesday, a grand procession will be staged around theCentral Business District of the free port, while the re-enactment of the “Last Supper” and mass will be on April 5. On April 6, tourists and devotees may participate in the Lenten ritesof the Walk to Calvary, the Stations of the Cross, and Veneration at the Cross. There will also be the Good Friday grand procession and a “healing concert” by the Bethesda Springs of Hope Healing Ministry.
Meanwhile, Black Saturday will feature a “Healing through the Way ofthe Cross Meditation,” as well as the Paschal Mystery, and Black Saturday concert at Subic’s Boardwalk Park. The Holy Week observance will end with the traditional “Salubong” andEaster Mass, which will be followed by an egg-hunting activity for children and the release of Easter banners and balloons.
