Olongapo-Zambales Schools’ Alumni Basketball Association launched

The country’s first inter-high school alumni basketball league kicked off during the weekend with Columban College Dolphins defeating St. James Cavaliers 83-76 in a grueling inaugural match that lasted for 2 hours at the Subic Bay Basketball gym.
Four games were held in opening day of the Olongapo Zambales shools’ Alumni Basketball Association (OZSABA) with Columban College and Olongapo City National High School (OCNHS) sweeping their first two matches.
”This league is unique because here it is the alumni who are fighting for school pride. More than just supporting their varsity teams, the alumni are sweating it out on the basketball floor,’ Jong Cortez, chairman of OZSABA explained.
Among the schools who participated in the league are Christ the King High School Saviors, Columban College Dolphins, Gordon Heights National High School Highlanders, Olongapo City National High School Jacksonians, Olongapo Wesley School Blue Titans, St. James School Cavaliers, St. Anthony School Anthonian Knights and St. Joseph College Saints.
A unique feature of the league is the Pasarel system of play. Pasarel allows teams only six players to play in each quarter with each player limited to playing on two quarters for the entire game.
There is no substitution limit in the fourth quarter, except for the two quarter playing time per player rule. ”It give all teams a chance to win games and puts the burden of winning on coaching staff and their strategy. The system also secures substantial playing time for all the members of the team,’Cesar Lobos, OZSABA commissioner, said.
The OZSABA has three divisions, namely: FIBA (gradauted 1990 and below), Seniors (graduated 1991 to 2001) and Juniors (graduated 2002 to 2012). Raul Marcelo, deputy administrator of the Subic Bay Metropolitan Authority (SBMA) welcomed all the participants.
”We are very happy to host the country’s first inter school alumni league. This underscores the value that SBMA gives to sports as a community activity,” Marcelo said.

Indigenous Groups at Subic’s Ayala Mall

UBIC BAY FREEPORT – As part of Ayala Malls’ corporate social responsibility program, Harbor Point, Subic’s newest shopping destination, is opening its doors to indigenous groups in communities surrounding the Subic Bay Freeport Zone.
The mall, which formally opened on April 26, envisions itself as a home for the different community groups in the Zambales and Bataan area, said Bobby Dy, Ayala Land’s senior vice president.
“We welcome all these groups, and we will work closely with them. We want this to be their home,” Dy said, adding that the mall’s management is in close talk with the Subic Bay Metropolitan Authority (SBMA) to accommodate community events at Harbor Point.
He said the mall is planning to have community events Mondays to Thursdays. The mall is also providing business opportunities for local indigenous peoples, particularly the Aetas in this free port.
According to Armie Llamas, manager of the SBMA public relations department, Harbor Point has initially allocated a complimentary stall where Aetas from the Pastolan village in this free port can sell slippers that they have crafted. Proceeds from the sale will go directly to the livelihood program of the Aeta tribe, she added. Llamas, who is in charge of the SBMA’s outreach projects for the Aetas in Subic, as well as other community groups, said the tribe is thankful to the mall management for giving them some space in the Harbor Point mall.
She added that the SBMA is also looking forward to other programs that Ayala has lined up, especially for some opportunities for the Aetas to showcase their culture. “They do dance numbers and cultural productions, so Harbor Point can perhaps hire some Aetas for cultural presentations to give them an additional source of income,” Llamas said.
Conrado Prenilla, chieftain of the Pastolan Aeta community, also expressed gratitude for the additional income that Aeta women could earn from selling slippers at the Ayala mall. “Marami sa mga kababaihan namin ang walang trabaho, kaya po malaking bagay para sa kanila itong ibinigay na livelihood project para po makatulong sa kanila,” he said.
Harbor Point, the latest addition to Ayala Land’s chain of shopping malls, was formally opened on April 26 by Ayala Land’s top executives, including Ayala Land chairman Jaime Augusto Zobel de Ayala. The opening was also graced by SBMA chairman and administrator Roberto Garcia, and Olongapo City mayor James Gordon, Jr.
Antonino Aquino, president of Ayala Land Inc., said that the mall will strive to complement the development that is happening within the Subic Bay Freeport and Olongapo City.
“This is extremely important for us because we know that this is something that is going to be contributing to the further development of Olongapo and Subic,” he said. “We would like to be part of the continued progress that is happening in this twin development.”
Aquino also stated that Ayala Land is looking forward to be a part of Subic and Olongapo’s future towards progress. “We would like to be part of that great journey, and we would like to make sure to start today here in Harbor Point, where every day is a holiday,” he said. -30-

ANGELES CITY – The Archdiocese of San Fernando, Pampanga will be celebrating the Christ the King, The 60th Solemn Archdiocesan Celebration, with the theme “Cristong Ari, Uliran Ning Pamipatutu King Casalpantayanan” on November 25, 2012, Sunday at the Villa Del Sol Subdivision, City of San Fernando in Pampanga.
The event, according to organizers, “aims to renew and strengthen our faith to the Almighty by practicing what we preach, meaning we should put into practice the things we learn from the words God and not just talk about it.”
Rev. Msgr. Eugenio S. Mercado, Jr., Parish Priest of Our Lady of Lourdes in Angeles City and chairman of the Archdiocesan Steering Committee, Diamond Anniversary of Christ the King, said that everyone should “walk the talk” or “practice what they preach.”
“Christ walked his talk,” Mercado said. “That during his days on earth He followed what God had desired by travelling to different places to preach, performed miracles, healed the sick and forgave those who sinned, and that is the very essence of the theme for the upcoming event”
The celebration will start with a motorcade, with the Vicariates of the Sacred Heart, Holy Spirit and St. John the Beloved assembling at 12:30 p.m. at the Parish Church of Christ the King, Pulung Cacutud, Angeles City. DENR cancels 6 forest management contracts

CITY OF SAN FERNANDO—The Department of Environment and Natural Resources in Central Luzon (DENR 3) ordered the cancellation of six Socialized Industrial Forest Management Agreement (SIFMA) after failing to adequately develop their areas.
The DENR 3 ordered the cancellation of SIFMAs, which covers about 735 hectares of forestland, in Bulacan, Zambales, Tarlac and Nueva Ecija.
“Not only did the SIFMA holders fail to develop and protect their areas, they also failed to pay their annual rentals resulting to losses in government revenues,” Maximo Dichoso, chief of the DENR 3, said adding that the lessees also failed to submit annual accomplishment reports as stipulated in their SIFMAs.
Dichoso said the findings of the joint review team are grave violations of the terms and conditions of the lease agreement, particularly item numbers 1, 11, 20, and 25, and the provisions of DENR Administrative Order No 2004-30 or the revised rules and regulations governing the SIFMA Program.
The cancelled SIFMAs shall be included in the National Greening Program (NGP) targets for 2013.
Launched in 1996, the SIFMA program aims to bolster the country’s wood supply, accelerate reforestation and rehabilitation of the country’s open and denuded forestlands, and increase the private sector’s participation in the protection of existing natural forests.
Since 2010, the DENR has already cancelled 43 SIFMAs in the region covering 3, 880 hectares of forestland.
This year alone, the DENR has reviewed a total of 157 SIFMA holders in Central Luzon covering at least 2,000 hectares. Of these, 117 SIFMAs covering more than 1, 300 hectares were recommended for cancellation.
The DENR is set to review the performance of another 170 SIFMA holders by 2013 covering 3, 964 hectares.
DENR records showed that Central Luzon’s 324 SIFMA holders covered more than 6,000 hectares and generated a total of P563, 718 in rentals since 2010.
Under the SIFMA program, a natural or juridical person enters into an agreement with the DENR, and is conferred the right to develop, utilize and manage a small tract of forestland for 25 years, renewable for another 25 years, consistent with the principles of sustainable development.
Individual or single family units who are Filipino citizens, or cooperatives and associations whose members are also Filipino citizens, and registered with Securities and Exchange Commission (SEC) or Cooperative Development Authority (CDA), may participate in the program.
Under DAO 2004-30, individual or single family units may develop up to 10 hectares of forestland while associations or cooperatives may develop up to 500 hectares.

Pampanga police chief no hand in ‘hot spot’ tag

CITY OF SAN FERNANDO—Pampanga Provincial Police (PPO) Director R’win Pagkalinawan clarified that he did not submit any recommendation to the Department of Interior and Local Government (DILG) for the declaration of Pampanga as high risk area or be included in the election hot spot in the 2013 elections.
This came amid the announcement of DILG Secretary Mar Roxas that Pampanga is one of the 15 provinces named high risk areas in the coming mid-term election.
Pagkalinawan, in a radio interview, said he was surprised with the declaration of Roxas.
“Nagulat ako nung isama ni Sec. Roxas ang Pampanga sa mga high risk areas lalo na walang recommendation na nanggaling sa aming opisina,” clarified Pagkalinawan.
He added crime rate in the province dwindles tremendously under the Pineda administration, from the recorded 500 crime incidents monthly, it went down to an average of 200 incidents per month.
He disclosed that, in Pampanga, only the municipality of Arayat can be included as high risk area due to reported crime incidents and not the whole province, which is “peaceful.”
Other areas declared hotspot by Roxas were Nueva Ecija, Abra, Pangasinan, Cagayan, La Union, Ilocos Sur, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao del Sur and Basilan.

The Police Regional Office (PRO), meanwhile, said their security measures and preparations are now in place to ensure an orderly and peaceful midterm elections in Central Luzon.
Chief Superintendent Edgardo Ladao, PRO-3 regional director, said they have started to implement some measures to thwart any political-related killings and violence in the region’s seven provinces.
Ladao said their intensified drive against partisan and private armed groups and loose firearms have already been put in place to maintain the peace and order situation.
“I have earlier ordered all the municipal and provincial police chiefs to step up crackdown on private armed groups who are considered great contributors to political violence,” he said.
He said the stepped-up police operations in the region have resulted in the dismantling of armed groups in Arayat, Pampanga and in the towns of Cabiao, Licab, Cuyapo, San Antonio and Cabanatuan City in Nueva Ecija during the past months.
Likewise, he said, the campaign against loose firearms has been intensified to prevent the armed groups and lawless elements from conducting illegal activities during the election period.
“Our drive against partisan armed groups and loose firearms are crucial in maintaining peaceful and orderly elections,” he said.
The PRO-3 chief said no one will be spared in their crackdown against the private armed groups and illegal firearms.
He said the other major concerns that they will look into include the expired gun licenses, deployment of police personnel in critical areas in the region, capability of threat groups and election watch list areas.
Those areas have been placed under constant monitoring, he said.
He added the regional task force Secured and Fair Elections (SAFE) was created to direct and supervise the overall conduct of police operations during the election and post-election period.

Youth agency hosts workshop on 4-year development plan

CITY OF SAN FERNANDO—The National Youth Commission (NYC) has formally started a series of regional action planning workshops to ensure the implementation and mainstreaming of the 2012-2016 Philippine Youth Development Plan (PYDP).
The conduct of PYDP regional action planning workshop was held on Thursday at the Department of Education in Central Luzon regional office in this city.
The workshop was attended by representatives from regional line agencies, youth serving non-government offices, local government units, Sangguniang Kabataan officials and representatives from the different youth sectors (in-school youth, out of school youth, and specific youth groups).
The workshop activities were geared towards establishing a common ground on how the PYDP will be appreciated and understood by the different stakeholders; and what type of strategies will be applied to translate the plan into concrete programs, projects, and activities that are aligned with the NYC advocacies like the establishment of the local youth development councils, addressing the concerns on youth employment and migration, adolescent reproductive health, among others.

Councilor wants Angeles City budget hearing open to public

ANGELES CITY—Amid left and right allegations that the City Government is facing bankruptcy, incumbent Councilor Bryan Matthew Nepomuceno is appealing to his fellow members of the City Council to start the hearing on the 2013 budget, and that the same be made open to the public.
“The current administration, led by Mayor Ed Pamintuan, as well as my fellow members in the City Council are all staunch advocates of transparency, so I am sure that they will be more than willing to make the budget hearings open to the public,” Nepomuceno said, “After all, it is the taxpayers’ money that we’re dealing with here.”
Nepomuceno said that it is imperative that the City Government discloses fully its financial records, including its current financial position, its actual revenues vis-à-vis its expenditures, so that they would be able to pass a budget which would not stain the city coffers and expose it to possible bankruptcy.
The camp of Pampanga First District Representative Carmelo “Tarzan” Lazatin is accusing the administration of Mayor Ed Pamintuan of fiscal mismanagement which has led to the City’s bankruptcy.
The Lazatin camp have released documents from the Office of the City Treasurer which reveal that as of September 3, 2012, the City Government had a negative cashflow of P11,945,575.92.
Earlier, Nepomuceno also expressed concern over the city’s tax collection on sand, gravel and other quarry products which was left blank in the Executive Budget for 2013 despite the noticeable number of trucks transporting the said products regularly going through the city.

Zambales folk skills development prioritized

CANDELARIA, Zambales—A dialogue participated by concerned government agencies, particularly the Technical Education and Skills Development Authority (TESDA), was held here to develop skills of Zambales folks towards employment and productivity.
The dialogue, sponsored by the National Economic Development Administration (NEDA) Central Luzon, is in response to the call of Zambales Governor Hermogenes Ebdane Jr. to upgrade the skills of local folks.
TESDA Central Luzon Regional Director Teodoro Gatchalian and other heads of government regional agencies joined Ebdane and Vice Governor Ramon Lacbain in the affair.
TESDA Provincial Director Elizabeth Manio also participated.
Regional agency heads and representatives responded to identified issues related to skills upgrading during the dialogue.
In the issue of inadequate employment opportunities for graduates, TESDA has committed to institutionalize on-line jobs referral system.
For inadequate scholarship subsidy concern, there will be purposive and effective implementation of the DSWD-TESDA Cash for Training Program.
For jobs-skills mismatch, TESDA committed, among others, the continuous promotion of Dual Training System and close cooperation with the authorities of the three Freeport zones in Central Luzon.
TESDA has also committed to conduct appropriate training programs based on key employment generators.
The agency will also conduct competency assessment and certification schedules for Technology and Livelihood Education teachers.

Capitol to construct P3-M center for elders

CITY OF SAN FERNANDO—The provincial government of Pampanga is eyeing to build a P3-million modern provincial center for the senior citizens here.
This was announced on Tuesday by Governor Lilia Pineda during a brief meeting with Linda Gaddi-David, president of the Federation of Senior Citizens Association of the Philippines (FSCAP) in Region 3; former Justice Agustin Dizon, FSCAP honorary chairman; and consultant Frank Olingay.
Pineda said the senior citizen center is the provincial government’s response to address the dynamic needs of the elderly.
The planned provincial center will be constructed in a lot located between this city and Bacolor town along the stretch of Jose Abad Santos Avenue.
David cited the need to encourage and inspire the elderly through the provision of activities and services which reflect the diverse needs and interests of older persons that can be done in the proposed center.
“The senior citizens who serve as the uniting factor in the family, at their age, they want to relax and enjoy the company of their peers or hold dancing and singing activities,” David said.
Dizon, for his part, said the proposed center could serve as meeting place and a community-based information and assistance unit that can link senior citizens to benefits and services.
The former justice said the center can offer comprehensive fitness and wellness program and major social activities including classes, trips and parties.
“The center will also provide facilities for relaxation and avenues of social activities for their leisure time,” Dizon added.
