CITY OF SAN FERNANDO—The Department of Public Works and Highways (DPWH) regional office has vowed to evaluate the cause of the collapse of the portion of the Arnedo dike in Candaba town.
DPWH Regional Director Antonio Molano said he will request for the conduct of thorough studies to determine the possible reason behind the collapse of the dike and at the same time take immediate remedial measures.
“There might be sinkholes or underwater current that caused the erosion of the land and the sinking of the collapsed portion of the dike. I would request to conduct exploration to determine the soil formations in the area,” he said.
Candaba Mayor Jerry Pelayo, for his part, said it would be better for the DPWH to plan first the right design for the dike as it may cause danger to the residents in the town and nearby areas.
Arnedo dike collapsed while the weather is fair and water in Pampanga River is calm and in average level, the residents said.
According to the residents, the project’s contractor, the Northern Builders, reportedly left it unfinished even before the rainy season.
They also claimed that the contractor pulled out its heavy equipment and did not finish the concreting of the remaining stretch of the affected dike.

ANGELES CITY—All 37 examinees enrolled at the City College of Angeles (CCA) here recently passed the National Assessment Examination for the Technical Education and Skills Development Authority (TESDA) accreditation.
CCA students who took and passed the assessment examination last November 16 and 17 include 22 students for Computer Hardware Servicing from the courses of Information System and Computer Science; and 15 students from the Tourism course for Front Office Service.
“We all know for a fact that CCA is a ‘neophyte’ compared to the existing vocational schools in the city. But having this 100% passing mark indicates that we are doing well in our delivery of quality and affordable education to our indigent students,” said CCA President Averell Laquindanum.
Laquindanum added that “the passing rate was achieved by the students because the college administration embedded the National Certificate Level II (NCII) on the college’s curriculum.
This includes practical, experimental classroom modules and training regulations which are vital in attaining NCII accreditation as recommended by TESDA.
“The TESDA certification ensures them with a bright future,” said Laquindanum as students are entitled to soon receive their national certification from the agency.
“These exams are non-compulsory and are competency-based; meaning, having passed the examination guarantees that the student has accumulated the necessary skills for field work,” Laquindanum explained.
On the other hand, Mayor Edgardo Pamintuan expressed his gratitude in the overwhelming result of the assessment examination.
“This only proves that among our indigent families here in Angeles are brilliant youths who are now given the chance to raise their state of living through education in our very own city college.” said Pamintuan.
“I have no regrets that we have built the city college instead of a sports complex.” he added.
Recently, Pamintuan and members of the school administration had a meeting with SMK Electronics Corporation for the soon tie-up under the city college’s “dual training system” (DTS).
The city government is also in the process of reviewing the company’s proposals as well as the completion of accreditation requirements for this DTS in the city college.
“This 100% passing rate establishes the college’s credibility to our partner companies. This also indicates that our city, under the leadership of Pamintuan, is serious in delivering what is promised,” Laquindanum added.

ANGELES CITY—City Administrator Dennis Albert Pamintuan has called on the Lazatin camp “to return to work” instead of engaging in a useless media tit-for-tat and hair-splitting over inconsequential issues that only irritates the public.
“I repeat my call to Congressman Lazatin to go back to Congress, and resume his work as our representative. He may be serving his last year in government service, and he should cap it with honor instead of disgracing himself with pathetic publicity stunts,” Pamintuan said.
He also advised Lazatin to give Robledo Sanchez, a tabloid stringer, a good lawyer because the graft case he filed against Mayor Edgardo Pamintuan over the hiring of job order workers “is destined for the trashing” for lack of substance.
He added the Pamintuan camp will no longer answer any issue related to the job order workers since the case is already in court.
“We will just face each other in court,” he added.
Meanwhile, Partido Abe Kapampangan (PAK) deputy secretary general William Aguilar dismissed Sanchez’s dare to bring out all the city job order workers in a rally as childish.
“They have work to do, unlike during the time of Lazatin,” Aguilar said.
About a thousand job order workers rallied in protest last week over charges of Lazatin, through Sanchez, that their hiring has been irregular.
“It would be a pity if the 25 years that Lazatin has been in politics, which he describes as ‘outstanding service to the people’, will end up with a bad taste in the mouth and bitter defeat,” Pamintuan said.
Pamintuan added that Lazatin may no longer be his old self, as he allowed himself to be part of “charades” staged by his handlers, including the “staged filing of his certificate of candidacy” and, a few days ago, his pitiful pose for the benefit of the photographers that showed him waiting for the job order rallyists in his office in Barangay Telebastagan, City of San Fernando.
The rally was held instead at Plaza Miranda street in Angeles City.
Based on records of the Commission on Elections, Lazatin silently filed his CoC on October 4 but re-enacted it on October 5 for the benefit of media.
“We are no longer inclined to answer all the inanities coming from the Lazatin camp just for media mileage. We challenge them to come up with substantial issues, or simply shut up. We are now beginning to look like comedians whose antics are no longer amusing,” Pamintuan said.
“Irish Calaguas should realize that instead of propping up her boss, she is demeaning him as if he were some kind of zombie that she is pitting in ridiculous away-bata,” Pamintuan added.
Calaguas is Lazatin’s chief of staff and media handler.

CITY OF SAN FERNANDO, Pampanga, Nov. 22 (PNA) — The Department of Environment and Natural Resources (DENR) regional office has recently distributed free land titles to residents of seven barangays in Olongapo City.
DENR-Central Luzon executive director Maximo Dichoso said the move is part of the government’s land distribution and poverty-alleviation program.
Thirty-eight residents from Brgys. East Bajac-Bajac, Gordon Heights, New Banicain, New Cabalan, New Kalalake, Old Cabalan and West Tapinac received residential free patents from the DENR, in coordination with the Register of Deeds and the Office of Olongapo City Mayor James Gordon.
Six others also received Miscellaneous Sales patents.
“This is just the first wave of land distribution program of the DENR after the completion of the cadastral survey project of Olongapo City under CAD 1226-D,” he said.
The DENR official said the cadastral survey projects involved surveying extensive tracts of previously unsurveyed or incompletely surveyed lands in towns, cities, and provinces to expedite land registration and promote land valuation and taxation efforts of local governments.
Under Republic Act 10023, or the New Free Patent Act, a Filipino citizen may apply for a free patent title over a maximum of 200 square meters of residential land in highly urbanized cities.
The applicant, Dichoso said, must have occupied that piece of land for at least 10 years.
“Without a land title, occupants are considered mere occupants and not owners of that piece of land,” he explained, adding that land titles, when used as collateral for loans, could serve as an economic resource to stimulate private investment on land development.
The DENR is partnering with local governments and the Register of Deeds in land titling efforts to fast track the processing and issuance of private land titles over alienable and disposable (A&D) lands, or lands that have not been previously issued a land title and therefore considered government property.
DENR-Olongapo, in close coordination with the local government, has since mobilized a systematic adjudication team to serve as a one-stop shop for the city’s land titling activities.
A total of 20 cadastral survey projects have already been completed in Central Luzon, covering a combined 313,108 hectares in the provinces of Bataan, Bulacan, Pampanga, Tarlac, Nueva Ecija, and Zambales.

CITY OF SAN FERNANDO — The Pampanga Police Provincial Office (PPPO) were surprised with the pronouncement of the Department of Interior and Local Government (DILG) tagging the province as elections hot spot.
Pampanga Police Director R’win Pagkalinawan said he did not recommend declaring Pampanga as an election hot spot considering the peace and order situation is in good shape and continuously improving.
Pagkalinawan said that from an average of 500 crimes per month in 2011, the same was reduced to a constant 200 crimes per month in 2012.
Most of these, according to him, were crimes against property and person.
However, he clarified that as per his understanding, DILG Secretary Manuel Roxas II only presented a watch list of high risk areas and not really a declaration of elections hot spots.
Pagkalinawan claimed that only the town of Arayat should be considered if Roxas really looks into the previous records of crime incidents.
Pagkalinawan said that the implication of having a province included in the list elections hot spots is that local police will be placed under the instructions of the Commission on Elections (Comelec), which will send bad impression to investors who already decided to put investments in the province.
Among the provinces included in the elections hot spots were Pampanga Abra, Pangasinan, Ilocos Sur, La Union, Cagayan, Nueva Ecija, Batangas, Cavite, Masbate, Samar, Misamis Occidental, Maguindanao, Lanao del Sur, and Basilan. (Herbert P. Mapiles)
