IBA, Zambales, Nov 16 (PIA) — Zambales is the first province in the country to have all its Public Employment Service Offices (PESOs) institutionalized after the provincial government and 11 of its 13 towns inked a memorandum of agreement (MoA) with Department of Labor and Employment (DOLE).
“We now have institutionalized PESOs in the municipalities of Castillejos, San Marcelino, San Antonio, San Narciso, San Felipe, Cabangan, Palauig, Masinloc, Candelaria, Subic, and Botolan,” said Labor Regional Director Raymundo Agravante.
In a message, Vice Governor and Provincial PESO Manager Ramon Lacbain II lauded the local chief executives and sanggunians for passing their respective ordinances creating a permanent PESO in their areas.
“To reward your endeavor for institutionalizing your PESOs, the provincial government this year provided P100,000 for each municipality to be used for their full operation,” said Lacbain.
The vice governor said that for 2013, each institutionalized PESO will be allotted with a budget of P200,000 provided they will have a counterpart fund.
For his part, Governor Hermogenes Ebdane Jr. thanked DOLE for cascading employment and livelihood programs to uplift the lives of residents of Zambales.
The milestone MOA signing served as the highlight of provincial government’s PESO Panalo Day anchored on the theme “Trabaho at Kabuhayan Laban sa Kahirapan.”

Subic Bay — A close political ally chided President Noynoy Aquino for his government’s hand off policy in investigating allegations that a Malaysian firm contracted by the US Navy dumped “toxic or hazardous waste close to the coast of Subic Bay.”
Instead, what we have is a kind of debate in the media whether or not the wastes are toxic, whether or not dumping had taken place (in Subic Bay),” Bello told reporters.
He added that Malacanang should not have “taken sort of a hands off attitude.”
Recently, a Malaysian firm, Glenn Defense Marine Asia, was accused of dumping the toxic wastes it collected from the USS Emory Land in Subic Bay. The firm has since denied the allegation.
Not toxic waste, not in Subic Bay
The Subic Bay Metropolitan Authority (SBMA) conducted an investigation and said that there was no evidence that the private contractor of the United States Navy released nuclear, chemical or similar hazardous waste within the confines of Subic Bay.
“Neither is there evidence that oily wastes or sewage wastes have been dumped in our waters. Latest tests show that Subic Bay’s waters remain clean, safe, and continue to be within normal levels,” SBMA chairman Robert Garcia said.
Local cause-oriented groups, who joined the press conference, said that they were worried about the amount of pollution in Subic Bay.
Jen Valermino, spokesperson for a group called Subic Bay Freeport Chamber for Health & Environment Conservation (sbfCHEC) said that a study conducted recently showed that there is a “critical increase in the mercury” and other
chemical in the bay.
“Sana po wag nating i-sanitize ang balita. Sabihin natin ang totoo at ang state ng health ng Subic Bay,” Velarmino said. (Please do not sanitize the news. Let’s tell the truth and Subic Bay’s state of health)
When asked whom the call not to sanitize the news was directed at, Velarmino replied in a text message, “all agencies involved in investigations of environmentally critical projects.”
Bello said that his party already filed a resolution for the house of representatives to investigate the matter.
“There is a mentality that because this activities and entities are covered by the (Visiting Force Agreement) that there would be certain looseness with which they (US Navy and Glenn Defense) follow Philippine environmental laws,” Bello explained.
The Visiting Forces Agreement (VFA) is an agreement between the Philippines and the United States that allows US military forces to visit the country. This is the basis for the regular port calls made by warships of the US Navy in Subic Bay.
The Akbayan representative also said that they, as well as Senator Merian Defensor Santiago, will file a resolution to end the VFA “as it has never served the interest of the country.”
“And because it is a joint a resolution, Malacanang will have to act on it (and) respond to this joint senate and house resolution,” Bello said. (30)

CITY OF SAN FERNANDO, Pampanga, Nov. 17 (PIA) — Pampanga will host next week the 2012 Southern Luzon Cluster Science and Technology Fair at Walter Mart Activity Center in the City of San Fernando.

Department of Science and Technolgy (DOST) Region 3 chief Victor Mariano said the November 22-24 affair will showcase the recent scientific breakthroughs and advanced technologies developed by government and private research institutions in Metro Manila, Central Luzon, CALABARZON, MIMAROPA and Bicol.

Guided by the theme “Science, Technology and Innovation: Working Together for Growth and Development”, people from all walks of life will be able to see the latest products and services on information and communication technology, electronics, and renewable energy among others.

Apart from exhibits, an academic contest, research colloquium, and seminar on Nationwide Operational Assessment of Hazards otherwise known as Project NOAH will also be featured.

“Project NOAH is a responsive program for disaster prevention and mitigation, specifically for the Philippines’ warning agencies, that is primarily intended to reduce casualties and property loss from extreme hazard events” Mariano explained.

Its mission is to undertake disaster science research and development, advance the use of cutting edge technologies, and recommend innovative information services in government’s disaster prevention and mitigation efforts wherein its immediate task is to integrate current disaster science research and development projects and initiate new efforts within the DOST.

Team “MABAYANI” Sta.Cruz, Zambales Taekwondo Team won the OverAll Championship in the recently concluded 2nd Sulong Omarangkada Zambales Taekwondo Championship held in Zambales Sports Center last November 10,2012.

The event was participated by different taekwando teams from all over the province beginning at the southernmost town of Subic to Sta. Cruz, up north and participated in by a total of 260 junior Taekwando enthusiasts, composing thirteen opposing teams.

Junior men Finweight category was dominated by Joshua Valdez while Lancer Lee Movilla show his mastery in Featherweight and Alfred Joseph Misa proving his status by different combination to give Sta. Cruz Junior Team the highest number of points to win the event. Sta Cruz girl’s team members also dominated the women’s category, Cindy Mesia outclassed her opponent and Criselda Medul showed her potential to give their team the necessary lift in the judge’s score sheet.

The 2nd Sulong Omarangkada Zambales Taekwondo Championship is a project of Zambales Sports and Youth Development under the leadership of Gov. Hermogenes E. BALANGA CITY, Bataan — After two years of historical research, the administration of Mayor Joet S. Garcia is set to launch a 192-page encyclopedia which they said contains never-before-seen details about the Bataan capital.
Soon to come out, the Balanga Encyclopedia consists of information on the city’s prominent people, places and events thoroughly researched and verified by the City of Balanga Historical Committee (CBHC) since 2010.
“Never before had there been a such a very informative resource material that saw print which vividly captures the images, set in motion by interesting events describing the struggles and triumphs of Balanga’s great achievers,” said Garcia.
Impressed by the initiative of his son, Governor Enrique “Tet” Garcia, Jr. said: “This compilation of vital information is a task of all local government units often neglected. It is my personal wish that the Balanga Encyclopedia will not only let its citizens acquainted with its city but will spark a new wave of pride and commitment to this land.”
The governor said he is proud that his son sets an example for executives of other Local Government Units (LGUs) to preserve and develop the tradition, history, and culture of the place and people that they serve.
