The Department of Transportation and Communications (DOTC) is still gathering consensus for the need to replace the congested Ninoy Aquino International Airport (Naia) with Clark International Airport (CIA) in Clark, Pampanga.
“Clearly, there is no decision yet, but based on what I’ve heard and how I’ve been briefed, we are headed to Clark,” said Transportation Secretary Joseph Abaya.
“I’m still trying to form [a decision] if there is indeed a consensus to move there because there are a lot of conditions [that have to be satisfied] before that could be viable…the study of a speed rail and the winding down of NorthRail. So there’s a lot of prerequisites before you could clearly say we are definitely moving to Clark,” Abaya said.
Earlier, the International Air Transport Association (IATA) urged the Philippine government to drop the plan to transform CIA as the country’s main international airport next to the Naia, saying that this is not the solution to address capacity shortage.
“Clark is not a solution to long-term issue capacity to service the market because it’s too far away from Manila and it’s in Manila where people want to come for business, for tourism, among others. Something needs to be done to provide adequate capacity in Manila but Clark is not a solution,” said Tony Tyler, director general and chief executive officer of IATA.
CIA is 100 kilometers away from Manila with no affordable and efficient transport link. Even if the government constructs a high-speed railway system to transport passengers coming from the metropolis all the way to Clark, Tyler suggested that the government spend the money elsewhere, possibly for an alternative airport within Manila.
“It’s better to spend it on a significant market,” said Tyler.
There were plans to use the NorthRail project as the high-speed railway, but talks between the Philippines and China were stalled.
“The decision was to wind down and we are now entering an arbitration case with the Chinese government. The purpose of which is to determine how much and who pays who. We would have to commission the OGCC [Office of the Government Corporate Counsel]. For Clark to be viable we need a high-speed rail. We must see the viability of the high-speed rail. It is being studied right now,” said Abaya.
Another solution is to construct another airport close to Manila, but Abaya said he has yet to be informed about this.
“We have not heard formally from anyone who wants to build an airport in Bulacan,” said Abaya.
Earlier, Philippine Airlines proposed to build an international airport in a still-undisclosed place that is close to Manila.

CITY OF SAN FERNANDO – The gross sales of the Small Town Lottery (STL) increased by at least 200 percent since President Aquino took over in 2010 and the STL in Pampanga topped all operations in the country, the Philippine Charity Sweepstakes Office (PCSO) chief said on Wednesday.

PCSO General Manager Atty. Jose Ferdinand M. Rojas, who attended the meeting of the Central Luzon police command at Camp Olivas here, said the P47-million average monthly gross sales of the Apalit, Pampanga-based Suncove Corp. since January 2011 topped the STL operations in 14 provinces and five highly-urbanized cities.

Suncove’s gross sales in six years from September 2006 to September 2012 is at least P2.402 billion.

“It’s actually between 200 to 300 percent,” said Rojas, comparing it to gross sales for at least four years before 2010.

But Rojas stressed that the PCSO and the Central Luzon police command led by Chief Supt. Edgardo Ladao would coordinate and increase efforts to improve the collection amid the earlier allegations of Interior and Local Government Sec. Mar Roxas II that the illegal numbers game jueteng is prevalent in Pampanga.

Rojas said the province of Nueva Ejica in Central Luzon recorded the second highest in gross sales in about two years. He added that two other provinces in Region IV – Batangas and Quezon – also topped the list of the STL operators.

Rojas did not give exact gross sales in Nueva Ecija, Batangas and Quezon.

Asked by reporters if there was jueteng as alleged by Roxas during the regional peace and order council (RPOC) meeting at Clark on October 24, Rojas virtually denied that there was the existence of the illegal numbers in Pampanga and the six other provinces in Central Luzon.

He added that Sec. Roxas “is new (in his post at DILG) and has not been properly briefed yet in the STL operations.”

Rojas said the PCSO and the police has worked together since the Aquino government took over to stop illegal jueteng operations affecting collection of the STL, which was started by then President Gloria Macapagal-Arroyo in 2006 to combat “jueteng.”

Ladao said he will not change his earlier statements during the RPOC meeting attended by six Central Luzon governors that there is no jueteng in Pampanga.

“There are probably bookies but not jueteng. And STL bets are sometimes mistaken for jueteng,” said Ladao, who led the meeting with Atty. Manuel L. Pontanal, regional director of the National Police Commission.

Bookies are “small-time” operators who illegally pose as official Suncove bet collectors. The operators in Pampanga even reportedly lose income due to the illegal operations of the groups.

“But minimal,” added Ladao.

Ladao said “many will go hungry” if the STL operations stopped. Suncove, which started operations in Pampanga in September 2006, has 318 direct workers and 1,654 sales supervisors.

Jaime Villamin of the City of San Fernando said “illegal drugs problem worsen when there is not enough employment and why view STL as if it’s illegal when it’s sanctioned by the very government,”

Out the P2.402 billion in gross sales, at least 37 percent were given to the following: Bureau of Internal Revenue, 5 percent (P75,625,222.56); municipality, 10 percent (P217,876,684.54); province, 5 percent (P108,938,342.27); district, 2.5 percent (P54,469,171.13); Philippine National Police (local), 4.5 percent (P98,044,508.04); PNP (national), .5 percent (P10,893,834.23; charity fund, 7.5 percent (P163,119,188.81); and print, 2 percent (P31,966,471.80).

The PCSO gave Suncove the STL permit for test runs in 2006. It reportedly allowed to run the game in the province until June 2013.

Rojas and Ladao agreed that they will intensify the campaign to “make official” the collections by the STL bet collectors. They added that they will strictly enforce the use of uniforms, identification cards and official STL bet papers.

“We will immediately arrest those who will not follow the rules even if they are official Suncove agents,” said Ladao.

OLONGAPO CITY — Activists urged top leaders in Congress to probe the alleged dumping of toxic wastes in Subic Bay, a day after the Subic Bay Metropolitan Authority (SBMA) announced it is investigating a United States Navy contractor blamed for throwing of hazardous wastes here.
“Senate President Juan Ponce Enrile and House Speaker Sonny Belmonte are legally, politically and morally obliged to undertake a joint or separate inquiry into this wholesale poisoning of coastal and offshore waters off Subic Bay that might spread to adjacent bodies of water encompassing Zambales Bay and Lingayen Gulf,” the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) said in a press statement.
Salvador France, Pamalakaya vice chairperson, said the Senate and House of Representatives should not ignore the issue of “toxic imperialism” in Subic Bay, adding that a full-blown investigation should be done in aid of legislation, independent and totally free from influencing peddling of the US Embassy in Manila.
France said it is high time for the Senate and the House of Representatives to break their silence on alleged dumping of toxic wastes of US commissioned military contractors and do what is best for national interest and for the environment.
“We hope the Senate and the House of Representatives will see the necessity and wisdom of national sovereignty in dealing with this kind of problem. The solution on top of the ongoing probe of the SBMA and the proposed congressional inquiry in aid of legislation will include the abrogation of treaties with the US like the Visiting Forces Agreement and the RP-US Military Defense Pact,” he added.
SBMA records showed released to local media revealed that wastes dumped by the tanker MT Glenn Guardian were collected from American ships that joined the recently concluded joint military exercises in the country.
The SBMA noted that tanker is one of the vessels owned by Glenn Defense Marine Asia, a Malaysian company operating in several countries which services American ships in the Philippines.
On October 15, environmental personnel of SBMA Ecology Center inspected MT Glenn Guardian tanker, which was then docked at the Naval Supply Depot area due to a “hazard call” from another free port locator.
The SBMA spot report showed that the tanker was carrying some 189,500 liters of domestic waste and about 760 liters of bilge water (a combination of water, oil and grease), all of which were hauled from Emory Land, a US Navy ship.
The fisherfolk group said the toxic wastes released from MT Glen Guardian would poison other coastal and offshore areas in Zambales, Pangasinan and La Union if not contained.
The militant group advised the SBMA to immediately file criminal and other appropriate charges against the US naval contractor and ground further operations of the Glenn Defense Marine Asia.
“The SBMA should file charges and make sure US influence peddlers and military authorities will not meddle in the case,” said Pamalakaya.
