DOTC still studying replacing Naia with Clark airport
The Department of Transportation and Communications (DOTC) is still gathering consensus for the need to replace the congested Ninoy Aquino International Airport (Naia) with Clark International Airport (CIA) in Clark, Pampanga.
“Clearly, there is no decision yet, but based on what I’ve heard and how I’ve been briefed, we are headed to Clark,” said Transportation Secretary Joseph Abaya.
“I’m still trying to form [a decision] if there is indeed a consensus to move there because there are a lot of conditions [that have to be satisfied] before that could be viable…the study of a speed rail and the winding down of NorthRail. So there’s a lot of prerequisites before you could clearly say we are definitely moving to Clark,” Abaya said.
Earlier, the International Air Transport Association (IATA) urged the Philippine government to drop the plan to transform CIA as the country’s main international airport next to the Naia, saying that this is not the solution to address capacity shortage.
“Clark is not a solution to long-term issue capacity to service the market because it’s too far away from Manila and it’s in Manila where people want to come for business, for tourism, among others. Something needs to be done to provide adequate capacity in Manila but Clark is not a solution,” said Tony Tyler, director general and chief executive officer of IATA.
CIA is 100 kilometers away from Manila with no affordable and efficient transport link. Even if the government constructs a high-speed railway system to transport passengers coming from the metropolis all the way to Clark, Tyler suggested that the government spend the money elsewhere, possibly for an alternative airport within Manila.
“It’s better to spend it on a significant market,” said Tyler.
There were plans to use the NorthRail project as the high-speed railway, but talks between the Philippines and China were stalled.
“The decision was to wind down and we are now entering an arbitration case with the Chinese government. The purpose of which is to determine how much and who pays who. We would have to commission the OGCC [Office of the Government Corporate Counsel]. For Clark to be viable we need a high-speed rail. We must see the viability of the high-speed rail. It is being studied right now,” said Abaya.
Another solution is to construct another airport close to Manila, but Abaya said he has yet to be informed about this.
“We have not heard formally from anyone who wants to build an airport in Bulacan,” said Abaya.
Earlier, Philippine Airlines proposed to build an international airport in a still-undisclosed place that is close to Manila.
