CLARK FREEPORT—It was how he would have wanted it.
New Interior Secretary Manuel Roxas II channeled his predecessor, the late Jesse Robredo, last week as he handed out to local governments in Central Luzon awards that were decided upon before Robredo was killed in a plane crash in August.
“The assessment of, grading and decision to give recognition to these top performing local governments were made during [the watch of] Secretary Jesse,” Roxas told reporters on Wednesday.
For excellence in the Local Governance Performance Management System (LGPMS), Roxas conferred awards in administrative governance on Cabanatuan City, San Felipe town in Zambales and Angeles City; for social governance on Cabanatuan City, Tarlac province, Camiling town in Tarlac and Angeles City; and for economic governance on Dipaculao in Aurora, Bulacan province and Palayan City.
The environmental governance citation went to Tarlac province, San Clemente town in Tarlac and Dipaculao in Aurora; and the valuing fundamentals of good governance award to Tarlac province, Angeles City and City of San Fernando.
Angeles City and Candaba in Pampanga received special recognition for getting high marks in the LGPMS categories since 2009.
Robredo involved civil society groups in validating the LGPMS, an online self-assessment tool that enables provincial, city and town governments to determine their capabilities and limitations in the delivery of basic services, a Department of the Interior and Local Government (DILG) report said.
Roxas also awarded the Seal of Good Housekeeping (SGH) to the provincial governments of Aurora, Bataan, Bulacan, Nueva Ecija, Pampanga, Tarlac and Zambales, and the highly urbanized cities of Angeles and Olongapo.
The SGH is given to local governments that have excelled in planning, budgeting, revenue mobilization, financial management and budget execution, procurement and resource mobilization, said Florida Dijan, DILG regional director.
As of Oct. 25, Dijan said the seven provinces as well as 13 cities and 117 towns in Central Luzon had obtained the SGH.
Conceptualized and implemented during Robredo’s term, the SGH is also an incentive through which local governments can avail themselves of the Performance Challenge Fund (PCF).
The DILG, on its website, said the PCF was an “incentive fund to eligible local governments in the form of counterpart funding for local development projects in the Annual Investment Program and funded by the 20-percent Local Development Fund.”
Roxas said the standards for qualifying for the awards would be “upgraded to raise the [performance] targets of local governments.”
Robredo also introduced the full disclosure policy for transparency and accountability in local governance. It is a requirement in the SGH.
DILG reports said 856 local governments had qualified for the SGH, getting a total of P1.1 billion for the PCF.
The Seal of Disaster Preparedness, which Robredo also started, showed 8,504 local governments with functional disaster management councils and 1,539 of these with command centers and alarm systems.Tonette Orejas, Inquirer

OLONGAPO CITY — Activists urged top leaders in Congress to probe the alleged dumping of toxic wastes in Subic Bay, a day after the Subic Bay Metropolitan Authority (SBMA) announced it is investigating a United States Navy contractor blamed for throwing of hazardous wastes here.
“Senate President Juan Ponce Enrile and House Speaker Sonny Belmonte are legally, politically and morally obliged to undertake a joint or separate inquiry into this wholesale poisoning of coastal and offshore waters off Subic Bay that might spread to adjacent bodies of water encompassing Zambales Bay and Lingayen Gulf,” the fisherfolk alliance Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) said in a press statement.
Salvador France, Pamalakaya vice chairperson, said the Senate and House of Representatives should not ignore the issue of “toxic imperialism” in Subic Bay, adding that a full-blown investigation should be done in aid of legislation, independent and totally free from influencing peddling of the US Embassy in Manila.
France said it is high time for the Senate and the House of Representatives to break their silence on alleged dumping of toxic wastes of US commissioned military contractors and do what is best for national interest and for the environment.
“We hope the Senate and the House of Representatives will see the necessity and wisdom of national sovereignty in dealing with this kind of problem. The solution on top of the ongoing probe of the SBMA and the proposed congressional inquiry in aid of legislation will include the abrogation of treaties with the US like the Visiting Forces Agreement and the RP-US Military Defense Pact,” he added.
SBMA records showed released to local media revealed that wastes dumped by the tanker MT Glenn Guardian were collected from American ships that joined the recently concluded joint military exercises in the country.
The SBMA noted that tanker is one of the vessels owned by Glenn Defense Marine Asia, a Malaysian company operating in several countries which services American ships in the Philippines.
On October 15, environmental personnel of SBMA Ecology Center inspected MT Glenn Guardian tanker, which was then docked at the Naval Supply Depot area due to a “hazard call” from another free port locator.
The SBMA spot report showed that the tanker was carrying some 189,500 liters of domestic waste and about 760 liters of bilge water (a combination of water, oil and grease), all of which were hauled from Emory Land, a US Navy ship.
The fisherfolk group said the toxic wastes released from MT Glen Guardian would poison other coastal and offshore areas in Zambales, Pangasinan and La Union if not contained.
The militant group advised the SBMA to immediately file criminal and other appropriate charges against the US naval contractor and ground further operations of the Glenn Defense Marine Asia.
“The SBMA should file charges and make sure US influence peddlers and military authorities will not meddle in the case,” said Pamalakaya.

Relocating the Philippines’ major international airport to Clark Freeport, Pampanga, would not solve the problems in the country’s air transport system, the world’s biggest aviation industry group said.
If anything, the government’s plan to move the Ninoy Aquino International Airport (Naia) 100 kilometers away from the metropolis would only make traveling more inconvenient to passengers, the International Air Transportation Association (Iata) said.
“In my view, Clark is not the solution. It’s too far away from Manila, which is where people want to go,” Iata chief executive officer Tony Tyler said on Thursday.
Speaking to reporters, Tyler conceded that Naia needed to be relocated to a complex that has more space for expansion to accommodate the growing needs of the country’s aviation sector.
Tyler said Iata would urge the government to consider other locations for the new airport, preferably somewhere closer to Metro Manila. Otherwise, he said, the Philippines would become the only country in the world whose major airport was so far away from its central business districts.
“If you want to cite Narita and Tokyo as an example, you have to know that Narita is closer to Tokyo than Manila is to Clark,” Tyler said.
Iata’s view mirrored recent suggestions by flag carrier Philippine Airlines (PAL) for the construction of a new airport in nearby areas north of Metro Manila.
PAL president Ramon S. Ang earlier said Clark was too far from Manila to be a viable option to replace Naia, a view that was countered by the Department of Transportation and Communications (DOTC) this week.
The DOTC said Clark remained the government’s only “viable and practical” option for the country’s new major hub.
Tyler, meanwhile, said the planned construction of a high-speed rail line that would bring people from Manila to Clark in 45 minutes would be a costly experiment that would most likely fail.
Tyler said the Philippine aviation sector has fallen far behind other countries in the region, many of which have developed their air transport infrastructure to boost travel.
“In the last 15 or so years, we have seen whole new airports open in Hong Kong, Nagoya, Seoul, Kuala Lumpur, Shanghai, Guangzhou and Bangkok,” he said. “These countries place aviation connectivity as a core component of their economic strategy.”
He said the Philippine aviation industry has suffered from “many years of inadequate investment in infrastructure and heavy tax burdens” by past administrations. He said Iata was confident that the new administration would take steps to allow the Philippines to catch up with its neighbors.

The health of former President Gloria Macapagal-Arroyo appears to have worsened since she was discharged from Veterans Memorial Medical Center (VMMC) in July after an eight-month hospital arrest.
The Pampanga representative, who still goes to VMMC three times a week for regular checkups, is badly dehydrated and weak.
“I think her health is worse now,” said Dr. Nona Legaspi, the VMMC director.
The former President has lost weight since leaving VMMC on July 25 after being allowed to post bail for the electoral sabotage case for which she was detained.
House Speaker Feliciano Belmonte Jr. said Arroyo should remain confined in a hospital despite a new arrest order against her.
“I think that’s exactly where she should be kept because she has really become quite frail, according to the reports,” he said.
“I myself would not want her anywhere else except in the Veterans (Memorial Medical Center) where medical assistance is readily available,” added Belmonte, a former political ally of Arroyo.
Belmonte said he “sympathized” with Arroyo. “I sympathize with her but I also believe that the processes of justice and the courts should go on,” he said.
Belmonte commended the way the warrant was served on Arroyo.
“There is no intention to make a spectacle out of it or to embarrass her in any way,” he said.
Legaspi theorized that Arroyo may have developed a phobia against eating because of the choking episodes she has experienced due to her lingering cervical spine problem.
Though Arroyo is on a solid diet “as tolerated,” she seemed to be eating less, the doctor said.
“I think she is also afraid of drinking water for fear of choking,” Legaspi said. Doctors have constantly advised Arroyo to keep herself well hydrated.
According to Legaspi, Arroyo had another choking incident last Wednesday. She was admitted to VMMC the next day. She was at the hospital when police came to arrest her on orders of the Sandiganbayan where she is facing plunder charges for the alleged misuse of P325 million in Philippine Charity Sweepstakes Office (PCSO) funds.
In a medical bulletin issued Friday, VMMC said the patient initially complained of “generalized body weakness, persistent pain over the nuchal and left shoulder with numbness of both hands and frequent episodes of choking.”
According to the doctors who examined Arroyo, the former President was suffering from “dehydration due to poor oral intake.”
This was outside of her medical condition of cervical spondylosis, Legaspi said.
“She is being managed medically with intravenous hydration and pain reliever with continuation of physical therapy as tolerated,” the medical bulletin read.
Asked how long Arroyo would be confined at VMMC, Legaspi said the evaluation of the patient was on a day-to-day basis.
She said the former President was “not yet medically dischargeable.”
“We cannot predict when she will be discharged,” Legaspi said.
Arroyo has an IV drip attached to her, “she cannot go around with that,” she said.
The doctor described Arroyo’s medical condition as “nothing acute that will warrant an emergency procedure.”
Her complaints may be addressed through therapy and will be observed for the next 24 to 36 hours, she said.
Arroyo still uses a neck brace when walking around but can take it off inside the hospital’s presidential suite as “her mobility is limited there,” Legaspi said.
Dr. Martha Nocum, the admitting physician, said Arroyo has undergone an X-ray of the neck. She is also set to undergo blood extraction and an electromyelogram to determine the cause of the numbing of her hands, among other tests.
Asked if Arroyo, who has filed the necessary papers for her reelection bid in Pampanga’s second district, could withstand the rigors of a campaign with her present state of health, Nocum said: “She will need the help of people to campaign for her. Right now, she can’t.”
Arroyo is suffering from cervical spondylosis, a degenerative disease of the bones and cartilage of the neck. She had three surgeries performed by Filipino surgeons at St. Luke’s Medical Center in 2011.
Following a recent hospitalization after Arroyo choked on a piece of melon, Arroyo’s cardiologist said that the titanium brace that had been implanted in Arroyo’s neck had shifted, blocking her air and food pathways, a condition that he said was life-threatening.
The cardiologist said Arroyo’s condition necessitated a fourth operation that could be handled by a team of experts not available in the Philippines.
Legaspi said the hospital has not received any order from the Sandiganbayan.
“We did receive a verbal communication from the police that she (Arroyo) will be staying here for a while,” she said, adding that the hospital’s presidential suite is always kept clean and well-maintained.
The police will be observing the same security arrangements for the hospital arrest of Arroyo, according to Chief Supt. Mario de la Vega, director of the Quezon City police district.
He said a contingent composed of members of the QCPD, the Police Security Protection Group, the Regional Public Safety Battalion of the National Capital Region Police Office and the Special Action Force will be securing the sprawling VMMC compound.
“It will be the same procedure, the same arrangement as before,” De la Vega said yesterday, referring to Arroyo’s eight-month hospital arrest for the electoral sabotage charges.
This arrangement includes “appropriate close-in security” for the former President, he said.
Forty policemen from the QCPD were tasked to guard the VMMC perimeter, while 30 policemen from the RPSB of NCRPO were there on Thursday as backup.
What is new in the security arrangements was the SAF contingent of 30 policemen backing up the QCPD, De la Vega said.
