CANDABA — Fourth district congressional candidate Jerry Pelayo said Wednesday that he would push for countryside development through comprehensive livelihood initiatives in eight municipalities adjacent to the Pampanga River.
“Kailangan nating i-maximize ang potential ng bawat lugar sa pamamagitan ang komprehensibong livelihood programs. Iyong mga produkto natin ay ibebenta natin sa mga lugar na mangangailangan dito,” he told Sun.Star Pampanga in an exclusive interview.
Pelayo, who is also the mayor of Candaba, cited as an example this town, which has enough supply of palay while coastal villages in some towns are in need of it.
“In fact, the people are buying it more than the allowable market price. There are also towns whose main products are sea foods but we don’t have it Candaba,” Pelayo said.
Pelayo said the development can be achieved through the establishment of “bagsakan centers” in the fourth district of the province and with the mobilization of various sectors in the localities.
“Ang gagawin natin ay dadalhin na natin ang bigas sa mga coastal communities at iyong mga produkto naman nila ay ibebenta natin sa ibang mga lugar. Hindi na natin pang kailangang bumili sa labas ng distrito dahil nandito na lahat. Mabibigyan pa natin ng oportunidad ang ating mga kababayan,” he said.
Pelayo pointed out that local economy within the district will be boosted as a result of continuing commercial activities in major “bagsakan centers.”
He said he would work for the provision of additional capital in coordination with other concerned government agencies for them to get over the cycle of business activities, which may eventually lead to sustainable progress and development.

CITY OF SAN FERNANDO — The City Government of San Fernando, through a statement released by its City Information Office (CIO), said the “latest budget utilization reports and pertinent financial matters of the city are released to the public through various forms of media.”
The statement added that the practice has been consistently followed since 2005.
“The reporting of audited reports in print media and the Web has been a part of the initiatives of Mayor Oscar Rodriguez to institute transparency and accountability mechanisms,” the statement said.
“Fernandinos can easily view financial statements in conspicuous bulletin boards. Aside from that, we publish reports audited by the Commission on Audit (COA) though our newsletter,” said City Accountant Maria Gisel Rivera.
The statement came in the light of the recent call of Councilor Jaime Lazatin for him to be furnished with the recent financial reports of the City Council.
The CIO statement added that bulletin boards where financial reports are posted are at the following locations: Heroes Hall, City Hall, Old Public Market, DepEd Division of City Schools in Sindalan, and the General Services Office at the New Public Market.
In addition to printed materials, the City regularly updates its reports uploaded on the city website, www.cityofsanfernando.gov.ph and also posted at COA’s website, www.coa.gov.ph.
The City Accountant emphasized further that “anyone who wants to obtain finance-related matters can immediately access the site,” citing as an example the request of the City Council members who recently requested a copy of the City’s financial statements.
Avelina Lagman, secretary to the City Council, confirmed the City Government’s commitment to transparency through the submission of regular reports by concerned City Hall departments to the council, including the necessary financial reports.
The latest financial reports received by their office last February 15 was subsequently forwarded to SP members, including Councilor Jaime Lazatin who earlier requested for a copy, according to the statement from the CIO.
On account of its notable actions and performance, the San Fernando City Council was recently conferred by the Department of Interior and Local Government with the City the Gawad Pamana ng Lahi and Seal of Good Housekeeping for its 100 percent compliance with transparency measures and the anti-red tape act.
Among the municipalities and cities in the province of Pampanga, the City of San Fernando scored the highest (with 98.26 Final Score) and was given an “Excellent” grade with no deficiencies in terms of compliance with DILG’s memoranda on Full Disclosure Policy and Seal of Good Governance.

ANGELES CITY — Local radio anchorman Medardo David said the Office of President Benigno Aquino III has asked Mayor Edgardo Pamintuan for an explanation regarding the report of the City Project Monitoring Committee (CPMC) on the City Government’s alleged anomalous projects.
The letter from the Malacañang Legal Affairs Office, dated February 7, 2013, asked Pamintuan to provide necessary comments regarding the allegations.
The Palace sent the letter in response to David’s complaint against Pamintuan regarding the findings of the CPMC in its report dated July 31, 2012, which stated that certain infrastructure projects of the City Government are “overpriced, poorly planned and poorly constructed.”
The CPMC report said there is perceived overpricing in some projects of the City Government, such as the construction of the legislative building worth P12.80 million.
The CPMC report also observed that the utilization of the funds for the Pampang public market was poorly planned.
The funds should have been used for “more important repairs like leaking roof, clogged drainage and electrical wiring system,” the CPMC said.
The committee also cited poorly repaired eight public comfort rooms at Pampang public market where the City Government reportedly spent P600,000.
The CPMC includes various non-governmental organizations and was created by virtue of Executive Order 17A in order to serve as a checking mechanism regarding the projects implemented by the City Government.

ANGELES CITY — Friends and relatives of engineering student Danielle Louise “Danny” Huet Conde of Holy Angel University (HAU) call for justice.
Conde was stabbed dead by a suspected thief last Saturday inside her apartment in Barangay Santo Cristo here.
Masses are being held and prayers are offered for the victim’s soul and the speedy arrest of the suspect, whose cartographic sketch was released to the media and social network sites.
There were unconfirmed reports that the city police is now holding and interrogating a suspect. But Senior Superintendent Jose Hidalgo, Angeles City police director, denied the report, saying they are still tracking down the suspect.
Hidalgo said he cannot reveal any information to the media and the public, because it might affect their ongoing operation to arrest the culprit and solve the case.
Conde, a Taekwondo varsity player of HAU, of Camp O’Donell in Capas, Tarlac, died after sustaining a stab wound on the chest.
Clark International Corporation Vice President for Operations Reynaldo Catacutan, a former mayor of Capas town, said they are offering P100,000 for any information that will lead to the arrest of the suspect.
Mayor Edgardo Pamintuan earlier directed Hidalgo to wage a manhunt operation against the suspect.
The mayor also asked the City Council to pass an ordinance requiring owners of apartments, boarding house and similar establishments to install closed-circuit television (CCTV) to protect their boarders and tenants.
Last Tuesday, teachers and students attended the Eucharistic Mass offered for Conde at the HAU’s chapel of the Holy Guardian Angel where most of her classmates called for the speedy resolution of the case and for government officials in Angeles City to set up measures to keep boarding houses here safe.
The HAU-Student Council also urged students to wear white during the school’s Wash Day Wednesday to show their sympathy to Conde’s family and their call for the quick arrest of the suspect.
Conde’s Interment will be in March 9, Saturday at 8:30 a.m. at the Sunset Memorial Park, Aranguren, Capas Tarlac.

CANDABA – Former Governor Eddie Panlilio recently admitted that he has no evidence to support his earlier statement that vice gubernatorial candidate Dennis Pineda owns the Bonifacio Global City (BGC) batching plant.
However, Panlilio defended his statement, saying that there is clear perception as to the connection of Delta to BGC, because most trucks being used by the said company display the name of the latter.
The statement was made by Panlilio during the campaign sortie of Team PNoy in this town last Friday.
It can be recalled that the former priest-turned-politician, in a previous television interview, linked the family of Pineda to the BGC batching plant.
He also insinuated that a big bulk of the construction projects in the Provincial Government is being manipulated and awarded to the said batching plant.
With this, Delta earlier challenged Panlilio to show proof to support his allegations against him.
He even promised to withdraw his candidacy for vice governor should Panlilio is able to produce documents showing that he is indeed the owner of BGC batching plant.
On the contrary, Delta asked Among Ed to back out from the gubernatorial race if he cannot prove his allegation.
