Hundreds of locators, residents, students and workers in the Freeport joined officials and employees of the Subic Bay Metropolitan Authority (SBMA) in cleaning up their respective office premises in commemoration of Earth Day.
This year’s Earth Day theme is “Earth day everyday, everywhere.” In a memorandum issued by SBMA Ecology Center Manager Amethya Koval, all SBMA departments and offices have been called on to conduct a general cleanup within and around their respective premises on April 20, 2012.
“Together we will mobilize our people on this important day for a very important undertaking”, Koval added, as she enjoined SBMA officials and employees “to make this a very memorable event by encouraging everyone in our department/office to participate and document all activities with photos and videos.”
According to Koval, concerned locators, residents and employees have taken part in the Earth Day initiative “to clean and save our planet for future generations”.
Earth Day is an annual worldwide event, which is held every April 22 and supported by more than a billion people to voice their appreciation of planet Earth, as well as their concern for its continuing protection.

CLARK FREEPORT – Pampanga 1st District Rep. Carmelo “Tarzan” Lazatin has urged the Department of Transportation and Communications (DOTC) to fast-track the construction of the railway connecting Clark to Metro Manila as more airlines began serving local and international flights at the Clark International Airport (CIA).

Lazatin said Transportation and Communications Sec. Mar Roxas should exhaust all means to ensure the completion of the stalled Northrail project.

“A fast train should also be considered to ferry CIA passengers to and from Metro Manila,” said Lazatin.

In his earlier speech at the CIA, Roxas said Aquino has remained supportive of developments at Clark and its airport but admitted that the Northrail project “is back at the drawing board.”

The Northrail will connect Metro Manila to Clark, starting from Caloocan City.

Lazatin said “transportation via land, sea and air is important” in pushing for major developments.

“We don’t need to stress that the creation of Northrail will boost tremendous economic activities, especially in my district,” said Lazatin, whose jurisdiction includes Mabalacat, Angeles City and Magalang. Clark’s developed area of over 4,600 hectares is concentrated in Mabalacat and Angeles.

Lazatin said new airlines operating at Clark, including Philippines AirAsia and Hong-Kong-based Dragonair and AirPhil Express, “are very much welcome in Pampanga.”

He added that these airlines will help intensify major developments in Mabalacat under Mayor Marino “Boking” Morales.

The said town is set to be a city pending a plebiscite on July 21.

“I also asked residents to give their suggestions on how to better prepare Clark and its surrounding communities as more planes and their passengers are expected to land and stay in Pampanga,” said Lazatin.

CITY OF SAN FERNANDO – Seven towns and two cities in Nueva Ecija, including the Central Luzon State University (CLSU) will experience a nine-hour blackout on July 12.

This bulletin was issued yesterday by the National Grid Corporation of the Philippines (NGCP) which said the power outage would last from 8 a.m. to 5 p.m.

NGCP communication and public affairs officer Lilibeth Gaydowen identified the affected cities of San Jose and Munoz where the CLSU is located, and the municipalities of Quezon, Licab, Guimba, Talugtog, Lupao, Pantabangan and Caranglan.

“This interruption is to facilitate substation and maintenance works as part of Luzon Substation Expansion Project I in preparation for the energization of new 300-megavolt ampere (MVA) transformer No. 1 at Cabanatuan Substation,” she added.

She said electricity would be restored at 5 p.m. when maintenance work is expected to be finished. “NGCP’s customers and the general public are advised to take the necessary preparations and precautions for this scheduled interruption,” she added.

CITY OF SAN FERNANDO —Forty houses and other illegal structures have recently been demolished along the Pampanga River in Macabebe town, but 698 more structures, including a house costing P5 million, still remain up for demolition.

Department of Public Works and Highways (DPWH) regional director Antonio Molano Jr. said the demolition operation of his agency is part of compliance with the order of the Supreme Court way back in 2008 for “all concerned executive departments and agencies to immediately act and discharge their respective official duties and obligations” in the cleaning up of Manila Bay.

The task included measures to prevent pollution in all river channels that flow into the bay.

Molano said that while 40 houses and illegal structures have already been removed along the Pampanga River in the area of Macabebe, 698 more houses and other illegal structures have yet to be dismantled.

“All connected rivers and waterways that eventually exit to Manila Bay should be cleared from any obstructions,” he stressed.

Virginia Lacap, chair of Barangay Balibago in Macabebe, appealed to the government to find adequate relocation areas for families to be affected by the demolition.

Lacap, a relative of a former mayor, admitted owning a house costing P5 million along the bank of the Pampanga River but said she would not mind giving it up for demolition.

But she appealed in behalf of some 500 other families whose homes are slated for demolition by the DPWH.

“My house is worth P5 million. It’s okay to demolish it if it is the law. But I pity my constituents who do not have the means to relocate,” Lacap lamented.

But Molano said his agency could not help the affected families anymore as they had been told not to build structures on the river bank from the very beginning and had been served three notices to vacate their areas.

“We cannot exempt anybody,” he stressed.

In December 2008, the Supreme Court ordered all concerned government agencies to coordinate in the clean-up, restoration, and preservation of Manila Bay.

In a unanimous 36-page decision penned by Justice Presbitero Velasco, Jr., the Court ordered petitioner government agencies to coordinate the cleanup, restoration, and preservation of the water quality of the Manila Bay which it described as “a place with a proud historic past, once brimming with marine life and, for so many decades in the past, a spot for different contact recreation activities, but now a dirty and slowly dying expanse mainly because of the abject official indifference of people and institutions.”

The petitioners included the Metropolitan Manila Development Authority), Department of Environment and Natural Resources, Department of Education, Department of Health, Department of Agriculture, Department of Public Works and Highways, Department of Budget and Management, Philippine Coast Guard, the Philippine National Police Maritime Group, and the Department of the Interior and Local Government.

“There is a need to set timetables for the performance and completion of the tasks, some of them as defined for them by law and the nature of their respective offices and mandates,” the Court said.
