SUBIC BAY FREEPORT – The first-ever Columbia Recyclable Regatta, a boat race utilizing vessels made of recyclable materials, was held here last Sunday under the sponsorship of The Lighthouse Marina Resort.
Thirteen-year-old Ojay Fuentes and fourteen-year-old Jairus Molina from Philippine Canoe and Kayak Federation (PCKF) won the race in the Men’s Division, while Leizel Gilbero and Jaja Arcega from the UP Mountaineers Club won in the Mixed Division.
Eleven teams of two raced across a 200-meter course under the scorching sun, using boats built from scratch with materials that they could find around the hotel.
Race rules required that the boats be made of at least eighty per cent recycled material. The winners received P15,000 and gift certificates from Columbia Sportswear.
Organizers said this unique boat race aims to promote concern for the environment, a better understanding of recycling, and developing a love for the outdoors.
The event was also designed to teach participants resourcefulness during sea tragedies, since the race demonstrated how trash materials could be used as simple flotation devices.
Organizers likewise tapped different schools, organizations, and companies to take part in this event to help create better awareness of the benefits of recycling in their respective areas. The “Recyclable Regatta” also marked the start of Columbia’s “Recycling Talks” program that will be implemented for target schools and organizations.
The Subic race is the first leg of the regatta. The second leg will be held on May 19 in Cebu City.

The city government of Olongapo has spearheaded the planting of around 7,500 mangrove propagules in connection with its local greening program, with the support of the Community of Environment and Natural Resources Office (CENRO) of the Department of Environment and Natural Resources and the Bureau of Fisheries and Aquatic Resources (BFAR) Region III office.
Promoting sustainable development is a top priority of Olongapo Mayor James “Bong” Gordon Jr. in his administration’s development plan called HELPS.

In a report to Mayor Gordon, City Supervising Agriculturist Jhobal Sebarrotin said that of the 10,000 mangrove propagules given by BFAR for the project, some 7,500 were planted last month at the Banicain river, West Bajac-Bajac and along Matain Bridge and the Kalaklan river.
Sebarrotin said the remaining 2,500 mangrove propagules will be planted soon, stressing that planting mangroves is beneficial for the coastal resource management project of the city.
According to CENRO Atty. Marife Castillo, mangroves are highly productive ecosystems which do not only provide a range of valuable forest products, but can also maintain estuarine water quality and play a crucial role in the life cycle of many commercially important species of fish and prawns.
Aside from preventing coastal erosion, mangrove trees also act as sinks which contain pollutants such as sewage and toxic minerals in the waters.
Meanwhile, Mayor Gordon acknowledged the valuable assistance of the following participating agencies in the mangrove tree planting program: PNP Maritime Command, Philippine National Police, Army Reserve Command (ARESCOM), City Fisheries Aquatic Resources Management Council (CFARMC) , Scene of the Crime Operatives (SOCO) , Environmental Sanitation and Management Office (ESMO) Parks and Plazas Management Office (PPMO) , Barangays Kalaklan, West Bajac-Bajac andNew Banicain and SM Olongapo.

Rosete also cited the personal contributions of Garcia, saying that the SBMA official has introduced innovative concepts to strengthen the institutional policies of the agency for the benefit of service-clientele, including workers and students. Garcia, who was invited as keynote speaker in the event, welcomed PACUIT delegates to Subic and acknowledged the role of his predecessors in turning this former military base into a successful free port and special economic zone. “The Subic Freeport is a true manifestation of Filipino industriousness,” Garcia said.
He noted that after only 20 years since its creation, Subic is now one of the most successful free ports in the Asian region with US$8 billion worth of accumulated investment, and a record of more than 92,000 jobs generated.
Garcia said that Subic’s success could be attributed to the professionalism and dedication of workers to their respective jobs, which prospective investors appreciate. “That is why my heart is very close to industrial technology,” Garcia said. “Our success is a manifestation of the strong quality-control program being implemented here in the Subic Freeport with the help and cooperation of the workers.” He added that the SBMA would continue supporting industrial technology by accepting students as trainees in various offices of the agency under its on-the-job training program.
The program is in support of President Aquino’s vision of achieving progress through “Daang Matuwid,” Garcia also told members of PACUIT. PACUIT is an association of educators in industrial technology, which aims to better equip its members in steering industrial technology programs toward technological advancements and make them more attuned with national efforts in industrial development.
With the theme “Strengthening Response to the Emerging Industrial Technology Challenges,” the Subic conference was designed to solicit and discuss issues and concerns affecting PACUIT members, including the challenge for attendees to make local industrial technology education match with emerging trends in modern technology.

Olongapo City –Another batch of OFW returnees each received P10,000 livelihood assistance from the National Reintegration Center for OFW (NRCO).

The turnover of the livelihood assistance was witnessed by Olongapo Mayor James “Bong” Gordon, Jr. and city government employees at the city government’s flag raising ceremony last May 7, 2012. “Gamitin ninyo ang natanggap ninyong livelihood assistance upang mapaganda ang kinabukasan ng inyong pamilya, “ Mayor Gordon told the beneficiaries, as he advised them to take advantage of the city’s free livelihood training programs.
