MANILA — Cebu Pacific and Air Philippines cancelled Sunday some of their flights bound for Cagayan province due to bad weather condition, radio reports said.
Cancelled were the Cebu Pacific flights 5J 508, 5J 509, 5J 504 and 5J 505, said Bombo Radyo.
The Air Philippines, on the other hand, cancelled two of its flights, namely: 2P 014 and 2P 015. These were scheduled to fly to and from Tuguegarao.
Weather forecasters said Sunday that the bad weather condition was due to northeast mosoon or “amihan,” which will bring light rains over extreme Northern Luzon.
The Philippine Atmospheric, Geophysical and Astronomical Services Administration said in its weather bulletin, however, that there is no weather disturbance near the Philippine territory that may affect the country. (Sunnex)

A delegation from 66 of the biggest manufacturing companies in Taiwan recently toured the Subic Bay Freeport in a trade and investment mission.
Led by Terry Lee, director general of Taiwan’s Ministry of Economic Affairs, they were welcomed by officials of the Subic Bay Metropolitan Authority (SBMA) and the Subic Bay Development and Management Center (SBDMC), which operates the Taiwanese-controlled Subic Gateway Park in the Freeport’s central industrial district.
The delegates were briefed on business opportunities in the Freeport by no less than SBMA Chairman and Administrator Roberto Garcia, who said that the mission was very timely, “as it is now the perfect time to visit the Philippines for investments.”
“As you know, in the first quarter of this year the Philippines has achieved the highest GDP growth rate of 6.4 percent, second only to China. This kind of growth was previously unheard of in this country,” he said, pointing out that the Subic Bay Freeport is specially attracting more foreign investors, as the Philippines continues to grow as one of the rising economies in Asia.
“I think the Philippines is now on the radar screen of the foreign investors,” he added, “we have many investors visiting us here in Subic—from China, Taiwan, Korea, Japan and the United States. There is so much interest in investing in the Philippines now.”
The SBMA chairman also expressed optimism that the economic and social ties between the Philippines and Taiwan will continue to prosper further. “We have a very long historical relationship with Taiwan. This park was established in 1998, so we have a long history of good and close economic ties with the Taiwanese and we would like to continue that,” he concluded.

Zambales – The Dept. of Interior & Local Govt. (DILG) has given the province of Zambales excellent grades in all five (5) standards of State of Local Performance.
“Binabanggit ko ito sa bungad ng aking ulat sa bayan upang mailarawan ang kabuuan at kalawakan ng epekto ng ating sama-samang pagsisikap,” Gov. Hermogenes “Jun” Ebdane, Jr. said in his Ulat sa Bayan recently.
Zambales got excellent ratings in Economic Governance, specially in Business and Industry Promotion and support to Fisheries and Entrepreneurship. In Social Governance, the high mark was in recognition of the provincial government’s action on Peace, Security and Disaster Management as well as having sufficient infrastructure and plans to protect the youth and the community and decrease in crime incidents.
Transparency by having good dealings with the populace on top of timely and relevant information dissemination for everyone earned Zambales excellent rating in the field of Valuing Fundamentals of Governance.
Zambales also made good in Financial Accountability and in Environmental Governance and obtained flying colors with superb Freshwater and Forest Ecosystems Management. Speaking in Filipino, Ebdane reported to some 5,000 Zambaleños, composed of govt. officials & employees, students and ordinary folks from all over the province, gathered at the People’s Park fronting the provincial capitol, that Zambales has made unparallelled inroads in the past two (2) years.
“Ang pagsulong ng ating lalawigan ay patuloy sa pag-arangkada,” he said, “At ang magagandang pangyayari ay dahil na rin sa matibay na hangad ng mga Zambaleño na mabago ang takbo ng buhay dito sa atin.”
Among the accomplishments of his two-year-old term, Ebdane made mention of the renovation and modernization of the Zambales Sports Center, venue of the most recent Central Luzon Regional Athletics Association (CLRAA) meet.
He also cited the procurement of a new CT scan, Ultrasound, X-Ray & anesthesia machines and mobile hospitals that have made it easier for Zambaleños to avail of necessary medical services without going to Metro-Manila or elsewhere outside of the province.
The province also obtained donations of six (6) new ambulances and three (3) incubators. Despite the decrease in the number of quarrying permits issued, less than 100 compared to 300 by the previous administration, the provincial govt. recorded a 226% increase in the collection of quarrying fees.
The previous monthly collection of P20,000 from small-scale mining operations has soared to P3.5 million a month with proper regulation. Taking a swipe at detractors of his policy in mining, he said “Sa bawat pagkakataon na binatikos at kinasuhan ang mga desisyon na isinagawa para sa ikabubuti ng pagmimina sa Zambales, pumanig ang batas, ang korte at taumbayan sa ating desisyon.”
Ebdane reported that the province collected P60.66 million in real property taxes from Jan. to June this year, almost double the collection of the same period in 2010.
Ebdane also bared that part of the effort to speed up progess, the provincial govt. obtained a P600 million loan from Land Bank, from which P100 million has been used to purchase new heavy equipment and the P500 million earmarked for more community infrastructure projects that would boost livelihood generation, tourism development, employment, education, health & sanitation and enviromental protection, among others.
For the timely and effective actions in strenghtening the roads, bridges and dikes in the province, Ebdane used the occasion to commend the Provincial Engineering Office and the two districts of the Dept. of Public Works & Highways (DPWH) in Zambales.
He also cited the safe evacuation and care of some 7,266 individuals, part of the over 141,000 Zambaleños affected by the recent westerly wind monsoon or habagat that also caused massive floods in many parts of Central Luzon and Metro-Manila. “Kahit matindi at walang katulad ang ating naranasang ulan at baha, dahil sa ating pagkakaisa ay naagapan natin ang situwasyon…,” Ebdane said.
“Nagkakaisa, nagtutulungan, nagbubunga ang samahan,” Ebdane told the cheering crowd, “Yan ang Zambales na ating pinagsisikapan. Pagpapatunay lamang na ang direksiyong ating tinahak ay may patutunguhan.” -30-

In a speech delivered by Maritime Industry Authority deputy administrator Nicasio Conti on behalf of the chief executive during the recent Subic Bay Maritime Conference and Exhibit here, President Aquino said that the country’s efforts in regaining the national dignity and the confidence of the world send a clear message that the Philippines is ready.
“From weeding out corruption and government in society, to prudently spending our budget, to streamlining our business processes at the national and local levels, we are continuing to regain our national dignity and the confidence of the world in our capabilities,” he said. “The Philippines is open for business and the Filipino people mean business.”
Mr. Aquino also noted the recent upgrades given by international rating agencies to the country and said that these recognition by international observers gave the Philippines new opportunities for development. “From Luzon to Mindanao, the gears of development are turning, providing opportunities and possibilities that we could only imagine in the past,” he said. At the same time, President Aquino also noted the rise of Subic as a major logistics hub.
“Here in Subic, we are seeing the emergence of a world-class logistics and investments hub in Southeast Asia. With the Philippines as the fourth largest shipbuilding nation worldwide, boasting the construction of 117 ships in 2011, we are becoming an excellent alternative location for shipbuilding and ship repair,” Mr. Aquino said. He further noted that the development that the country is enjoying is a product of Filipino ingenuity and action.
Mr. Aquino then pointed out the importance of good governance in national development and how it brings out the best in the Filipino people: “Good and conscientious governance yields positive results, igniting a virtuous cycle of continuous prosperity founded on trust and competence, and at the core of our reform agenda — the empowerment of the common Filipino: to aspire, to work harder, to be more productive, for the greater good of our people. “ “We are witnessing the growth for our nation, reaching its fullest potential,” he added.
With this, Mr. Aquino asked everyone to unite to ensure that the country remain on course towards progress. “By working hand in hand to ensure that democracy, standards and cooperation prevail because every venture won, every investment obtained, every job created in our land is not only the victory of an enterprise but the success of one Filipino movement, of a nation treading the straight and righteous path, towards a more equitable, a more modern, more peaceful Philippines,” he stated.
The first Subic Bay Maritime Conference and Exhibit was successfully held here last week, with more than 500 shippers and shipping line operators attending the two-day event at the Subic Bay Exhibition and Convention Center. Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia said that representatives from various shipping and logistics companies from as far as South Africa, Australia, Singapore, Malaysia and Japan, aside from the Philippines, attended the forum which focused on the advantages of Subic as a logistics and investment hub.
