Pineda’s connection to Bonifacio Global City mere perception – Panlilio

CANDABA – Former Governor Eddie Panlilio recently admitted that he has no evidence to support his earlier statement that vice gubernatorial candidate Dennis Pineda owns the Bonifacio Global City (BGC) batching plant.
However, Panlilio defended his statement, saying that there is clear perception as to the connection of Delta to BGC, because most trucks being used by the said company display the name of the latter.
The statement was made by Panlilio during the campaign sortie of Team PNoy in this town last Friday.
It can be recalled that the former priest-turned-politician, in a previous television interview, linked the family of Pineda to the BGC batching plant.
He also insinuated that a big bulk of the construction projects in the Provincial Government is being manipulated and awarded to the said batching plant.
With this, Delta earlier challenged Panlilio to show proof to support his allegations against him.
He even promised to withdraw his candidacy for vice governor should Panlilio is able to produce documents showing that he is indeed the owner of BGC batching plant.
On the contrary, Delta asked Among Ed to back out from the gubernatorial race if he cannot prove his allegation.

Kambilan will support, not coalesce with national parties

CITY OF SAN FERNANDO – Stalwarts of the local party Kambilan Ning Memalen Kapampangan (Kambilan) said the group will support in individual capacities the bids of senators from national camps.
The group, however, said that Kambilan will not coalesce or form alliances with national parties like the United Nationalists Alliance and the Liberal Party.
Board Member wannabe Engineer Rosve Henson, who spoke in behalf of Kambilan members, said it will be up to local party mates which party or senatoriables they would support in the coming May 13 polls.
“It will be up to Kambilan members’ individual choices or whom they will support, whether the whole national party and slate, or candidates for senator. Kambilan as a whole is not inclined to coalesce or form alliances with these parties. We will remain local as we are,” he said.
On the issue of Kambilan members running for the same post in the same district, Henson said there is “no-infighting” between candidates.
“We are united and love each despite the fact that some of us are bidding for similar posts in the same district or area,” said Henson. (Jovi T. De Leon)

Family, netizens call for justice for slain student

ANGELES CITY — Some users of social networking site Facebook joined the family, classmates and friends of Dannielle Huet Conde in calling on authorities to apprehend the lone suspect and resolve her killing immediately.
Conde, an Engineering student of the Holy Angel University (HAU), was stabbed to death inside her apartment in Barangay Santo Cristo in this city on Saturday.
The Facebook page “Justice For Dannielle Huet “Danni” Conde,” which has more than 10,000 Likes as of this posting Tuesday, was set up by the victim’s classmates to gather online support for the fast resolution of the case.
“I do hope for a faster investigation about [the killing of] this very young lady,” Park Young Yohan posted on the page.
“We are asking the witnesses to cooperate with us, and please don’t be afraid for your security. Danni need us and [we need] to prevent this kind of crime leading to more inhumane, injustices in the future…,” another post on the page stated.
Robert Tantingco, HAU vice president for External Affairs, said the school administration is also monitoring the investigation of the case.
“We pray that the assailant is brought to justice at the soonest possible time,” the school administration said.
Conde’s friends also posted messages and photos of the victim when she was joining beauty tilts, among other tributes, to sympathize to the victim’s family.
Conde was crowned Miss Engineering and Architecture and hailed as Miss Persona 2012. She was also an active varsity player for the Taekwondo team of HAU.
Classmates and friends of Conde who attended a Eucharistic mass at HAU urged the authorities in Angeles City to institute safety measures to prevent such incidents from happening, especially in boarding houses in the city.
Mayor Edgardo Pamintuan has urged the City Council to pass a resolution requesting owners of apartments and boarding houses to install closed circuit television (CCTV) cameras.
Pamintuan also directed Senior Superintendent Jun Hidalgo to intensify police visibility, particularly in tourist belts to ensure the safety of students.
The police produced a computerized facial illustration of the suspect that was also shown to the city mayor on Tuesday.
Police said the suspect planned to rob Conde, who put up a fight as evidenced by signs of struggle.
After stabbing the victim, witnesses said the suspect boarded a red mountain bike with yellow orange rim and sped off toward Espeleta St. in Barangay Lourdes Sur East, straight to the old PNR railway.
The stolen items placed inside a bag, believed to be left by the suspect while he was fleeing, were recovered inside the victim’s room.
Conde was immediately taken to the Angeles University Foundation Medical Center by neighbors who heard her cry for help. She reportedly died two hours later.
In 2009, Keith Valerio Ballesteros, 16, a former nursing student of Angeles University Foundation, was also stabbed to death in her boarding house in Barangay Salapungan also in this city. The suspects are still at large. (Reynaldo G. Navales and Ian Ocampo Flora of Sun.Star Pampanga/Sunnex)

Butil hits Neda, DBM for rice importation lobbying

CITY OF SAN FERNANDO — Butil Farmers Party Representative Agapito Guanlao criticized Tuesday the National Economic Development Authority (Neda) and the Department of Budget and Management (DBM) for alleged lobbying for the abolition of the National Food Authority (NFA) and for the lifting of restrictions on rice imports.
Department of Agriculture (DA) Assistant Secretary Dante Delima hit the two agencies along with unnamed cabinet leaders for lobbying for the lifting of restrictions on rice imports, which he said, may undermine the Philippines’ rice sufficiency program.
Guanlao said the DBM and Neda should provide for employment to about three million rice farmers if it wants to import the rice requirement of Filipinos.
“If Neda and DBM have better options of attaining food security and rice self-sufficiency, they should consult the rice farmers first who certainly are against flooding the market with cheap imported rice,” Guanlao said.
Butil added that as a policy makers and financial managers, these DBM and Neda officials may be better-off proposing measures at curbing if not putting an end to rice smuggling that has been hurting the farmers including rice millers, who’s stocks in their warehouses are not moving because the market is flooded with cheap smuggled rice, according to Guanlao.
Allowing for more imports does not cure the rice trading system of smuggling, according to Guanlao stressing that this further aggravates the conditions of small rice farmers whose produce could not be sold or which they are forced to sell at a losing price.
“I admonish the Neda and DBM officials that this lobbying could only lead the country’s rice sufficiency program to nowhere. They instead should sit with the farmers and the other stakeholders of the local rice production industry and find more ways acceptable to all. If they think that allowing for unhampered rice imports just to do away with subsidies is better, they should think again. Hungry farmers make angry warriors,” Guanlao added.

Risk reduction council urges leaders to undergo rescue training

CITY OF SAN FERNANDO — An official from the Provincial Disaster Risk Reduction and Management Council (PDRRMC) urged Monday the barangay officials to undergo water search and rescue (Wasar) training.
Engr. Lulu Alingcastre, PDRRMC chief, said the Provincial Government is sponsoring training on rescue operations as part of the continuing program on disaster preparation.
Wasar training is being conducted by police personnel and other allied organizations specializing on life-saving activities during extreme cases of natural calamities.
She said the province of Pampanga is now ready for any untoward incidents that may happen during rainy season.
Alingcastre noted that disaster preparation is a year-round activity to ensure safety of the Kapampangans, including their properties, particularly those living in the coastal municipalities.
It can be noted that towns located along the stretch of Pampanga River were heavily devastated during the onslaught of heavy typhoons last year which caused massive flooding affecting even the City of San Fernando and neighboring communities.
This resulted in the displacement of thousands of families who then temporarily establish their shelters along Arayat-Apalit Setback Levee. (Herbert P. Mapiles)

Angeles City celebrates women’s month

ANGELES CITY — Women, clad in purple, flocked the City Hall during its regular Monday flag raising rites in observance of the 2013 Women’s Month, with the theme “Kababaihan: Gabay sa Pagtahak ng Matuwid na Daan.”
Mayor Edgardo Pamintuan said the celebration is a nod to all women in playing a major role in nation building, particularly in the field of education and socioeconomic growth here in Angeles City.
“We were the first city in the country to institutionalize programs in relation to Gender and Development (GAD). Even now, GAD programs constitute an important part of my overall program of governance,” the mayor said.
Pamintuan vowed to strengthen the City Government’s thrust of upholding and protecting women’s rights as he promised to continue supporting women empowerment programs in the city.
Vice Mayor Vicky Vega-Cabigting lauded the administration and the GAD office for its steadfast annual observance of both the International Women’s Day and Women’s Month.
“This is an effort of the city administration to allow Angeles to become one of the most gender sensitive cities in the country. With it, we are also given the opportunity to build up our women’s sector in terms of their leadership and participation in the government’s decision making procedures,” Cabigting said.
Councilor Maricel Morales, committee chairperson on Women and Children’s Affairs, addressed the role of women in society, saying that strengthening them would pave the way for progress and development in the city.
“The family – the basic unit of society – will not be able to function well if its female members, especially the mothers – are not supported adequately by the community or society that surrounds them. Thus, there is a need for us to celebrate their efforts by providing them with several projects and activities that would cater to their needs – especially during our Women’s Month,” Morales said.
Purita David, City GAD officer, said several events and activities will be held in the month of March.
She noted that activities this month will be undertaken by the city departments/offices, national government agencies within the city, people’s and nongovernmental organizations (NGOs) to showcase the promotion of women empowerment and gender equality.
Activities also include free osteoporosis screening in March 7 at the City Hall Taxpayer’s Lounge, a Women’s Assembly with an expected 1,000 participants in March 8 at Marquee Mall Event Center, a Breast Cancer Awareness Seminar in March 13 at the Angeles City Library and Information Center and free tubal ligation surgical procedures in March 16 at the Barangay Santo Cristo Rural Health Center.
On March 18, the city will hold a Hilot and Massage Wellness Demonstration, free pap smear at the Balibago Health Center in March 19, Gender Sensitivity Training and Women’s Beauty Day Treat in March 20 and 22 and a seminar on the prevention of mother to child transmission of HIV in March 25 – all to be conducted at the City Council.

Pineda sets programs for gay sector

LUBAO — Former Lubao mayor Dennis Pineda announced Tuesday the start of comprehensive development and assistance programs for the gay sector here, through coordination with Rosas, a gay organization that originated in Sta. Rita town.
Pineda made the announcement during the launching of the Rosas chapters at the Lubao Gym led by Governor Lilia Pineda, Board Members Fritzie David-Dizon, Salvador Dimson Jr. and Guagua councilor Anthony Torres.
“We are set to provide development programs and we would also like to engage your members to participate and even lead provincial government activities in your respective communities,” Pineda said, adding that Rosas can take the lead in social civic programs.
“There are so many talented people among your ranks and most of you have skills to share that can benefit your communities,” Pineda said.
Some 200 Rosas members came to the event, representing second district towns of Pampanga.
Rosas now has active chapters in Guagua, Lubao, Sasmuan along with the Gay Association of Lubao (Gals).
The group is an active organization of gay people from all sectors of the community that have organized themselves for mutual assistance, development programs, and empowerment of the gay sector. Rosas has been actively establishing chapters in other towns in various districts of the province.
Governor Lilia Pineda said they are also planning to provide funding for enterprise development for gay entrepreneurs.
She said they are supporting Rosas members who would like to set up new businesses.
“We also see the need to provide these people, who are mostly micro-entrepreneurs and self employed to have their own health coverage through PhilHealth,” said Pineda, adding that the Provincial Social Welfare and Development Office is now processing the PhilHealth cards of the Rosas members.

Capitol holds health summit

CITY OF SAN FERNANDO — The Provincial Government recently spearheaded a province-wide health summit held at the Clark Freeport.
Dr. Marcelo Jaochico, provincial health officer, said the summit was designed to equip health workers with updates and breakthroughs, concerning common diseases being encountered by the Kapampangans.
He said this initiative was meant to recognize their contribution in providing quality health services to the people.
The activity was facilitated by the Provincial Health Office in coordination with the attach agencies in the National Government.
Governor Lilia Pineda, in her speech, attributed the success in the implementation of the health program in Pampanga to the rural health workers.
“Salamat po sa inyong support. Kung wala po ang tulong ninyo ay hindi magiging successful ang ating mga programa sa kalusugan,” she told the community health workers.
Dr. Leonita Gorgolon, Center for Health and Development director, lauded the Provincial Government for holding a health summit, which according to her is necessary to provide a unified approach in dealing with the health problems of the people.
“Nung bagong lipat po ako dito sa region, ang unang event na aking dinaluhan dito sa Pampanga ay iyong first health summit. Masaya po ako dahil mismong ang provincial government na ang nag-iisip ng paraan kung paanong resolbahin ang mga problema sa kalusugan. Hindi na kailangan pa silang pukpukin, sila na mismo ang nagkukusa dito,” Gorgolon stated.

Mayor: Congressional race abnormal

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez branded on Monday as “abnormal” the congressional race and situation in the third district of Pampanga.
Rodriguez, during talks with some media practitioners at his office at Heroes Hall, noted movements and positive developments in an independent survey where he has gained the upper hand.
Rodriguez is bidding to make a comeback at the House of Representatives against incumbent Congressman Aurelio Gonzales Jr.
“The political situation in the third district is abnormal. That is because even those who are not from the Liberal Party are supporting my bid back to Congress,” Rodriguez said.
He described the supporters coming from various political affiliations as “friends” and not “foes” who share with him the common advocacy of good governance and serving the greater part of the towns of Bacolor, Mexico, Sta. Ana and Arayat, just what was done for the City of San Fernando in the last eight years and three months.
“Hindi naman opposition ito but actually galing sa ibang partido who have professed their support for us. And that could be noted in our latest survey,” he added.
The survey, which he shared with mediamen, was conducted December 22 and 23 last year, where 3,154 respondents from the third district were asked on their preferences for various posts — including the congressional race — in the coming May 2013 polls.
Of the sampled size, 47 percent (1,482 respondents) indicated leanings toward Rodriguez, while 41 percent or 1,303 posted preference for Gonzales, with 369 or 12 percent still undecided on their choices.
“And I haven’t really worked that hard yet,” Rodriguez said.

School cooperates with cops to solve student slay case

ANGELES CITY — Administration officials of Holy Angel University (HAU) are closely cooperating with authorities to solve the killing of HAU’s engineering student Danielle Huet Conde.
According to Robert Tantingco, HAU vice president for External Affairs, the school administration is also monitoring the investigation of the case.
Conde, an engineering student from Camp O’Donell, Capas, Tarlac, was killed after a suspected robber stabbed her to death inside the victim’s boarding house in Barangay Santo Cristo here.
“The academic community of Holy Angel University is grieving the death of one of its students, Danielle Huet Conde, who is the current Miss Engineering and Architecture and a varsity player for the taekwondo team,” the school stated.
“She passed away in the afternoon of 2 March 2013, in the hands of her still unidentified assailant who had broken into her apartment in Barangay Santo Cristo, Angeles City,” the HAU statement added.
The school management also extended its deepest condolences to the girl’s family, friends, classmates and teammates and pray for her eternal rest.
“We pray that the assailant is brought to justice at the soonest possible time,” the school administration said.
