44-yr-old law giving free burial for poor exhumed

ANGELES CITY—Poor folk in this city finally received guarantees of a decent burial after local officials and Church leaders found copies of a 44-year-old ordinance and an almost century-old land donation that make burying the poor a local government obligation.
The Private Memorial Park Type Cemetery Ordinance of 1968 gave the city government the legal basis to ask private cemeteries to allot 5 percent of their land for charity burial, Mayor Edgardo Pamintuan said on Saturday.
His staffers managed to retrieve a copy of the ordinance late last year.Pamintuan learned about it in 1988 when he was vice mayor, from his father Alberto, who served as vice mayor to then Mayor Eugenio Suarez.
The first private cemetery to comply with the ordinance was Holy Mary Memorial Park.
Robin Nepomuceno, representing the family that owns the memorial park, signed a memorandum of agreement with the city government in rites witnessed by Pampanga Auxiliary Bishop Pablo Virgilio David and city social welfare chief Heidi Patio on Wednesday.
The Nepomucenos agreed to provide lots for some 200 concrete apartment-like niches, which will be built by the city government through a subsidy along standards set by the Department of Health.
Holy Rosary Parish, on the other hand, has taken over the management of Cutcut Cemetery after the bishop established that it was a Catholic cemetery and not a public burial ground.
It turned out that the Nepomuceno family donated the 2-hectare Cutcut Cemetery to the Archdiocese of Manila, which has jurisdiction over Pampanga until 1948.
The donation was made during the term of Manila Archbishop Michael O’Doherty between 1916 and 1949, David said.
According to the bishop, the renaming of the place to Holy Rosary Catholic Cemetery has prompted village officials to seek a name change for Cutcut, too. The word means “bury” in Kapampangan.
He said the parish was temporarily closing Cutcut Cemetery for repairs. At the height of monsoon rains last August,
72 tombs piled atop an eight-story niche collapsed.The city government will help build a brick wall around the cemetery, Pamintuansaid.

Santiago lauds Fil-Chi groups for support to CSF

CITY OF SAN FERNANDO – Vice Mayor and Rotarian Edwin Santiago has lauded the support of the Federation of Filipino-Chinese Chamber of Commerce and Industry Inc. (FFCCCII) and the San Fernando Filipino-Chinese Chamber of Commerce and Industry Inc. (SFFCCII) for their continuing support to the education sector here through their “Barrio Schools” project.
The group recently donated three two-classroom buildings amounting to P2.5 million. Another two-classroom building facility was donated for Barangay Cut-Cut I in Capas, Tarlac.
SFFCCII president Eddie Chua said their group was able to accomplish the construction of school buildings in San Jose Panlumacan, San Juan and Sta. Lucia Elementary Schools here. They were accompanied by Vice Mayor Edwin Santiago, who represented Mayor Oscar Rodriguez, during the turnover rites.
Santiago lauded the groups for their commitment in bringing more school buildings to public elementary schools here.
He said this initiative will greatly help in the development and uplifting of the quality of education in the city through the “Barrio Schools” program.
“The ‘Barrio Schools’ project is the longest running and biggest private sector-led development program focused on educational infrastructure in the country. Since the project started in the 1960s, almost 8,000 classroom buildings have been constructed all over the country,” Santiago said.
These school buildings are constructed out of donations from the officers and members of the Federation and from benevolent organizations, families and individuals within the Filipino-Chinese communities, Santiago said.
Santiago said he will continue partnership agreements with the Filipino-Chinese community and discuss other possible areas of cooperation in the coming months.
He added that there is a need to work closely with non-government groups operating in the city to streamline support systems and services to avoid redundancy of programs.

Oca: CSF programs to continue with Santiago

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez expressed optimism that Vice Mayor Edwin Santiago would be able to continue the programs started by his administration on education, employment, livelihood and solid waste management, among others, if the latter is given a chance to serve as city mayor.
The mayor said Santiago had a wealth of management experience in the private sector and has been a long-time public servant, making him one of the most qualified mayoralty candidates in the city.
He added that Santiago understands the programs started by his administration.
“He was part of most of our programs. One reason why we support him is because we see the continuity of our programs under his watch,” Rodriguez added.
Santiago is currently the Liberal Party’s official candidate for the mayoralty race here in 2013, battling it out with former Mayor Rey Aquino. Santiago earlier pledged to continue the programs of Rodriguez at the grassroots including livelihood, food production and a sustainable tourism program for the city.
Rodriguez said he hopes to see Santiago pursue the further development of the City College and the employment program of the city.
It could be remembered that the Public Employment Services Office (Peso) of this city bagged the hall of fame award during the 12th National Peso Congress at the Baguio Country Club in Baguio City.
The award came after Rodriguez was named as the Lingkod Bayan awardee and Peso manager; and Community Affairs Division head Donny Sayre was named as the PagAsa awardee by the Civil Service Commission of the Philippines (CSC) recently.

City owes P2.5M in fuel products

ANGELES CITY – Angeles City owes more than P2.5 million in gasoline and fuel products from Magtoto Petron Station, the reason why some city owned vehicles are disallowed from getting fuel from the gas station.
IC Calaguas, chief of staff of Representative Carmelo Lazatin (1st district, Pampanga) claimed the City Government is stuck in debt.
Calaguas revealed government vehicles were not able to acquire gasoline because of the City Government’s inability to pay their obligations to the gasoline station.
“The only reason that the Mayor’s Office can still load gasoline is because they are using petty cash,” Calaguas said.
According to Commission on Audit (CoA) Circular No. 97-002 dated February 10, 1997, all payments must be made by check. Only payments in small amounts may be made by cash through the petty cash fund in the amount not exceeding P1,000.
The lawmaker alleged earlier this week that aside from the unpaid fuel liabilities the city also has unpaid obligations amounting to P600 million and is even banned from the Shanghai Restaurant because of their failure to pay for obligations incurred through the holding of Partido Abe Kapampangan events in the restaurant.
As of September 3, 2012, official records from the Office of the City Treasurer show that the city had an income of P16,084,424.08 but had expenditures amounting to P28,030,000, resulting in the city having a budget deficit of P11,945,575.92.
Meanwhile, Angeles City Administrator Dennis Albert Pamintuan reacted to Lazatin’s use of a patient to hit Mayor Edgardo Pamintuan.
The city administrator said Lazatin need not fret and politically exploit the case of a certain Ronalyn Dayrit, the patient he referred to the Ospital Ning Angeles (ONA).
“Congressman Lazatin need not exploit the sick. There is no need for a guarantee letter from him. The City Government took care of Ms. Dayrit. Because she is classified as an indigent, we gave her a hefty discount,” Pamintuan said.
According to records of ONA, Dayrit only paid P500 out of her total bill of P4,877.
“For us, the important thing is, the patient was given all the assistance she needed whether it came from this administration or from Lazatin’s camp,” Pamintuan said.
“We did not touch the P500,000 allocations from Lazatin’s pork barrel supposedly for ONA because there was no memorandum of agreement (MOA) between him and city hall for the disposition of the funds. Technically, we can use the funds without Lazatin’s go signal, but we wanted clear-cut guidelines for its use,” he said.
He admitted Lazatin wrote the City Government on July 24, 2012 informing of the issuance of a notice of cash allocation (NCA) in the name of the City Government.
“I personally informed Lazatin’s staff that they should prepare a MoA covering the use of the allocation,” Pamintuan recalled.
“No one pursued it on their part,” he said. “Now they are making a big issue out of it,” he added.
According to him, the city accountant also raised the need of a MOA for the liquidation of the funds.
“It is quite clear that Lazatin and his ilk are exploiting every opportunity to score political points. However, this is again a cheap shot, as most of their accusations against the administration of Mayor Pamintuan are,” he said. (Rey Navales)

DENR tightens watch on charcoal-making
BAGAC, Bataan- The Department of Environment and Natural Resources provincial office in Pilar town on Wednesday said it has tightened watch over illegal logging and charcoal-making activities in the province especially in the area between Mariveles and Bagac towns.

DENR provincial chief Amado Villanueva said that with the massive campaign, the illegal activities have gone down with the help of the military, non-governmental organizations and concerned citizens.

“But we have to be vigilant with our resolve to stop illegal logging and charcoal-making to mitigate global warming, floods and landslides that we experience,” he said.

The provincial environment and natural resources officer said they consider the area between Mariveles and Bagac as still “hotspots” although there are no big-time logging operations but merely carabao logging.

Villanueva said active members of Bantay Gubat in the two towns have greatly assisted in the drive against the illegal trade.

He said, however, that they need military assistance with what happened recently when they impounded five carabaos caught in the act of hauling sawn lumber.

The men using the carabaos escaped and left the animals that members of DENR’s forest management and protection team got hold of and left in the compound of the barangay hall but only to learn later that armed men freed the carabaos.

Forester Edgar Laggui, chief of DENR’s forest management and protection in Bagac, said they confiscated the other day 71 sacks of charcoal made from tree species acacia, manggium, eucalyptus and g’melina in Barangay Banawang in Bagac.

Four suspects were arrested while the two vehicles used were impounded, said Cenro Juanito David.

“Mahigpit kami sa panghuhuli ng nag-uuling sa bundok dahil nauubos ang mga kahoy kahit sa mga reforested areas,” Laggui said.

“Patuloy kami sa pagpapaalaala sa masamang epekto na dulot ng pagpuputol ng kahoy at pag-uuling ngunit may mga nagsasabi pa ring nagagawa nila ito dahil sa kahirapan,” Villanueva said.

Pampango sculptors to do centrepiece mural for UNESCO conference in Vigan

GUAGUA, Pampanga — Nine Kapampangan sculptors, including Presidential Merit Awardee for Ecclesiastical Art Willy Layug, are to create Vigan City’s centerpiece mural in time for its hosting of UNESCO’s International Council on Monuments and Sites Conference on Cultural Tourism next month.

“Our wooden mural, which is 3.8 meters high and 6.8 meters wide, will encapsulize Vigan’s rich culture and history.

It will be displayed at the lobby of the city’s convention center during the November 7-8 event,” Layug said.

Layug, who was born in this town, also said that “the techniques we have used include letras y figures – wherein letters are shaped in the form of human figures, embroidery, and estofado which is a method where color is painted over gilded wood.”

He said he learned this technique in Spain.

The forthcoming conference will carry the theme, “Cultural Tourism for Community Development 40 years of the World Heritage Convention.”

In a statement, UNESCO said, “Vigan was chosen as it is the best-preserved example of a planned Spanish colonial town in Asia. It is an exceptionally intact and well-preserved example of a European trading town in East and South-East Asia.”

Its architecture reflects the coming together of cultural elements from elsewhere in the Philippines, from China and from Europe, resulting in a culture and townscape that have no parallel anywhere in East and South-East Asia, UNESCO added.

UNESCO also noted that Vigan “represents a unique fusion of Asian building design and construction with European colonial architecture and planning.”

COA REPORT City gov’t uses petty cash for gas

ANGELES CITY, Pampanga – The camp of Pampanga First District Representative Carmelo “Tarzan” Lazatin hit at the administration of Mayor Edgardo Pamintuan for repeatedly using petty cash for their gasoline expenses even in the year 2011, which is a violation of Commission on Audit (COA) Corcular No. 97-002.

The COA Annual Audit Report for the year 2011, dated June 18, 2012, show that for the year 2011, the administration of Pamintuan reimbursed a total of P1,417,740.77 in gasoline expenses.

Part II, Section 7.6 of the COA Audit Report states that “personnel of different offices had purchased goods and services in cash although the amounts and nature thereof were not petty.”

COA Circular No. 97-002 dated February 10, 1997 states that all payments must be made by check and only payments in small amounts may be made by cash through the petty cash fund in the amount not exceeding P1,000.00.

The Lazatin camp revealed earlier that the City Government reportedly owes Magtoto Petron Station P2.5 million in gas and oil debts and has resorted to using petty cash for their gasoline expenses.

Reports also say that aside from millions of gasoline debts, the City Government also owes local newspaper, Central Luzon Businessweek, P124,000 in advertisement debts.

“The city government has not been able to pay for the numerous advertisements they commissioned on our paper since October 2011,” said Mina Navarro-Cabiles, Businessweek’s Marketing Officer.

The commissioned advertisements mentioned by Cabiles are as follows; calendar of activities for Tigtigan Terakan Keng Dalan published from October 5 to 11, 2011 amounting to P10,000, congratulatory message for Businessweek’s sixth anniversary published from November 16 to 22, 2011 amounting to P6,000, a six-page publication of City Ordinance No. 302 from March 7 to 13, 2012 amounting to P90,000, publication of birthday greetings for Congressman Lazatin from June 27 to July 3, 2012 amounting to P12,000, and the publication of a congratulatory message for the 98th anniversary of Iglesia Ni Cristo from July 25 to 30, 2012, amounting to P6,000.

The Lazatin camp also revealed that they received insider reports saying that the salaries of the controversial Job Order Employees from September 16 to 30, amounting to P8 million, were only paid on October 5, after SM Prime Holdings paid their taxes worth P9,189,775.98 the day before (October 4).

“The administration keeps on denying the city’s bankruptcy and calling Congressman Lazatin a liar, but the evidence are everywhere,” said IC Calaguas, Lazatin’s Chief of Staff.

As of September 3, 2012, official documents from the Office of the City Treasurer show that the city had an income of P16,084,424.08 and expenditures amounting to P28,030,000, resulting in a negative cashflow of P11,945,575.92 for the city.

Government commission urged to uphold Clark workers’ rights

CLARK FREEPORT— Beleaguered union groups under the state-owned firm in Clark have come up with a joint manifesto of solidarity in urging a government commission to uphold the Constitutional and labor rights of government employees inside the former US military facility.
The groups coming out of a common manifesto stemmed from the letter of Governance Commission on GOCC (GCG) Chair Cesar Villanueva to Clark Development Corporation Chair and OIC Eduardo Oban, Jr. stating that “the Commission formally informs CDC that with the Issuance of EO7 (executive order no. 7) and pursuant to the enactment of Republic Act 10149, CBAs between employees and GOCC employers may no longer be negotiated.”
In their manifesto, the government workers at Clark Freeport Zone, led by the Association of CDC Supervisory Personnel (ACSP), Samahan ng mga Manggagawa DMIA (SMD) and Association of Concerned CDC Employees (ACCES) said they are one in pursuing five common issues affecting state workers in Clark.
The manifesto stated that there should be: first, respect to the right to self-organization and freedom of association and the existence of unions in GOCCs; second, implementation of the signed CBA agreements of unions with their respective government agency as prescribed by the Philippine Constitution and Labor Code of the Philippines; third, the upholding of the rights of the GOCC workers on the issue on Personal Economic Relief Assistance; fourth, on the issue of wages and benefits of GOCC workers; and, fifth, the implementation of the judicious use of government funds coming from the GOCCs.
The Sept. 27 letter of Villanueva to Oban “is not only addressed to CDC, but to all unions who are under GOCCs,” the workers cried.
The letter of Villanueva came out after the agreement of ACSP and CDC Management to seek for a voluntary arbitration following the non-implementation of concluded CBA negotiations on March 2012.
The agreement for voluntary arbitration came after the ACSP, supervisory union of CDC, filed unfair labor practice case against CDC for the non-implementation of the CBA despite the approval of the CDC Board of Directors, wherein Villanueva was then the presiding CDC Chairman.
The union groups in Clark believed that the GCG should respect the right of workers to organize as enshrined in the Philippine Constitution.
They also believe that Villanueva should also uphold the rights of labor groups as specified in the Labor Code of the Philippines.
The union groups believe that Republic Act 10149 (GOCC Governance Act of 2011) has become more powerful than the Labor Code (Articles 242, 244, and 246) in which enshrined the employees’ right to collective bargaining, adding that “it effectively abolished this right as all salaries, incentives, and benefits of GOCC employees can now be dictated by a single super power commission.”
Villanueva also said in his letter to Oban that “it should be clear that under the regime set under RA 10149, GOCCs, whether chartered or non-chartered, are without authority to set their own compensation frameworks, nor are their Governing Boards are authorized to enter into collective bargaining negotiations or be bound to arbitration proceedings that would set the compensation framework outside of the Compensation an Position Classification System (CPCS) that is being developed by the Commission for final approval of the President.”
Presently, there are two CBA that have yet to be implemented: the agreement between the rank and file union of CIAC and the CBA of the supervisory group of CDC, which was the subject of Villanueva’s letter.
Early next year, ACCES members are set to negotiate with the CDC management the new life of their CBA after its five year contract ends.
But, with the present situation with CIAC’s SMD and CDC’s ACSP, CDC’s rank and file union might suffer the same fate because of the prohibition being stated by Villanueva as stated in RA 10149 and EO7.

Pamintuan asks Lazatin: Don’t exploit the sick

ANGELES CITY–A top official from this city asked Pampanga First District Representative Carmelo “Tarzan” Lazatin not to “politically exploit sick people.”
City Administrator Dennis Albert Pamintuan was referring to the case of Ronalyn Dayrit, a former patient at the Rafael Lazatin Memorial Medical Center (RLMMC), whom the Lazatin camp said was not given discount despite a guarantee letter from the solon.
“Congressman Lazatin need not exploit the sick. There is no need for a guarantee letter from him. The city government took care of Ms. Dayrit. Because she is classified as an indigent, we gave her a hefty discount,” Pamintuan said.
According to records of the RLMMC (formerly Ospital Ning Angeles), Dayrit only paid P500 out of her total bill of P4,877.
“For us, the important thing is, the patient was given all the assistance she needed whether it came from this administration or from Lazatin’s camp,” Pamintuan said.
Pamintuan added that they did not utilize the P500,000 pork barrel of Congressman Lazatin allocated for RLMMC because there was no memorandum of agreement (MOA) between the solon and the city government.
“We did not touch the P500,000 allocation from Lazatin’s pork barrel supposedly for [RLMMC] because there was no MOA between him and city hall for the disposition of the funds. Technically, we can use the funds without Lazatin’s go signal, but we wanted clear cut guidelines for its use,” he said.
Pamintuan admitted Lazatin wrote the city government on July 24, 2012 informing of the issuance of a notice of cash allocation (NCA) in the name of the city government.
“I personally informed Lazatin’s staff that they should prepare a MOA covering the use of the allocation,” Pamintuan recalled adding that, “No one pursued it on their part. Now they are making a big issue out of it.”
According to him, the city accountant also raised the need of a MOA for the liquidation of the funds.
“It is quite clear that Lazatin and his ilk are exploiting every opportunity to score political points. However, this is again a cheap shot, as most of their accusations against the administration of Mayor Pamintuan,” Pamintuan said.
‘Illogical’
However, Lazatin’s Chief of Staff Calaguas said Pamintuan’s statement is “illogical.”
“Why would you ask the patient to pay P3,000 if, in the first place, the patient was presenting a guarantee letter which seeks to pay for the entire hospital bill?” Calaguas asked, “What kind of public service is that?”
“The point here is they refused the guarantee letter that will pay for the entire bill of P4,877 and instead asked an indigent patient to pay P500, as claimed by Atty. Pamintuan. Regardless of the discount they gave her, for an indigent patient, the difference between having your entire hospital bill lifted and having to pay P500 is very big.”
Calaguas added that the patient paid P3,000 and not P500.
The Lazatin camp said that they forwarded a letter dated July 24, 2012 to the office of Mayor Pamintuan which not only included details on the issuance of an NCA but also asked the Office of the Mayor for a checklist of requirements for the MOA signing.
A member of Lazatin’s staff coordinated last July with RLMMC Director Dr. Antonio Dizon and submitted a copy of the MOA, however, the staff was informed by Dr. Dizon that the MOA must be signed by Mayor Pamintuan. Lazatin’s office then decided to write a formal letter to the mayor but never received a reply.
“If they’re talking about public service, then with or without MOA they should accept the guarantee letter because the P500,000 fund from Congressman Lazatin’s Priority Development Assistance Fund (PDAF) is already credited on the account of the Angeles City Government,” Calaguas said.

Phoenix Lions Club holds missions in CSF, Arayat

CITY OF SAN FERNANDO—Members of a Lions Club in the state of Arizona, USA travelled all the way to the country to conduct medical, dental and ophthalmic mission in this city and the town of Arayat, October 25 and 26.
Led by their president, Zeny Gowans, members of the Phoenix Barangay Lions Club, partnered with the San Fernando Cabalen Lions Club in this city, to bring the free services to some 3,000 individuals.
Gowans said their Club sent nine representatives to assist in the mission held at the Heroes Hall here. Their group includes: Marie Cunning, immediate past president and co-chair of the mission; Bea Chaves, assistant treasurer; Joni Keith, treasurer; Minda Vacca, 2nd vice president; Nida McCurry, director; Emily Cantelme, director; and members, Tony Gowans and Gary Timmerman.
Their counterparts in the San Fernando Cabalen, on the other hand, are: Noel Lim, president; Rose Simbulan, 1st vice president; Rudy Pangilinan, 2nd vice president; Jun M. Dizon, immediate past president; Mario Velasquez, treasurer; Lito M. Baluyut, membership director; Remy Pangan, tail twister; Ric Pascual, lion tamer; Atty. Elmo Ocampo, charter president ; and, Carlos Simbulan, assistant secretary.
Gowans said the project was made possible by a matching grant conferred to their Club by the Lions International.
The mission included the provision of prescription and reading glasses, free medicines and cervical cancer screening on top of the regular medical check-ups and dental care consultations.
Three years ago, Gowans disclosed, the Phoenix Barangay Lions Club had also conducted similar activities in Tagaytay City, and they are planning to hold another after two years.
Gowans also thanked the local government units of the two localities where the missions were held for their support by providing the venue and offering the services of their medical teams.
