MANILA — The Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) issued a thunderstorm advisory in Metro Manila at 12:45 p.m. Saturday, alerting residents to take precautionary measures against heavy rains, strong gusty winds, lightning and possible flash floods.
Pagasa said that thunderstorm is expected to affect the cities of Manila, Quezon, Caloocan, Malabon, Navotas, Valenzuela, San Juan, Mandaluyong, Makati, Taguig, Las Pinas, Paranaque, Muntinlupa and Pasay within one to two hours.
Meanwhile, Pagasa said that Tropical Storm “Lawin” slowed down as it changed its course in a north-northwest direction.
As of 11 a.m. Saturday, “Lawin” was located at 395 kilometers east of Borongan, Eastern Samar (11.8°N, 129.5°E), packed with maximum sustained winds of 95 kilometers per hour near the center and gustiness of up to 120 kph.
The weather agency said that storm signal No. 2 remains aloft over Eastern Samar which is expected to experience winds of 61 to 100 kph within the next 24 hours while signal No. 1 (30-60 kph winds) is still hoisted over Sorsogon, Leyte, Northern and Western Samar.
Pagasa advised residents where signal storms are hoisted to be wary of possible flash floods and landslides.
The weather bureau also alerted those living in coastal areas against big waves.
Fishing boats and other small seacraft were advised not to venture into the eastern seaboard of Southern Luzon, Visayas and Mindanao due to big waves generated by the storm. (PNA)

CITY OF SAN FERNANDO — Some evacuees still housed in the “Tent City” in Barangay San Juan here have nowhere to go, according to a disaster official.
Nelson Aquino, an employee of the City Hall, said some residents from the villages of San Pedro Cutud and San Nicolas stay in evacuation centers because their houses were swept away by rampaging floodwaters induced by the monsoon rains last August.
Aquino said some 136 families or 406 individuals are presently encamped at Tent City.
Jorge Gumba, general manager of the City of San Fernando Water District who went to the Tent City on Thursday, was met by Aquino after they inspected the water being used by the evacuees.
According to Gumba, the tents — or “shelter boxes” — used by the evacuees were provided by the South Western Rotary Club of Pampanga, worth P42,000 each.
Gumba also said that Louie Clemente, housing and regulatory officer of the City Hall, told him the evacuees will stay in Tent City until the tail dike is finished.
Some 200 meters of the tail dike breached on August 7, when heavy rains hit the low-lying communities of in this city, Sto. Tomas and Minalin towns.
Disaster officials warned that typhoons during the “ber” months are strong and could bring heavy rains that can be disastrous.

CITY OF SAN FERNANDO — Mayor Oscar Rodriguez dedicated his Civil Service Commission Presidential Lingkod Bayad Award given by Malacanang to residents here, saying “I could not have done it alone.”
Rodriguez said the award he received from President Benigno Aquino III was the most fitting gift for his birthday on September 19 and another feather on the cap oh his administration.
He received the award on his birthday.
“It is always the collaborative effort of various groups in city like the business sector, the Multi-Sectoral Government Council, our city officials, volunteers and even common Fernandinos alike that leads to success. I could not have done it alone. I share the award to each and every Filipino,” he said.
Rodriguez was feted for successfully elevating the City of San Fernando through a system of managing governance and performance that is anchored on the principles of transparency, accountability and participatory governance, according to the Civil Service Commission.
The commission conducts the annual search for outstanding performers in government through its Honors Awards Program (HAP), a report from the City Information Office (CIO) said.
The same report noted during the awards ceremony in Malacañang Mayor Rodriguez’s key achievements in recent years, particularly the big increase in city revenues and the reduction in its dependence on Internal Revenue Allotments, the rise in household incomes in San Fernando, and the establishment of major projects at no cost to the city but through a strong private-public partnerships program.
The CIO earlier reported that Rodriguez, after only one year in office, implemented the Performance Governance System in the city that earned international recognition when he was named third runner-up in the World City Mayor competition.
“The medal and the citation [that went with the Lingkod Bayan Award] I dedicate to you all,” the mayor was quoted as saying in the report at the end of a concelebrated Mass at Heroes Hall in Malacanang.

Nine employees of the Cebu City government are in danger of losing their jobs after they were found positive in a surprise drug test on Monday.

The nine employees were working in the city government’s playgrounds commission, radio dzBB’s Cebu affiliate Orchids Lapincao reported Tuesday.

The report said the nine employees admitted to using drugs.

The 36 other employees of the commission who underwent the surprise drug test tested negative for drug use, the report said.

Cebu City Mayor Michael Rama said he is leaving to the city government’s human resources division the decision on what to do with those who tested positive.

Rama said casual workers who tested positive will not have their contracts renewed.

MASANTOL — Pampanga Mayors’ League President and Candaba Mayor Jerry Pelayo said an estimated 100 families are still staying in tents and other temporary shelters established along a major dike in Barangay Balibago here.
Pelayo said these families have been there since early this month since the southwest monsoon generated a huge amount of rainfall that resulted in massive inundation not only here but also in other towns of the province.

Pelayo recently mobilized resources to further strengthen the post calamity assistance to flood affected residents in this town.
He ordered his team to deliver and provide the immediate needs of the residents in the coastal barangays.
“Nagpadala si Mayor Jerry ng bigas, used clothing and bottled water. Pinadala din ni mayor yung sobrang relief natin dito. Yung mga lugar na may evacuees pa ay pinadadagdagan niya,” Manalo said.
