4,000 send off pilot who dies in Masbate crash

CEBU CITY — About 4,000 people endured the humid air and joined the convoy that brought Captain Jessup Bahinting to a private cemetery in Barangay Poblacion, Ginatilan town, nine days after his plane crashed.
The company he founded, Aviatours, faces an investigation over the August 18 crash of one of its aircraft, a twin-engine Piper Seneca that carried Interior and Local Government Secretary Jesse Robredo.

But on Monday, Bahinting’s family, friends and student pilots focused on giving him a fitting goodbye, while a white light plane passed overhead.
In his eulogy, former senator Juan Miguel Zubiri promised he will try his best to help Aviatour Flyin’ Inc. secure permission to resume its operations.
He said Bahinting had a “beautiful heart” and was always ready to lend his plane during the 2007 elections.
“He would not charge me the usual rate,” said Zubiri. “Gasolina lang (He just let me pay for aviation fuel).”
According to its website, Aviatours charges from P16,000 to P145,000 per chartered flight, depending on the destination and the aircraft.
“He was one of the best pilots I’ve known,” Zubiri said.
A family member, Dr. Benjamin Sol, said during the funeral service in the late pilot’s beach resort in Barangay San Roque, Ginatilan that Bahinting loved the Louis Armstrong song “What a Wonderful World.”
He learned from Margarita, Bahinting’s wife, that the pilot, 60, often whistled the tune while in the bathroom.
But for some residents, it was Bahinting who was wonderful to them. The crowd that joined the funeral procession reached 4,000, the police estimated.
Some of the mourners wore white shirts with their names above a red heart and, below it, Bahinting’s initials, JMB.
Trisikad, tricycle and motorcycle drivers stopped transporting passengers and joined the convoy. Ordinary folks lined the streets from San Roque to Poblacion, a stretch of 800 meters.

“Maayo siyang tawo (He was a good man),” said 74-year-old Crescensiana Casinto. “Daghan siyang napaeskuyla (He sent many children to school).”
Casinto observed the funeral procession as she sat on a bench by the side of the road. She said she would have wanted to walk with her neighbors, but she could not take long walks because half of her body is paralyzed.

Ginatilan Mayor Antonio Cinco and Vice Mayor Michael Dean Cinco were present during the service.
Bahinting’s childhood friend, Paul Montenegro, also shared his memories with the pilot, while holding back tears.
The last one to give a eulogy, Pastor Romeo Posta, broke down while recalling that Bahinting, his close friend, wanted him to handle the latter’s funeral service.
“He made full use of his time,” said Posta of his fellow pastor. “We grieve because we love him. We wouldn’t be here if we were not touched by his life.”
The convoy arrived in the cemetery past 3 p.m. Bahinting’s student pilots were the pallbearers.
After Bahinting’s casket was placed inside the burial vault, white balloons marked “We miss you” were released into the air.
The pilot’s wife, Margarita, relatives, friends and students broke into tears.
“We thank everybody for their support,” said Jemar Rose, Bahinting’s daughter. “Those people who were touched (by Bahinting) will continue his legacy.”
When asked if she will take the reins of her father’s business, Jemar Rose said she will “do whatever it takes to continue his legacy.”
In his eulogy, Dr. Sol, the husband of Bahinting’s niece, said the pilot loved God above all things and his love for his neighbors showed in his charitable works.

36 Immigration employees fired

AT LEAST 36 Immigration employees were dismissed from service for various administrative offenses, an official said.
Bureau of Immigration (BI) Commissioner Ricardo David Jr. said the agency under his watch has been very decisive in investigating administrative complaints filed against BI officials and employees.
He said that since March 2011, 36 employees were removed from the service and 41 others suspended due to various offenses.
Six employees were also dropped from the rolls and six others were reprimanded, he added.
“We have consistently demonstrated a resolve to reform our practices and professionalize our ranks,” David said.
The BI chief encouraged all those who have complaints against immigration employees not to hesitate in filing their complaints.
He said he had formed a complaint redress section (CRS) in his office where grievances against erring employees can be lodged through letters or phone calls and even by walk-in visitors.
David vowed to continue his efforts to professionalize the bureau’s ranks, adding that the Civil Service Commission (CSC) had cited the BI for being the first agency to submit an enhanced performance management system.
“Soon we shall be introducing a Strategic Performance Management System (SPMS) to institutionalize the process of measuring and evaluating the performance of our employees on a regular basis,” he said.
David also cited the BI’s success in cutting red tape, saying the CSC had also cited the bureau for the fast and efficient manner it delivers its frontline services to the transacting public.
“We also came up with a revised Citizen’s Charter and Help Desks and saw to it that the ‘No Noon Break’ policy is strictly observed by our offices,” he said. (SDR/Sunnex)

Filipinos troop to Robredo’s wake in Palace

MANILA — Thousands of Filipinos on Saturday flocked to Malacanang to pay their last respects to the late Local Government Secretary Jesse Robredo.
As the public viewing resumes Saturday at 8 a.m., people from all walks of life continue to line up outside Gate 7 of Malacanang compound, enduring the moody weather, only to pay their last respect to the former Naga City mayor.
The Presidential Security Group estimated the crowd on Saturday at 900 from 8 a.m. to 11 a.m.
One supporter of Robredo said she waited in line for almost two hours until she got inside the Kalayaan Hall, where the remains of the late Secretary lie in state.
People remembered Robredo as a humble and dedicated public servant. They agreed that whoever will replace him would have very big shoes to fill.
Memorabilia and souvenir items of the late Cabinet official were sold outside the Palace.

SAN JOSE, California — It was the $1 billion question: What does Apple Inc.’s victory in an epic patent dispute over its fiercest rival mean for the US smartphone industry?
Analysts from Wall Street to Hong Kong debated Saturday whether a jury’s decision that Samsung Electronics Co. ripped off Apple technology would help Apple corner the US smartphone market over Android rivals, or amount to one more step in a protracted legal battle over CINCINNATI — Neil Armstrong was a quiet, self-described “nerdy” engineer who became a global hero when as a steely nerved US pilot he made “one giant leap for mankind” with the first step on the moon. The modest man who entranced and awed people on Earth has died. He was 82.
Armstrong died Saturday following complications resulting from cardiovascular procedures, a statement from his family said. It didn’t say where he died.
Armstrong commanded the Apollo 11 spacecraft that landed on the moon July 20, 1969, capping the most daring of the 20th century’s scientific expeditions. His first words after setting foot on the surface are etched in history books and in the memories of those who heard them in a live broadcast.
“That’s one small step for man, one giant leap for mankind,” Armstrong said.
In those first few moments on the moon, during the climax of a heated space race with the then-Soviet Union, Armstrong stopped in what he called “a tender moment” and left a patch to commemorate NASA astronauts and Soviet cosmonauts who had died in action.
“It was special and memorable, but it was only instantaneous because there was work to do,” Armstrong told an Australian television interviewer this year.
Armstrong and Buzz Aldrin spent nearly three hours walking on the lunar surface, collecting samples, conducting experiments and taking photographs.
“The sights were simply magnificent, beyond any visual experience that I had ever been exposed to,” Armstrong once said.
The moonwalk marked America’s victory in the Cold War space race that began October 4, 1957, with the launch of the Soviet Union’s Sputnik 1, a satellite that sent shock waves around the world.
An estimated 600 million people — a fifth of the world’s population — watched and listened to the moon landing, the largest audience for any single event in history.
Parents huddled with their children in front of the family television, mesmerized. Farmers abandoned their nightly milking duties, and motorists pulled off the highway and checked into motels just to watch on TV.
Although he had been a Navy fighter pilot, a test pilot for NASA’s forerunner and an astronaut, Armstrong never allowed himself to be caught up in the celebrity and glamour of the space program.
“I am, and ever will be, a white socks, pocket protector, nerdy engineer,” he said in February 2000 in one of his rare public appearances. “And I take a substantial amount of pride in the accomplishments of my profession.”
Rice University historian Douglas Brinkley, who interviewed Armstrong for oral histories for NASA, said Armstrong fit every requirement the space agency needed for the first man to walk on the moon, especially because of his engineering skills and the way he handled celebrity by shunning it.
“I think his genius was in his reclusiveness,” said Brinkley. “He was the ultimate hero in an era of corruptible men.”
A man who kept away from cameras, Armstrong went public in 2010 with his concerns about President Barack Obama’s space policy that shifted attention away from a return to the moon and emphasized private companies developing spaceships.
NASA chief Charles Bolden recalled Armstrong’s grace and humility in a statement Saturday.
“As long as there are history books, Neil Armstrong will be included in them, remembered for taking humankind’s first small step on a world beyond our own,” Bolden said.
In a statement issued by the White House, Obama said Armstrong was one of the greatest of American heroes, “not just of his time, but of all time.”
Armstrong’s modesty and self-effacing manner never faded.
When he appeared in Dayton, Ohio, in 2003 to help celebrate the 100th anniversary of powered flight, he bounded onto a stage before 10,000 people. But he spoke for only a few seconds, did not mention the moon and quickly ducked out of the spotlight.
He later joined former astronaut and Sen. John Glenn to lay wreaths on the graves of airplane inventors Wilbur and Orville Wright. Glenn introduced Armstrong and noted it was 34 years to the day that Armstrong had walked on the moon.
“Thank you, John. Thirty-four years?” Armstrong quipped, as if he hadn’t given it a thought.
At another joint appearance, the two embraced and Glenn commented: “To this day, he’s the one person on Earth, I’m truly, truly envious of.”
Armstrong’s moonwalk capped a series of accomplishments that included piloting the X-15 rocket plane and making the first space docking during the Gemini 8 mission, which included a successful emergency splashdown.
In the years afterward, Armstrong retreated to the quiet of the classroom and his Ohio farm. Aldrin said in his book “Men from Earth” that Armstrong was one of the quietest, most private men he had ever met.
In the Australian interview, Armstrong acknowledged that “now and then I miss the excitement about being in the cockpit of an airplane and doing new things.”
At the time of the flight’s 40th anniversary, Armstrong again was low-key, telling a gathering that the space race was “the ultimate peaceful competition: USA versus U.S.S.R. It did allow both sides to take the high road, with the objectives of science and learning and exploration.”
Glenn, who went through jungle training in Panama with Armstrong as part of the astronaut program, described him as “exceptionally brilliant” with technical matters but “rather retiring, doesn’t like to be thrust into the limelight much.”
Glenn said Saturday that Armstrong had had a number of close calls in his career. He recalled how Armstrong had just 15 seconds to 35 seconds of fuel remaining when he landed on the moon. He called Armstrong’s skill and dedication “just exemplary.”
Derek Elliott, curator of the Smithsonian Institution’s U.S. Air and Space Museum from 1982 to 1992, said the moonwalk probably marked the high point of space exploration.
“The fact that we were able to see it and be a part of it means that we are in our own way witnesses to history,” he said.
The 1969 landing met an audacious deadline that President John F. Kennedy had set in May 1961, shortly after Alan Shepard became the first American in space with a 15-minute suborbital flight. Soviet cosmonaut Yuri A. Gagarin had orbited the Earth and beaten the US into space the previous month.
“I believe this nation should commit itself to achieving the goal, before the decade is out, of landing a man on the moon and returning him safely to Earth,” Kennedy had said. “No single space project in this period will be more impressive to mankind, or more important to the long-range exploration of space; and none will be so difficult or expensive to accomplish.”
The end-of-decade goal was met with more than five months to spare. “Houston: Tranquility Base here,” Armstrong radioed after the spacecraft settled onto the moon. “The Eagle has landed.”
“Roger, Tranquility,” the Houston staffer radioed back. “We copy you on the ground. You’ve got a bunch of guys about to turn blue. We’re breathing again. Thanks a lot.”
The third astronaut on the mission, Michael Collins, circled the moon in the mother ship Columbia while Armstrong and Aldrin went to the moon’s surface.
Collins told NASA on Saturday that he will miss Armstrong terribly, spokesman Bob Jacobs tweeted.
In all, 12 American astronauts walked on the moon between 1969 and the last moon mission in 1972.

Armstrong was accepted into NASA’s second astronaut class in 1962 — the first, including Glenn, was chosen in 1959 — and commanded the Gemini 8 mission in 1966. After the first space docking, he brought the capsule back in an emergency landing in the Pacific Ocean when a wildly firing thruster kicked it out of orbit.
Armstrong was backup commander for the historic Apollo 8 mission at Christmastime in 1968. In that flight, Commander Frank Borman, and Jim Lovell and Bill Anders circled the moon 10 times, and paving the way for the lunar landing seven months later.
Aldrin said he and Armstrong were not prone to free exchanges of sentiment.
“But there was that moment on the moon, a brief moment, in which we sort of looked at each other and slapped each other on the shoulder … and said, ‘We made it. Good show,’ or something like that,” Aldrin said.
In Wapakoneta, media and souvenir frenzy was swirling around the home of Armstrong’s parents.
“You couldn’t see the house for the news media,” recalled John Zwez, former manager of the Neil Armstrong Air and Space Museum. “People were pulling grass out of their front yard.”
Armstrong, Aldrin and Collins were given ticker tape parades in New York, Chicago and Los Angeles and later made a 22-nation world tour. A homecoming in Wapakoneta drew 50,000 people to the city of 9,000.
In 1970, Armstrong was appointed deputy associate administrator for aeronautics at NASA but left the following year to teach aerospace engineering at the University of Cincinnati.
He remained there until 1979 and during that time bought a farm, where he raised cattle and corn. He stayed out of public view, accepting few requests for interviews or speeches.
“He didn’t give interviews, but he wasn’t a strange person or hard to talk to,” said Ron Huston, a colleague at the University of Cincinnati. “He just didn’t like being a novelty.”
In February 2000, when he agreed to announce the top 20 engineering achievements of the 20th century as voted by the National Academy of Engineering, Armstrong said there was one disappointment relating to his moonwalk.
“I can honestly say — and it’s a big surprise to me — that I have never had a dream about being on the moon,” he said.
Armstrong married Carol Knight in 1999. He had two adult sons from a previous marriage.

After the war, Armstrong finished his degree and later earned a master’s degree in aerospace engineering from the University of Southern California. He became a test pilot with what evolved into the National Aeronautics and Space Administration, flying more than 200 kinds of aircraft from gliders to jets.
Armstrong was accepted into NASA’s second astronaut class in 1962 — the first, including Glenn, was chosen in 1959 — and commanded the Gemini 8 mission in 1966. After the first space docking, he brought the capsule back in an emergency landing in the Pacific Ocean when a wildly firing thruster kicked it out of orbit.
Armstrong was backup commander for the historic Apollo 8 mission at Christmastime in 1968. In that flight, Commander Frank Borman, and Jim Lovell and Bill Anders circled the moon 10 times, and paving the way for the lunar landing seven months later.
Aldrin said he and Armstrong were not prone to free exchanges of sentiment.
“But there was that moment on the moon, a brief moment, in which we sort of looked at each other and slapped each other on the shoulder … and said, ‘We made it. Good show,’ or something like that,” Aldrin said.
In Wapakoneta, media and souvenir frenzy was swirling around the home of Armstrong’s parents.
“You couldn’t see the house for the news media,” recalled John Zwez, former manager of the Neil Armstrong Air and Space Museum. “People were pulling grass out of their front yard.”
Armstrong, Aldrin and Collins were given ticker tape parades in New York, Chicago and Los Angeles and later made a 22-nation world tour. A homecoming in Wapakoneta drew 50,000 people to the city of 9,000.
In 1970, Armstrong was appointed deputy associate administrator for aeronautics at NASA but left the following year to teach aerospace engineering at the University of Cincinnati.
He remained there until 1979 and during that time bought a farm, where he raised cattle and corn. He stayed out of public view, accepting few requests for interviews or speeches.
“He didn’t give interviews, but he wasn’t a strange person or hard to talk to,” said Ron Huston, a colleague at the University of Cincinnati. “He just didn’t like being a novelty.”
In February 2000, when he agreed to announce the top 20 engineering achievements of the 20th century as voted by the National Academy of Engineering, Armstrong said there was one disappointment relating to his moonwalk.
“I can honestly say — and it’s a big surprise to me — that I have never had a dream about being on the moon,” he said.
Armstrong married Carol Knight in 1999. He had two adult sons from a previous marriage.
His family’s statement Saturday made a simple request for anyone who wanted to remember him:
“Honor his example of service, accomplishment and modesty, and the next time you walk outside on a clear night and see the moon smiling down at you, think of Neil Armstrong and give him a wink.” (AP)

Coast guard to deploy K9 units in Palawan airport

MANILA — The Philippine Coast Guard (PCG) will deploy drug-sniffing dogs at an international airport in Palawan amid the increasing number of tourists visiting the Puerto Princesa Underground River (PPUR).
Vice Admiral Edmund Tan, PCG commandant, ordered the use of K-9 units at the Puerto Princesa International Airport in response to a city resolution requesting for such deployment.
“The prominence of the [PPUR] and the subsequent tremendous influx of domestic and foreign tourists in the city prompted the City Council’s request in order to prevent the said airport from becoming a possible transhipment for illegal drugs,” the PCG said.
The PCG added that the extension of its area of operations at the airport also “intensifies the safety and security” of tourists who frequent other tourist attractions of the city including marine destinations such as beaches, rivers, and estuaries.
The PPUR was declared early this year as one of the New Seven Wonders of Nature and features a limestone karst mountain landscape with an 8.2-kilometer navigable underground river, reputed to be the world’s longest.
Before it flows directly into the West Philippine Sea, the underground river winds through a cave that includes major formations of stalactites and stalagmites, and several large chambers. At the mouth of the cave, a clear lagoon is framed by old trees growing right to the water’s edge.
The PPUR is located about 50 kilometers north of Puerto Princesa City.
According to the Department of Tourism, the number of foreign arrivals in the country for the first half of the year totaled to 2.1 million visitors, an already 11.68 percent increase from last year’s volume of 1.9 million visitors. (Emmanuel Louis Bacani/Sunnex)

Internet voting for overseas Filipinos pushed anew

THE Commission on Elections (Comelec) asked lawmakers anew to pass a law allowing Internet voting to attract more Filipinos abroad to participate in future polls.
“We have been asking for it for a long time already. We really hope a law allowing internet voting will be passed so that there will be fewer obstacles for Filipinos abroad,” said Commissioner Lucenito Tagle Tagle, chairman of the committee on overseas absentee voting.
The Overseas Absentee Voting law provides that only ballots cast and mailed ballots received by the Philippine embassies, consulates and other Foreign Service establishments shall be counted.
In the meantime, the poll official said they will now be looking to expand the use of the Precinct Count Optical Scan (PCOS) machines aside from Singapore and Hong Kong, where they were introduced in 2010.
Tagle said they are eyeing the possibility of also sending PCOS machines for OAV voting in Los Angeles and Abu Dhabi for the May 2013 polls.
According to the Department of Foreign Affairs (DFA), the number of overseas absentee voters has reached 801,838 with 212,009 new ones being added to the 589,830 already registered as of 2010.
At the start of the OAV registration period last November, the commission said it is looking to register a total of one million.
But Tagle said reaching the target may be dim at this point with only more than two months to go before the end of the registration period.
“At this time, our conservative estimate is we may reach only some 850,000 registered voters… maybe more but it is less than one million,” said Tagle. “But we remain hopeful.”

Palace hopes for recovery of China envoy

MALACANANG on Saturday expressed hopes for the speedy recovery of Philippine Ambassador to China Sonia Brady after suffering from a stroke in her residence in Beijing this week.
Deputy Presidential spokesperson Abigail Valte said in an interview over government-run Radyo ng Bayan that Brady is already in stable condition and recovering in the hospital.
She assured that Brady’s condition will interrupt work in Beijing post as there are enough personnel to handle the concerns of the office.
“At the moment ang concern is for her recovery. We have very capable fellow workers in the Beijing post who can keep the affairs going on a daily basis,” said Valte.
She added that the Palace was concerned about Brady’s health as they received a report from China.
But she assured that the Department of Foreign Affairs is getting regular bulletins from its post in Beijing about the condition of Brady, who just turned 70 last August 22.
Brady was brought to a hospital last Wednesday after she passed out in her residence in Beijing, according to the DFA.
President Benigno Aquino III named Brady the country’s ambassador in China last May amid tensions in the West Philippine Sea.

Candaba officials urged to redesign drainage system

CANDABA –- Residents and local traders here have urged local officials to redesign the drainage system in Barangay Pasig to prevent the prolonged stay of floodwaters in the area.
According to them, several weeks of flooding in the said barangay have been hurting the local economy.
In fact, few business establishments were forced to shut down their operations as the main road has been rendered impassable to all types of vehicles due to floodwaters.
“Hindi po madali ang transportasyon namin dito sa nagdaang mga linggo. Malaking abala at dumodoble pa ang pamasahe. Kawawa lalu na ang mga nagtatrabaho sa SM,” Lorelyn Pineda, a resident from Barangay Gulap said.
Pineda noted that drainage facilities in the town are too narrow and most of them are not even functional.
“Mababa na ang tubig sa ilog, pero yung tubig sa Barangay Pasig ay hindi pa rin umaalis,” she said.
It was learned that Marisol Guevarra Briones, officer-in-charge of a rice mill in Barangay Pasig, called the attention of barangay chairman Celestino Magpayo about the problem.
Magpayo admitted that the waterways could no longer contain the volume of water as some of them are already blocked by mud deposits, including garbage.
However, he promised to clean them using the small budget of the barangay.
“Apektado na ang lahat dito, estudyante, manggagawa, kawani ng gobyero at maliliit na negosyante kaya dapat tumulong na rin dito ang munisipyo,” a concerned resident here said.

Fernandino is youngest PH karate member

CITY OF SAN FERNANDO — After kicking his way as a double gold medalist in the recent 2011-2012 National Karate Championship, Bryan Fontillas of the famed Fernandino Karate Kids is now the youngest member of the Philippine Karate Team or the Philippine “Typhoons.”
Bryan is the second in a brood of five siblings – Marimar, Christian Jonathan, Jasper and China-all national karatedo champions who have brought honor and glory to the city with their moves.
Bryan just arrived last Thursday from Busan, Korea, where he bagged the silver and bronze medals in the International Karatedo Junior, Cadet and Children Game tournament hosted by the Korea Karatedo Federation on August 20 and 21.
“We are very happy and proud that Bryan proved his worth in the Korea Karate 1 World Cup in Busan as the youngest member of the Philippine Typhoons. He is actually the first Fernandino to become a member of the Philippine Karate Team,” said Bryan’s father Deo Fontillas.
He said that Bryan’s sister Marimar is also foreseen to make it to the women’s team and see action in similar international tournaments.
“We just hope that our cabalens would support our Kapampangan Karate Kids as they continuously bring honor not only to the city and Pampanga , but the whole country as well,” said Fontillas.

Mayor: ‘Angeleños should have choices’

ANGELES CITY — Mayor Edgardo Pamintuan emphasized over the weekend that voters in Angeles City must have choices and should not be limited to a popular few come 2013.
Pamintuan said on Friday the political arena and leadership in the city should not solely be for the Lazatins, Nepomuncenos and Pamintuans.
“Angeleños should have choices and should not be limited to a few… Anyone with the desire, dedication and commitment to serve is welcome and qualified,” he said.
On questions about current political issues like his future tangle with incumbent Congressman Carmelo Lazatin and the Agyu Tamu line-up for 2013, Pamintuan said he would at the moment concentrate and focus on development projects for the city next year.
“I leave it to the political maturity of our colleagues. Of course, it is ideal if the council remains intact and will stay with us. I don’t really discuss it with them. In fact, I do not want to talk about the concern with them. Excuse me for dousing with cold water issues on politics now,” he said.
