KIDAPAWAN CITY (Updated) — Armed members of the Bangsamoro Islamic Freedom Movement (BIFM) attacked a military detachment in a town in North Cotabato on Thursday, killing a villager and injuring three others.
The attack came two days after the military heightened its alert against possible harassments from the BIFM. The rebels were fleeing from a two-week army offensive when the clash happened around 1 a.m. Thursday in Pikit, North Cotabato.

The BIFM broke off last year from the larger Moro Islamic Liberation Front, which is engaged in peace talks with the Philippine government.
A villager was fatally shot in the head on Thursday while he was using his cellular phone in front of his house, and the rebels may have killed him because they suspected he was calling authorities for help, authorities said.
A nurse working in a nearby hospital was also wounded in the leg by stray gunfire.
Lieutenant Colonel Benjamin Hao, chief of the Army’s 7th Infantry Battalion, identified the two wounded troopers as Private First Class Jose Morales, 29, and Cafgu member Rafael Palomar, 27, both assigned in the outpost located along the boundary of Pagalungan, Maguindanao and Pikit town.
Both sustained injuries from rocket-propelled grenade and were rushed for treatment at the Camp Siongco Hospital in Datu Odin Sinsuat, Maguindanao, Hao said.
The breakaway rebels also attacked several army camps two weeks ago in southern Maguindanao province, near North Cotabato, sparking an army offensive and sporadic clashes that have killed four soldiers and scores of rebels.
The rebel faction opposes years of Malaysian-brokered negotiations and wanted to continue waging a bloody rebellion for an independent homeland for minority Muslims in the south of the predominantly Roman Catholic Philippines.
Reports reaching the military said the attackers had come from the southwest portion of Pikit town and were on their way to the marsh in North Cotabato when they encountered a group of soldiers patrolling the area.
The large group of rebels in Pikit may have been looking for food and refuge after their Maguindanao encampments were captured by army troops, Hao said.
“The rebels are the same group that withdrew from Maguindanao area when the Army started to pursue them two weeks ago,” Hao said.
The rebels split into two groups: the first group sought refuge in the hinterlands of Aleosan town in North Cotabato, while the other group proceeded to Pikit town.
Earlier, Inspector Carl Jason Baynosa of the 2nd Maneuver Company of the Regional Public Safety Battalion said they sighted hundreds of BIFM fighters massing in troops along the boundary of Aleosan and Pikit towns.
The presence of the rebels sent residents living near military detachments into panic and they started to leave their homes, Pikit town Mayor Sumulong Sultan said.
The Pikit local government unit monitored some 200 families that sought temporary shelter in at least two evacuation centers at Annex-1 and Annex-2 in the town center.
Towns in southwest portion of North Cotabato, located near the Liguasan marsh, serve as withdrawal routes of the breakaway rebels, Baynosa said.
“The usual withdrawal routes of the BIFF once they are attacked by government forces are in Midsayap, Aleosan, and Pikit in North Cotabato. What we’re doing right now is to secure the highway and ensure the safety of the civilians,” Baynosa said.
Around 2 a.m. of Thursday, Hao ordered the closure of the Pagalungan Pikit highway.

CEBU CITY — The Philippine Navy recovered Thursday morning another body off the waters of Masbate, but identity has yet to be confirmed.
Technical divers retrieved Wednesday the body of Captain Jessup Bahinting, one of the pilots of the ill-fated twin-engine Piper Seneca. Bahinting’s Nepalese co-pilot Kshitiz Chand remains missing as of Wednesday.

PERSONAL remittances from overseas Filipinos went up by 5.3 percent to $11.3 billion during the first six months of the year compared to the same period in 2011, the central bank said on Wednesday.
Bangko Sentral ng Pilipinas (BSP) Governor Amando Tetangco Jr. said that for June alone, the money sent home by Filipinos abroad hit $2 billion, 4.2 percent higher from the level posted in the same month a year ago.
“The steady uptrend recorded during the six-month period was supported by higher personal remittances from land-based overseas Filipinos with work contracts of one year or more (by 2.7 percent), as well as sea-based workers and land-based workers with short-term contracts (by 13.7 percent),” he said.
Meanwhile, Tetangco said cash remittances coursed through banks totaled $10.1 billion in the first half of 2012, posting a year-on-year growth of 5.1 percent.

IMAGINE being able to plant crops, rain or shine, without the threat of floodwater or drought. Imagine this possible even in perennially flooded areas like swamps and canals.
In a village in the City of San Fernando, villagers need not imagine — because they live amidst this possibility using the latest farming technology.
Barangay Del Pilar has launched the first-ever floating garden in Pampanga using the technology of using water hyacinths as floating rafts for garden and vegetable cultivation.
Village chief Pandoy Policarpio said much of the methods they are now using employs technology learned from the Philippine Rice Research Institute (PhilRice). Currently, there are at least 200 floating gardens at the almost 2.3-hectare property of the barangay that is constantly flooded by water even during summer.
The floating gardens are an innovative farming solution that uses water hyacinth, which is collected to construct a raft and then covered with top soil and organic fertilizer.
The gardens are able to withstand flooding and can be planted with palay, vegetables and herbs.
“We are very thankful for the help of PhilRice and Pampanga Agricultural College. Now our residents here can avail of the produce of these gardens for free,” Policarpio said.
The floating garden sits on a 2.3-hectare property that includes a 330-square meter herbal garden. All produce of the garden are given to the people. The property, which was donated to the barangay, is managed by volunteers who also raise chickens and ducks that are also given to residents for free.
“People can come here and take vegetables they need for their meals. We give it to them for free. Indigents can take more but we teach them to be self sufficient and have their own gardens,” Policarpio said.
Policarpio added that they aim to improve the garden with the help of PhilRice. PhilRice is a government corporate entity attached to the national agriculture office, the Department of Agriculture that aims at developing high-yielding and cost–reducing technologies so farmers can produce enough rice for all Filipinos. Recently, it has developed a rice variety that will survive even it is submerged underwater.
Policarpio said their garden can be a model for other barangays who would like to come up with a healthier project that would benefit their local communities.

CANDABA – The elders in this town said on Wednesday their strength had been renewed with the recent visit of Vice President Jejomar Binay.
They said Binay’s recent visit is an indication that in the future, the town will be getting a just share from the national government’s program particularly in providing the immediate needs of residents during calamities.
“Malaking bagay ang pagdating ng ating Pangalawang Pangulo dito sa Candaba. Ang ibig sabihin lang nito ay nasa isip niya ang mga taga Candaba,” Teodoro Sombillo, 67, a resident here said.
Sombillo said he was not lucky to personally see the Vice President when he distributed relief goods to residents of Barangay San Agustin due to his arthritis, but he added that he is happy to note the manifested concern from Binay.
“Alam ko hindi lang dito natatapos ang pagtulong ni Vice President Binay. Marami pang darating na tulong mula sa kaniya,” he added.

Another senior citizen here, meanwhile, told Sun.Star Pampanga that Binay’s presence is more important than anything else as it could be a source of hope on what the government can still do.
It can be noted that among the vice presidential candidates in 2010, Binay got the most number of votes in Candaba.
This happened as he has been long helping Candaba even during his stint as mayor of Makati City.
It was learned that the Vice President also visited and distributed relief goods in the towns of San Luis, Sto. Tomas, Minalin, Apalit and San Simon.
