FIVE local executives from Maguindanao were ordered to explain for allegedly abandoning their posts when the Muslim rebels threatened to attack their respective towns over the weekend, the Department of Interior and Local Government (DILG) said on Friday.
Local Government Secretary Jesse Robredo issued Friday the show cause orders against Mayor Bai Zandra Sinsuat Ampatuan of Saydona town; Mayor Bai Reshal Santiago Ampatuan of Datu Unsay; Mayor Bai Bongbong Midtimbang Ampatuan of Datu Hoffer town; Mayor Datu Saudi Sheam II B. Ampatuan of Saudi Ampatuan; and Vice Mayor Kanor D. Ampatuan of Salibo town.
Vice Mayor Kanor D. Ampatuan assumed as mayor of Salibo town after its duly-elected mayor, Akmad Ampatuan, had gone hiding three months ago after a warrant for his arrest was issued against him by a Midsayap, North Cotabato court after new witnesses implicated him in the November 2009 Maguindanao massacre case.
The Maguindanao mayors were allegedly not present in their respective areas when Bangsamoro Islamic Freedom Movement (BIFM) rebels led by Ameril Umbra Kato threatened to attack on Sunday morning.
At least eight people — four soldiers and four civilians — were killed in the skirmishes between the BIFM and Army soldiers in the towns of Guindulungan, Datu Saudi Ampatuan, Datu Unsay, Datu Hoffer, all in Maguindanao in the last five days.
The DILG chief gave the alleged “absentee” Maguindanao mayors five days within which to answer why they should not be charged for abandonment of post as they were reportedly not around when Kato’s men threatened to attack their towns.
“We have received reliable information that said local chief executives were not in their respective towns when Kato’s men perpetrated the attacks. Most of them are said to be holding offices-cum-residences in Cotabato City,” Robredo said.
Kato, a Saudi-trained cleric and former chief of the Moro Islamic Liberation Front’s (MILF’s) 150th Base Command, was dropped from the secessionist group’s roster two years ago for alleged abuses and insubordination.
Shortly before midnight Sunday, Kato’s group attacked almost a dozen Army road side detachments, a brigade and a battalion headquarters in the adjoining Maguindanao towns of Shariff Aguak, Datu Saudi, Datu Unsay and Guindulungan.
The BIFM’s attack, it claimed, were in retaliation for the June 21 military incursion on its enclave in the province that sparked a confrontation and the death of guerilla identified as Mohammad; and the death of nine of their comrades last July 26 by the Army’s Special Forces in Bgy. Kabembeng, Sumisip, Basilan.
Kato, feared for his strict enforcement of a Taliban-style justice system in areas where he operates, was booted out from the MILF in 2008 when he plundered more than 40 farming villages in North Cotabato and Maguindanao in protest against the Supreme Court’s decision to scrap the Government of the Philippines-MILF Memorandum of Agreement on Ancestral Domain.

MALACANANG asked the public on Friday to coordinate with concerned government agencies regarding the roads damaged by the recent onslaught of the southwest monsoon.
In the duration and aftermath of the heavy rains and floods, damage to road infrastructure was among the concerns of both the government and the public.
In response, the Presidential Communications Development and Strategic Planning Office (PCDSPO) has partnered with the Department of Public Works and Highways (DPWH) to engage the public, via social networking sites, in a campaign to report damage sustained by national roads during the Southwest monsoon.
“This enforces the vital role of the citizenry in road rehabilitation efforts and affirms the President’s declaration, “Kayo ang gumawa nito,” said presidential spokesperson Edwin Lacierda.
“We enjoin the public to submit, via Twitter, information regarding national roads damaged by the southwest monsoon. Citizens must tag the official Twitter account of the PCDSPO [@PCDSPO], and use the unified hashtag, #lubak2normal,” he added.
He noted that information submitted will be entered into a database handled by the DPWH, for immediate action.

ARAYAT — A construction worker drowned in the flood during the heavy rains brought about by the southwest monsoon.
Eller Terado, 27, married, resident from Barangay San Nicolas remained missing for several days.
Terado’s cousin Panthaleon Hipolito Jr. said the victim rode a ‘balsa,’ an improvised floating device going to Barangay San Agustin Sur to gather corns from the flooded field.
Hipolito said Terado’s canoe accidentally got untied and the victim was swept away by strong water current.
The local police and the barangay officials conducted a joint search and rescue operations to retrieve the body of the victim.
Aside from Terado, the Provincial Disaster Risk Reduction Management Council (PDRRMC) recorded six casualties since the heavy rains.
Four of the victims — Angel Ignacio Ocampo, 6 , resident of Barangay Alauli, in Masantol town, Tracy Nunag Estrella, 11, of Barangay Sto. Tomas, Lubao, Stephanie Ballon Marquez, 3, resident of San Agustin, Candaba and Renato Fan, 30, of Marcos Village, Mabalacat City — drowned.
Darel Flores, 9, a resident from Barangay Apalit in Floridablanca town and Jaygy Cunanan, 20, of Quebiawan, City of San Fernando were electrocuted.

CLARK FREEPORT— A Pampanga-based architect will begin his work in Aurora province this month as part of Senator Edgardo Angara’s efforts to promote environment-friendly projects in the Central Luzon province.

Angara tapped the expertise of Architect Adriano “Andy” Gulapa, a former Candaba town councilor, in leading green architecture projects in Aurora, including those of the Aurora Pacific Economic Zone and Freeport Authority (APECO) in Casiguran town, which is facing the Pacific Ocean.

Gulapa said that he “supports and welcomes” Angara’s development plans for his home province.

He added that he is a “staunch believer” in harmonizing development with the environment and in the two-term senator’s advocacy to promote green and environment-friendly architecture.

Angara and Gulapa discussed plans to construct an Aurora-Clark Commercial Complex here that will pave the way for the promotion of the province to the rest of Central Luzon.

As home of Asia’s largest 600-year old balete tree in Maria Aurora town, Aurora province will benefit much from green architecture that has been proven to attract tourists.
