CITY OF SAN FERNANDO – Officials of the Integrated System for Development of Aqua-Culture (ISDA) in Pampanga lost at least P.5 million worth of computer gadgets and a handgun from suspected ‘Bukas-Kotse’ gang members while they were attending a birthday party here last week.

Atty. Gener Endona, general manager of Punto Central Luzon, said the suspects took advantage of the strong rains along Lazatin Blvd. in barangay Dolores on August 2 and forced open the doors and windows of the three vehicles owned by the victims.

They are ISDA officials Atty. MiguelitoPama,Willy Garcia and Milagros Lacap, wife of ISDA president Lito Lacap.

The victims were attending the party of aspiring city councilor Atty. Jeff Miranda in his Kambingan restaurant when their cars parked in front of the Simbillo Car Aircon Service and Talyer Ni Kikowere ransacked Thursday night.

“We suspect that we are victims of sabotage. The culprits are known to us and are against our group,” they said.

“How come the suspects chose to rob only the vehicles of three people who attended the party together and all of whom were officers of ISDA?” they added.

Other vehicles parked beside the victims’ cars were spared, including that of Endona who also attended the party.

Endona and the victims left the party at about 9:30 p.m. and Lacap first discovered that the left front window of her car was broken and the personal things of her driver-body guard, including a service gun, were missing,
Pama, on the other hand, discovered that his car’s window was also broken.

The gang took his attaché case containing his Macbook Pro computer and his son’s Ipad, along with some case folders.

Garcia, whose car was parked about 10 meters away from Lacap’s and Pama’s, said his folders containing important documents and checks were also taken.

LazatinBoulevard is part of the main business district of Pampanga’s capital city but the whole stretch of the boulevard is not lighted.

“The lack of proper lighting could have contributed to the proliferation of bad elements in the area.

There are no CCTV cameras installed and there is no police visibility. Police do not patrol the area regularly,” said the victims in a statement.

They reported the incident to the local police who has yet to issue statements as of press time.

WITH or without a law on reproductive health, the government will spend P2.54 billion for its family health and responsible parenting program in 2013, a leader of the House of Representatives said Wednesday.
House Deputy Speaker Lorenzo Tañada III said the funding for the program is included in the Department of Health’s (DOH) proposed budget of P56 billion for next year.
The state’s proposed national budget for 2013 has been sent to Congress for its approval.
In the National Expenditure Program uploaded at the Department of Budget and Management website, the breakdown of the P2.54 billion will be as follows:

Tañada said the funding for the family health and responsible parenting program is “not in any way connected with the aggressive push” for the enactment of the reproductive health (RH) bill.
He said the program is an institutional project of the DOH.
“In fact, the same program is being implemented this year with the same funding level. You can clearly see that there is no augmentation in anticipation of the RH bill’s passage,” the House leader added.
Tañada also belied allegations that the fund will be used for an “abortion tools buying spree.”
“First, abortion is illegal and will remain so even if a reproductive health or responsible parenthood law is signed. Second, the Department of Health’s menu of activities under family health does not center on birth control but on the promotion of the well-being of the family,” he said.
The DOH budget, meanwhile, also includes P13.6 billion for the enhancement of health facilities which covers 2,243 rural health units and some 62 government hospitals.

THE United States government and the European Union have committed to provide financial and humanitarian aid to the Philippines following the onslaught of torrential rains and massive floods brought by the southwest monsoon.
In a statement, the US embassy in Manila said it will provide $100,000 (P4.3 million) worth of financial assistance to support the government’s disaster relief efforts.
“On behalf of the US government and the American people, I extend my heartfelt sympathies to those who are displaced and who have lost homes and livelihoods due to the floods,” said US Ambassador Harry Thomas Jr.
He said the United States Agency for International Development (USAid) will conduct an initial damage assessment in Metro Manila and surrounding provinces to determine the extent of damage caused by flooding and determine immediate needs within the affected communities.
The EU delegation to the Philippines, on the other hand, expressed its sympathy to more than 800,000 families affected by nonstop monsoon rains in the capital and neighboring regions.

23 rubber boats, P1M from the PBA
To aid rescue operations, Bureau of Customs Commissioner Rufino Biazon posted in his Twitter account that they are turning over 23 confiscated rubber boats to the National Disaster Risk Reduction and Management Council (NDRRMC).
The seized items were illegally brought into the country through the Ninoy Aquino International Airport (NAIA) as the owner failed to comply with the requirements.
Biazon, a former lawmaker who pushed for the creation of the NDRMMC in 2010, left the discretion to the council where to deploy the donated boats.
The Philippine Basketball Association (PBA), meanwhile, will be donating P1 million either through the NDRRMC or the Department of Social Welfare and Development (DSWD).
A parallel amount of P1 million will also come from the Manny V. Pangilinan Sports Foundation Inc. as part of the PBA’s overall effort to reach out to the calamity victims, according to Talk ‘N Text coach Chot Reyes. Talk ‘N Text is owned by Pangilinan.
Other than food and clothes, the players’ personal donation have now reached P150,000 with more pledges coming as the league promised to take part in any activity that will help alleviate the situation of flood victims.
Bobby Barreiro, chief operating officer of ABC-5/AKTV, is reportedly working out a relief operation program that would involve PBA players and team and league officials.

CLARK FREEPORT — At least seven domestic flights of Airphil Express were diverted Wednesday at the Clark International Airport due to air traffic congestion at the Ninoy Aquino International Airport (NAIA) in Metro Manila.
Operations at the Clark airport have remained normal with no cancellation of international and domestic flights, said Clark International Airport Corporation (CIAC) President and CEO Victor Jose Luciano.
The four Airbus A320s of Airphil Express, which departed from General Santos City, Osamis, Kalibo, and Legaspi City, started landing at the runways of Clark around 9 a.m. Wednesday.
The airline’s three ATR propeller-type aircraft, which came from Catarman, Caticlan and Calbayog, also made an emergency landing in Clark.
Luciano said the aircraft refueled in the area before they left around 11:30 a.m.
Luciano earlier said Clark airport is ready 24 hours a day for diversion flights from NAIA since the spacious aviation complex can accommodate wide-bodied aircraft.
“The airport is always ready and our navigational systems are working round the clock,” he added.
Luciano said the CIAC management is in the process of upgrading the navigational systems of Clark airport as part of the modernization programs for the entire 2,367 hectare Clark Aviation Complex.
Meanwhile, another low-cost carrier, Philippines Air Asia, announced Wednesday rebooking of flights following heavy rains and massive flooding in Central Luzon.
“Due to the current flood situation, affected passengers who booked their flights going out of Clark International Airport on 8 August 2012, may rebook or move their flights for FREE until 21 August 2012 (Tuesday),” said Genefer Bugarin Tan, of the airline’s commercial department.
