SAN FERNANDO CITY — A Pampanga Party-list representative Wednesday appealed to the National Government to create emergency and preventive measures to determine the imminent flooding in Central Luzon, that destroys billions in agricultural products.

Butil Farmers Rep. Agapito Guanlao stated before the House of Representatives recently, said that rice and corn crops and especially infrastructure wreaked by the twin typhoons “Pedring” and “Quiel” could not be speculate accordingly. In the previous damages reports of Typhoon Ondoy shows that it was registered only P8 billion in losses in rice crops and P108.9 million worth in infrastructure.

3 foreigners’ arrested, 42 sex workers rescued in raid

AUTHORITIES raided a nightclub in Balibago, Angeles City, Pampanga Thursday night, leading to the arrest of three foreigners and two Filipinos and the rescue of 42 sex workers, including a 17-year-old girl from Capas, Tarlac.

Around 9 p.m. of Thursday, Criminal Investigation and Detection Group-Women and Children Protection Division (CIDG-WCPD) elements led by Police Superintendent Emma Libunao raided around the Sweet Girl Honey Pot night club situated at Fields Avenue, Baligabo, Angeles City and began rescue efforts for the women.

Among those arrested include Barry Burston, 69, Raymond Anderson, 57, both Australian nationals, and Michael Watt, 59, from New Zealand.

Also arrested were Judith G. Pajaron, 38, of Bonifacio St., Gasdan, Dau, Mabalacat, Pampanga; and Rossana P. Almeira, 22, also from Mabalacat. Both are floor managers at the said night club.

Marites B. Relos, the club’s registered owner, was not present during the raid.

Thursday night’s raid stemmed from a complaint lobbed by Ledillia Cortez of Camp O’ Donnel, Capas, Tarlac at the CIDG last Monday that her 17-year-old niece who had been missing for a week after she left to look for a job was being held in night club in Angeles City.

Cortez told CIDG that she received a text message from her niece last May 14 that the latter wants to be rescued because the floor manager of the said club was forcibly arranging her to a bar-fine, a deal that allows male customers to take out female club workers for sexual services elsewhere in exchange for a P1,500 fee.

The 17-year-old victim later told CIDG investigators that she was forcibly being held by the floor manager because of the debt she has incurred from availing the club’s uniform for its women workers.

In her report to CIDG Director, Police Chief Superintendent Samuel D. Pagdilao Jr., Libunao described the situation a clear manifestation of debt bondage, which she said was one of the elements of human trafficking.

She said some of the rescued sex workers were recruited as far as Biliran, Leyte and Catarman, Samar.

Charges of violation of Republic Act 9208, or the Trafficking in Person Act are being prepared against the arrested suspects and the owner of the club, said Libunao.

The raid in Angeles City is part of the continuing aggressive drive against human trafficking by CIDG, Pagdilao said.

The CIDG is the lead agency mandated by PNP Chief, Director General Raul M. Bacalzo in the fight against the said crime, Pagdilao said.

These operations against human trafficking, including those undertaken with the CIDG-WCPD, are aimed at lifting the status of the country from the Tiered-Two watch list of the United States on human trafficking. The rating means that human trafficking is rampant.

P3-B infra for Pampanga approved

THE Regional Development Council (RDC) recently approved the implementation of P3.056 billion worth of infrastructure projects in Pampanga.

Under the Convergence Program for Enhancing Tourism Access of the Departments of Tourism (DOT) and Public Works and Highways (DPWH), the RDC approved the infrastructure projects, which include the P277-million widening of the West Circumferential Road in Angeles City; P185-million widening of Clark-Angeles-Magalang road in Angeles City; P694-million road widening leading to the Clark International Airport Route 1 in the cities of Angeles and San Fernando; P327-million road widening leading to CIA Route 2 in Angeles City; P600-million road leading to CIA Route 3 in Angeles City; P600-million East Circumferential Road in Angeles City; and the P373-million rehabilitation of Olongapo-San Fernando Road.

Other projects approved are the P201-million widening and concreting of Paseo del Congreso in Malolos City and the P75-million widening of the Lourdes Road-Clark Air Base in Bamban, Tarlac.

In a statement, the RDC said “Republic Act 9593, otherwise known as the Tourism Act of 2009, declares tourism as an indispensable element of the national economy and an industry of national interest and importance which must be harnessed as an engine of socio-economic growth and cultural affirmation to generate investment, foreign exchange and employment and to continue to mold an enhanced sense of national pride for all Filipinos.

As such, the law established the Tourism Infrastructure Program for identification and immediate funding of vital access roads, airports, and seaports in tourism areas across the archipelago.”

The program is being implemented by DOT and DPWH in partnership with the Department of Transportation and Communications and Department of Budget and Management.

Proposed projects must obtain the approval of the RDC in order for its inclusion in the budget of DPWH.

RDC is the highest policy-making body in Central Luzon and serves as the counterpart of the NEDA Board at the subnational level.

It is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region and serves as a forum where local efforts can be related and integrated with national development activities.

Council members include all governors, city mayors, municipal mayors of capital towns, presidents of municipal mayors’ league, regional directors of national government agencies and representatives from the private sector.

PMTC Partners With Private Outfit for Training On Backhoe Loader Operation

The Provincial Manpower Training Center (PMTC), in partnership with a private outfit, recently started a15-day pilot training on backhoe loader operation in Lubao town in line with the provincial government’s desire to provide employment and livelihood opportunities to its constituents.

PMTC Officer-in-Charge Francis Maslog said that 25 qualified individuals from barangays San Antonio and San Francisco in the municipality of Lubao benefit from the free undertaking, the first-ever training on heavy equipment operation conducted in Pampanga.

The Holy Cross Training and Assessment Center, a Manila-based private training outfit, has generously shared the use of its back hoe, needed fuel including the training venue as part of its corporate social responsibility commitment, Maslog said.

He added that after the training, the management of Holy Cross would also assist the trainees in gaining employment in both local and foreign companies.

“We continuously look for various innovative ways to provide target needy sectors with employable skills and trainings as it is one of the priority thrusts of Governor Lilia G. Pineda’s administration,” Maslog explained.

The PMTC also plans to conduct trainings on machinist operation and motorcycle engine mechanic soon.

“We have likewise lined-up the conduct of training on carpentry for the production of needed school desks for the Department of Education. This would again be in partnership with the Chamber of Furniture Industry of the Philippines-Pampanga chapter (CFIPP) as in the furniture upholstery training we conducted recently.”

More so, plans for the wellness hilot massage training for Aetas are underway to further boost the development of upland barangay Nabuclod, Floridablanca as an ideal eco-tourism destination. This would be in close coordination with the Provincial Social Welfare and Development Office (PSWDO) and Public Employment Services Office (PESO).

Maslog said that aside from the in-house trainings conducted at the Provincial Engineer’s Office (PEO) Compound and Bren Z. Guiao Sports Complex in the City of San Fernando, the PMTC also holds community-based trainings.

He reported that trainings on electrical installation and maintenance in Guagua, barangay Pulung Gubat in Candaba and Mexico towns including welding in Apalit have been conducted by the PMTC.

The governor is very much supportive to the implementation of various skills training programs to qualified out-of-school youths, unemployed adults and other interested individuals in the province, Maslog concluded.

This came as Guiao and Board Member Krizannel Garbo, president of the Pampanga Federation of Sangguniang Kabataan jointly held a sports tournament dubbed, as 1st ‘Congressman’ Joseller “Yeng” Guiao and Board Member Krizannel “Win” Garbo’s Open Inter-Barangay Basketball Cup, started Sunday.

“Aku buo ing suporta ku king 1st Cong. Yeng Guiao and Win Garbo’s basketball cup….. If you need me, anytime, anywhere, just call my name and I will be there,” Boking said.

Governor Pineda who has also graced the inter-barangay basketball cup said before hundreds of barangay officials, barangay tanods and basketball players and other residents in Madapdap Resettlement , Barangay Dapdap here that her administration is fully supporting the vice governor in his activities in the 1st district.

Guiao, who has openly expressed interest in joining the congressional race in 2013 claimed that this will be the first time that a basketball tournament will be held free of everything that it needed.

Forty thousand pesos (P40,000) – first prize, P30,000 second prize, P20,000 – 3rd prize, P10,000 – 4th prize baling division, makikabuuan a alagang P200,000,” she said.

With this, Guiao said all players from small and big barangays will be given a chance to play and win the basketball cup.

On Issuance of Mayor’s Permit: Pampanga Model of Best Practices in CL
Pampanga will be recognized as a model of best practices in the issuance of Mayor’s Permit in awarding ceremonies to be held on Wednesday, April 25, at the Jasmine Function Room, Fontana Leisure Park Convention Center, Clark Freeport Zone.

The award will be given by the Central Luzon Growth Corridor Foundation, Inc. (CLGCFI) for the full compliance by the province’s 20 municipalities and two cities to Component 1 of the Nationwide Streamlining of Business Permits and Licensing Systems (BPLS) in the Philippines.

This developed as Aurora Governor Bellaflor Angara-Castillo, president of the CLGCFI, wrote to Pampanga Governor Lilia G. Pineda informing her of the province’s inclusion in the local government units which will be recognized in said program.

Rommel Pineda, head of the Provincial Investment and Promotion Office (PIPO), said that this is a positive step in the streamlining efforts of the provincial government, towards making it a truly business-friendly and ideal investment destination, which is a goal of Governor Pineda’s administration.

“This is another feather in the cap of the provincial leadership and a result of the cooperative efforts done by the PIPO, and the provincial offices of the Departments of Trade and Industry (DTI) and the Interior and Local Government (DILG),” Pineda stressed.

Pineda explained that Pampanga’s recognition is due to its full compliance to Component 1 of the BPLS which requires the adoption of the BPLS unified form, maximum of five steps, maximum of five days processing time for new applications and one day for renewals, and maximum of two signatories in the issuance of Mayor’s Permit.

Governor Pineda, for her part, commended the municipalities and cities of the province for their full compliance to the BPLS requirements and the joint efforts of the PIPO, DTI and DILG, and enjoined all stakeholders to continue promoting Pampanga as an investment haven.

Expected to attend the awarding ceremonies are Angara-Castillo, Governors Wilhelmino M. Sy-Alvarado of Bulacan, CLGCFI vice-president; Victor A. Yap of Tarlac, secretary; Enrique T. Garcia, Jr. of Bataan., member; Aurelio M. Umali of Nueva Ecija, member; Hermogenes E. Ebdane, Jr. of Zambales, member; and Pampanga’s very own Governor Pineda, treasurer and recipient of the award.

Now on its sixth year, the annual award event continues to recognize deserving LGUs for consistently and successfully implementing the CLGCFI flagship project.

P72-M dike asphalting project underway

CANDABA — The P72-million asphalting project on the Arayat-Apalit setback levee here has pushed through despite the strong opposition from members of the Pampanga Mayors’ League (PML) and other local leaders.

“Malaking bahagi na ng dike ang naaspaltuhan na. Sa unang tingin ay maganda ito dahil mula sa dating bako-bakong kalagayan ay patag na ito. Kaya lang ang totoong problema ay hindi parin nasulusyunan dahil inilagay ang asphalt ng hindi pinatitibay ang mahinang pundasyon nito,” said Genaro Sangalang, a resident here.

Department of Public Works and Highways (DPWH) Regional Director Antonio Molano earlier suspended the said project following the breaches in several portions of Arayat-Apalit setback levee during the onslaught of Typhoon Pedring.

Molano said the asphalting project needs a second look considering the structural foundation of Arayat-Apalit setback levee has been weakened by the strong current of water spilling over from the Pampanga River during the past typhoon.

The action of Molano was followed by the passage of a resolution by the PML calling the attention of President Benigno Aquino to suspend all infrastructure projects intended for the third and fourth districts of the province, including the same asphalting project.

PML president Mayor Jerry Pelayo earlier explained the current structural defects of the setback levee have rendered it in a critical condition. The structure serves as the second line of defense of the province against flooding.

Execs hail Pamintuan’s nomination in World Mayor Awards

CITY OF SAN FERNANDO — Angeles City Mayor Edgardo Pamintuan’s nomination in the 2012 World Mayor Awards is not just an honor but a solid testament of Kapampangan leadership and good governance, said two top officials here.

In separate interviews Monday at City Hall and Capitol, Vice Governor Joseller “Yeng” Guiao and City of San Fernando Mayor Oscar Rodriguez hailed and congratulated Pamintuan for the feat.

The officials said Pamintuan, for barely 21 months in office, has made significant achievements as local chief executive. These include stabilizing Angeles City’s financial state, strengthening solid waste management and improving the delivery of services to Angeleños with his administration’s vaunted “Agyu Tamu” battlecry.

Guiao, the aspiring first district lawmaker, said: “Mayor Pamintuan has proven time and again how Kapampangan leaders are His achievements will speak for themselves. I know that he can do more for Angeles City given his unsurpassed leadership. We hope he could make it to the top of the World Mayor Awards because even now, he already is the pride of the Kapampangans.”

Rodriguez, also president of the League of Cities of the Philippines, said it is an honor not only for Angeles City and Pampanga, but the whole Philippines as well, to have another Kapampangan leader in the roster where he himself was ranked fourth a few years back.

“It’s an honor to have Mayor Ed in the nomination. Just being nominated in the World Mayors Awards is already a distinction. And having another Kapampangan, our sister city colleague, as world-class mayor is indeed an honor and distinction — a testament that Kapampangan leaders embrace good governance. I pray he will follow the rank of other Philippine mayors who made it,” said Rodriguez.

And even with the nomination, Pamintuan said he “is not expecting much on the search and will continue to work and fulfill his contract with Angeleños.”

The City Mayors Foundation, which undertakes the search every two years, will announce the top world mayors in December this year.

Lazatin flyover done by June 30

CITY OF SAN FERNANDO — The Department of Public Works and Highways (DPWH) said Monday that the Lazatin flyover in the intersection of Jose Abad Santos Avenue (Jasa) here is expected to be finished by June 30 this year.

The project, amounting to P330 million, is part of the Presidential Bridge Program and is expected to benefit motorists and commuters here and relieve the otherwise busy area from road traffic.
DPWH District Engineer Jose Datu said the original target date of completion for the project is supposed to be October of this year.

“But the construction is being targeted to be finished by June 30 so that the traffic and commercial activity in the area could return to normal,” Datu said.

While construction is still ongoing, Datu said the DPWH is advising motorists to take alternate routes to avoid heavy traffic.

Earlier, motorists and commuters in this city expressed their disappointment on the daily heavy build-up of traffic in one of the province’s most important gateways.

The heavy traffic, starting early morning, is a result of three ongoing works — the Lazatin flyover in the intersection of Jasa; the pedestrian footbridge at Barangay Dolores; and road improvements between SM City Pampanga and Robinsons Starmills in Barangay San Jose. These are all being done by the Public Works agency.

Improvements noted in mall’s disaster preparedness

CITY OF SAN FERNANDO — Multi-line agency officials on Thursday noted vast improvements in the disaster response and preparedness of SM City Pampanga.
During the annual fire and earthquake drill at the mall Thursday morning, officials from the Bureau of Fire Protection, Office of Civil Defense, Red Cross, police and the Provincial Disaster Risk Reduction and Management Office headed by Engr. Lulu Alingcastre disclosed the evaluation of the simulated exercise and compared it with last year’s.
In the exercise, two other scenarios — aside from fire — like events of collapse and stampede were given focus, since the mall has average customer traffic of about 60,000 at any given day.
“Based on last year’s assessment, the management of SM City Pampanga had made a lot of improvements. The alarm is now more audible inside the whole mall, many rescue and emergency equipment have been upgraded and added, exit points are now well identified, and personnel like medical teams are now more alert,” Alingcastre told Sun.Star Pampanga.
She said, though, that there is still plenty of room for improvement.
“Of course, there is more room for improvement like having a designated a big area for evacuation since the mall is big and most of the time its parking lots are full. Then they could enhance capability with sufficient personal protective equipment for their response teams. As a whole though, the response plan of the mall is very acceptable and within required standards,” said Alingcastre.
The mall’s management, led by mall manager Lana Erroba, had vowed to look into the concerns to further strengthen SM City Pampanga’s disaster response program. (JTD)
