Philippines among 22 countries with high TB cases

THE World Health Organization (WHO) named Friday the Philippines as one of the 22 countries that carry much of the burden of tuberculosis (TB) cases in the planet.
In a statement, the WHO–Western Pacific Region said four of the 22 countries in the region belong in the list, including the Philippines.
“Twenty-two countries carry 80 percent of the burden of TB, and four of those are in the Western Pacific Region — Cambodia, China, the Philippines, and Vietnam,” said WHO Regional Director for the Western Pacific Dr. Shin Young-soo.
Other countries accounting for most of the 8.4 million of the total TB cases as of 2011 are Afghanistan, Bangladesh, Brazil, Congo, Ethiopia, India, Indonesia, Kenya, Mozambique, Myanmar, Nigeria, Pakistan, Russia, South Africa, Thailand, Uganda, Tanzania, and Zimbabwe.
Shin called on countries to intensify their efforts to combat the disease.
“Countries need to strengthen their health systems to prevent the development and spread of tuberculosis,” said the official.
He noted that among the foremost challenge for health workers are to detect the cases in order “to cut the chain of transmission”.
“The more TB cases that are properly diagnosed and treated, the more we can protect our children,” said Shin.
The Department of Health (DOH) immediately answered the call with National Capital Region (NCR) Director Dr. Eduardo Janairo ordering community health teams (CHTs) to seek and monitor the treatment of TB patients in Metro Manila.
“This effort is needed to reach and identify those at highest risk for TB and implement innovative strategies to improve testing and treatment among high-risk populations in Metro Manila. It will be one the CHTs mission and we will be treating patients through community-based models of care in order to monitor the patient’s progress,” said the DOH official.
As of 2011, DOH-NCR records show that there are 36,615 total TB cases currently being managed by the DOTS or Directly Observed Treatment Short Course of the government.

Napolcom starts probe into death of 2 rape suspects

THE National Police Commission (Napolcom) has formed a special task force to look into the alleged summary execution of two rape suspects at the Manila Police District (MPD) headquarters on Tuesday.

Napolcom Vice Chairman and Executive Officer Eduardo Escueta said the creation of the task force is part of their stepped-up efforts to investigate the incident, primarily to determine if there was indeed a “scuffle” as claimed by the policemen.

“The task force has gone to the MPD to look at the bottom of the case. This constitutes possible grave misconduct and gross neglect of duty,” Escueta said.

Earlier, the Commission on Human Rights (CHR) raised serious doubts about the deaths of Roderick Soliveres, 28, and Cecilio Bacolo Jr., 19, at the homicide section of the MPD headquarters Tuesday night.

Both suspects have been arrested for the rape-slay of a seven-year-old girl in Sta. Mesa, Manila Friday last week.

As part of the due process, Escueta said Napolcom investigators would get the statement of SPO1 Ramil Dimaguiba and PO3 Rodel Benitez.

If there is sufficient evidence against them, Escueta said both policemen face dismissal from the service.

“We cannot conclude yet what really happened there. We have to be careful about this investigation so as not to unnecessarily compromise our policemen,” the Napolcom official said.

Asked about the rules of engagement in cases where a suspect in custody puts the life of his captor at risk, Escueta said custodial officers should be careful in using deadly force to repel an aggression.

“They should first at least try to subdue the suspect, either by a punch or by simply overpowering him,” he said, adding the use of deadly force should be the last resort.

But Escueta admitted there is a thin line that divides what is “reasonable force” and “beyond reasonable force.”

Nevertheless, the official said it should be engrained to every policeman that dealing with criminal suspects in custody is governed by a set of rules, and this is taught to all police personnel during basic training.

He assured, however, that there will be no whitewash in the case. The Napolcom, he added, never tolerated summary execution-style of crime suspects in dealing justice.

The deaths of Soliveres and Bacolo took place just more than a month after a Chinese national, Gong Shu Yang, was killed during a supposed scuffle with his policemen escorts.

Corona arms cache ‘overblown’

THE Supreme Court downplayed Monday Chief Justice Renato Corona’s alleged ownership of some 31 firearms.

Court spokesman Jose Midas Marquez said the reported armory of the chief magistrate was overblown, just like the supposed 45 properties listed by the Land Registration Authority (LRA) in his name.
“Most of the guns belong to Corona’s father and some of them where already sold,” the court official said, after a mass offered for Corona and his defense team on Monday.
Marquez, who is also the Supreme Court administrator, likened the issue to the list of properties named to Corona by the LRA, which had been used by the House prosecution panel in bolstering the impeachment complaint against the chief magistrate, alleging that these properties were not reflected in the latter’s statement of assets, liabilities and net worth (SALN).

Of the 45 properties, Corona had claimed ownership of only five. The rest, he said, had already been sold, were owned by his children and/or their spouses or in-laws, or were mere fabrications.

Corona had admitted to owning a gun, but denied allegations that he had tried to threaten with it a caretaker of a member of his wife Cristina’s relative in 1997.

A report earlier cited records of the Philippine National Police–Firearms and Explosives Office, which showed that Corona owned at least 31 firearms, including a high-powered Uzi machine gun and a vintage Winchester popularized by American cowboys in the 19th century.

However, the licenses for said firearms have already expired except for a .380-caliber pistol (Serial No. 374-2900), which expires October 15, 2015; and a 9mm machine pistol (T0624-07V0060978), which expires on October 15, 2014.

Malacañang, meanwhile, declined to comment on the reported arms cache of the chief magistrate.
Presidential spokesperson Edwin Lacierda, in a news briefing, said Malacanang did not check on the legality of Corona’s owning of different guns and if there was possible abuse or misuse of privileges on the part of the Chief Justice.

“We did not verify. We don’t see the need. We don’t want to be drawn again into that issue on the firearms of Chief Justice Corona,” he said.

Over the weekend, however, deputy presidential spokesperson Abigail Valte said Corona has to answer why he did not declare on his SALN the substantial number of firearms that he allegedly owns. (JCV/SDR/Sunnex)

Prosecution: Impeach court not proper venue to discuss ‘pork’

A HOUSE of Representatives leader said Monday that the impeachment court is not the proper venue to discuss the allocation of priority development assistance funds (PDAF), more commonly known as “pork barrel”, to its members.
“This is not the proper venue to talk about pork barrel funds,” Quezon Representative Lorenzo “Erin” Tañada III, House Deputy Leader and spokesperson for the prosecution panel, told reporters in a news briefing.
During the resumption of the impeachment trial of Chief Justice Renato Corona Monday, the defense panel presented Navotas Representative Tobias “Toby” Tiangco as its first witness.

In his testimony before the impeachment court, Tiangco said he would have signed the impeachment complaint against Corona for three reasons, one of which is he “does not want to catch the ire of the most powerful man of the country.”

Tiangco claims his PDAF was withheld after he voted against the impeachment of the then Ombudsman Merceditas Gutierrez. He said House committee on appropriations chairman Joseph Emilio Abaya earlier warned through a text message that those who will vote against the impeachment of Gutierrez will receive “zero PDAF”. Abaya had since denied that the text message came from him.

After newspapers published statements from a press release issued by Tiangco on his no vote, Budget Secretary Florencio “Butch” Abad then sent him a text message telling him “to find a way to talk to PNoy.” Abad was referring to President Benigno Aquino III.

Tiangco said he did not talk to the President because he was only a first-term congressman.

The Navotas lawmaker did not sign the impeachment complaint against Corona after its supposed hasty filing. He also quit the House majority bloc.

Records from the Department of Budget and Management (DBM) show that Tiangco’s P70-million PDAF for the year 2011 had already been released and allocated to his constituents.

“He did get his pork barrel at a later time even if he didn’t vote in the impeachment of Ombudsman Gutierrez,” Tañada said.

Deputy Majority Leader Romero Frederico “Miro” Quimbo, also a spokesperson for the prosecution team, added that PDAF menu set by the Budget department has been very strict and even his PDAF has not yet been fully released.

According to DBM records, only P48 million of Quimbo’s 2011 PDAF has been released.

“Not to complain but the DBM has been very strict. My entire 2011 PDAF has not been released and yet I’m part of the impeachment,” Quimbo said. (Kathrina Alvarez/Sunnex)

Senate cites defense lawyer in contempt

DEFENSE lawyer Jose Roy III was cited for indirect contempt Monday evening over a supposed attempt by Malacañang to bribe senators that Chief Justice Renato Corona’s lawyers announced at a press conference in February.
At the press conference on February 12, members of the defense panel said Executive Secretary Paquito Ochoa Jr. had been calling up senators and promising P100 million “for soft projects” in exchange for disregarding a Supreme Court injunction on the opening of Corona’s supposed foreign-currency accounts. The Corona camp cited an anonymous source who they said was credible.
Senators took offense at the suggestion that they could be bribed, and were quick to deny the allegation.
“If you believe this story, that is up to you. But when you faced the media, and passed this story on to the public with little more than your faces to back you up, then you crossed the line,” Senate President Pro Tempore Jinggoy Estrada told the defense panel the next day.
The citation for contempt was prompted by a motion by Senator Antonio Trillanes IV, who moved to order Corona’s lawyers to submit a legal memorandum on why they should not be cited for contempt. It was carried without opposition.
The Senate impeachment court also ruled to respect the temporary restraining order (TRO) on Corona’s supposed dollar accounts with Philippine Savings Bank.
“The court feels that, in effect, there is an implied suggestion that there is a quid pro quo in the votes to be obtained from members of this court, which the court considers indirect contempt,” said Senate President Juan Ponce Enrile, presiding officer.
The Senate has yet to decide in caucus what the penalty against Roy will be.
Another lawyer, Vitaliano Aguirre II, was also cited in contempt for covering his ears while Senator Miriam Defensor-Santiago was berating the prosecution panel on February 29. Aguirre was punished with an admonition but withdrew as a private prosecutor even before the Senate determined his penalty.
Roy, in an interview after the trial, said he welcomed the judgment of the impeachment court.
“We have extended our apology and we will wait for the final judgment of the court,” he said.
He has said that the defense did not mean to accuse the senators of anything and only wanted to expose Malacañang’s alleged attempt to interfere in the trial.
Malacañang has denied the allegation and senators have denied being approached and offered bribes.

House majority ‘pressured’ to sign impeach plaint

MANILA — Navotas City Representative Tobias Tiangco told the Senate impeachment court Monday that there was pressure from the House leadership for members of the majority to endorse the impeachment complaint against Chief Justice Renato Corona.
He said he was taken aback when House Speaker Feliciano Belmonte Jr. supposedly told the majority that Corona’s impeachment was “non-debatable”.
“We will impeach the Chief Justice today. Corona is a protégé of GMA (Pampanga Representative Gloria Macapagal-Arroyo), he will do nothing but protect GMA. He will get in the way of the President’s plans,” Tiangco said, quoting Belmonte.
He added there were no supporting documents presented to the majority when the impeachment complaint was presented at a December 12 caucus.
He said there had only been bullet points and a “narrative”.
“He was trying to convince us that there was a probable cause, but to be convinced, I needed to see documents,” he told the impeachment court.
Tiangco said he already displeased Malacañang once, when he did not sign the impeachment complaint against former ombudsman Merceditas Gutierrez, and as a result, had the release of his Priority Development Assistance Fund (PDAF or pork barrel) allocation delayed.
He said he almost signed the complaint because of the delayed PDAF after the Gutierrez impeachment and because there were enough members to impeach Corona anyway.
“Third, I don’t want to catch the ire of the most powerful man in the country,” he said.
Tiangco added that members of the House told him in confidence that they resented “being forced” to sign the complaint.
This delay in the PDAF and the pressure from the House leadership in the Corona impeachment complaint were part of a pattern and the modus operandi of the Aquino administration, said defense lawyer Dennis Manalo.
Tiangco said he felt that the complaint was an attempt to control the judiciary.
Manalo also asked Tiangco about other moves against members of the judiciary, and the lawmaker said aside from the Corona complaint, there was also a complaint against Supreme Court Associate Justice Mariano Del Castillo, who was accused of plagiarism.
He added there were also news reports of House prosecutor Niel Tupas saying two more justices would be impeached.
But Senate President Juan Ponce Enrile noted no other justices faced impeachment. He also repeatedly asked the defense for the relevance of Tiangco’s testimony.
Enrile allowed Tiangco’s testimony, however, after Manalo said it was meant to raise doubts on the grounds and the integrity of the impeachment complaint.
Senators Jinggoy Estrada and Francis Pangilinan also asked about the relevance of Tiangco’s statement.
“I do not know where I can connect Congressman Tiangco’s testimony to what we will decide on eventually,” Estrada said.
Meanwhile, Enrile ruled that the validity of the impeachment complaint should have been raised before the complaint was brought to the Senate. He said the complaint was in compliance with House rules and that the Senate is only mandated with trying the impeachment complaint.

Cops kill suspected leader and 3 members of organized crime group in Pampanga

MANILA, Philippines—An alleged leader of an organized crime group and three of its members were killed in a shootout with police in Pampanga early Sunday, a Philippine National Police spokesman said on Monday.
Chief Superintendent Agrimero Cruz Jr. identified one of the slain suspects as Gider Ignacio de Leon, who purportedly led the “Den-Den Group” which was involved in gun-for-hire, car theft, drug trade and extortion.
Police moved to arrest De Leon and his cohorts after receiving information that the group was seen in Panipuan village in Mexico, Pampanga at 5 a.m.
Cruz said that authorities shot at and eventually killed the motorcycle-riding suspects along Anao-San Jose Malino Road in Anao village. He added that the four men ignored the police checkpoint along the road, prompting police to chase them.
Recovered from the suspects were two hand grenades, two caliber .38 pistols and the three motorcycles.

Philippines jolted by 5.3 magnitude earthquake

MANILA, Philippines (AP) — Officials say two moderately strong earthquakes have hit the northwestern Philippines with no damage reported so far.
The Philippine Institute of Volcanology and Seismology says the 5.3 magnitude temblor before dawn Friday was centered 10.5 miles (17 kilometers) southwest of Looc township on Lubang island in Mindoro Occidental province.
It was felt in Manila, some 80 miles (130 kilometers) northeast.
Hours earlier, a 5.1 earthquake struck the same area, causing no damage.
A 5.2 earthquake Tuesday cracked buildings in the central Philippines, injuring 10 people. Last month, 58 people died in a quake on another Philippine island.
The Philippines is in the so-called Pacific “Ring of Fire,” where earthquakes and volcanic activity are common.

Subic workshops set to help promote Phl’s competitiveness

SUBIC BAY FREEPORT, (PIA) — Globally-acknowledged competitiveness gurus will share their expertise on quality, productivity, workplace cooperation and benchmarking in the forthcoming national symposium-workshops to be held here from March 27 to 30.

The symposium-workshops are being organized through a public-private-partnership (PPP) between Subic Bay Metropolitan Authority (SBMA) and Quality Partners Co., Ltd. (QPCL).

The event is divided into two parts. First, a pre-symposium seminar-workshop on “Scientific Benchmarking for Excellence” which will be held on March 27 and 28. The seminar-workshop dubbed as “Workplace Cooperation for Quality, Productivity and Competitiveness,” will be conducted on March 29 to 30.
Both will be held at the Subic Bay Exhibition and Convention Center (SBECC) in this free port.

Subic Bay Metropolitan Authority (SBMA) Chairman Roberto Garcia said the symposium-workshops are projected to be the initial activities in a long-range quest to develop it into a National Center for Excellence and a Resource Center for Quality and Productivity Information and Training with the Subic Freeport as the hub.

Garcia said the SBMA and QPCL are undertaking the project in the belief that quality, workplace cooperation and excellence will lift the country’s global competitiveness.

The pre-symposium seminar-workshop will be conducted by Dr. Robin Mann, chairman of the Global Benchmarking Network of New Zealand, a membership-based organization with members in more than 20 countries and founder-head of the Center for Organizational Excellence Research (COER), Massey University, which undertakes research projects — both focusing on business excellence and benchmarking.

Mann has helped over 300 organizations undertake self-assessment, written 30 refereed journal papers, 100 non-refereed papers, six short books and has been a frequent keynote presenter in 15 countries in 2011.

Meanwhile, Dr. Jose Gatchalian, chairman of QPCL, will address the participants of the seminar-workshop on workplace cooperation with his keynote piece entitled, “Workplace Cooperation: A Cutting Edge for Quality, Productivity and Competitiveness.”

Joining Dr. Gatchalian will be GlobeTel Philippines president Ernest Cu, who will discuss “Workplace Cooperation: Customer First Circle” and University of the Philippines Vice President Dr. M.S.V. Amante, who will talk about “Workplace Diversity and Cross-Cultural Work Relations.”

Meanwhile, the panel discussion will be conducted by panelists composed of successful and prominent resource speakers who shall share their experience and expertise in their respective field.

U.S. military seeks more access in Philippines

The United States is seeking more access to Philippines ports and airfields to re-fuel and service its warships and planes, diplomatic and military sources said on Thursday, expanding its presence at a time of tension with China in the East Sea.

But it is not trying to reopen military bases there.

Washington’s growing cooperation in the Philippines, a U.S. ally which voted to remove huge American naval and air bases 20 years ago, follows the U.S. announcement last year of plans to set up a Marine base in northern Australia and possibly station warships in Singapore.

It also coincides with diplomatic and military friction in the East Sea and its oil-rich Spratly Islands.

Last month, senior Philippine defense and foreign affairs officials met their U.S. counterparts in Washington to discuss ways to increase the number and frequency of joint exercises, training, ship and aircraft visits and other activities.

“It’s access, not bases,” a foreign affairs department official familiar with the strategic dialogue told Reuters.

“Our talks focus on strengthening cooperation on military and non-military activities, such as disaster response and humanitarian assistance, counter-terrorism, non-proliferation. There were no discussions about new U.S. bases,” he said.

These activities would allow the U.S. military more access in the Philippines, stretching its presence beyond local military facilities and training grounds into central Cebu province or to Batanes island near the northern borders with Taiwan.

U.S. ships and aircraft are seeking access for re-supply, re-fueling and repairs, not just for goodwill visits, exercises and training activities, the diplomat said.

The Philippines was ruled by the United States for nearly five decades between the departure of the Spanish and the Japanese occupation during the Second World War, and is now one of its foremost allies in Asia, despite expelling the U.S. from its former military bases at Clark and Subic Bay in 1992.

Since 1987, the Philippine constitution has explicitly banned a permanent foreign military presence. But Washington maintains close military ties under a 1951 defense treaty, and its special forces have been helping the Philippine military combat Islamic militants in the south of the country since 2002.

A Filipino diplomat said Washington’s expanding presence is allowed under the under a 1998 Visiting Forces Agreement and a 2002 Mutual Logistics Support Agreement.

The issue is likely to be raised during a visit to Manila from Friday by U.S. Assistant Secretary Andrew Shapiro, senior advisor on political-military affairs to Secretary Hillary Clinton.

U.S. military “hardware”

Apart from training and exercises, the two countries discussed U.S. military assistance, including equipment and data to enhance “domain awareness” in the East Sea.

A second Hamilton-class cutter will be transferred to the Philippine Navy this year and a possible third second-hand cutter was also discussed, the diplomat added.

“On our side, we’re also trying to explore ways on how to access newer U.S. military hardware through innovative financial schemes other than the usual channels,” the foreign affairs official said.

Military sources said Manila was studying leasing newer offshore patrol vessels, larger sealift and support vessels and lead-in fighter trainer aircraft.

Last month, Defense Secretary Voltaire Gazmin told reporters Manila is also considering a proposal from the United States Pacific Command to deploy P3C-Orion spy planes in the country to help monitor movements and activities in the East Sea.

The disputed ownership of oil-rich reefs and islands in the East Sea, through which $5 trillion in trade sails annually, is one of the biggest security threats in Asia. Beijing says it has historical sovereignty over the East Sea, superseding claims of other countries.

Tension over the region and the U.S. plans to expand its military operations in the Asia-Pacific, long an issue with China, could well come up in talks when China’s leader-in-waiting Xi Jingping visits Washington next week.

China has expressed misgivings about the Obama administration’s shift to raise its security role in the region at a time when Beijing is expanding its own military reach.

The Hawaii-based Pacific Command’s proposal to deploy spy planes came two months after State and Pentagon officials offered to share surveillance data on the East Sea during talks with Foreign Affairs Secretary Albert del Rosario in June 2011.

Last year, Del Rosario repeatedly protested against China’s activities and intrusions into Philippine maritime territories, including an attempt to ram a survey ship exploring oil and gas in the East Sea. Manila had accused China’s ships of crossing into its maritime borders nearly a dozen times in 2011.

The Philippines has welcomed plans by the United States to shift more attention in the Asia and Pacific region and senior officials said an expanded U.S. military presence could enhance peace and stability.
