1st woodcarving contest launched

GUAGUA — Woodcarvers and furniture makers organized the first-ever on-the-spot woodcarving contest as part of the Dukit Festival over the weekend to promote the woodcarving industries.
Myrna Bituin of Betis Crafts, one of the main organizers of the event, said the contest brings together different woodcarving talents of the town into one competition centering on art and creativity.
“The event aims to promote the woodcarving industry among the younger generation and the woodcarving industry here as a tourism destination,” Bituin said.
She said the woodcarving industry here has served as a major income-generating industry for whole communities.
The event also featured an exhibit of the best woodcarving products of the town from ecclesiastical and religious art to furniture and art accents.
The whole event was participated by at least 30 woodcarvers and 50 independent exhibitors from Betis district.
Presidential Medal of Merit awardee Willy Layug said the event shows the ingenuity of Betis woodcarvers, the traditions that are passed on from generation to generation, and the dilemma of holding on to the tradition in the age of mechanical reproduction and modern technology.
Layug said entries in the competition will be turned over to the Betis Museum.
He also said they are looking at creating a foundation that will see the promotion of the festival and in the continuity of the festival’s objectives.
Local tourists and woodcarvers from as far as Paete in Laguna visited the event.

Mayors, governor upbeat about 2013

METRO Cebu’s mayors are upbeat about 2013, when they plan to pursue infrastructure and other projects in an election year.
Like them, Gov. Gwendolyn Garcia said she will stay positive, although she is fighting in court an order suspending her for the final six months of her term.
Cebu City’s Mayor Michael Rama said that in 2013 he wants to expand a beautification project to the coastal areas, while the City Council led by Vice Mayor Joy Augustus Young plans, among others, to amend the zoning ordinance to address the need for parking spaces.
Among his final acts in 2011, Mayor Rama again visited Governor Garcia at the Capitol, where she has stayed since Dec. 19. That day, Vice Gov. Agnes Magpale took oath as acting governor, after a copy of the suspension order was left on the governor’s door.
Mayor Rama said his wish is for “the rightful governor” to remain and for the situation at the Capitol, triggered by the suspension for six months of Governor Garcia, to be settled.
“Ako ning gilantaw nga usa ka dakong pagsulay kanako apan may purpose man. May katuyuan ang Kahitas-an sa tanan nga panghitabo sa tagsa-tagsa nato nga kinabuhi (I consider this a severe test, but I know it has a purpose. The Almighty has a plan for each of us),” the governor told reporters.
‘Not merry’
In a press conference, Deputy Speaker Pablo Garcia said the important thing is that their family remained united while they celebrated the holidays at the Capitol.
The Office of the President has ordered Governor Garcia’s suspension for six months, as penalty for an administrative case for grave misconduct filed in 2010 by then Vice Gov. Gregorio Sanchez Jr.
The Garcia family was also planning to ring in the New Year last night at the governor’s office, where she has stayed for more than two weeks now.
The deputy speaker, himself a former three-term governor of Cebu, said he could not help but feel that something was amiss whenever he responded to a holiday greeting.
“We are expected to respond, ‘Merry Christmas’ pero dunay kahaw-ang sa paglitok og (yet there was something missing when we said) ‘Merry Christmas’ because it was not merry,” he quipped.

Outside the Capitol, Metro Cebu’s mayors took time out from the holiday break to discuss their plans for 2013.
In an interview yesterday, Lapu-Lapu City Mayor Paz Radaza said she plans to focus on the rehabilitation and improvement of city roads, particularly within Barangay Basak where the traffic is at its worst.
In Talisay City, Mayor Socrates Fernandez said that in the last six months of his term, he plans to prioritize livelihood projects for out-of-school youth.
Naga City Mayor Valdemar Chiong said the infrastructure projects planned for 2013 are part of efforts to attract new investors. These include a new public market and an expansion of the City’s reclamation project.
Radaza said that her administration has not fully met the demands of constituents for better roads, because of the lack of funds. However, she added that in 2012, the City made significant inroads in ecotourism projects and in introducing the islands as potential tourist spots.
Fernandez, for his part, also hopes to tap the Talisay City College to give deserving young people a chance to go to school.
As for Naga, Chiong told Sun.Star Cebu yesterday that in 2013, several businesses will open their plants in the city, which will provide an estimated P100 million as the City’s income.
Naga’s budget for 2013 is P650 million.
Aside from the market and reclamation projects, Naga also plans to build a sports oval in the Naga City Central School, for an estimated cost of P30 to P50 million.

With the start of a new year, officials of the Cebu City Government revealed their plans and priority projects.
Mayor Rama said the City Government intends to build a seawall with a three-meter easement along the coastal area, particularly from Barangays Sawang Calero to
Inayawan. The three-meter easement will be used as boardwalk for the residents.
The ongoing restoration and beautification project is being conducted from Pier 1 up to the Cebu Port Authority area, he pointed out.
In Cogon Pardo, Rama said, he wants to improve the area as a wetland where mangroves will be propagated and bird-watching can be encouraged at certain times of the year.
Funding for these projects will be drawn from the P5.19-billion approved budget of the City Government for 2013.
Other priority projects of the mayor are continuing programs such as asphalting the city’s streets and concreting the roads in mountain barangays.
Council plans
As for the City Council, Vice Mayor Young said they intend to update the zoning ordinance, particularly on the parking requirements for condominium projects.
His other priority projects, the vice mayor said, include working with Councilor Alvin Dizon on housing programs and Councilor Nida Cabrera to address the solid waste management problem.
Young said he will be working the City’s scholarship committee, as it has not been organized yet. He also seeks to institutionalize the city’s nursery program.
Dizon told Sun.Star Cebu he will focus on the passage of his ordinance that seeks to impose a moratorium on the demolition of illegal structures at the Citicenter Commercial Complex in Barangay Kamagayan.
Aside from this, Dizon, who heads the council’s committee on housing, said he will also work on the construction of more condominium projects in the Old Lorega San Miguel Cemetery in partnership with Rep. Rachel del Mar (Cebu City, north district) and non-government organizations.
The City intends to build eight three-storey medium-rise buildings inside the old cemetery. Just last year, the first building, whose construction was funded by del Mar’s share of the Priority Development Assistance Fund, was finished.
Cabrera said she will draft an ordinance that will provide incentives to businesses that formulate and implement a sustainable environmental management plan.
Aside from this, she will work on an environmental code, which will incorporate the solid waste management program of the City Government.

House to insist on compensation bill version in bicam

THE House of Representatives will insist on its approved version of a measure providing compensation to human rights victims during the Marcos regime, a member of the bicameral conference committee said.
House Deputy Speaker Lorenzo Tanada III, the main proponent of the House version, noted that the counterpart bill in the Senate was watered down because the provision on enforced disappearance was deleted.
“How can you tell Edcel that his brother will not be considered a human rights victim because enforced disappearance is removed?” Tanada said referring to Albay Representative Edcel Lagman.
Lagman’s brother, labor lawyer Hermon, was among the victims of enforced disappearances during the Martial Law era under the late strongman Ferdinand Marcos.
Tanada and Lagman are both members of the bicam tasked to reconcile conflicting provisions of the House and Senate versions of the bill. Also part of the House contingent to the bicam are Representatives Neri Colmenares (Bayan Muna), Walden Bello (Akbayan), Mitos Magsaysay (Zambales), Abigail Binay (Makati) and Rene Relamapagos (Bohol).
The Senate also inserted the word “peaceful” in the definition of human rights victims, Tanada said, which the House contingent will strongly oppose.
“This means if you’re not exercising your rights peacefully, you are not considered a human rights victim. We will fight for the House version,” he said.
On December 17, the Senate voted 18-0 to approve on third and final reading Senate Bill 3334 or the “Human Rights Victims Reparation and Recognition Act of 2012.”
During the 9th Asia-Europe Meeting in Laos in November, President Benigno Aquino III himself promised Swiss President Eveline Widmer-Schlumpf that his government would fast-track the process of the release of the compensation to Marcos victims.

Binay to talk to Aquino over Garcia suspension

IF GIVEN the chance, Vice President Jejomar Binay would like to see President Benigno Aquino III to discuss Malacañang’s decision to suspend Cebu Governor Gwendolyn Garcia months before the 2013 midterm elections.
Binay, one of the leaders of the United Nationalist Alliance (UNA) to which Garcia belongs, said he has not yet conveyed his dismay over the Palace directive to Aquino because of the Christmas break.

Palace: With RH law, PH can move on

MANILA — Malacañang confirmed Saturday that President Benigno Aquino III had signed into law Republic Act (RA) 10354 or the Responsible Parenthood and Reproductive Health Act of 2012.
In a statement, deputy presidential spokesperson Abigail Valte said the President signed the new reproductive health law last Dec. 21.
Valte, in an interview over dzRB Radyo ng Bayan, said that with the President’s action, the government and civil society organizations can now move forward for greater cooperation.
“The passage into law of the Responsible Parenthood Act closes a highly divisive chapter of our history—a chapter borne of the convictions of those who argued for, or against this Act, whether in the legislative branch or in civil society,” she said.
“At the same time, it opens the possibility of cooperation and reconciliation among different sectors in society: engagement and dialogue characterized not by animosity, but by our collective desire to better the welfare of the Filipino people,” she added.
This kind of engagement and dialogue is the hallmark of a true democracy, Valte said noting that this encourages people to debate through deeply-held beliefs and values that enrich and elevate public discourse.
Whatever the disagreements, people must work together to find ways to improve the lives of Filipinos, she said.
Asked by reporters how the administration intends to reach out to the Catholic Church after the approval of the bill, Valte said that both sides can cooperate on many other areas.
“While the Responsible Parenthood Bill may have been a very contentious issue between government and civil society and other sectors, there are so many areas that we can move forward on; we have many other areas of cooperation that are possible for us to be partners in, particularly environment and other advocacies,” she said.
The Palace official also fended off accusations that the bill was signed by the President in secrecy. The President signed it on Dec. 21 because he has engagements to attend to after Christmas and he wanted to make sure that he approves it before the year ends, Valte said.
The President also signed other legislations aside from Republic Act 10354, which also been released to the media, she added.
The Palace confirmation came two days after micro-blogging site, Twitter, was abuzz with reaction over the supposed signing of the RH bill into law.
On Friday night, a close ally of President Aquino confirmed that the RH bill had been signed last Dec. 21, just two days after the bicameral conference committee report was ratified in the Senate and the House of Representatives.
In a text message to reporters, House Majority Leader Neptali Gonzales II said: “PNoy (Aquino) signed into law without fanfare the RH Republic Act last Friday Dec. 21. RH is now Republic Act 10354.”
One of the main authors, Senior Deputy Majority Leader and Rep. Janette Garin (Iloilo), said it was Aquino himself who requested for a non-ceremonious signing of the RH Lw.
“We agreed with his call for early reconciliation for the sake of the nation and the Christmas spirit. Ceremonies are not that important. What is important is our government’s political will to implement pro-poor and pro-people measures,” Garin said in a text message.
Albay Representative Edcel Lagman, also one of the authors, said the RA 10354 was signed in the privacy of Aquino’s study room in order “not to exacerbate” the conflict with Catholic Church leaders.
“Women worldwide who have been anticipating the enactment of an RH law in the Philippines rejoice with the vast majority of Filipinos in celebrating the elevation of the bill into a statute,” Lagman said.
Valte, meanwhile, allayed fears that the new law would compel families to use artificial contraceptives and that it would require families to set a particular number of children. She said the government will post the copies of the law on the Internet so that the public can look at its provisions.
Also she clarified that the fund for natural family planning centers will be separate from the allocation intended for artificial family planning methods given to health centers.
The Responsible Parenthood and Reproductive Health Act of 2012, has already been published online in the Official Gazette, after having been signed by Aquino on Dec. 21, 2012.

UNA slams ‘Mar-tial Law’

Manila, Philippines – The United Nationalist Alliance (UNA) has accused the ruling Liberal Party (LP) of imposing what it termed “Mar-tial Law“ in Cebu to remove Gov. Gwen Garcia from power that was not the case when administration ally Caloocan City Mayor Recom Echiverri faced a suspension order in 2011.

Mar-tial Law referred to Interior and Local Government Secretary Manuel A. Roxas II’s nickname “Mar“ whom UNA has accused of mounting a “power grab“ to control vote-rich provinces like Cebu.
UNA Secretary General Navotas City Rep. Toby Tiangco accused the ruling party of committing “glaring violations of the law and clear abuse of power“ in attempting to enforce the suspension order on Garcia and install Vice Gov. Agnes Magpale who is a member of the ruling party led by Roxas.
“No matter what the LP and its apologists say, the people of Cebu know that Mar-tial Law has been imposed in their province,” Tiangco said in a statement, noting that the LP-affiliated Magpale had closed down two media outlets “on flimsy grounds.”
“The police erected barricades and deployed armalite-wielding policemen to the capitol. Supporters of the Governor and even employees were prevented from entering the grounds. They were not even allowed to bring in food that they have prepared,” said Tiangco who has been speaking in behalf of the coalition between Vice President Jejomar C. Quinta’ deaths rise to 11

MANILA, Philippines – The death toll from Tropical Cyclone Quinta rose to 11 as of Friday morning, with most of the fatalities from Western Visayas, the National Disaster Risk Reduction and Management Council (NDRRMC) said.

In its update, the NDRRMC reported that at least two people remain missing in the wake of Quinta, which has affected nearly 5,000 families.
Among the most recent fatalities died due to drowning and landslide. They were identified as Erlinda Almirante, 60, of Janiuay, Iloilo; KC Lozada, 4, of Lambunao, Iloilo; Franklin Fadriga, 34, of Dumalag, Capiz; Joeliver Casipong, 34, of Borongan City, Eastern Samar; and Julio Noya Silvano, 36, of Barangay Macario in Merida, Leyte.
Reported still missing are Mario Austria, 55, of Talisay, Batangas; and Christian Olivar, 15, of Dumalag, Capiz.
The NDRRMC said Quinta affected 4,944 families or 28,242 people in 48 villages in 25 towns and five cities in five provinces.
Of these, 2,536 families or 13,569 people are being served in 33 evacuation centers.
At least 60 houses were destroyed while 572 were damaged.
Three roads and two bridges in Bicol and Western Visayas are still not passable.
These include the Ligao-Tabao Road, detour of Tobgon Bridge, Ligao City in Albay; and the three sections in Catanduanes not passable due to landslide — at Circumferential Road (K0034+000 Brgy. Summit-Viga; K0089+000 in Brgy. Wagdas, Pandan; K0126+000 to K0127+000 Brgy. in Dariao, Caramoran).
Not passable in Iloilo are the Calinog to Passi City Road due to a damaged bridge; in Capiz at Dumalag national road from Dolores to Tapaz, and Dumalag bridge from Sto. Niño to Dumalag. (PNA)

‘Hot lumber’

CAMP MACABULOS, Tarlac ¬- Authorities in Gereno town have seized a truckload of contraband narra and kamagong lumber during the holidays, police here reported yesterday.
Supt. Ponciano Zafra, Gerona police chief, said they intercepted the truck carrying 943 flitches of narra and kamagong in a checkpoint after receiving information from an anon ymous caller.

In a report to Tarlac police director Senior Supt. Alfred Corpus, Zafra said an anonymous caller tipped them of a north-bound truck carrying pre-cut hardwood.
He said that the Gerona police set up a check-point to intercept the truck which carried the contraband lumber.
Zafra said the truck occupants could not produce any documents authorizing the transport of the flitches. (Mark Anthony N. Manuel)

School offers too brief a rest for storm victims

Villagers displaced by Typhoon “Pablo” in two towns in Davao Oriental, one of the worst hit provinces, will be displaced again from Mati National High School here as education officials want the school emptied of at least 158 evacuees by today to prepare the school for the resumption of classes on Jan. 2.
It leaves Rodelo Aporbo, his wife and two children wondering where to go next after staying in the school for the last 20 days.
Social welfare workers had listed two options for the evacuees—return to their devastated hometowns in Cateel and Baganga or move to another evacuation center that has not been identified yet.
If they opt to return home, the government promised to give them tents, work and six months’ worth of food ration.
Aporbo, however, is not convinced. He wants to stay. “We cannot go back there. There is nothing there for us,” he told the Inquirer.
Aporbo’s home is the village of Poo in Baganga town where he said “it is so hot that the children get sick.”
Poo is a 14-hectare islet. At least seven of its 500 residents were killed when Pablo struck on Dec. 4. Most of its residents have either evacuated to the mainland or to Mati City.
“There are no trees there. There are no shades. The children are ill with cough and colds,” said Aporbo. “If we go back there, the more we will suffer,” he added.
Luzviminda Verba, another evacuee, feels the same. Her house in the village of Kinabalangan is now upside down, torn from its lot by the storm.
While willing to return to her village, Verba said it was not yet time. “The water there is not safe for drinking,” she said.
Aporbo said he felt uneasy over the government’s promise to provide food for six months. “After six months, what?” he said.
“Our livelihood is fishing. We cannot be forever eating noodles and canned sardines,” he said.
Aporbo and residents of Poo lost their boats during the storm.
Sister Badette Dollete, directress of Ad Jesum Development Foundation, said the evacuees could stay at the foundation’s seminar house, which has 150 beds, “only until the provincial government has found a place for them.”
“They are pitiful,” said the nun. “What a timing to make them leave the schools.”

House to insist on compensation bill version in bicam

THE House of Representatives will insist on its approved version of a measure providing compensation to human rights victims during the Marcos regime, a member of the bicameral conference committee said.
House Deputy Speaker Lorenzo Tanada III, the main proponent of the House version, noted that the counterpart bill in the Senate was watered down because the provision on enforced disappearance was deleted.
“How can you tell Edcel that his brother will not be considered a human rights victim because enforced disappearance is removed?” Tanada said referring to Albay Representative Edcel Lagman.
Lagman’s brother, labor lawyer Hermon, was among the victims of enforced disappearances during the Martial Law era under the late strongman Ferdinand Marcos.
Tanada and Lagman are both members of the bicam tasked to reconcile conflicting provisions of the House and Senate versions of the bill. Also part of the House contingent to the bicam are Representatives Neri Colmenares (Bayan Muna), Walden Bello (Akbayan), Mitos Magsaysay (Zambales), Abigail Binay (Makati) and Rene Relamapagos (Bohol).
The Senate also inserted the word “peaceful” in the definition of human rights victims, Tanada said, which the House contingent will strongly oppose.
“This means if you’re not exercising your rights peacefully, you are not considered a human rights victim. We will fight for the House version,” he said.
On December 17, the Senate voted 18-0 to approve on third and final reading Senate Bill 3334 or the “Human Rights Victims Reparation and Recognition Act of 2012.”
During the 9th Asia-Europe Meeting in Laos in November, President Benigno Aquino III himself promised Swiss President Eveline Widmer-Schlumpf that his government would fast-track the process of the release of the compensation to Marcos victims.
