PCEDO holds cooking workshop for small entrepreneurs in Pampanga

CITY OF SAN FERNANDO, Pampanga, March 2 (PIA) — The Provincial Cooperative and Entrepreneurial Development Office (PCEDO) has implemented an innovative training strategy to enhance the knowledge and skills of small entrepreneurs in the province.

PCEDO Head Mamerto Gatus disclosed that the provincial government sponsored a one-day cooking seminar-workshop for 20 small entrepreneurs coming from different barangays of Porac, Minalin, Lubao, Magalang, Guagua, Macabebe and Apalit with Kapampangan culinary expert Lilian Borromeo serving as facilitator.

Borromeo imparted her techniques in whipping up San Nicolas cookies, Gurguriang Kapampangan and Tejadang Kamatis, which are some of the old Kapampangan native delicacies she has been promoting to local and foreign tourists frequenting her family’s century old ancestral house in the town of Mexico.

“We must share our talents and skills in cooking old Kapampangan recipes unless we would want to be buried with them,” Borromeo told the participants.

The Pampanga-based chef encouraged the attendees to reinvent native delicacies, which are dying and to some degree have become non-existent like the “buldit silyo” of Minalin.

Borromeo shared that one of the top hits in her kitchen is the “Dulce Prenda” which is a sweet delicacy that she revived through the help of noted Kapampangan researcher-writer Erlie Mendoza.

Dulce Prenda, according to Mendoza’s research, was a product of the collaborations and contributions of the Kapampangans to the feast of La Naval held in Manila centuries ago.

The training was made more interesting as Borromeao added historical nuggets about the province during the Spanish period.

“Our ancestors would recite the Our Father, Hail Mary and Glory Be to estimate their cooking time as there were no timers yet then,” Borromeo shared.

Gatus added that the participants brought along samples of their homemade food products such as araro cookies, pastillas de leche and peanut butter for Borromeo’s comments and recommendations.

Pasay court sets Arroyo bail hearing on March 15

MANILA — The Pasay City Regional Trial Court (RTC) has set the hearing on the reiterative petition for bail filed by the camp of Pampanga 2nd District Representative Gloria Macapagal-Arroyo on March 15.
Pasay RTC Branch 112 spokesperson and legal researcher Felda Domingo said Presiding Judge Jesus Mupas set the hearing on the bail request on March 15, 22 and 29 with Arroyo’s camp presenting their evidence followed by the prosecution.
At the same time, Domingo said Mupas also ordered the Commission on Election (Comelec), which filed the electoral sabotage charges against the former president, to file their comment or opposition to the petition on or before March 12.
In the reiterative petition of Arroyo’s camp, counsel for respondent Benjamin Santos said the 1987 Constitution provided that every accused has the right to post bail.
“The former President is exercising her right under our Constitution to seek bail,” Santos said adding that the term “non-bailable” is actually a misnomer since the Constitution said every accused has the right to bail.
Santos said they are prepared to argue their case that Arroyo should be allowed to post bail and temporary liberty while the charges is being heard by Mupas.
Electoral sabotage is a non-bailable offense, especially if the evidence is accused but in their earlier motion for bail, Arroyo’s camp argued that the government’s case against the former leader is weak as it is based only on a single statement of Norie Unas, the former provincial administrator of Maguindanao, who told the Department of Justice (DOJ) he heard the then President ordered Maguindanao governor Andal Ampatuan Sr. to ensure the win of the administration bets in the 2007 mid-term polls at all costs.
The 64-year-old former chief executive has entered a not guilty plea on the charges late last month.
The court has set the pre-trial of the case on April 19.
Arroyo is currently detained at the Veterans Memorial Medical Center (VMMC) where she is undergoing daily therapy for her spinal ailment and other illness.
In a related development, Mupas also set the arraignment of Arroyo’s co-accused Ampatuan and former election supervisor Lintang Bedol on March 19.
Ampatuan is detained at Camp Bagong Diwa, Bicutan, Taguig where he along with other members of his clan are facing multiple murder charges in connection with the 2009 Maguindanao massacre case while Bedol is under the custody of the poll body and the DOJ.

March 7 a holiday in Basilan

MANILA — President Benigno Aquino III has declared March 7 a special non-working day in Basilan in celebration of its 38th Foundation Day.
In Proclamation 335 signed by Executive Secretary Paquito N. Ochoa Jr. on February 13, President Aquino issued the declaration to give the people of Basilan the opportunity to celebrate and participate in the occasion with appropriate ceremonies.
When the town of Zamboanga became a chartered city in 1936, it included Basilan.

Military denies plot to oust Aquino

MANILA — The Armed Forces of the Philippines (AFP) said Friday that it has not monitored any plot to oust President Benigno Aquino III from the presidency even as it reiterated its support to its commander-in-chief.
In a press briefing, AFP spokesman Colonel Arnulfo Marcelo Burgos said the source of the alleged ouster plot, which was disclosed by the President himself last Thursday, did not come from the 120,000-strong military force.
“As far as the Armed Forces of the Philippines is concerned, we have not monitored any report of an ouster plot,” Burgos said.
“The AFP is solidly behind the President and commander-in-chief and as a professional organization, we are focused in the fulfillment of our mandate, which is to protect the people and hold the sovereignty and territorial integrity of our country,” he added.
Burgos said the military will “continue to monitor and validate information that we are receiving and we will continue to intensify also collecting information.”
“We will continue to monitor and remain vigilant,” added
Burgos assured that there is no plot to oust the President from within or outside the military. Some military officers have been involved in plots to overthrow Presidents in the past, including the President Aquino’s mother, Corazon, in the 1980s.
“As far as the AFP is concerned, the ouster plot is not brewing in the military organization. Our chain of command remains to be very strong and everyone adheres to that chain of command and we are in constant communication with our ground and field commanders and we can assure you that the state of morale and discipline of our troops remains to be high…There is no brewing unrest (in the military),” said Burgos.
For his part, Department of National Defense (DND) spokesman Peter Paul Galvez said that with or without the reported ouster plot, the DND and the AFP and other agencies of government “are always in state of readiness to address the spectrum of security concerns that may beset our President and other key officials of the government.”
“Their personal security and well-being are continuously in check. We wish to assure the public, that the DND-AFP, together with other concerned government agencies, work tirelessly to increase our state of readiness and continue improving our capabilities to address any and all threats to the President, his family and the nation as a whole,” added Galvez.
He assured that the defense and military establishments is in “constant vigilance in defense our country and people.”

Under House Bill 5915 or Bill of Rights for New Graduates filed by Aurora Representative Juan Edgardo Angara, new graduates will be provided incentive cards, which will allow them to avail of discounts and privileges, including securing government documents free of charge and an exemption from payment of airport terminal fees and travel tax within one year from graduation.
Once the proposed law is passed, a “one-stop shop” will also be put up to provide assistance on employment requirements or business start-ups.
“This is the government’s graduation gift to our college and technical-vocational graduates; one way to recognize their efforts, perseverance and hard work, and to reward them for completing their studies. It is also a good motivation for those who are still in school to finish their courses,” Angara said.
Business loans without interest will also be made available for graduates of agriculture-related courses who wish to venture into agri-related businesses.
Those who will pursue science and technology-related businesses will be aptly supported by the Department of Science and Technology (DOST) both in terms of financial and technical needs, the lawmaker added.
“By investing in our new graduates, we are effectively investing in their future and ultimately, in our country’s national development and progress,” Angara noted.
The bill is now pending with the House Committee on Higher and Technical Education, which Angara chairs.

House members deny rift in Corona prosecution team

THE House prosecution panel denied Friday that the decision of its lead prosecutor to close the possibility of Associate Justice Maria Lourdes Sereno testifying before the impeachment court has created a rift among its members.
“There is no rift between me and Congressman Niel Tupas. I regret the missed opportunity. The prosecution panel must now prepare for the defense’s presentation of witnesses next week,” Bayan Muna party-list Representative Neri Colmenares said in a text message Friday.
Colmenares is the lead prosecutor for Article 7 of the impeachment complaint, which accuses Chief Justice Renato Corona of betrayal of public trust for his alleged partiality in granting a temporary restraining order (TRO) in favor of the Arroyo couple.

Sereno was supposed to testify on her dissenting opinion over the conditions set by the Supreme Court (SC) in relation to the TRO allowing the Arroyo couple to leave the country.

Colmenares earlier said he was disappointed with Tupas’s decision not to make any reservation on Sereno’s possible testimony when he announced before the impeachment court that the prosecution is terminating its presentation of evidence.
Tupas clarified that the prosecution was only making a reservation on the dollar accounts, which is now a subject of a TRO issued by the High Tribunal.

Tupas, in a text message, also denied the supposed rift among the members of the prosecution. “There is no such thing,” he told reporters.

“The House panel decides based on what is best for the case of the prosecution considering all the circumstances. We terminated our presentation of evidence with the reservation on the dollar accounts of the respondent. That is our decision,” he added.

Two other members of the prosecution panel — Representatives Rodolfo Fariñas and Sherwin Tugna — also dismissed such rumors, and clarified that they were consulted when Tupas made the decision in behalf of the prosecution.

“We were consulted on that and that was a decision of the prosecutors. Congressman Jun-Jun (Tupas) had to make a decision at that time coz if the Sereno issue was not rested, the defense might argue that they will not start to present their evidence because the prosecution has not rested,” Tugna said in a text message.

Fariñas added that if Sereno will be willing to testify, the prosecution will argue before the court to allow her testimony.

“I am confident the Senate would want to hear her. We could even present her in rebuttal,” he said.

In a letter to Colmenares on Thursday, Sereno said the termination of the presentation of evidence by the prosecution panel has superseded the invitation sent to her.

The SC justice, however, did not indicate whether or not she would have refused or accept the invitation.

CAMP OLIVAS, Pampanga – An unidentified foreigner was found dead with a gunshot wound in the head in Barangay San Antonio, Arayat, Pampanga, police said yesterday. The victim of unknown nationality was found lying on the roadside. He bore a bullet hole in the right side of the head. Police described the victim as about 35 to 50 years old, medium built; with black complexion, curly hair and moustache; and has tattoo marks on his right arm and left hand. He was wearing a black shirt, jeans with white belt, and a pair of leather shoes.

Education office steps up preparation for 2013 Palaro

THE Department of Education (DepEd) has started the preparations for this year’s edition of the Palarong Pambansa, which will be held in Lingayen, Pangasinan, from May 6 to 12.

Education Secretary Armin Luistro said the department has earmarked P136.5 million for the Palaro in which 10,000 athletes, coaches and sports officials from 17 regions are expected to participate in the country’s biggest sporting spectacle.
Though the main venue of the Palaro is the Narciso Ramos Sports Center in Lingayen, Luistro said some of the games will also be held in the neighboring cities of San Carlos and Dagupan, as well as the municipalities of Bugallon and Binmaley.

Lingayen was chosen over Laguna and Marikina after a strenuous bidding process last year.

Luistro admitted that DepEd had a hard time coming up with the decision as the other two bidders were equally qualified to host the sporting event but in the end, they chose Pangasinan.

“As an overall assessment of the three bids, we are very, very happy to announce that all three presented themselves as very ready for Palaro 2012. If it is possible, we would have three hosts for Palaro, but since that is not possible, the committee had to choose one with the hope that the other two can offer their facilities and organization in the future,” he added.

The official described the Palaro as “an important component of the basic education curriculum because it promotes physical education and sports which are part of the full development of the youth’s potential.”

Student–athletes who stand out from the Palaro, according to the DepEd, serve as feeder to the National Sports Associations for further training for international competitions.

“In a way, the results of the Palaro provide a database for a more sound and relevant school development program,” Luistro added.

Among the event to be played are arnis, athletics, archery, badminton, baseball, basketball (including women’s basketball for the second time in the Palaro), boxing, chess, football, gymnastics, sepak takraw, arnis, swimming, softball, table tennis, volleyball and taekwondo.

Special games in athletics and swimming will continue to be played in the event, Luistro said, adding they expect bigger participant in the special games compared to the previous events.

“Our purpose in the special games is to show that no kids get left behind,” the DepEd chief said.

Innovations have also been introduced for the event such as staking ranking points in tennis and having live streaming and video postings of some of the games.

Last year’s Palaro was hosted by Dapitan, Zamboanga Del Norte. In 2010, Talac played host while in the 2008 and 2009, gathering it was Puerto Princesa, Palawan and Tacloban, respectively.

But the City Government of Dapitan was criticized after it charged an entrance fee to those who want to see the games, a matter that the DepEd said it did not approve and asked the former to halt the practice.

Economic optimism looms on improved jobs data

THE country’s chief economist said that the improved performance of the labor market in 2011 bolsters the optimism for a better economy this year.
Last year, the employment level jumped by 3.2 percent or 1.156 million, largely on the strength of the continued growth in services and the recovery in agriculture, although there was a slowdown in the industry sector, Socioeconomic Planning Secretary Cayetano Paderanga said.
He added that the quality of employment remained positive last year, with growths seen in wage and salary employment (4.6 percent) and full-time employment (1.5 percent), and slight easing of the unemployment rate (from 7.3 percent in 2010 to 7 percent in 2011).
The labor force participation rate also went up a bit to 64.6 percent from 64.1 percent in 2010 based on the quarterly Labor Force Survey (LFS), which involves a sample of 51,000 households.
Paderanga, however, said that many of the employed are working in the informal sector, where the income levels are really quite low.
“We would like to produce more work in the formal sector,” Paderanga, who is also director-general of the National Economic and Development Authority (Neda), said without elaborating.
While the Philippines may have fewer unemployed persons, the country would compare unfavorably to developed economies in terms of underemployment, which increased from 18.8 percent in 2010 to 19.3 percent in 2011.
The unemployed is internationally defined as persons 15 years old and over without work, seeking work and available for work.
On the other hand, the underemployed are those of the same age bracket that are already employed but want to have additional hours of work in their present job or an additional job, or to have a new job with longer working hours.
“In the Philippines, many of those already employed are finding themselves in jobs that they probably are not satisfied with. Many are fully employed but wages are low,” Paderanga said, adding that a high underemployment rate is an indicator of low per capita income.
The country’s economy may grow anywhere from 5 to 6 percent in 2012 supported by increased infrastructure and social services spending, Budget Secretary Florencio Abad had said.
Last year, public underspending on infrastructure and weak export receipts sapped the country’s economic growth after posting only 3.7 percent, just half of the 7.6 percent expansion registered in 2010.
