Rotary offers free surgery to kids with heart ailment

MABALACAT — Officers of the Rotary Clubs belonging to the Rotary International District 3790 has announced its free surgery program open to children under 13 years old who are suffering from congenital heart disease.
Rotary Club of Mabalacat former president May Shilton told Sun.Star Pampanga that patients will be sent to India where the medical operation will be conducted under the program “Gift of Life”.
The Gift of Life Foundation, in cooperation with the Rotary International, has already sponsored more than 500 surgeries.
Shilton said they have so far sent three kids to India. These were Cyril Rivera on November 2011, Almira Madronio on February 20, 2012, and Jolina Pinlac on February 21, 2012.
She asked parents of children with heart problems, who are interested with the program, to coordinate with the Rotary Club of Mabalacat through mobile phone number 0929-393-6852 or e-mail addressmayshilton@yahoo.com.
“We will evaluate the patients first and if they are okay, then we will assist them secure travel documents so they can get a visa to India,” Shilton said.
The Rotary Club of Coimbatore Saicity in South India, who initiated the project, will accommodate the patients upon reaching the said country, according to Shilton.
She added the project will run until April 2012.
The Rotary International recently celebrated its 100 years and several program on health, shelter, livelihood, and others were line up in consonance with the celebration.

MMDA launches single ticket system for traffic violations

MANILA, Philippines – The Metropolitan Manila Development Authority (MMDA) and the 17 local government units (LGUs) of Metro Manila launched yesterday afternoon the Uniform Ordinance Violation Receipt (UOVR) single ticketing system for traffic violations.
MMDA assistant general manager for operations Emerson Carlos said the new traffic violation tickets will only be issued starting this morning to motorists by the traffic enforcers of the MMDA and the 17 LGUs as the tickets were submitted for inspection by the various local city treasurer’s offices late yesterday afternoon.
MMDA spokesperson Ma. Lualhati Dorotan earlier said each LGU would initially get 500 UOVR tickets from the National Printing Office.
The new traffic violation tickets – which bear the logos of the MMDA, the Land Transportation Office (LTO) and the 17 Metro Manila LGUs – are designed to be tamper-proof and will have several security features to prevent forgery.
MMDA Chairman Francis Tolentino said with the use of the UOVR, a motorist who gets apprehended for a traffic violation and gets his driver’s license confiscated, can use the single traffic violation ticket as temporary license. Should the motorist be flagged down in another city, he will no longer be issued another traffic violation ticket for driving without a license on presentation of his UOVR.
Tolentino, however, clarified that the UOVR is valid only for a single common offense. Should a motorist be issued an UOVR in one city for speeding, he could be issued another UOVR for committing another violation in another city, such as beating the red light.
At present, a motorist can pay the penalty and redeem his license at the traffic office in the city where he was apprehended.
Tolentino told reporters that it would still take one more year before an inter-connectivity in settling the fines can be achieved. According to Tolentino, each of the 17 LGUs will first have to set common fines for the violations committed.
According to the MMDA, the UOVR adopts the LTO’s schedule of fines and penalties with allowances given to LGUs to make adjustments to the fines for violations which are peculiar to their needs.
Tolentino added that the LGUs and the MMDA will move to harmonize all traffic rules, regulations and ordinances under the “Uniform Metro Manila Traffic Code.”

Labor office boosts jobs provision

CITY OF SAN FERNANDO — The Department of Labor and Employment (Dole) in Central Luzon has started moves to address problems with unemployment in the region with job hunts anticipated as graduation fever is on.
In a report furnished Sun.Star Pampanga on Thursday, Dole-Central Luzon communications officer Jerry Borja said the move is meant “to strengthen the Public Employment Service Office (Peso) by creating more school-based Pesos in bridging the programs and services of the department to soon-to-be members of the Labor Force of Central Luzon.”

Borja said Dole Regional Director Raymundo Agravante reported to Labor Secretary Rosalinda Dimapilis-Baldoz that the regional office, through its Nueva Ecija field office headed by Engr. Pedro Fernando Jr., recently forged a memorandum of agreement in the creation of two school-based Pesos in the province of Nueva Ecija.

Agravante said the signing of the agreement took place during the Federation of Peso Managers Meeting held at the Executive Lounge of the Food Court of the Wesleyan University last February 15, which was coincidentally the university’s 66th Founding Anniversary.

Officials of Wesleyan and the Nueva Ecija PESO Managers witnessed the signing of the Memorandum of Agreement signing between the Dole, represented by Supervising Labor Employment Officer Arnello Ocampo; General De Jesus College, represented by Dr. Noemi A. Villanueva; and Good Samaritan College, represented by Alureen Agulan and Joan Balot, for the accreditation of both said colleges as school-based Pesos.

WUP President Pacifico Aniag, in his keynote message, zeroed in on the importance of school-based Peso’s tie-up with Dole in solving the problem of job mismatch and in producing graduates who can easily be absorbed by the industrial sector.

Aniag said that through the Dole’s guidance in informing the academe on the kinds of skills needed by the industry based on its Project Jobsfit 2020 Vision, college and universities can adjust the courses they offer to fit the needs of their enrollees.

“To date, there are six school-based Pesos in the province of Nueva Ecija, we are looking towards creating more opportunities this year” said Agravante.

Frat leader, 8 others present in initiation rites, say police

MANILA, Philippines – Nine more members of the Lambda Rho Beta fraternity, including Grand Rhoan Eduardo Escobal, were present during the hazing of San Beda freshman law student Marvin Reglos in an Antipolo City resort last Feb. 19, police said yesterday.
Senior Superintendent Rolando Anduyan, Rizal police director, said three witnesses identified Escobal and eight other frat members through pictures shown to them.
Anduyan said they are now readying charges against Escobal and the eight others based on the testimonies of the witnesses, all employees of the Guilleans Place resort, where the initiation rites of 25-year-old Reglos and two other neophytes were held.
Earlier, Superintendent Rodino Elfa, Antipolo City police chief, filed charges of murder in relation to Republic Act 8049 or the anti-hazing law, against frat members Erick Castillo, Bodjie Yap, Arjay Gregana, and Jufali Abdula.
Only Castillo and Yap are under police custody.
Anduyan said they were verifying reports that Escobal is the owner of the car with license plate WMF-174 that brought Reglos to the hospital.
“What we established is that there are three neophytes subjected to initiation rites on that day. One went home to the province to have his injuries healed while the other surfaced in a government agency to reveal what he knew about the incident,” Anduyan said.
Anduyan directed Elfa to take the statements of the two other hazing victims to bolster their case against the suspects.
Elfa said they also have as evidence the bruises on Reglos’ body, the text messages to frat members telling them to keep mum on the initiation rites, and witnesses who can place the victim and suspects at the Antipolo City resort.
When pressed where they got the pictures of the frat members shown to their witnesses, Elfa said “concerned Lambda Rho Beta members” volunteered them to the police.
Elfa said they already have the statements of the resort’s two security guards and a worker, who positively identified Escobal and the eight others as among those present during the initiation rites.
Meanwhile, thousands of sympathizers are expected to troop to Isabela’s interior farming town of Burgos tomorrow to pay their last respects to Reglos, who will be buried in the municipal cemetery.
“We cannot still imagine that our son is no longer with us. It really pains us more thinking what happened to him,” said Reglos’ father Luisito.
The elder Reglos lamented that Marvin’s dreams as well as their efforts to raise him as a responsible community member and a God-fearing individual had merely been wasted with unnecessary violence.
Marvin was teaching statistics and business subjects at the University of La Salette-Roxas (Isabela) campus when he decided to pursue his dream of taking up law.
His mother, Myrna, even extended her stay in South Korea as an overseas worker to sustain his law studies. She is now in the country to attend her son’s funeral.

DBP to offer P5 billion securities to support lending activities

State-lender Development Bank of the Philippines (DBP) is selling up to P5 billion worth of fixed-rate unsecured subordinated securities eligible as Tier 2 capital to boost its capital base and support various lending activities.

Francisco del Rosario Jr., DBP president and chief executive officer, said that the Tier 2 notes will mature in 10.5 years or in 2022.

However, holders of such notes have the option to have it paid as early as 2017.

The state-lender’s investment instruments can be bought for a minimum of P500,000 with integral multiples of P100,000 thereafter.

“Interest rate will be fixed until maturity date or until the call option,” del Rosario said in a statement.

Interest will be paid on a quarterly basis.
Tier 2 capital pertains to the capital adequacy of a bank. It is secondary bank capital that includes items such as undisclosed reserves, general loss reserves, subordinated term debt and more.

Del Rosario said that investors can rely on the stability of the issuer, which carries ratings of BB+ from rating agencies Fitch and Standard & Poor’s.

“DBP’s developmental side is kicking into high gear, and we have a strong balance sheet that provides us with solid options. Our strategic importance to Philippine development is premised on strong government support towards our pursuit of our development mandate,” he said.

Del Rosario added that DBP’s qualifying capital under the Basel Framework stands at P39 billion, with total assets of P324 billion.

Last year, the bank recorded a net income of P4.02 billion, the second highest that the bank has recorded in its 65-year history.

DBP has tapped BDO Capital & Investment Corp., BPI Capital Corp., Deutsche Bank AG, Manila Branch and ING Bank N.V. Manila branch as joint lead managers and selling agents of its Tier 2 notes.

Multinational Investment Bancorporation has also been tapped as selling agent and market maker and Land Bank of the Philippines as public trustee.

Capitol opens lines for thousands of jobs

CITY OF SAN FERNANDO — The Pampanga Provincial Government announced Wednesday that Capitol’s Best Provincial Employment Services Office (Peso) has thousands of jobs for unemployed Kapampangans here and abroad.
Meeting with municipal and barangay Peso managers at the Bren Z. Guiao Convention Center, the governor revealed that in cooperation with the Clark Development Corporation, Department of Labor and Employment and private sector partners in the likes of Romac Services led by Pampanga Chamber of Commerce and Industry Inc. vice-chairman Rene Romero, jobs for Kapampangans are overflowing.
“Right now, as CDC customer service department head Edward Pinlac has revealed, there is this locator in Clark in need of 422 expert sewers. This is just part of the 2,000 they need for this year. Romac also needs thousands for its production crews and hundreds more the Department of Labor and Employment (Dole) needs to boost the program, not putting into account hundreds of students for its Special Employment for Students or Spes this summer,” Governor Lilia Pineda said.
She lauded the efforts of Best Provincial Peso manager Luningning Vergara for providing jobs to thousands of Kapampangans last year until now.
“As of last year, we were able to gainfully able to provide our cabalens, more than 5,000 of them, jobs here and abroad. This year, we are looking at double the figure at 10,000 with the help of the governor,” Vergara told Sun.Star Pampanga.
A first in the Peso history, she said, is Governor Pineda’s creation of barangay Pesos.
“It is only under Governor Pineda’s administration that such Pesos in the barangay level were created. With that, we are sure to hit our 10,000 mark for employment this year. Mind you, all the 500 barangay Peso coordinators and 20 municipal managers are volunteers all agreeing to provide jobs for our cabalens,” Vergara said.
Pineda shared Sun.Star Pampanga her hopes that with parallel programs in health and infrastructure, employment will be a key factor in alleviating poverty.
“We have improved vital health care services. We hope that with complementing programs in education and now livelihood, our cabalens would be better off,” she said.

Water district celebrates 35th anniversary this March

CITY OF SAN FERNANDO — The City of San Fernando Water District (CSFWD) will celebrate its 35th Founding Anniversary this March with a series of social programs and activities highlighting the service advocacies of the water utility.
CSFWD general manager Jorge Gumba said the event this month includes a logo making contest on March 5 at the University of the Assumption to be participated in by students of the university’s College of Architecture.
“We would like to have a new logo for the water district that embodies what it has become for the past 35 years. We hope that through this, we can also impress on our concessionaires that their water district has evolved in the past decades,” Gumba said.
Gumba added they will also be hosting one of their regular bloodletting activities with the Philippine National Red Cross.
He said the event will be participated in by employees of the water utility.
The water district will also be awarding loyalty plaques to its employees and will honor people who have helped in the success of the programs of the water district for the past years.
The event will culminate in a medical mission on March 9 in Barangay San Nicolas, which will happen from 8 a.m. to noon. Indigents and local residents are welcome to visit the said activity.

Stock index breaches 5,000 level

Philippine share prices on Thursday breached the 5,000 level on expectations of policy rate reduction by the Bangko Sentral ng Pilipinas.

At the Philippine Stock Exchange, the composite index added 40.96 points or 0.84 percent to close at 4,938.61, while the broader all-shares index gained 21.44 points or 0.65 percent to 3,327.80.

Most of the sectors posted gains, except for the property and mining and oil stocks.

Advancers led decliners, 93 to 70, while 45 stocks were unchanged. A total of 5.93 billion stocks worth 8.12 billion changed hands.

“Anticipating a rate cut later in the day, the bulls dominated trades to open the month strong,
falling in line with claims the bull has taken hold of Asian equities,” said Jun Calaycay of Accord
Capital Equities Corp.

The Philippine central bank did cut its main policy rate by 25 basis points to a record low of 4 percent to bolster the local economy amid weaker external demand and global growth.

After reaching a new intraday high of 5,011.69, the benchmark index succumbed to profit-taking and erased more than a third of its gains.

“As of the close, there was no clue as to the Monetary Board’s decision on the rates, leaving the market guessing,” Calaycay said.

“Absent firmer leads, and with [Federal Reserve Chairman] Ben Bernanke’s statement on the US economy before the US Congress hanging above investors’ thoughts, the advance was deflated in the afternoon round,” he added.

Overnight, the Dow Jones industrial average retreated 0.4 percent to 12,952.07 after Bernanke said that the Fed may less likely buy more bonds to boost the economy.

McDonalds foundation donates day-care center in Guagua

GUAGUA — The Ronald McDonald House Charities (RMHC) turned over to local officials here Thursday its first Bahay Bulilit Day Care Center in Pampanga.
In coordination with the local government headed by Mayor Ricardo Rivera, the RMHC built the day-care center in Barangay San Jose here to reach out to children residing in said village and nearby Barangay Natividad.
Rivera, who thanked the RMHC officials led by RMHC Treasurer and McDonald’s Philippines executive vice president and Chief Finance Officer Romeo Bachoco, said the children will no longer have to cross the busy Olongapo-Gapan road to attend classes under the day-care program of the Department of Social Welfare and Development.
The mayor said several accidents involving kids crossing the main highway, particularly at the San Juan intersection, were reported by the town police.
“Ngayon po ay hindi na tatawid ng highway ang mga bata. Kaya tayo po ay nag decide na dito na sa San Jose gawin ang day-care center,” Rivera said.
He also said the local government is planning to establish a primary school near the day-care center.
“Since na naumpisahan na po ng McDonald’s itong project dito, magtatayo rin po tayo ng primary school kahit na grade 1 hanggang grade 2 lang muna para matulungan natin ang mga bata dito,” the mayor said.
Bachoco, for his part, said that one of the major programs of the RMHC is the Bahay Bulilit, which started during the time of Former President Gloria Macapagal-Arroyo as head of the DSWD.
He said they have partnered with the Department of Education and local government units in the implementation of the project.
As part of its corporate social responsibility, McDonald’s Philippines is committed to provide learning tools to children across the country, according to Bachoco.
He said the Guagua day-care center is the 22nd Bahay Bulilit in the country. The RMHC builds day-care centers in places where the national government fails to give its attention.
“RMHC aims to reach out to Filipino children around the country,” Bachoco said.
He expressed gratitude to the local officials, saying: “We are thrilled to have formed a strong partnership with the local government of Guagua that way to the completion of the first Bahay Bulilit in the province. The Municipal Government donated the lot where the structure was erected.
The municipal social welfare and development office, headed by Beth Ortiz, will handle the operation of the day-care center.
Ortiz said there are about 1,388 pupils enrolled under their day-care program and the figure will increase because of the new center which can accommodate more than 30 kids at a time.
San Jose chairman Mariano Bucud thanked the Bachoco, Rivera, Arroyo, Governor Lilia Pineda and other officials for the project.
“Malaking pribelehiyo po ito para sa amin. Hindi na kailangan lumayo ang mga bata para mag-aral,” Bucud said.
Established in 1995, the RMHC began operations in the Philippines to uplift the children’s lives through programs that address basic needs on shelter, education, and others.

JPE says BSP expert ‘lying’ on bank leak

MANILA, Philippines – Senate President Juan Ponce Enrile called Bangko Sentral ng Pilipinas (BSP) anti-money laundering expert Jerry Leal a liar and moved to cite him for contempt during yesterday’s inquiry into the alleged leak of documents on Chief Justice Renato Corona’s deposit accounts with Philippine Savings Bank (PSBank).
Enrile made the accusation after Leal gave conflicting statements regarding the BSP’s examination of some PSBank accounts – including Corona’s – in September 2010.
Trouble began when PSBank president Pascual Garcia III maintained that records of Corona’s account with the Katipunan branch of PSBank were among the documents sought by Leal from the bank for BSP’s examination.
Leal denied asking for information on the account of Corona or receiving those documents.
“There is an untruth in this particular case. Somewhere along the way there is a falsehood being done. Somebody’s lying, I’m not saying cover up, somebody’s lying,” Enrile said at the start of the hearing.
The alleged leak of Corona’s bank documents came to light during the early stage of the impeachment trial. Even then, Leal and Garcia had clashing testimonies on the matter.
In yesterday’s Senate hearing, Garcia cited two separate instructions from Leal regarding the examination on the so-called covered accounts of PSBank. He said that Leal required the bank to submit a soft copy of account opening documents covering the period April 1, 2009 to September 2010.
Garcia said Leal’s instructions covered Corona’s account.
Soft copies of the information provided to Leal included the opening date for the accounts, customer type, account name and number and the originating branch.
“For the purpose of this audit, the information also includes all transactions,” Garcia said.
Leal denied having received anything related to the accounts of Corona, specifically signature cards and other account opening documents. “They have a log sheet. We have copies. We acknowledge receipt for identification and proper accounting of records,” Leal said.
According to Garcia, a second instruction was emailed by Leal to the BSP head examiner, lawyer Elmer Damasco, on Nov. 24, 2010, a day before the exit conference of the examination, to submit the account opening forms and signature specimen cards of 112 sample accounts plus eight more.
Garcia pointed out that the eight accounts, including Corona’s, were identified by Leal because of the need to tag them as “politically exposed persons.”
Quoting the email, a copy of which was furnished to the compliance officer of PSBank, Garcia said that Leal furnished an advance copy of his findings to the bank for compliance “so that they can prepare for the meeting tomorrow (Nov. 25, 2010), the exit conference for the examination.”
Leal said that the documents were only presented to him for review but that these were returned to the bank.
He maintained that the BSP does not have copies of the signature cards because it does not require these for its examinations.
But when asked by Senate committee on banks, financial institutions and currencies chairman Sergio Osmeña III if he had ever taken any copy outside the premises of the bank, Leal admitted that he had for “some accounts with major findings wherein we need proof.”
Osmeña also asked Leal if he had made copies of the screenshots of the account information of the bank’s clients. Leal said that he did not because it was the bank which made the copies for him.
Eventually, Leal admitted that he did bring out copies of signature cards that were shown to him by PSBank.
PSBank’s internal audit head Emma Co confirmed the claims of Garcia, saying that she was present during the exit conference on Nov. 25 when the documents were turned over to Leal.
PSBank, however, was not able to provide any documentation of Leal’s receipt of the documents. Garcia said that it was most likely just an oversight on their part because they had to rush the completion of the requirements of the BSP. Both Garcia and Leal said that they were willing to undergo a polygraph or lie detector test to determine who was telling the truth.
At this point, Enrile declared he was convinced that Leal was lying.
“I am convinced that this man is lying. With all my years of law practice, I know when a person is lying,” Enrile said, referring to Leal.
Enrile said Leal may have also been the source of the leaked documents.
Osmeña directed Leal to explain to the committee why he should not be cited for contempt for allegedly trying to deceive the senators.
He said that a meeting among the members of the committee would be held on Monday to discuss whether Leal would be cited for contempt.
Enrile said Leal should stay in detention at the Senate until he decides to tell the truth.
“We’re having a problem in the impeachment court, to tell you the truth. We are going to judge a person, one of the highest officials of the country, recognized by the world as a chief justice of this country. And we are now in a quandary on how to deal with this problem,” Enrile said. “We are ready to exercise our duties to convict him on the basis of evidence presented if those evidence are indeed authentic, genuine.”
Enrile also said he was surprised that the BSP did not investigate the matter, considering its potentially adverse impact on the local banking sector.
The issue of Corona’s bank accounts with PSBank emerged after the prosecution panel in his impeachment trial attached copies of these documents to its supplemental request for subpoena on the bank records of the Chief Justice.
The prosecution claimed the documents came from an anonymous source. Garcia and PSBank Katipunan branch manager Annabelle Tiongson had claimed the attached document was fake.
Garcia earlier cited 42 distinct differences between the attached document and the original document held by the bank.
During yesterday’s hearing, Garcia pointed out that one of the differences was that the photocopied document attached by the prosecution bore indications that the signatures were traced.
Garcia did not deny that the information contained in the attached document was a result of a leak of information contained in the original documents held by the bank.
However, he said that the bank is “very confident that if submitted for technical analysis, the document submitted to the impeachment court is not a photocopy of the original.”
Enrile said that Leal faces up to five years imprisonment for violating the bank secrecy laws if it is proven that he was behind the leak.
When sought for comment, BSP deputy governor Nestor Espenilla Jr. said they will submit a report on the matter to the Senate.
