Public warned vs use of ‘crackers near churches in New Year

CATHOLIC Church officials on Sunday appealed to people who like to welcome the New Year with firecrackers to refrain from doing it near churches so as not to disrupt ongoing masses.
“Sana kapag nagpaputok medyo malayo sa simbahan lalo na kapag may misa…hindi mo tuloy marining ano sinasabi sa Mass,” said Monsignor Pepe Quitorio, media office chief of the Catholic Bishops Conference of the Philippines (CBCP).
On the other hand, Father Melvin Castro, executive secretary of the CBCP Episcopal Commission on Family and Life, said the mass in his parish will start at 9 p.m. on December 31 for the protection of the parishioners.
“Kami sa Tarlac hindi kami nagsecelebarte ng midnight mass takot kasi kami for the security of the faithful na baka abutan sila sa daan, so kami ‘yung misa namin ginagwa much early mga 9 pm so by 10:30 pm tapos na misa nakauwi na cla kasi usually pagtungtong 11 pm dun na ‘yung putukan e,” he added.
With this, he urged the public to only use horns instead of fireworks.
On “gangnam dance” earlier introduced by the Department of Health (DOH) as alternative to welcome the New Year, the CBCP official said the public would still want to make noise than just dance.
“Parte na kasi ng culture is to make noise. Naabutan ko nung araw ‘yung mga kawali pinapatunog ko kasi ang paniniwala pa nila noon dadami ‘yung iluluto mo kapag kawali ‘yung iniingay mo,” he added.
Gangnam style is a dance popularized by Korean singer Psy.
According to the DOH, the number of fireworks injuries rose to over 160 as of Saturday.
DOH Undersecretary Teodoro Herbosa said these number so far is lower than the same period last year.
Herbosa together with the officials of the Philippine National Police, Interior and Local Government, and the Bureau of Fire Protection, briefed President Benigno Aquino III in Malacanang regarding the preparations and security measures for the coming New Year celebration.
He said firework-related injuries are being reported daily by 50 hospitals through online to the DOH since December 21. They will come up with the final tally on January 5.
“Most of the injuries are still due to fireworks and firecrackers, next are from stray bullets and then ingestion,” Herbosa said adding that majority is in the six to 10 age group.
“Those affected shifts to the older age groups during the New Yea’s Eve and New Year’s Day based on our historical data. Before New Year’s Eve it’s mostly children but during New Year’s Eve and the New Year, just like in previous years, it will be more adults rather than the six to 10 (aged children),” he noted.
He said the officials of the DOH will continue to make rounds in several hospitals in Manila on New Year’s eve to ensure that necessary services are in place.
Meanwhile, Senator Loren Legarda said these are unnecessary injuries which could be prevented if everyone will raise awareness on how firecrackers are not the safest way of celebrating the New Year.
The toxic fumes produced by firecrackers can cause ailments, while a number of cases have been reported of ingestion, especially by children, of poisonous firecrackers.
Legarda said chemicals used in producing firecrackers and sparklers also contaminate the soil and could leach into the water table, compromising the safety of potable water.

Poor kids’ first day at the mall

There are still a few Filipino children who have never set foot on a shopping mall, which has defined lifestyles for urban and rural families, because they simply can’t afford that kind of life.
It was, therefore, a dream come true for the children of the Valdez family when SM City Rosales treated them to a day of malling on Tuesday, Christmas Day.
Siblings Precia Mae, 6 (Grade 1), Joan, 8 (Grade 2), and Marvin, 11 (Grade VI), are the children of a farm worker and a laundry woman. They also have a 13-year-old sister, Precious, and a 2-year-old brother, Joven.
They live in Bacag East, Villasis, a 30-minute ride from SM City Rosales, and they are students of the elementary school in the village. The school has tagged the children as those from the poorest family in the neighborhood.
Maria Agnes Oller, the school principal, learned about their plight when she once took over the class of Precia Mae on behalf of the regular teacher, who took a leave of absence.
“The girl caught my attention because she was so quiet. I asked her what she wished for Christmas and if she had gone to SM. She said she has not and neither has her siblings. I thought going to malls is just an ordinary thing and yet there are children who could not go there because of poverty,” Oller said.
She discovered that the siblings occasionally come to school hungry, although they remain diligent students. Marvin is a contender for third honors.
“The teachers know the situation and are helping these kids, giving them food and paying for some contributions in school,” she said.
Oller wrote SM mall manager Jersey Mendoza to ask if it could sponsor the children. Mendoza agreed.
On Tuesday, an SM vehicle fetched the siblings’ 30-year-old mother, Percy, and Precious and Joven, who were taken to the mall.
They would meet up with Precia Mae, Joan and Marvin, who were being toured at Butterfly Garden in Villasis town.
Their 29-year-old father, Joven, was busy working at that time and could not join them.
Tears flowed when the Valdez family was handed a check of P10,000 from SM Rosales and an undisclosed amount of cash contributed by the mall staff.
The family was later toured around different stores, where they were given bags of goodies like school supplies, clothes and others, and treated to snacks at a Jollibee store.
“This is the first time that we received gifts. And there are so many. We are so happy. We will use the money for the school needs of the children,” Percy said.

Malacañang finds 1948 law banning gambling on Rizal Day

Attention gamblers: Sunday, Rizal Day, is not only a nonworking holiday but also a gambling holiday.
Malacañang has found an old, little-known law that prohibits gambling on Dec. 30, Rizal Day.
Republic Act No. 229 specifically prohibits cockfighting, horse racing and jai alai on Rizal Day.
RA 229 was signed on June 9, 1948, by President Elpidio Quirino, the second President of the Third Philippine Republic (post-World War II).
The Presidential Communications Development and Strategic Planning Office (PCDSPO) discovered a copy of the archaic law and uploaded the text to the online Official Gazette (pcdspo.gov.ph). It also posted a link on its Twitter account ahead of Sunday’s Rizal Day rites.
The PCDSPO is headed by Secretary Ricky Carandang, with Undersecretary Manuel “Manolo” Quezon III.

Still valid
In separate interviews on Saturday, presidential spokesperson Edwin Lacierda and deputy presidential spokesperson Abigail Valte confirmed that the law is still valid.
“Yes, it is still in effect. We verified with the National Historical Commission of the Philippines,” Lacierda said in a text message.
And although Sunday is a holiday, penalties still apply.
Cockfighting, horse racing and jai alai aficionados caught betting in these games will be fined P200 or imprisoned for six months or both.
If the offenders are town and chartered city mayors, they will be suspended for six months in addition to the fine.
The law does not explain why it singles out mayors. But neither does it say that higher officials are exempt.
Flags at half-staff
RA 229 also orders the flying of the national flag at half-staff in all public buildings and at half-mast on seagoing vessels on Rizal Day.
So will President Aquino, who leads Sunday’s Rizal Day rites at Luneta Park, raise the flag to just halfway up the pole in front of the Rizal Monument?
That is interesting, because last year, the President, assisted by Cabinet officials, sent the flag all the way to the top. And the flag flew at full-staff anywhere in the country.
The law also mandates the creation of a committee to take charge of the proper celebration of Rizal Day in every municipality and chartered city in the country.
Lotto excluded
Interviewed by Radyo ng Bayan, Valte explained that the “legal forms” of games of chance are prohibited on Rizal Day.
“Surprisingly, there are a lot of people [who] did not know about that particular law,” she said.
Valte said the PCDSPO had produced an “infographic” of RA 229 to remind the public about the law, “especially now that you have an office which is really concerned about giving people a sense of history and making it very hip and very current.”
Asked whether the Philippine Charity Sweepstakes Office’s lotto games would be drawn Sunday, Valte said the lotto, a legal game of chance, did not exist at the time of the law’s enactment.
That explains why lotto betting stations sold tickets Saturday for Sunday’s games.

And, as in previous years, the government will not collect fares from commuters on the Metro Rail Transit and Light Rail Transit.

Male body found hanging from tree in front of LTO main office

MANILA, Philippines—The body of a young man was found hanging from a mango tree in front of the Land Transportation Office in Quezon City Tuesday morning.
Police have yet to determine if the death of the still unidentified man, estimated to be 20-25 years old, was a suicide or if foul play was involved.
Case investigator Police Officer 1 Romeo Nino said the victim was discovered around 7:30 a.m. Tuesday in front of the LTO on East Avenue, Barangay (village) Pinyahan.
He said a female sidewalk vendor first noticed the body hanging from a big branch of the tree, partially hidden by its leaves.
The woman then reported the incident to authorities, who took down the body with the help of firefighters.
Nino said the man hung from the tree with a nylon rope looped around his neck.
Police described the victim to be of medium built, fair-skinned and around 5’4″ tall.
The man had a birthmark in the right armpit and a 16-stitch scar on his stomach.
Nino said the victim wore beige cargo shorts and a blue-green shirt with the markings “Robot Rampage.”
Aside from rope marks on the neck, the man did not have any other external injuries, police added.

Arroyo prepares entourage for holiday furlough in Pampanga

Former President Gloria Macapagal-Arroyo had arranged for her private therapists to be stationed at a district hospital in Floridablanca or at a provincial hospital in Guagua during her planned 16-day furlough to celebrate Christmas and New Year with her family in her hometown Lubao, Pampanga.
There would be no therapists available at the Veteran’s Memorial Medical Center (VMMC) during the holiday break, which is why she had asked the Sandiganbayan, through her lawyers from Diaz, Del Rosario & Associates, to get out of her hospital suite.
She has made arrangements with the Romana Pangan district hospital in Floridablanca and the Diosdado Macapagal provincial hospital in Guagua for her physical therapy.
The former president also wants to bring 20 police escorts during her planned furlough from Dec. 21 to Jan. 5.
Arroyo’s lawyers said she has promised to obtain a medical certificate, comply with all the security protocol, shoulder all the costs of her security escorts and return to VMMC before 9 a.m. on Jan. 6.
Arroyo has been detained after being accused by the Sandiganbayan of having a direct hand in allegedly diverting P366-million confidential intelligence funds from the Philippine Charity Sweepstakes Office (PCSO) during her administration.
Arroyo has been cooped up at the VMMC since October, with the filing of plunder charges against her at the Sandiganbayan.
Arroyo’s coaccused, former PCSO chairman and board member Manuel “Manoling” Morato, has also filed a new manifestation urging the Sandiganbayan to allow him to be detained in his ancestral house in Quezon City instead of a regular jail.
The 79-year-old Morato underwent a triple bypass and valve replacement in Oct. 22 and his lawyers claim he needs to stay at home to recover.

Catholic leaders vow to ensure defeat of LP candidates in 2013 polls over RH law

MANILA, Philippines—Catholic leaders lambasted on Saturday the “secrecy” that shrouded President Aquino’s signing of the reproductive health (RH) bill into law and vowed to “exhaust all legal remedies” to have it repealed.
Dr. Ricardo Boncan, spokesman of the Catholic Vote Philippines alliance, said it was “highly dishonorable” for the President to sign the law on December 21 in secret and away from media spotlight.
“We find the non-publicized signing of the RH bill into law by President Aquino to be highly dishonorable and unprincipled matter because he did it right after stating that he was in no hurry to sign the bill before Christmas,” Boncan said.
“This, to us, has been the hallmark of his presidency, deception and dictatorial,” he added.
Catholic Vote Philippines is the alliance of lay Catholic groups that have vowed to oust pro-RH politicians in the 2013 elections.
“We will exhaust all legal remedies to fight this unjust, unethical and anti-poor and anti-life law,” Boncan said.
Catholic lawyers are preparing to question the constitutionality of the law before the Supreme Court.
“The last recourse would be the Supreme Court,” said Jaro Archbishop Angel Lagdameo, a former president of the Catholic Bishops Conference of the Philippines.
“But we need to know what amendments were introduced and further study the new form of the approved law. (It’s) time to move on. The future will tell where wisdom has been,” he added.
Fr. Melvin Castro, executive secretary of the Catholic Bishops Conference of the Philippines-Episcopal Commission on Family and Life, said the Church’s fight against the “culture of death” would continue even as Malacañang called for reconciliation.
“That the RH bill was signed into law in the cover of darkness and secrecy, only the President knows. If such signing did not merit media and public attention, it only goes to show that such law is not meritorious at all,” Castro said.
“The fight against the Culture of Death goes on. We can only lament that this was their gift to the Lord and to the Filipino people during Christmas season,” he added.
Sorsogon bishop Arturo Bastes blasted the President for “planting a moral time-bomb” when he signed the RH bill into law.
“Indeed, P-Noy will be known as the RH president, which is not a title of honor. His conscience will be bothering him day and night because he has planted a moral time bomb in our Catholic country,” said Bastes.
“Our opposition to that immoral law will persist,” he added.
Boncan said the drop in the President’s approval ratings was due to his “lack of vision” and his “wrong priorities.”
“Instead of the RH bill, the FOI (freedom of Information) bill and the anti-dynasty bills should have been given priority,” he said.
“It will definitely affect his (Liberal Party) candidates and Catholic Vote Philippines will not make people forget this come election time,” Boncan added.

4 Pampanga residents ask SC to stop case vs Arroyo

Saying they have been deprived of congressional representation, four Pampanga residents have sought to intervene in the petition of former President and now Pampanga Rep. Gloria Macapagal-Arroyo in the Supreme Court to stop the Sandiganbayan from proceeding with the plunder case against her involving the alleged misuse of Philippine Charity Sweepstakes Office (PCSO) contingency funds.
The petitioners also sought the release of the Arroyo from detention at the Veterans Memorial Medical Center in Quezon City where she was brought back last month after being charged of plunder, this time in the Office of the Ombudsman.
In a Dec. 20 petition for intervention, Rico Manulid Ocampo, Eugene Paul Ponio, Marcelo Rivera Valencia and Joaquin Mañalac identified themselves as residents of the second district of Pampanga where Arroyo is currently a representative. They claimed to have voted for her in the last election.
The petitioners from Guagua, Pampanga, said Arroyo had “not fully devoted her time serving her district” since she was first charged for electoral sabotage in November 2011. After being granted bail, she was back in detention for the plunder case filed against her in relation to the alleged misuse of PCSO funds.
Deprived of rep’s service
“Due to the nonbailable cases against her…the intervenors are begging the indulgence of the honorable court to allow them to intervene in the instant case because they have been deprived of being served by their incumbent representative in the House of Representatives,” they said.
The petitioners also said they believe the charges against her were “politically motivated” and she had been denied due process.
In their petition, the four men asked the high court to “immediately issue a temporary restraining order and/or a writ of preliminary injunction enjoining the respondent Ombudsman from prosecuting the case, and the respondent Sandiganbayan from proceeding with the case and from continuing with the arrest and detention of Arroyo.”
Humanitarian reasons
While the TRO is in effect, they asked the high court to issue an order releasing Arroyo from arrest and detention “for humanitarian considerations due to her medical condition and stature as former President of the Philippines.”
They also sought the court to eventually annul and set aside the Ombudsman’s findings of probable cause to charge Arroyo with plunder and to order the Sandiganbayan to dismiss the case against her.
The high court is currently on a Christmas break.
Only last week, the Sandiganbayan had denied Arroyo’s request for a Christmas furlough. She had wanted to spend the Yuletide in her home in Lubao, Pampanga, from Dec. 21 to Jan. 7.

The two executives were accompanied by Board Members Nestor Tolentino, Crisostomo Garbo and Rolly Macalino, who just came from an observation trip from Germany with Mackay Green Energy in Brussels.
The Phase 1 of the green power plant was complete, according to Garbo.
Phase 1 is located in a 25-hectare area within Lubao’s materials recovery facility, he added.
“In the dry run we conducted a couple of weeks ago, the first part of the plant produced green energy enough to provide power to two barangays. We shall soon move to phase two,” he said.
Garbo described the Mackay concept, which is already widely used in European countries, as using the indirectly fired gas turbine technology, the Exner waste processing system, and extracting renewable fuel from the pyrolysis of recovered plastic.
Tolentino said, “The system is compliant with RA 9003. This facility could take in as much 800 metric tons of unsegregated garbage to produce 22 megawatts (MW) of renewable green electricity per day. It’s absolutely environment friendly.”
Pineda and Rodriguez said they are coordinating to solve the province’s garbage problems using the facility, as well as that of San Fernando’s Biosphere project.

Police chief leads sealing muzzle of firearms

CAMP OLIVAS – Philippine National Police (PNP) Central Luzon chief Edgardo Ladao led the ceremonial sealing of the policemen’s firearms on Saturday.
The sealing of the muzzle of firearms is in accordance with the directives of the PNP that aims to prevent illegal discharge of firearms by members of the police force during the celebration of New Year’s Eve.
The sealing of firearms was witnessed by the different gun enthusiasts and gun clubs in Central Luzon.
Ladao said this is a commitment and resolve against indiscriminate firing. He added policemen must show good example to the citizens.
He also warned policemen not to use their firearms outside the call of duty or they will be charged with Grave Misconduct and criminally for Discharge of Firearm.
On January 2, 2013, there will be a simultaneous removal of the sealed tapes of said guns, he said.
The activity is in support to the Aksyon: Paputok Injury Reduction (Apir) of the Department of Health (DOH) and adherence to the directive of the new PNP Director General Alan Purisima to attain zero casualty within police headquarters.
Ladao said the Police Regional Office 3 as well as the different Provincial and City Police Offices all over the region are declared as “No firecracker zones.”
He said he has also directed all provincial city and directors to coordinate with barangay officials to establish common firecracker zones in their areas for a safe use of firecrackers. (Ric Sapnu)

Candaba launches ‘Oplan Iwas Paputok’

CANDABA, Pamp. — Mayor Jerry Pelayo has launched ‘Oplan Iwas Paputok’ in line with the government’s efforts for a safe holiday celebration.
Pelayo said the local officials’ initiative is aimed at strengthening the campaign of the Department of Health (DOH) to minimize the morbidity and mortality from fireworks and injuries.
He encouraged the residents on the use of safe, practical, and innovative ways and materials to create a loud noise during New Year’s celebration.
This, according to him, is better than greeting the New Year with damaged and injured fingers.
“Let us keep in mind that any injury resulting from the use of fireworks to any member of the family will ruin the joyous holiday celebration,” he said.
Through the campaign, Pelayo asked the local police to conduct operations against illegal firecrackers.
He also called on private individuals as well as policemen not to fire indiscriminately during New Year’s Eve revelry.
Likewise, he called the barangay officials to establish common firecracker zones in their area to promote the safe selling of legal firecrackers.
