STO. TOMAS — Former Mayor Romeo “Ninong” Ronquillo vowed Friday to maintain an accountable and transparent government if he will be given opportunity to serve again the people in this town.
Ronquillo said the people, who are seeking a change in the leadership of the Municipal Government, encouraged him to seek a fresh mandate as local chief executive against incumbent Mayor Joselito Naguit who is now gunning his last term.
He stressed that accountability and transparency will be his guiding principles in administering the affairs of the municipality.
He believed that government transactions must not be kept secret or unknown to the people since they deserve to be informed on matters relating to the spending of public funds.
Asked about his priorities, he stated that the safety of the people in Sto. Tomas is first in the list.
He noted that in the recent calamity, the municipality was caught unprepared with the massive flooding which even resulted to death of some residents and damaged to properties
Ronquillo also plans to institutionalize the provision free maternal health care among the residents.
Also included in his priorities are the completion of barangay roads, education for poor but deserving students, rehabilitation of public cemetery and additional benefits for senior citizens.

ORION, Bataan–Relatives and townmates of Janine Tugonon here on Thursday received with joy and pride the news of her bagging the first runner-up title in the Miss Universe Pageant although some are saying she should have won.
Victor Raymundo, younger brother of Janine’s mother, with wife, son and grandson glued their eyes on the television set at their residence in barangay Pandam here as the emcee announced the five finalists.
They clapped when Janine and Miss USA were left as the main opponents but sighed when Miss USA got the title.
As if regaining her composure, Janine’s aunt Alice Raymundo shouted “that’s okay!”
It is a great honor. However, I think my niece should have won because the answer of Miss Universe on the question is not as good as Janine, the uncle said.
Well, anyway, having won the first runner-up is okay. It is a great honor for the family, Bataan and the whole Philippines, the aunt said.
At the Orion St. Michael Hospital where Janine’s mother Tess works as supervising nurse, some hospital workers jumped with joy.
“She made the Philippines proud. Janine is indeed so good. She is still the No. 1 in our hearts, “ James Daily said.
Neighbors of Janine in barangay Wakas were also so proud of her.
We were so happy because our neighbor won and we accepted even though she won the first runner-up, said store owner Catalina Alarcon.
“Congratulations, you deserve it,” said Janine’s math teacher Aurea Manugid in second year high school at the Jose Rizal Institute in Orion.
The teacher said Janine was a consistent honor student in high school and graduated salutatorian.
“Janine is good in academics and extra-curricular activities,” Manuguid said.
She also said that Janine was a member of the school’s drum & bugle corps and became “Miss Udyong”, how Orion is called by the local folks. ● (PNA)

With forest denudation identified as among the reasons for the devastation wrought by Typhoon “Pablo” in Mindanao, cooperatives on the island embarked on a massive tree-planting campaign last week.
On Dec. 10, at least 6,000 tree seedlings were planted in various areas by members of cooperatives hoping to prevent future flash floods and landslides and to raise awareness on the Mindanao Nurturing Our Waters (MindaNOW) program of the Mindanao Development Authority (Minda).
Minda is a government development agency under the Office of the President. Its MindaNOW project aims to consolidate all efforts for the development and management of Mindanao’s watersheds and river basins.
Greening program
“We thought of tying up with Minda under its MindaNOW program to align our efforts with the national government’s thrust on the national greening program,” said Bernadette Toledo, chief executive officer of Mindanao Alliance of Self-help Societies-Southern Philippines Educational Cooperative Center (Mass-Specc).
The cooperatives have been planting trees in the past years, but not as massive as last week’s activities, Toledo said in a statement. Mass-Specc is composed of 300 primary cooperatives all over Mindanao, with combined assets worth at least P11 billion and gross membership of more than 1.5 million.
Among the areas where the tree-planting activities took place were Bayog in Zamboanga del Sur; Cugman in Cagayan de Oro City; Marilog in Davao City; Barangay Pamantingan in Esperanza, Sultan Kudarat province; Nasipit in Agusan del Norte, and the Autonomous Region in Muslim Mindanao (ARMM).
While eradicating poverty was one of the primary roles of a cooperative, Toledo said Mass-Specc had launched a program dubbed “Co-ops Love Green Earth,” pointing out that sudden floods and landslides have become serious threats not just to Mindanao’s economy but also to the lives of its people.
Lessons from ‘Sendong’
“We’ve learned our lessons from Tropical Storm ‘Sendong’ to Pablo. We at Mass-Specc see the need for a long-term solution to these problems,” she said.
While the organization hopes to contribute to efforts to help the country achieve its millennium development goals of eradicating extreme poverty and hunger, Toledo said the cooperative principles have also expanded to ensuring environmental sustainability.
Cooperatives are mandated to allot, at most, 10 percent of their net surplus for the community development fund, which includes allocation for green projects, she said.
“This is where we get our financial resources for the Mindanao-wide tree growing,” Toledo said.

Livelihood goals
To sustain this undertaking, Mass-Specc agreed to provide host communities and partner organizations with livelihood opportunities.
Manny dela Peña, a board member, said the livelihood opportunities were aimed at ensuring that the trees planted would serve their ultimate purpose of preventing flooding in the lowlands.
“In areas where we are going to grow timber trees, Mass-Specc will pay for the honoraria of the caretakers for them not to cut down the trees to make way for kaingin (slash-and-burn farming),” Dela Peña said.
In other areas where fruit-bearing trees were planted, host communities could turn their harvest into cash in three years, he added.
Toledo said Mass-Specc was also willing to extend other forms of assistance—from farm inputs to capability building activities—to ensure that the planted seedlings are nurtured.
Romeo Montenegro, director of Minda’s investment promotions and public affairs, said the agency had also organized river basins and watershed councils all over Mindanao to ensure coordinated ridge-to-reef planning.
“Minda welcomes this partnership with Mass-Specc, and we hope that more organizations, big or small, will join our cause,” he said.
Compostela Valley
In Compostela Valley, Mayor Lorenzo Balbin of New Bataan has denied allegations of illegal logging and mining in the town’s mountainous range, which purportedly worsened Pablo’s impact.
“How can we allow that when we have our watershed, which is our source of drinking water up there?” he asked. Most of the trees found all over town in the aftermath of the typhoon were “uprooted trees and not cut ones,” he added.
“The typhoon uprooted those trees,” he said. “We are already fallen and we felt like being kicked again by these charges [of hosting illegal mining and logging].”
A longtime resident of Barangay Andap, the hardest-hit area of New Bataan, said logging operations were indeed prevalent in the town but these happened years ago.
Compostela Valley Gov. Arturo Uy also said no mining activity had taken place in Andap in recent years. “How can mining be allowed there when it’s a tourist area?” he asked.
Uy said it was also unfair to blame mining as a worsening factor because even in known mining areas such as in Maragusan and in Mt. Diwalwal in Monkayo, only a few people had died. With reports from Dennis Jay Santos and Frinston Lim

MANILA, Philippines—Nineteen people, including three fire fighters, were injured after angry residents ran wild during a Christmas dawn fire in San Juan City.
Fire Officer 1 Jericho Aala of San Juan City-Bureau of Fire Protection, said a resident of Barangay (village) St. Joseph was also killed during the commotion that occurred as fire raged through the area around 2.25 a.m. on Tuesday.
Aala told INQUIRER.net in a phone interview that they were trying to put out the fire that was engulfing the shanties in the area when angry residents turned their ire on them.
“Ngayon lang nangyari na ganon ka violent ang mga tao (It was only now that residents got this violent),” he said, noting that many of the residents were apparently drunk.
Reports had it that the three fire fighters were injured after some residents who wanted them to train their hoses on their houses threw bottles at them.
A report also said one of those hurt in the commotion, FO1 Lizardo Ocampo, sustained bruises after he was punched and kicked by some of the residents. There were also reports of gun-toting.
The civilian casualty, whom authorities identified as a certain Michael Muñoz, 32, was allegedly mauled to death by his drunken neighbors when they reportedly heard him say “ako yung nanunog (I started the fire)” and thought he really started the fire.
Fire authorities said arson was among the angles being looked into as the cause of fire, but initial investigation showed that it may have been caused by a candle left unattended as there was no electricity in the area when fire struck.
Asked about protocols in dealing with unruly residents, Aala said police authorities, as well as village officials were the ones tasked to handle the overall security in the area while they focus in putting out the fire.
But in the light of the dramatic turn of events Tuesday, “the police officers, apparently, weren’t able to control the security, also because of the overall unruly behavior of the residents.”
“Ang namonitor namin is buong force na ng San Juan police ang dineploy pero hindi talaga kayang i-control dahil sa mga tao. Kahit gaano katapang ang mga pulis, hindi pa din kakayanin (We were told the entire San Juan police force had been deployed in the area but they were not enough to contain the situation. No matter how brave the policemen were, it was not enough to control the situation),” he said.
Aala said they received reports that some volunteer fire fighters decided to retreat some 30 minutes after they responded due to fear of their lives.
Chief Inspector Gilbert Dolot, the city’s fire marshal, earlier said 60 trucks initially responded to the scene, but roughly half of them backed out later on.
INQUIRER.net tried to reach San Juan City police chief, Senior Superintendent Rainier Espina, but to no avail.
The fire, which is said to have started from the house of one Francisco Paulete at No. 241 Marne Street in St. Joseph village, razed around 180 shanties occupied by around 2,000 families.
The fire reached general alarm before it was put out at 7:07 a.m. Damage to property was estimated at P2.5million.

MANILA, Philippines — Operatives of the Philippine Drug Enforcement Agency (PDEA) arrested close to 10,000 individuals, among them 65 foreign nationals, in more than 24,000 anti-illegal drugs operations from January to November this year.
In a statement on Wednesday, PDEA Director General Arturo Cacdac Jr. said the agency also raided seven clandestine drug laboratories, 58 drug dens, a chemical warehouse and nine shabu (methamphetamine hydrochloride) “tiangge” or places where one could buy and sniff illegal drugs for a fee.
“This is another banner year for us. Our mindset has not changed. (We understand) that we are only as good as our last accomplishment,” Cacdac said.
With the help of other government agencies, he said PDEA operatives uprooted and destroyed marijuana plants in 148 plantation sites throughout the country.
During the same period, Cacdac said the PDEA-led Ninoy Aquino International Airport Inter-Agency Drug Interdiction Task Group arrested 28 drug couriers who tried to sneak in illegal drugs through the airports.
He said PDEA agents also arrested 28 suspected members of the dreaded African Drug Syndicates, which preyed on Filipino women who unwittingly became drug couriers.
The retired police general, who took over the helm of PDEA in October, vowed to lead the government’s primary anti-narcotics agency in carrying out a more aggressive campaign against illegal drugs in 2013.
“One of PDEA’s operational thrusts is to neutralize priority high-value targets and quality operations,” Cacdac stressed.
Cacdac said the 24,030 operations the agency conducted against drug personalities and illegal drug establishments during the 11-month period this year almost doubled the 12,269 operations PDEA carried out in 2011.
PDEA was also able to surpass its target of not less than 9,591 successful anti-illegal drug operations in 2012, he added.
He said the operations led to the arrest of 9,601 drug personalities, including 65 foreigners involved in trafficking and manufacturing of illegal drugs, and the filing of 11,845 cases in court for violation of Republic Act 9165, more known as the Comprehensive Dangerous Drugs Act of 2002.
“This demonstrates PDEA’s commitment to file air tight cases to ensure conviction of drug offenders,” he said.
