4 Pampanga residents ask SC to junk plunder raps vs Arroyo

MANILA, Philippines — Saying they have been deprived of congressional representation, four Pampanga residents have sought to intervene in the petition of former President and now Pampanga Rep. Gloria Macapagal-Arroyo before the Supreme Court to stop the Sandiganbayan from proceeding with the plunder case against her involving the alleged misuse of Philippine Charity Sweepstakes Office (PCSO) contingency funds.
The petitioners also sought for the release of Arroyo from detention at the Veterans Memorial Medical Center in Quezon City where she was brought back last month after being charged of plunder, this time before the Office of the Ombudsman.
In a Dec. 20 petition for intervention, Rico Manulid Ocampo, Eugene Paul Ponio, Marcelo Rivera Valencia and Joaquin Mañalac identified themselves as residents of the second district of Pampanga where Arroyo is currently congresswoman. They claimed to have voted for her in the last election.
The petitioners from Guagua, Pampanga, said Arroyo had “not fully devoted her time serving her district” since she was first charged with electoral sabotage in November 2011. After being granted bail, she was back in detention for the plunder case filed against her in relation to the alleged misuse of PCSO funds.
“Due to the non-bailable cases against her… the intervenors are begging the indulgence of the honorable court to allow them to intervene in the instant case because they have been deprived of being served by their incumbent representative in the House of Representatives,” they said.
The petitioners also said they believed the charges against her were “politically motivated” and she had been denied of due process.
In their petition, the four men asked the high court to “immediately issue a temporary restraining order and/or a writ of preliminary injunction enjoining the respondent Ombudsman from prosecuting the case, and the respondent Sandiganbayan from proceeding with the case and from continuing with the arrest and detention of Arroyo.”
They also asked the high court to issue an order releasing Arroyo from arrest and detention upon the issuance of the TRO and during its effectivity, “for humanitarian considerations due to her medical condition and stature as former President of the Philippines.”
They also sought the court to eventually annul and set aside the Ombudsman’s findings of probable cause to charge Arroyo with plunder and to order the Sandiganbayan to dismiss the case against her.
The high court is currently on a Christmas break.
Only last week, the Sandiganbayan denied Arroyo’s request for a Christmas furlough. She had wanted to spend the Yuletide in her home in Lubao, Pampanga from Dec. 21 to Jan. 7.

Christmas Eve Traditions Live On

MANILA, Philippines — Christmas Eve traditions that have remained well-preserved over the years will once again come into play tonight as the nation joins the rest of the world in the observance of Christmas Eve.
In Catholic churches around the country, the Christmas Eve mass, also known as Misa de Gallo (Rooster’s Mass), the last of the nine-day Simbang Gabi novena masses in honor of the Blessed Virgin Mary that began last Dec. 16, will be celebrated at 10 or 11 p.m.
Highlight of the Eucharistic celebration is the reenactment of the journey of Saint Joseph and the Blessed Mother in search of lodging for the soon-to-be born Messiah.
Patterned after the Spanish “Las Posadas,” the religious play, locally known as “Panunuluyan,” “Pananawagan,” or “Pananapatan,” is anticipated by churchgoers as it serves as a reminder of the events surrounding the Birth of Jesus Christ.
It is traditionally held at the parish grounds where a manger has been set up.
According to tradition, the Christmas Eve mass is held at midnight following the belief that Jesus was born at night (Luke 2:6-8). This is also reflected in reference to Christmas Eve as the Holy Night, or “Heilige Nacht” in German, and Good Night, which is Noche Buena in Spanish, and in other expressions such as the song Silent Night.
After the midnight mass, families will gather for the Noche Buena, the traditional Christmas Eve feast where popular holiday fares such as lechon, ham, queso de bola, barbecued meats, pancit, and native rice cakes are served.
The feast is meant partly as thanksgiving for the blessings of the current year while prayerfully anticipating a better year ahead.
Presents are usually opened after the festive dinner as children excitedly await their gifts from “Santa Claus.”
Church rites will also include the lighting of the white center candle – the Christ candle– in the Advent wreath to herald the Birth of our Savior Jesus Christ. The Belen will also finally be complete with the addition of the Baby Jesus, which has been conspicuously missing since it was set up.
The Christmas season liturgically begins on Christmas Eve and lasts through the Feast of the Baptism of the Lord.

Bataan Freeport Area Reforestation Launched

MARIVELES, Bataan – The Authority of the Freeport Area of Bataan (AFAB) and the Export Processing Zone Chamber of Exporters and Manufacturing, Inc. (EPZCEM) recently spearheaded a tree planting activity at the Freeport Area of Bataan (FAB) in coordination with the Department of Environment and Natural Resources (DENR).
“This is a joint initiative of the AFAB, DENR and EPZCEM to help save and protect our environment particularly our forested watershed that feeds the FAB dam. Planting trees in the area will safeguard the ability of the dam to supply water to the entire Freeport,” said AFAB Chairman and Administrator Deogracias G.P. Custodio.
“It is also our small contribution to alleviate the effects of global warming. The AFAB and EPZCEM aim to increase environmental awareness in the FAB to fulfill its commitment to sustainable development,” he pointed out.
Custodio and DENR Regional Director Maximo O. Dichoso signed Monday a Memorandum of Agreement (MOA) for reforestation program of AFAB with 25 years of effectivity.
Based on the MOA, AFAB shall provide funding support within the co-managed area, such as survey and delineation,, watershed characterization, vulnerability assessment, preparation of co9mprehensive development management Plan, forest protection and trainings, coast-sharing on reforestation projects particularly on nursery establishments, seedling production, site preparation and survey mapping of the area to be planted.
Under the proposed work and financial plan, AFAB will allocate a budget of P1.6 million while DENR will also provide some P1.6 million as its counterpart.
Newly-designated DENR Head for Bataan Samuel Danganan said that initially a total of 130 hectares will be reforested in FAB area. Danganan assured Governor Tet Garcia and Rep. Abet S. Garcia that he will support the national greening program of the government in Bataan.
Newsmen learned that approximately 500-600 narra trees were planted by participating FAB companies, top managers and employees led by EPZCEM President Pompil Corsame, an environment advocate.
FAB boasts of natural endowments as one of its advantages. Aside from a well-protected forested watershed that feeds a 10.9 million cubic meters capacity dam, it also possesses a lovely coastline with pristine beaches, mountain ranges and flat lands that are suitable for ecotourism programs.

In Bataan, campers get quick lessons on care of environment

Some 80 Girl Scouts and Boy Scouts camping on their school grounds in the upland village of Tala in Orani, Bataan, last week got what a mother remarked aloud as a “bonus” to the outdoor activity.
The bonus was an Inquirer Read-along session where “Si Emang Engkantada at ang Tatlong Haragan (Emang the Fairy and the Three Bullies),” written by the late Rene Villanueva and illustrated by R. Jordan Santos, was read to them.
Judging from the faces and reactions of these pupils and their parents, the session engaged them alternately in awe, silence, surprise and joy.
Thanks to the animated reading by Felicito Payumo, chair of the Bases Conversion and Development Authority, and four Teatro Fernandino artists who acted the characters and spoke their lines in the story.
Aside from the mix of reading and performance, Payumo offered visual experience by flashing on a wide screen photographs of scenes of destruction wrought by Tropical Storm “Sendong” in December 2011, by the monsoon-induced rains and floods in August, and by Typhoon “Pablo” this month.
The pictures were his way of telling the children that Mother Nature, personified by Emang, can be harsh at times.
Payumo, who lives in a farm-resort in the village, believed that children play a big role in saving the forests of Orani and the rest of the Bataan National Park against illegal logging and destructive farming practices.
“The future is theirs, and so they must help take care of the forests even at a young age,” he said.
The children turned out to be rapt listeners.
“The story tells us to take care of our environment, to save on water and to plant many trees,” Johan, a Grade 4 pupil, said. He remembered the antagonists well—Pat Kalat (Pat the litterbug), Pol Putol (Pol the tree cutter) and Paz Waldas (Paz the extravagant).

5 hurt in SCTEx accident

FLORIDABLANCA — Five people were reported injured in a vehicular accident along the Subic-Clark-Tarlac Expressway (SCTEx) Thursday morning.
Reports said the vehicle driven by one Alberto Geronimo rammed the SCTEx’s railings after one of its tires blew.
The other passengers were identified as Alona Villoria, a certain “Honey,” Vilma Sumalpong, one Dennis and one Jeffrey. They sustained severe injuries and were rushed to a nearby hospital in Balanga City, Bataan.
Geronimo said the victims were on their way to Morong town in Bataan, where there is an ongoing shooting of a series to be shown at ABS-CBN, to serve food to the artists and other staff.

Candaba mayor reveals development plan

CANDABA — Mayor Jerry Pelayo bared on Thursday a holistic ‘Metro Cuatro Distrito’ scheme to address the pressing concerns of the fourth district towns of Apalit, Sto. Tomas, Macabebe, San Simon, Minalin, Masantol and San Luis, as he set his congressional sight for the post in 2013.
In a press conference, Pelayo said the plan will address the needs of the “forsaken” district, where millions of funds and aid have gone to naught.”
“This Metro Cuatro Distrito of Pampanga plan will address all the concerns and provide solutions for problems in flooding, agriculture, livelihood, education, environment, health and wellness, senior citizens, youth and students, and of course disaster preparedness, peace and order and good governance,” Pelayo said.
He said he was “actually tired of politics after steering Candaba to fame” especially with eco-tourism and prime investments, culture and arts advocacies like the world-renowned Ibon-Ebon Festival, the re-rise of the famous watermelons of the town, and much more topping its favorite “buro” and “tilapia and hito.”
“My wife is sick and I am tired too of politics. But so many are asking, so many urging me to make a stand for the welfare of the Fourth District. I have done my best in the nine years of my service in Candaba. I couldn’t — humbly — refuse the calling of our kabalens,” Pelayo told Sun.Star Pampanga.

Househelp dies in Bocaue road accident

CAMP OLIVAS, Pampanga—A house helper died after he was sideswiped by a truck along MacArthur Highway in Bocaue, Bulacan over the weekend.
The victim was identified as Jonee Garcia, 44, a resident of Barangay Antipona, Bocaue, Bulacan.
The suspect, identified as Ryan Ducena, 25,of Barangay Kataasan, Dinalupihan, Bataan, was arrested.
Police said Garcia was riding his bicycle along the shoulder of Macarthur Highway in Barangay Wakas, Bocaue when he was hit by an Isuzu Cargo Aluminum truck at about 3:45 p.m.
Due to the impact, police said, the victim suffered head injuries.
Garcia was brought to the Doctor Yanga Hospital also located in Barangay Wakas but was declared dead on arrival by the attending physician. He was taken to the Flavel Funeral homes for autopsy.
Ducena is now detained at the Bocaue Municipal jail pending the filing of a case of Reckless Imprudence Resulting to Homicide against him. •Froilan E. Magtoto

Allies deplore court’s refusal to give Arroyo Christmas pass

Allies of former President Gloria Macapagal Arroyo deplored the Sandiganbayan’s rejection of her request for a holiday furlough, saying her circumstances made her request a reasonable one.

Minority Leader Danilo Suarez has insisted that Arroyo, who is ill, is not a flight or security risk at all. She is also a former President of the country and an incumbent lawmaker who, while facing plunder and graft charges, has not been convicted of any crime, according to Suarez.

“She has not been proven to have done wrong. She is still an accused. It’s not like she’s the head of the military and poses a security risk,” Suarez said in a press briefing.

He also said Arroyo should fulfill her duty to visit her district in Pampanga, which she would like to visit during her furlough.

Arroyo’s allies in the House, some 23 lawmakers, visited Arroyo for a simple get-together on Tuesday, Suarez also disclosed.

He said Arroyo looked thin and frail, and appeared to be still bothered by her neck. While she was not wearing her neck brace during the gathering, she was continually touching her neck, he added.

He also said the former President asked the lawmakers about events in their districts, and wondered about the final House vote on the reproductive health bill. The final vote changed with a drastic reduction of negative votes compared to the second-reading vote.

Arroyo also gave out letters to her allies to thank them for continuing to stand by her all this time, said Suarez.

“She said if there’s anything that could make her somewhat lose her pain for being prosecuted, there are still some few friends who stood with her,” he said.

This is the second Christmas that Arroyo will spend in detention at the Veterans Memorial Medical Center.

In 2011, Arroyo spent the holidays at the hospital because of her non-bailable electoral sabotage charge.

She was granted bail for this case and released in July. But in October, she was again ordered arrested for her plunder case stemming from the alleged misuse of Philippine Charity Sweepstakes Office funds.

She has been allowed to stay at the VMMC because of her ill health.

She has undergone surgery on her spine for cervical spondylosis, a deterioration of the bones of the neck that causes a misalignment in the spine. An implant was placed on part of her neck to realign her spine.

But she continues to suffer neck and back pains, and has had difficulty swallowing food, according to doctors.

ALCU III regional games reel-off

CITY OF SAN FERNANDO — “This is one of the most exciting and hot sporting event in Central Luzon.”
Thus said City of San Fernando’s Community Affairs Division chief Donny Sayre yesterday as the 3rd Association of Local Colleges and Universities (ALCU) Regional Games opened with grand ceremonies featuring a cheer dance competition and arnis exhibition at the Event Center of SM City Pampanga.
The City College of San Fernando is hosting the regional competition themed “ALCU 3…Kaagapay ng Bayan sa Paghubog ng Kabataan” which will run until December 21.
“The most exciting sporting event and regional games in the region heats up as ALCU III members vie for the top titles in arnis, athletics, badminton, basketball, chess, cheer dancing, dance sports, sepak takraw, table tennis, volleyball and even the Mr. and Ms. ALCU competition,” Sayre told Sun.Star Pampanga.
He identified the competing schools as Baliwag Polytechnic College, Botolan Community College, Bulacan Polytechnic College, City College of San Fernando, Guagua Community College, Gordon College, Mabalacat City College, and MQ Alarilla Polytechnic College.
“The regional sports games will not only feat the best of the best in the ALCU league but will also be a venue for unity and sportsmanship. The city government headed by our Mayor Oscar Rodriguez is proud to host the third regional games as we welcome the m into our beautiful city,” added Sayre.
ALCU is composed of 33 local colleges and universities in the Philippines. And working closely with the Senate Committee on Education, headed by Sen. Alan Peter Cayetano, in legislations that benefit existing local colleges and universities. Its primary thrust is to improve the quality of instruction, research, and extension of its member schools and to provide value public tertiary education, especially to the poor and disadvantaged youth.
Gracing the opening rites of the regional sports fest were Rodriguez, ALCU III president Arlida Pame, and Commission on Higher Education Regional Director Virginia Akiate.

Junkshop workers get PhilHealth cards

CITY OF SAN FERNANDO — The Provincial Government has recently distributed PhilHealth cards to members of the Pampanga Junkshop Owners Association.
More than 340 junkshop workers from all over the province received their individual cards in a ceremony held at the Lubao gymnasium.
Governor Lilia Pineda envisions said the distribution of health cards os part of bringing medical services to the indigent and underprivileged sector in the province.
Pineda has already provided the same cards to barangay health workers and barangay police members (bantay bayan).
The governor said she believes that health will no longer be a problem for the recipients of PhilHealth cards as they could now afford to go to the provincial district and other selected private hospitals for their medical needs including that of their minor family members under their guidance.
The junk shop workers were also reminded to seek help from their rural health units (RHUs) for their health concerns.
Earlier, the Public Employment Services Office (Peso) and Provincial Cooperative and Entrepreneurial Development Office (PCEDO) upon the initiative of the Provincial Government launched the “Kariton Para sa Kalinisan, Kabuhayan, Kalusugan, at Katahimikan” or the K5 program.
