Some 80 Girl Scouts and Boy Scouts camping on their school grounds in the upland village of Tala in Orani, Bataan, last week got what a mother remarked aloud as a “bonus” to the outdoor activity.
The bonus was an Inquirer Read-along session where “Si Emang Engkantada at ang Tatlong Haragan (Emang the Fairy and the Three Bullies),” written by the late Rene Villanueva and illustrated by R. Jordan Santos, was read to them.
Judging from the faces and reactions of these pupils and their parents, the session engaged them alternately in awe, silence, surprise and joy.
Thanks to the animated reading by Felicito Payumo, chair of the Bases Conversion and Development Authority, and four Teatro Fernandino artists who acted the characters and spoke their lines in the story.
Aside from the mix of reading and performance, Payumo offered visual experience by flashing on a wide screen photographs of scenes of destruction wrought by Tropical Storm “Sendong” in December 2011, by the monsoon-induced rains and floods in August, and by Typhoon “Pablo” this month.
The pictures were his way of telling the children that Mother Nature, personified by Emang, can be harsh at times.
Payumo, who lives in a farm-resort in the village, believed that children play a big role in saving the forests of Orani and the rest of the Bataan National Park against illegal logging and destructive farming practices.
“The future is theirs, and so they must help take care of the forests even at a young age,” he said.
The children turned out to be rapt listeners.
“The story tells us to take care of our environment, to save on water and to plant many trees,” Johan, a Grade 4 pupil, said. He remembered the antagonists well—Pat Kalat (Pat the litterbug), Pol Putol (Pol the tree cutter) and Paz Waldas (Paz the extravagant).

CANDABA — Mayor Jerry Pelayo bared on Thursday a holistic ‘Metro Cuatro Distrito’ scheme to address the pressing concerns of the fourth district towns of Apalit, Sto. Tomas, Macabebe, San Simon, Minalin, Masantol and San Luis, as he set his congressional sight for the post in 2013.
In a press conference, Pelayo said the plan will address the needs of the “forsaken” district, where millions of funds and aid have gone to naught.”
“This Metro Cuatro Distrito of Pampanga plan will address all the concerns and provide solutions for problems in flooding, agriculture, livelihood, education, environment, health and wellness, senior citizens, youth and students, and of course disaster preparedness, peace and order and good governance,” Pelayo said.
He said he was “actually tired of politics after steering Candaba to fame” especially with eco-tourism and prime investments, culture and arts advocacies like the world-renowned Ibon-Ebon Festival, the re-rise of the famous watermelons of the town, and much more topping its favorite “buro” and “tilapia and hito.”
“My wife is sick and I am tired too of politics. But so many are asking, so many urging me to make a stand for the welfare of the Fourth District. I have done my best in the nine years of my service in Candaba. I couldn’t — humbly — refuse the calling of our kabalens,” Pelayo told Sun.Star Pampanga.

Allies of former President Gloria Macapagal Arroyo deplored the Sandiganbayan’s rejection of her request for a holiday furlough, saying her circumstances made her request a reasonable one.

Minority Leader Danilo Suarez has insisted that Arroyo, who is ill, is not a flight or security risk at all. She is also a former President of the country and an incumbent lawmaker who, while facing plunder and graft charges, has not been convicted of any crime, according to Suarez.

“She has not been proven to have done wrong. She is still an accused. It’s not like she’s the head of the military and poses a security risk,” Suarez said in a press briefing.

He also said Arroyo should fulfill her duty to visit her district in Pampanga, which she would like to visit during her furlough.

Arroyo’s allies in the House, some 23 lawmakers, visited Arroyo for a simple get-together on Tuesday, Suarez also disclosed.

He said Arroyo looked thin and frail, and appeared to be still bothered by her neck. While she was not wearing her neck brace during the gathering, she was continually touching her neck, he added.

He also said the former President asked the lawmakers about events in their districts, and wondered about the final House vote on the reproductive health bill. The final vote changed with a drastic reduction of negative votes compared to the second-reading vote.

Arroyo also gave out letters to her allies to thank them for continuing to stand by her all this time, said Suarez.

“She said if there’s anything that could make her somewhat lose her pain for being prosecuted, there are still some few friends who stood with her,” he said.

This is the second Christmas that Arroyo will spend in detention at the Veterans Memorial Medical Center.

In 2011, Arroyo spent the holidays at the hospital because of her non-bailable electoral sabotage charge.

She was granted bail for this case and released in July. But in October, she was again ordered arrested for her plunder case stemming from the alleged misuse of Philippine Charity Sweepstakes Office funds.

She has been allowed to stay at the VMMC because of her ill health.

She has undergone surgery on her spine for cervical spondylosis, a deterioration of the bones of the neck that causes a misalignment in the spine. An implant was placed on part of her neck to realign her spine.

But she continues to suffer neck and back pains, and has had difficulty swallowing food, according to doctors.

CITY OF SAN FERNANDO — The Provincial Government has recently distributed PhilHealth cards to members of the Pampanga Junkshop Owners Association.
More than 340 junkshop workers from all over the province received their individual cards in a ceremony held at the Lubao gymnasium.
Governor Lilia Pineda envisions said the distribution of health cards os part of bringing medical services to the indigent and underprivileged sector in the province.
Pineda has already provided the same cards to barangay health workers and barangay police members (bantay bayan).
The governor said she believes that health will no longer be a problem for the recipients of PhilHealth cards as they could now afford to go to the provincial district and other selected private hospitals for their medical needs including that of their minor family members under their guidance.
The junk shop workers were also reminded to seek help from their rural health units (RHUs) for their health concerns.
Earlier, the Public Employment Services Office (Peso) and Provincial Cooperative and Entrepreneurial Development Office (PCEDO) upon the initiative of the Provincial Government launched the “Kariton Para sa Kalinisan, Kabuhayan, Kalusugan, at Katahimikan” or the K5 program.

Provincial Police Director R’win Pagkalinawan earlier said that their monitoring is currently concentrated in the towns of Arayat and Mexico following several shooting incidents, although it is not yet clear whether they were election-related violence.
Pagkalinawan, however, noted that there is also a need to establish checkpoints in public places in different municipalities to preempt partisan armed groups and other lawless elements from interfering in the upcoming midterm elections.
In fact, Sun.Star Pampanga likewise observed the presence of RSOTG in towns in the fourth district of the province.
The police director stressed that they will establish at least four checkpoints in every municipality with at least eight police personnel in each checkpoint.
It was learned that RSOTG has an initial 300 personnel from the provincial command and the regional public safety battalions.
Pampanga was included in the list of priority areas of concern for elections by the Department of the Interior and Local Government (DILG) along with the provinces of Nueva Ecija, Maguindanao, Abra, Pangasinan, Masbate, Samar, Lanao del Sur, Ilocos Sur, Basilan, La Union, Cavite, Cagayan, Batangas and Misamis Occidental.
