Giant lanterns twinkle for ‘Pablo’ victims today

CITY OF SAN FERNANDO — Huge lantern will shine Saturday night at Robinsons Starmills as the Giant Lantern Festival (GLF) will go beyond the usual competition to pool aid for victims of Typhoon Pablo (international codename: Bopha) in Mindanao.
Mayor Oscar Rodriguez said he broached the idea with this year’s GLF Executive Committee, as the city musters resources to help those devastated by Pablo in Compostela Valley, New Bataan and other areas in the south in the true spirit of Christmas and give added and deeper meaning in the festival.
“It was my personal idea which I discussed with the GLF Executive Committee. From hereon and until the last exhibition days of our giant lanterns, there will be a booth in the venue for donations for the victims of Typhoon Pablo in Mindanao,” Rodriguez said.
He said the City Government — through a City Council resolution – has allotted some P200,000 as aid to affected Filipinos in the south.
“We want to involve communities of Fernandinos in raising donations for the victims. The Giant Lantern Festival is our best avenue in doing so. In the true spirit of Christmas, we want to share what we can beyond the jubilation in the festival. I have also asked the GLF Executive Committee to pour in aid for those devastated by Typhoon Pablo from their excess funds,” said Rodriguez.
City Administrator Ferdinand Caylao added that the donation booth will follow the exhibition dates and venues after the grand showdown at Robinsons Starmills.
“The booth will be set up initially at Robinsons Starmills from December 15 to 21, then where the giant lanterns will be put on exhibit after the ‘ligligan’ at Robinsons. We ask our kabalens to donate old clothes and the extras they have this Christmas for our fellow Filipinos in Compostela Valley, New Bataan and the places hard hit by Typhoon Pablo so they could at least feel some relief this Christmas. Our giant lanterns will shine for hope and light up for love for them this Yuletide Season,” he said.
The GLF will feature this year Barangay San Nicolas, Del Carmen, Telabastagan, Calulut, San Pedro, San Jose, San Juan, Del Pilar, Sto. Niño and Dolores, which will strongly try to stop champion Sta. Lucia in hitting the grand slam.
After the main festival and competition at Robinsons Starmills, the giant lanterns measuring 20 feet in diameter, will be exhibited on December 18 to 22 at the Cultural Center of the Philippines; December 23 at Greenfields in Sindalan; December 24 at the San Fernando Poblacion; December 27 at the parade grounds of the Clark Development Corporation at Clark Freeport; December 29 to 30 at Marquee Mall in Angeles City; and Robinsons in the City of San Fernando until January 3, 2013.

Clark power project bidding ‘aboveboard’

CLARK FREEPORT — The bidding process for the design and build services for the Clark 230-kilovolt (KV) power transmission Line Project Phase 3B was aboveboard, said an official of the Clark Development Corporation (CDC).
Franco Alejo L. Madlangbayan, CDC vice president for Operations and Technical Services (OTS), denied allegations of rigged bidding to favor the Meralco Industrial Engineering Services Corp. (Miescor)-NARI-TBEA consortium, saying the CDC complied with all the pertinent rules and procedures prescribed under the Government Procurement Reform Act.
“In fact, despite being the lone bidder during the first bidding in January 2012, MIESCOR was still declared to be ineligible for its failure to submit the joint venture agreement between AsiaPhil Manufacturing Industries Inc. and PT Alstom Grid. There was absolutely no favoritism, much less ‘rigging’ as alleged by some quarters,” Madlangbayan added.
Records obtained from CDC showed that when Miescor applied for a motion for reconsideration for its failed bid, CDC sought the legal opinion of the Government Procurement Policy Board (GPPB) and the Office of the Government Corporate Counsel (OGCC).
Their responses prompted the CDC Board of Directors to declare a failure of bidding, paving the way for the second bidding of the project.

The Phase 3B project involves the construction of 230KV transmission lines to address the projected power shortage in late 2013 with the entry of new investments into the Clark Freeport Zone.
Madlangbayan said a second bidding conducted in April 2012 was participated in by three groups where the Miescor-NARI-TBEA consortium was determined to be one of two eligible bidders, the Romago-AsiaPhil-Alstom Joint Venture being the other.
The third bidder, Ron Daniell Construction Corporation-Iljin Electric Philippines Joint Venture, was declared ineligible for failing to submit the required technical data sheets.

After the Miescor-NARI-TBEA consortium submitted the lowest calculated bid in the second bidding, post-qualification procedures were initiated by the Phase 3B Technical Working Group. This included site inspection and validation of two similar transmission line projects in the Republic of Tajikistan that were implemented by TBEA, a member of the consortium.

After a careful review and evaluation of documents, the CDC board approved the award of the project to the Miescor-NARI-TBEA consortium in October 2012.

For his part, CDC chief Francis Elum said “the members of the CDC Board of Directors are appointed by President (Benigno) Aquino (III), and they are all aware of his thrust toward transparency and accountability. The Board has given specific instructions to all department and committee heads to adhere to the President’s policy.”

Elum added the chronology of events over a period of 13 months from November 2011 for this Phase 3B project shows that CDC has strictly complied with Procurement Law, with full transparency and accountability as espoused by the President.

While the project’s budget was pegged at P1.5 billion, the lowest calculated bid tendered by the Miescor-NARI-TBEA consortium was P1.08 billion, followed by the Romago-AsiaPhil-Alstom Joint Venture at P1.2 billion, the CDC officials said.

“Extraordinary due diligence has always been exercised in all transactions that have resulted in huge savings for CDC, which is what we have continually strived to achieve for almost 20 years,” Madlambayan said. (With PR)

RDC approves Angat Power Plant rehab via PPP

CLARK FREEPORT–Regional Development Council (RDC) recently gave the green light for the rehabilitation, operation, and maintenance of two Angat Hydro-Electric Power Plant (AHEPP) auxiliary turbines via Public-Private Partnership (PPP).
Angat Dam is a multi-purpose dam that supplies 97 percent of raw water requirements of Metro Manila, irrigates around 28,000 hectares of farmlands in Bulacan and Pampanga, serves as flood control facility during heavy rains, and generates 246 megawatts of electricity for the Luzon grid through AHEPP. Its irrigation water supply passes through the main turbines of AHEPP appurtenances while domestic water passes through its five auxiliary turbines namely AN1, AN2, AN3, AN4, and AN5.
National Economic and Development Authority (NEDA) Regional Director and RDC Vice Chairman Severino Santos said AN1, AN2, and AN3 are owned by Power Sector Assets and Liabilities Management Corporation (PSALM) and operated and maintained by National Power Corporation (NAPOCOR) while AN4 and AN5 are owned by Metropolitan Waterworks and Sewerage System (MWSS) but are also operated and maintained by NAPOCOR under operation and maintenance agreement with PSALM.
“Auxiliary units AN4 and AN5 are significantly underperforming due to age and a variety of reasons but MWSS has an opportunity to optimize benefits from these two turbines by developing a hydropower generation component. Power generation is not the core competency of MWSS hence there is a need to enter into an Operations and Maintenance Agreement through PPP” Santos added.
RDC is the highest policy-making body in Central Luzon and serves as the counterpart of the NEDA Board at the subnational level.
It is the primary institution that coordinates and sets the direction of all economic and social development efforts in the region and serves as a forum where local efforts can be related and integrated with national development activities.

Various sectors join call to save MacArthur trees

ANGELES CITY–Various sectors including fraternities and sororities from this city have expressed their opposition to the cutting of trees along MacArthur Highway to give way to a government road widening project.
In a statement, the Nagkakaisang Mamamayan ng Angeles para sa Kalikasan (NMAK) said they will not allow the cutting of more than 400 trees for the sake of a wider road.
“Kami na kumakatawan sa iba’t ibang organisasyon at sektor, kabilang ang mga fraternities at sororities sa mga paaralan at komunidad ng Angeles City ay mariing tumututol sa pagpuputol ng mga matatandang punong ito,” NMAK said.
“Hinding-hindi kami papayag na putulin at isakripisyo ang mga punong ito para sa naturang proyekto ng DPWH at ni [Pampanga First District Representative Carmelo “Tarzan” Lazatin],” they added.
The road widening project along MacArthur Highway in this city and in Mabalacat City was initiated by Lazatin and the Department of Public Works and Highways.
Lazatin has earlier stated that the original project did not include cutting of trees.
The call for the protection of trees grew after the Save the Trees Coalition (STC) filed a civil case against Executive Secretary Paquito Ochoa Jr., Environment Secretary Ramon Paje, Public Works Secretary Rogelio Singson and Environmental Management Bureau in Central Luzon Chief Lormelyn Claudio.
STC leaders Cecile Yumul, Eugene Orejas, Louie Reyes, Dino Jose Doliente and Nole Arcevo filed the civil case.
STC is a known environmental group that fights for the protection of nature including trees.
Not anti-progress
STC and NMAK have clarified that they are not anti-progress but only against the destruction of nature.
In their statement, NMAK said road widening projects need not include cutting of trees like what they did in Kalayaan Avenue, Quezon City.
“Sa pagpapalawak sa Kalayaan Avenue sa Quezon City, sa halip na putulin ang mga puno, nilagyan ito ng ‘island’ na pumuprotekta hindi lamang sa puno kundi sa sasakyang dumadaan dito, habang nakagawa sila ng bagong lane sa naturang kalye,” NMAK said.
NMAK has also expressed their support to Mayor Edgardo Pamintuan for his firm position against the cutting of trees.
Pamintuan, along with Mabalacat City Mayor Marino “Boking” Morales, has earlier expressed opposition against the massive tree cutting.
The civil case filed by STC against environment officials is being heard at the Angeles City Regional Trial Court Branch 59, which serves as the special environment court.
STC Lawyer Francisco Yabut said they will only withdraw the case if government officials formally express that no trees will be cut for the sake of the road widening project. ●Charlene Cayabyab

Army into war vs. ‘global warming’

CITY OF SAN FERNANDO–After a long bout against insurgency, government soldiers are now into another kind of war which is against global warming.
The top commander of the 7th Infantry Division of the Philippine Army, Brigadier General Gregorio Pio P. Catapang Jr. said “global warming is a new challenge” that is why efforts had been exerted by the Army to protect the country’s natural resources and environment.
The recent southwest monsoon which destructed Metro Manila, Central and Southern Luzon, is a proof of this caution, Catapang said.
One of the programs that the Army is undertaking is the protection of Mt. Arayat, a stratovolcano in Luzon.
“This is being guarded by about 100 men and various planting of fruit bearing trees have been done in line with the National Greening Program (NGP), and also, an anti-illegal task force has been formed.”
Before, the Commanding General explained, illegal cutting activities occured in the mountain, “and we had eliminated these for if they continued doing it, the stones which are on its idle position in the mountain will collapse affecting Barangay San Juan Baño in Arayat town. And if this mountain would not be protected, we will experience what happened to Mt. Pinatubo years ago.”
NGP aims to plant some 1.5 billion trees covering about 1.5 million hectares for a period of six years from 2011 to 2016 in lands considered public domain. Department of Environment and Natural Resources’ latest data disclosed a total of 44 million seedlings have been planted in over 87,000 hectares in the country.
The 7th ID has also vowed its commitment to maintain the lasting peace in Central Luzon.
“We are primarily securing areas where there are the most number of big ticket foreign and domestic investors. These are the Freeports and Special Economic Zones of Aurora, Subic, Bataan, and Clark whose airport is being eyed to be a complementary to the Ninoy Aquino International Airport,” Catapang said.
As Aurora Pacific Economic Zone and Freeport authority (APECO) is developing its pacific site, Zambales, which is along the West Philippine sea, and the 89-kilometer Tarlac-Pangasinan-La Union Expressway will be partially opened to motorists by 2013, “truly, Region has the best of both worlds.”

JOs slam Lazatin’s CSC complaint

ANGELES CITY–Job order (JO) employees of the city government laughed off First District Representative Carmelo “Tarzan” Lazatin’s complaint with the Civil Service Commission as “a product of a dirty and twisted mind.”
JO employees even reminded the 78-year old congressman that job order personnel are “not covered by civil service and administrative rules and regulations due to the non-existence of employee-employer relationship.”
John Sladky, spokesperson for the JO employees, said that “even though we are not covered by CSC and administrative regulations, we still confirm with these measures as we conducted our mass actions before and after office hours, and during lunch break from 12 noon to 1 p.m.”
“This only proved our earlier statement that the 78-year old Mr. Lazatin did not really wait for the JOs in his residence at Barangay Telebastagan as claimed in his own press release and Facebook account postings. Mr. Lazatin was so angered by our protest actions and he wanted revenge. But sad to say, he is wrong again. We conducted our actions within the bounds of pertinent civil service and administrative regulations even though we are sure that those do not cover us,” Sladky added.
JO personnel conducted several mass actions in protest of what they called as “Lazatin’s political harassment.”
Around 1,500 JOs gathered at Plaza Miranda on November 15, 2012 for the “lunch break rally.” They wore black armbands for almost two weeks as a sign of protest.
“Mukhang totoong nagiging makakalimutin na si Ginoong Tarzan Lazatin. Hindi na niya alam ang tama sa mali. Kung sabagay, matagal nang ganyan ang kanyang karakter. Ayaw niya na mayroong nagrereklamo laban sa kanya dahil hindi siya sanay na nagpapaliwanag. Kaya nga ditak a salita ang kanyang islogan. Wala talagang kayang sabihin na tama. Gusto niya kahit mali na siya ay tama pa rin. Noong siya ang mayor sa loob ng 9 na taon, daan-daan ang JOs pati na si Mhed David. Walang nag-kwestyon dahil hindi naman talaga bawal,” Sladky said.
Pertinent civil service rules and regulations stated that JO hires are not government employees performing regular functions, and no employee-employer relationship exist between the concerned personnel and the government office. ●Charlene Cayabyab

Mexico cops chief sacked

CAMP OLIVAS, Pampanga – The Chief of Police (COP) of Mexico town was relieved from his post, following the December 6 ambush-slay of Barangay San Miguel Chairman Jose Gonzales Jr. and the wounding of his son Jayson.
Supt. Angelito Esteban was designated as Chief of Police of Arayat town vice Supt. Samuel Sevilla, who was assigned to higher headquarters. Supt. Niel Miro, former head of the operations branch of the Pampanga Police Office replaced Esteban during simple turn-over rites held at the Mexico Police Station on December 10.
It was learned that Esteban was not at the station when Gonzales was shot and killed by motorcycle-riding suspects (MRS), but in a shooting competition at an undisclosed location.
The father-and-son victims were on their way home from a Mass at the Capitol during the kick-off of the Pampanga Day celebrations when they were ambushed by the suspects.
The older Gonzales died on the spot due to multiple gunshot wounds in the different parts of his body but his son survived and is now recuperating in an undisclosed hospital under tight security by local police.
Special Investigation Task Group (SITG) “Gonzales” was formed to lead the investigation but as of press time, no clear motive has been established about the incident.
Miro said a higher level of investigating panel was also created to handle the case.
“The lead investigating agency is the 3rd Criminal Investigation and Detection Unit (3CIDU) and the Pampanga Criminal Investigation and Detection Team,” he said.
The family, friends and political allies of Gonzales are crying for justice as he was laid to rest Wednesday. Thousands joined the funeral cum rally for justice, which made a stop at the town hall for brief ceremonies where the family and allies of Gonzales urged the people of Mexico to condemn the “political killing,” stay vigilant and to remain strong amid fear. ●

State of Philippine population report launched in C. Luzon

CITY OF SAN FERNANDO–A report that gives us a broad view on the current condition of the country’s population, environment and natural resources, and Filipinos’ health status can now be seen in a 92-page book entitled State of the Philippine Population Report 5 (SPPR5) as the Commission on Population (POPCOM) Central Luzon launched it in this city Wednesday.
The book carries the theme “Seeking a Healthy Balance: Population, Health, and Environmental Integration” which integrates the population-health-environment (PHE) approach – a model for development that considers the interplay of the three areas wherein “efforts to protect and preserve the environment are done in tandem with efforts to improve people’s health and quality of life.”
POPCOM Regional Director Ma. Aurora Quiray disclosed the report will make us “aware of the issues tackled and what can we do to integrate programs to solve these.”
It attempts to provide a comprehensive picture of the inter-linkages of the PHE factors, how these are being integrated, and the challenges that come ahead in pursuing integrated approaches to these interconnected issues, she added.
Population situation
Latest data from Census disclosed the total population of the country is now close to 90 million wherein Region IVA or CALABARZON topped the most populous regions with 11.7 million; followed by the National Capital Region with 11.5 million; and Central Luzon with 9.7 million.
The data further stated that “more than one-third of the entire population of the country live in these three regions.”
On the population side of the report the issue revolves around the concern on growing population directly caused by high fertility and unmanaged urbanization, among others, Quiray explained.
Nature
The document also provides a picture on how the nature is holding up with the population pressure. It gives latest data on ensuring food security as primary function of environment and the various factors that impact on the conditions of environment and the people.
“At the core of these environmental data is the realization that our environment is indeed in a fragile state. The current state of environment cannot hold up with the insatiable needs of people,” the regional director said.
Status of land classification by the National Statistical Coordination Board revealed that the country’s total land area is 30,000,000 hectares while land forest land is 15,792,418 ha.
And many of the critical forest areas have been designated as protected areas which are classified as either natural park, protected land or seascape, natural monument or landmark resource, wildlife sanctuary, natural biotic area, or marine reserve where a total of 3.2 million ha of this land is now protected.
The country is experiencing climate change, the usual rainy season that occurs June to July – even this December is occurring which is “very rare.” Devastating typhoons, the recent storm Pablo, and the southwest monsoon had brought big changes in the country, and this report will give us the “awareness” we needed on the three issues being discussed and we can “integrate the programs” that will benefit us and contribute to the national development, Quiray said. ●Joelyn Baluyut
