Mallgoers recently had the rare opportunity to view internationally-acclaimed film director Brillante Mendoza’s award winning films and to meet the filmmaker up close during the Brillante Mendoza Film Festival at the SM malls and cinemas.
The festival showcased four of Director Mendoza’s films – Manoro, Kaleldo, Foster Child, and Lola – with each screening highlighted by a Q&A Session with the renowned filmmaker.
The festival had students as its primary audience, paving the way for a new generation of film enthusiasts. But prominent members of the local community also attended the screenings to pay tribute to Director Mendoza, who had brought so many honors to the country.
The film festival unreeled at SM City Clark, a homecoming of sorts for Director Mendoza, who is a proud Kapampangan with students from the Angeles University Foundation, Jocson College, and Sta. Maria Elementary School viewing his award winning films.
It then proceeded to SM City Dasmarinas, where the director got a hero’s welcome from students of De La Salle University Dasmariñas, Emilio Aguinaldo College, FEU Silang, as well as the Sisters of Mary Boys Town and Sisters of Mary Girls Town Schools.
The event at SM City San Lazaro was a sentimental one, as these were special screenings for the University of Santo Tomas, of which Director Mendoza was an alumnus. And not even the habagat during that time could stop the faculty and students from honoring him.

Other film festival stops were at SM City Santa Rosa with students from the Alpha Angelicum Academy and the Santa Rosa Educational Institution; and SM City Batangas attended by students from the University of Batangas, Colegio ng Lungsod ng Batangas, and Cristo Rey Institute of Career Development.
At SM City Naga, the cinema was packed with students from Ateneo de Naga, Universidad de Sta Isabel, University of Nueva Careces, Naga College Foundation, Bicol Science of Applied Technology, St. Joseph School, Naga City Science High School, Camaligan High School, and Inuyunan High School.
The same was true at SM City Marilao, where the films played to SRO audiences including students from St. Paul Bocaue, Meycauayan College, Sophia School, Felicitas Berardino Memorial Trade School, Bulacan State University, Dr. Yanga’s College, and Colegio San Pascual.
More recent screenings were held at SM Lanang Premier in Davao and SM City Taytay.

After more than a month of intensive preparations and the usual struggles that go along with it, the question frequently asked in beauty pageants will be answered Monday at the coronation night of Mutya Ning Kapampangan 2012: Who is the fairest of them all?
Pageant chairperson Board Member Olga Frances “Fritzie” David-Dizon said Pampanga’s 19 towns and three cities were all represented as pushed by Gov. Lilia Pineda.
“It is an open race. I will be not surprised if your personal choices will not be the eventual major winners. But what’s noticeable is that the candidates of the 2012 batch are made up of a rare combination of beauty and brains,” said David-Dizon, who accompanied the 22 candidates in their mall tours at the SM City Pampanga, SM Savemore in Apalit and Marquee Mall in Angeles City.
Veteran broadcasters and Perry Pangan of 95.1 DWRW FM and John Susi of 105.5 Ultimate FM invited the candidates to their respective news program and a couple of times on air they said this year’s batch is made up of intelligent and pretty candidates.
Provincial Information Officer Joel Mapiles, who hosts a news program on Wednesdays and Fridays at 95.1 FM, said “they are indeed very beautiful and sounded they have something very good in between their ears.”
Pineda and Vice Gov. Joseller “Yeng” Guiao are expected to lead the annual beauty pageant at the Bren Z. Guiao Convention Center here. The contest and the Trade Fair, which opened at the SM City Pampanga on December 7, are the highlights of the 441st founding anniversary of Pampanga.
On December 11, the Most Outstanding Kapampangan Awards (MOKA) – considered the climax of the week-long activities—will be held in the same venue.
David-Dizon expressed gratitude to the generous sponsors of the event and the provincial capitol officials and workers led by Provincial Administrator Atty. Andres “Jun” Pangilinan.
“I am just the tip of the iceberg. The other members of the committee and the unseen hands of workers are the ones we must really commend as they ensured the success of the pageant,” said David-Dizon, who included Metro-Manila judges in the swimsuit competition on December 4 at SM City San Fernando Downtown, pre-pageant; talent portion at SM City Clark on December 7; and, at the coronation night.
A “text voting” was sponsored by Sun Cellular. Smart Communications also supported all-out the pageant. Philippines AirAsia is expected to name their choice candidate as “Miss AirAsia.”
David-Dizon and Senior Board Member Cris Garbo earlier led the distribution of bank checks to the 22 candidates representing the province’s subsidy of P50,000 each at the C’ Panizza and Pasta restaurant at the Northwalk 2, JASA Road, City of San Fernando.
“I want to cite the big help of Board Member Garbo as the vice chairperson of the ‘Mutya.’ He is a veteran in handling successful pageants,” said David-Dizon.
For his part, Garbo said the subsidy totalling P1.1 million was released through the efforts of Pineda and Guiao.
Garbo said he had filed an ordinance “institutionalizing” the five major winners of the annual pageant “as ambassadors of goodwill” who will join the governor and other officials in welcoming visitors and help promote the province’s products and tourism destinations.

Subic waste not hazardous—Mayuga

The head of the Philippine office of a US Navy contractor on Monday disputed claims by government agencies that it dumped into Subic Bay toxic wastes from American ships that recently took part in joint military exercises in the country.
Five days after the Philippine Daily Inquirer reported the environment issue, retired Vice Adm. Mateo Mayuga, CEO of Glenn Defense Marine Philippines Inc., called reports about the company dumping hazardous wastes into the bay “inaccurate or false.”
Mayuga said the local office of a Singapore-based multinational company operating in 27 countries handled domestic wastes from the toilets and kitchens of US Navy ships, but, according to him, these were safe for disposal.
“What we get from the US Navy are already pretreated wastewater. These are even cleaner than the ones coming out of our respective homes. I’m sorry to say that,” Mayuga told reporters Monday at a press briefing in Makati City.
Roberto Garcia, chairman of the Subic Bay Metropolitan Authority (SBMA), earlier told reporters that test results showed that Glenn Defense vessels were carrying “sewage waste with high levels of toxicity.”
Garcia said the results “confirmed that [Glenn Defense] did not treat the waste, which it should have.”
Lab tests
Hernan Habacon, spokesperson of Subic Water and Sewerage Co. that tested water samples from a Glenn Defense vessel, said the results showed that these were “beyond the permissible limits.”
Results of the tests obtained by the Inquirer showed that samples of effluents taken from vessels of the US Navy contractor exceeded Philippine standards, but these were not tested for heavy metals because the firm that conducted the tests, Subic Water, was not equipped to do so.
Even so, the SBMA Ecology Center said wastes collected from American ships and dumped into Philippine waters last month could not be classified as “hazardous wastes.”
Asked to confirm reports that the center had told the Environmental Management Bureau (EMB) that the wastes dumped by Glenn Defense’s vessels could not be considered hazardous, Angel Bagaloyos, acting head of the center, said in a text message: “Technically, yes.”
Asked to elaborate, Bagaloyos said: “By law, Republic Act No. 6969, sewage is exempted. The law on hazard waste management identifies hazard waste.”
RA 6969 (Toxic Substances and Hazardous and Nuclear Waste Control Act of 1990) defines hazardous wastes as “substances that are without any safe commercial, industrial, agricultural or economic usage and are shipped, transported or brought from the country of origin for dumping or disposal into or in transit through any part of the territory of the Philippines.”
“Hazardous wastes shall also refer to by-products, side-products, process residues, spent reaction media, contaminated plant or equipment or other substances from manufacturing operations, and as consumer discards of manufactured products,” it says.
Septage
Citing information shared by the SBMA at a technical conference in Pampanga on Monday where things were supposedly clarified, EMB Director for Central Luzon Lormelyn Claudio said: “It is septage, not hazardous waste. It’s domestic waste.”
Asked by the Inquirer to explain that in layman’s term, she said: “Feces.”
Whether the effluents were at hazardous levels is still subject to laboratory tests, she said.
Where exactly the wastes were dumped will be established by the SBMA, she said.
37 km from bay
The SBMA, in a spot inspection report on Oct. 15, said it was told by the captain of a Glenn Defense vessel, the MT Glenn Guardian, that the wastes would be dumped at least 37 kilometers from Subic Bay last month.
The SBMA team found some 189,500 liters of domestic waste and about 760 liters of bilge water (a combination of water, oil and grease) during an inspection of the vessel. These were hauled from the US Navy ship Emory Land.
Mayuga said he would never let dumping of toxic waste into Subic Bay happen. “I’m also a Filipino,” he said.
US Navy responsibility
Mayuga said it was the responsibility of the US Navy to ensure that the wastewater had undergone treatment.
“The US Navy and even commercial vessels have water treatment facilities aboard their ships,” said Mayuga, who in 2005 led a military inquiry into the involvement of at least four generals tagged in the “Hello Garci” election fraud scandal during the Arroyo administration.
Asked if the US Navy contractor had a way of knowing whether the water passed to its tankers was treated, Mayuga said: “They have to make sure that the water had been pretreated.”
“Our clients must do the testing themselves. It’s a practice in the US Navy that you don’t give away untreated wastewater,” Mayuga added.
He refused to answer the question on who should be blamed if the water dumped into the sea was toxic. “There are procedures to know who dumped the wastewater. We have the technology now to determine who the source was,” he said.
Glenn Defense also serviced the 103 ships that made calls at the Subic Bay Freeport from Oct. 3 to Dec. 22, 2009, Jan. 5 to Oct. 12, 2010, Aug. 21 to Nov. 10, 2011, and Jan. 2 to Oct. 17, 2012, records released by the SBMA showed.

Investigations
Mayuga said he was open to any investigation. “As long as it (claim) is valid, we welcome this. That’s the only way to move forward.”
Pleading to the media to honor only the sources that are willing to be named, he said “all this [controversy] started from one inaccurate report that took on a life of its own.”
Mayuga said the report had originated from anonymous calls the SBMA had received.
The US Navy and the SBMA have launched an investigation of the allegations of hazardous-waste dumping by Glenn Defense.
Suspended
Pending the results of the investigation, the Subic Bay Freeport Chamber of Commerce also announced it had suspended the membership of the contractor, a registered locator at the Subic Bay Freeport.
An internal investigation on Glenn Defense’s part, however, was no longer necessary, Mayuga said.
“After every ship visit, we do a hotwash. It’s a critical analysis we do on how we had performed, both the good and the bad (aspects),” he said. “And we have done nothing wrong.”
Mayuga said he found it ironic that his company was at the center of an environmental controversy when he and his family have been concerned about the environment.
“I have a daughter who owns two organic stores. She’s a vegetarian. Our grandchildren prefer organic materials at home. How could I violate environmental laws and still have the gall to face them?” he said.
“We are a responsible company and we will do everything without compromise to observe established standards of releasing pretreated waste to the ocean at the internationally prescribed distances,” he said.
Mayuga said he was still waiting for the SBMA Ecology Center to call him for a meeting on the matter.
Contrary to reports that Glenn Defense was hiding under the skirt of the Visiting Forces Agreement (VFA), Mayuga said the company was not covered by the bilateral agreement “nor do we claim to be.”
“We service only US Navy ships but we are not in any way included in VFA arrangements,” he said.
Bagaloyos did not reply to the Inquirer’s query if the SBMA Ecology Center had examined the entire composition of the wastewater samples taken from the Glenn Defense vessels.
While the EMB was holding the technical conference, the SBMA board held an emergency meeting at Gateway Mall in Quezon City on the findings of the SBMA Ecology Center regarding the issue of waste dumping into Subic Bay.
Garcia did not respond to the Inquirer’s calls and text messages on the results of the board meeting.
‘Beyond permissible limits’
Habacon, spokesperson for Subic Water, said in a statement: “The SBMA Ecology Center sent us a sample for [laboratory] testing, allegedly from the said vessel, [MT] Glenn Guardian. We tested it for domestic strength only, and the results showed that it was beyond the permissible limits. The sample is of industrial strength.”
Subic Water treats only domestic wastewater and it has no capability to test the presence of heavy metals, Habacon said.
“The result we sent to SBMA Ecology Center, therefore, is not conclusive whether the sample is toxic or not. But as per our standards, the sample was not fit for release in the environment as the organic content was beyond the permissible limits,” he said.
A source familiar with the investigation of the SBMA Ecology Center told the Inquirer: “The mere fact that the wastewater was industrial grade means it is already hazardous to the environment, and violates DENR Administrative Order No. 35, which contains the standard for the discharging of treated wastewater.”
The source, who asked not to be named due to the sensitive nature of the issue, said the water samples also contained oil and grease, “which can be classified as hazardous.”
Sought for comment on the SBMA Ecology Center’s findings, former Environment Undersecretary Gregorio Magdaraog, president of the Subic Bay Freeport Chamber for Health and Environment Conservation said:
“Fecal waste in water pollutes the environment with pathogenic bacteria, viruses and parasites that can cause disease to humans and other living creatures. Serious diseases can be caused [by this].”
“It is therefore hazardous to one’s health and the environment. To say otherwise is irresponsible,” he said.
EMB’s Claudio said a maritime pollution law required that effluents be treated when these are discharged 5.5 kilometers (3 nautical miles) from the coast.
Asked if the contractor applied for a permit to dump or collect waste from the Philippine Coast Guard (PCG), Lt. Cmdr. Roben de Guzman said: “As far as I know it should [get permits from] other agencies, not us.”
De Guzman, station commander of Subic and head of the PCG’s Port State Control Center Manila, said MT Glenn Guardian and MT Glenn Enterprise were sighted in Manila two weeks ago.

SBMA: Coal plant means Subic’s death

SUBIC, Zambales—The Subic Bay Metropolitan Authority (SBMA) will not entertain any proposal to put up another coal-fired power plant in the free port zone, according to the agency’s top official.
“It’s not going to happen. We won’t allow that,” said SBMA Chair Roberto Garcia, reacting to reports that Korea Electric Power Corp. (Kepco), an energy firm owned by the South Korean government, is pushing through with its plan to build a 200-megawatt coal-fired power plant that will supply the electricity requirements of Korean shipbuilder Hanjin operating inside the free port.
Garcia made the statement on Friday when he joined the kickoff ceremony of the Malampaya gas-to-power project’s latest platform project here.
Still interested
Kepco, he said, is not a Subic locator and has no role in Subic Freeport affairs. Garcia said Kepco had not submitted any proposal to build the power plant either.
On Friday, the Inquirer quoted Kepco president Kyu-Beng Hwang as saying, “Pursuant to the memorandum of understanding (MOU) signed between the governments of the Philippines and Korea, Kepco is still interested in putting up a power plant with Hanjin in the Philippines.”
Kyu-Beng was referring to the agreement signed by former Energy Secretary Jose Rene Almendras and South Korea Minister of Knowledge Economy Hong Suk-woo during South Korean President Lee Myung-bak’s three-day state visit to the Philippines in 2011.
The MOU stipulates that the coal-fed facility would be put up inside the Subic eco-zone to serve the electricity requirements of Hanjin Heavy Industries and Construction Ltd.-Philippines Inc. (HHICPI), the biggest locator in the free port.
No SBMA role
But Garcia said the MOU did not involve SBMA, which has disavowed any commitment to the Kepco arrangement with the Department of Energy.
“As I understand it, they have already changed the location of the project to Bataan [instead of Subic],” Garcia said.
He said no coal-fired plant would rise in Subic under his watch. “If another coal plant were added to Subic Bay, it would mean the death of the Subic Freeport,” he said.
He said Kepco might have been pushing for the 200-MW coal plant for Hanjin because the Aquino administration had committed to supply the Korean shipbuilder with cheap power, which is an incentive for the company to locate here.
Cheap electricity
Under Executive Order No. 701 by former President Gloria Macapagal-Arroyo in 2008, the National Power Corp. and the National Transmission Corp. would provide Hanjin discounted rates of $0.0491 per kilowatt-hour (kWh) in the first six years of its operation and $0.0600 per kWh from the seventh year until the 10th year in its shipyards in Subic Freeport and in Mindanao.
The commitment was justified by the fact that Hanjin would create 50,000 jobs and infuse $3.6 billion worth of investments in the country.
The Palace directive stated that there was a “need for the concerned government entities to support the investment of [HHICPI], particularly its power requirements.”
Garcia said the Aquino administration was already addressing Hanjin’s power needs and that they were close to reaching an agreement.

Withdraw Pamintuan awards – newsman

ANGELES CITY – Veteran mediaman Robledo Sanchez on December 4 forwarded a letter to Department of Interior and Local Government (DILG) Secretary Manuel “Mar” Roxas II requesting the agency to review the awards given to the Pamintuan administration.

In his letter, Sanchez said the issue of irregularities surrounding the Pamintuan administration, particularly the controversial “ghost employees” in the job order appointments, do not resonate with the corrupt-free government advocacy of the Aquino administration.

A copy of the letter was also forwarded to DILG regional director Florida Dijan.

Sanchez also cited the case of several barangay officials who denied any knowledge about the inclusion of their relatives’ names in the list of the Pamintuan administration’s job order appointments.

According to the barangay officials, the names of their relatives have been included in the list of job order employees even when their relatives are not even working for City Hall and have never received any salary from the City Government.

Among these officials are Barangay Lourdes Northwest Kagawad and Councilmen’s League of Angeles City (CLAC) Vice-President for External Affairs William David, Barangay Cutcut Kagawad and CLAC Executive Vice-President Roy Ogurida, Barangay Salapungan Kagawad Renato Coronel and Barangay Margot Kagawad Nenita Ferrer.

Sanchez also cited the observations of the City Project Monitoring Committee regarding the projects of the City Government, which are allegedly poorly planned, poorly constructed and perceived to be overpriced.

Sanchez also mentioned the several irregularities cited by COA in its Annual Audit Report for Angeles City for the year 2011, which include unliquidated cash advances amounting to P19.4 million, unbooked hospital equipment donations amounting to P13.9 million, and reimbursements of non-petty expenses amounting to P9.6 million.

On October 19, 2012, Sanchez filed graft and corruption charges against Pamintuan, City Accountant Wilfredo Tiotuico, City Budget Officer Fe Corpuz, City Treasurer Juliet Quinsaat and other department heads over the 2,506 job order employees employed by the Pamintuan administration.

A Promising Vintage for Monterey Wine Country

Many of Monterey Wine Country’s vineyards recently pulled in the last of their grapes as the busy harvest season wound down to a close. Winemakers and vineyard managers across the region’s nine American Viticulture Areas agree that the quality and flavor concentration in grapes from the 2012 vintage are extremely high.
Jason Smith, Valley Farm Management and Grower Chair for the Monterey County Vintners and Growers Association (MCVGA) said of the 2012 vintage: “Overall, it was a nice moderate year. Mother Nature cooperated, the growing season was long, and the grapes matured well. We were able to have a nice average crop with great quality! This was a nice change after the challenges of 2011.”
While several grape-growing counties across the state battled early rains that threatened rot and crop loss, Monterey County fruit went virtually unaffected, with rains averaging only one-tenth of an inch. As the storm passed Monterey County, Steve McIntyre of Monterey Pacific said, “Once again the Santa Lucia Mountain rain shadow has saved the day! We seldom get much out of these northern storms and such was the case with this one – a tenth of an inch was our highest reading. Actually, we were still running the water truck the following day for dust control.”
Andy Mitchell of Hahn Winery concurred: “The recent rain events here in Monterey County have been relatively light when compared to other parts of the State, both north and south of us. A few picks have had to be rescheduled as a direct result of rain, and the cooler temperatures associated with the storm systems have pushed back some scheduled harvests due to Brix levels dropping. But as far as any added pressure of botrytis caused by the rains, we are not finding this a problem.”
From an economic standpoint, the region is seeing similar trends to those of 2011, when wine grapes sold at an increased price-per-ton average across all major varietals. According to the County’s 2011 Crop Report, of the leading ten grape varieties (five white and five red), nine sold at an increase of several percentage points from 2010 to 2011. Local growers hope to see that trend continue to boost the region’s economy.
“I’ve been watching Monterey County harvests for ten years now,” said Rhonda Motil, Executive Director for the MCVGA. “Low yields, fine weather, and long hang times will put this vintage up in the realm of the best I’ve witnessed thus far.”

Solon to probe alleged Pagcor bribery raps

The Senate Committee on Games and Amusement (CGA) will investigate allegations of bribery in the Entertainment City project of the Philippine Amusement and Gaming Corporation (Pagcor).
In a news release, Senator Aquilino “Koko” Pimentel III, PDP Laban President, and chair of CGA, said the probe is in response to the news reports which indicated that Japanese billionaire Kazuo Okada’s Universal Entertainment had allegedly paid as much as $30 million to a former Pagcor consultant, Rodolfo Soriano, in 2010 allegedly to secure a license to operate a casino in the state-run firm’s Entertainment City project due to open next year.
The news reports said that Soriano, who has close ties to key members of the administration of former President and now Pampanga Rep. Gloria Macapagal-Arroyo, received the payments as Universal was lobbying for tax and other government concessions to boost the profitability of a $2-billion casino it was developing in Pagcor’s Entertainment City project in Manila Bay.
“This is a serious allegation that merits a full-blown investigation by the Senate,” Pimentel said.
Pimentel said his committee would issue summons to Soriano and other former and current Pagcor officials to shed light on the matter.
“The investigation is a matter of national importance as we need to plug loopholes in the law that allow under-the-table deals to take place,” Pimentel said.
“Even as the alleged bribery took place during the previous administration, we need to find out the truth as the Aquino administration is determined to adhere to the daang matuwid or the straight path,” he added.*
