MANILA, Philippines — Taiwan wants the Philippines to immediately deport nearly 300 Taiwanese who were arrested by Manila police in a massive anti-fraud crackdown after one died and some began falling ill in crowded detention.
Philippine authorities arrested 380 suspected members of an online fraud syndicate, including 291 Taiwanese, 86 Chinese and a New Zealander, in simultaneous raids last month in houses in metropolitan Manila and nearby Rizal province. It was the most single-day arrests in a Philippine anti-crime operation in years.
The Taipei Economic and Cultural Office, Taiwan’s de facto embassy in Manila, said Sunday that it wants the Taiwanese to be deported “as soon as possible.”
Chinese and Taiwanese officials worked with Philippine police to bust the syndicate, which allegedly defrauded victims in China and Taiwan in an elaborate online scam. (AP)

THE Supreme Court (SC) has ordered the high-end Makati Shangri-la Hotel to pay more than P52 million in damages to the heirs of a Norwegian businessman who was killed then robbed by unidentified assailants inside his hotel room 13 years ago.
In a decision penned by Associate Justice Lucas Bersamin, the SC’s First Division denied for lack of merit the appeal made by Makati Shangri-la of the Court of Appeals’ October 2009 judgment entitling the widow and son of 30-year-old Christian Fredrick Harper, and their Filipino representative, Rigoberto Gillera, to the award of civil damages.

The CA ruling affirmed with modification the October 2005 decision of the Quezon City regional trial court, and placed actual and compensatory damages at P52,078,702.50, to be paid by Makati Shangri-la; P25,000 temperate damages; and P250,000 attorney’s fees.
“The Court concurs entirely with the findings and conclusions of the CA, which the Court regards to be thorough and supported by the records of the trial… In that regard, the factual More anti-Japan protests in China over islands
findings of the trial court that are supported by the evidence on record, especially when affirmed by the CA, are conclusive on the Court,” the SC ruled.
According to the SC, petitioner hotel is liable due to its own negligence in failing to provide the basic and adequate security measures expected of a five-star hotel; and that its omission was the proximate cause of Harper’s death.
It took note of the testimony of the hotel’s security manager, who admitted during trial that it was undermanned during that time because the hotel was only half-booked, thus, they then saw no need to adopt a one guard per floor policy.
The High Court also junked the hotel management’s claims that being mere establishments, hotels are not insurers of the safety of their guests.
“The hotel business is imbued with public interest. Catering to the public, hotelkeepers are bound to provide not only lodging for their guests but also security to the persons and belongings of their guests. The twin duty constitutes the essence of their business,” the SC held.
“Otherwise, the hotelkeepers would simply stand idly by as strangers have unrestricted access to all the hotel rooms on the pretense of being visitors of the guests, without being held liable should anything untoward befall the unwary guests. That would be absurd, something that no good law would ever envision,” it added.
Concurring with Bersamin are Chief Justice Maria Lourdes Sereno, Teresita Leonardo-de Castro, Martin Villarama and Bienvenido Reyes.
Records showed that the victim was on a business trip to Manila as the Business Development Manager for Asia of the engineering firm ALSTOM Power Norway AS, when he was found dead in his room at the 14th floor of the luxury hotel on November 6, 1999.
Harper’s eyes, mouth, hands and feet were wrapped with packaging and electrical tapes. His valuables – laptop, undetermined amount of cash, credit cards – were missing. The security cameras of the hotel however only showed a male foreigner and a woman enter Harper’s room at past midnight.
The male suspect even tried to use Harper’s credit card to purchase an expensive ladies’ watch at a jewelry store in a nearby mall on the same day but left the credit cards and Harper’s passport in haste when he failed to answer personal details to verify the identity of the cardholder. OLONGAPO CITY-Mayor James “Bong” Gordon Jr. recently commended the OPLAN SUMVAC ( Operation Plan Summer Vacation) 2012 team.
“We are very proud of our OPLAN SUMVAC volunteers. Holy Week in Olongapo was peaceful because of their efforts to safeguard the lives of residents and tourists in the city,” said Mayor Gordon.
Likewise, the operation also earned appreciation from the private sector. “Napalaking tulong ng mga volunteers ng OPLAN SUMVAC, simula sa mga pulis na lifeguard pa. Nandiyan din at nakaantabay yung mga BPATs at Red Cross,” said El Molina Resort Manager Anthony Aquino.
Aquino also explained that, “although dito sa amin, meron kaming lifeguards on duty, sa dami kasi ng tao, hindi mo lahat mababantayan kaya napakalaking tulong ng Oplan SUMVAC Volunteers especially sa mga resort.” “Very visible sila na nagpapatrolya sa beach areas at nag-aassist pati sa traffic situation,” he added.
At the OPLAN SUMVAC’s post evaluation meeting, Incident Commander Angie Layug assessed that this year’s success can be attributed to the first-time implementation of the Incident Command System or ICS.
Layug explained that “through the ICS, volunteers from various government and non-government organizations responded to more or less 30 incidents from April 2-9, 2012.”
“Masasabi natin na smooth ang naging operation ng OPLAN SUMVAC kasama na rito yung pagresponde sa hostage taking na nagyari nung April 3,” said Layug.
“At the time of the hostage taking, I transferred my authority as the incident commander to City Police Director Christopher Tambungan and we would like to commend the police force for a job well done,” said Layug adding that “the SWAT team was able to recover the hostage and hostage-taker without firing a single bullet.”
According to Layug, most of the cases OPLAN SUMVAC volunteers responded to were vehicular accidents, medical emergencies and to people needing various medical assistance.
Volunteers also responded to a fire incident and to a reported oil spill along the Parola area.
Moreover, there were also cases of missing children along the Barretto beach areas who were also found by the volunteers.
Significantly, there is no casualty in drowning this year and water-related incidents were fewer.
It can be recalled that a week before the long vacation, Layug called in a meeting of beach and resort owners in Olongapo to discuss Mayor Gordon’s directive to promote the city as a drown-free zone.
The 2012 OPLAN SUMVAC Incident Command Team was composed of the Disaster Risk Reduction and Management Office (DRRMO), Olongapo City Police Office , PNP Maritime, Bureau of Fire Protection (BFP), Mayor’s Office, Accounting Office, Public Affairs Office, City Social Welfare and Development Office, Engineering Office, Public Utilities Department, Environmental Sanitation and Management Office, James L. Gordon Memorial Hospital and of various Barangay Peacekeeping and Action Teams (BPATs).
On the other hand, the Philippine National Red Cross-Olongapo Chapter and Our Lady of Lourdes Hospital also led the volunteers in providing emergency medical assistance.
Layug also recognized the invaluable support of radio groups such as Kabalikat , Ulo ng Apo, Radyo Gapo, UNA, Deltacom, Sneaky and Maharlika to OPLAN SUMVAC.
“Napakahalaga ng partipasyon ng radio groups sa communication natin sa operation dahil mas mabilis na nairereport ang mga emergencies sa mga responders,” said Layug. Olongapo City was the first to implement the Incident Command System plan. Ebdane said the project plays an important aspect of his administration, particularly in reaching out to remote areas in the province to deliver health services.
An air conditioned bus complete with x-ray, ultrasound and electrocardiogram (ECG) machines and an air conditioned cargo van that has been refurbished into a dental clinic consist the first two vehicles of the province’s mobile clinics.
Ebdane said the mobile clinics will regularly visit the barangays with government doctors, dentists, nurses and technicians, as well as volunteers from the private sector.
The mobile clinic services will be free for indigents population. The governor, however, encourages those who are financially capable to, instead, avail of the regular health services at government clinics or hospitals, except in emergency situations.
Ebdane explained that since the mobile clinics and equipment were sourced out privately, he same will remain under the care and maintenance of a private group.
