Politics, ethics of indigenous knowledge in forum

THE Indigenous Knowledge Research Forum-Workshop will be held to orient Indigenous Knowledge Systems and Practices (IKSP) documentation methods, ethical considerations and concerns, while serving as a venue for sharing indigenous knowledge documentation researches.
The forum is slated December 13 and 14 at ATI-BSU Compound, with the theme “Transforming the Cordillera through Harmonized Indigenous Knowledge Systems and Practices under an Autonomous Region.”
The forum aims to compile and catalog documented indigenous knowledge, identify gaps and issues in research, and design research utilization activities for Indigenous Knowledge Systems and Practices (IKSP) studies.
Organizers welcome submissions of extended abstracts of papers on IK documentation until November 9.
Individuals from the academe, government agencies, non-government organizations and people’s organizations are invited to submit their papers.
Abstracts limited to 400-500 words should be emailed to gbiksp.confe@gmail.com or harrdec@yahoo.com.
Accepted papers will be posted on November 19.
The forum-workshop is an initiative of the Cordillera Administrative Region Association of State Universities and Colleges and the Cordillera Indigenous Knowledge Network.

. Environmentalist survives ambush in Surigao del Sur

Philippines—An environmentalist who had accused officials of the Department of Environment and Natural Resources of conniving with illegal loggers was ambushed Monday afternoon by men suspected hired killers, police said.
Dr. Isidro Olan, executive director of Lovers of Nature Foundation, Inc. (LNFI), was hit in the chest when the gunmen fired on him on a road some 200 meters from his house in Barangay Puyat, Carmen, Surigao del Sur around 3 p.m. Monday, police said. Doctors at a local hospital declared Olan out of danger but said he needed to be moved to a better-equipped hospital for further treatment.
Olan’s wife, who was also in their Toyota Fortuner when the attack occurred, was not hurt, said Chito Trillanes of the secretariat of the Social Action Center in the CarCanMadCarLan (Carrascal, Cantilan, Madrid, Carmen and Lanuza towns), a church-led group which, like Olan’s group, is vocal against illegal logging and mining activities in the province.
Olan was declared safe by physicians in a hospital in the town of Madrid, Trillanes said, but may be transferred to Surigao City or Butuan anytime to get proper treatment.
The ambush appeared to be carefully planned, Trillanes said, noting that the assailants blocked the road leading to Olan’s house apparently to make him get out of the vehicle. As soon as Olan got out of the vehicle, the gunmen opened fire on him.
Police found one empty shell each from a .45-caliber pistol, and a .22 caliber pistol, and three empty shells from a shotgun.
Roel Aguillon, an official of the Surigao Development Corp. (Sudecor) who was among the first to respond to the shooting, said that Olan, already wounded, managed to fire back at the assailants with his .45-caliber pistol, forcing them to withdraw.
Olan’s pro-environment stance and his group’s active participation in thwarting the transport of illegally cut logs particularly in the CarCanMadCarLan would be taken into account in determining possible motives for the attack, said Senior Insp. Dominador Plaza, Carmen’s police chief.
For Trillanes, who has known Olan in the pro-environment circle for years, there was no doubt the ambush was the handiwork of “big-time illegal logging financiers.”
“He (Dr. Olan) was offered security detail by the town police after receiving death threats some weeks ago,” said Trillanes, whose group, along with Olan’s, formed the environmental watchdog Caraga Watch. “Dr. Olan declined the offer of police escorts because he would not want to bother anyone about his security.”
Citing their own “internal monitoring,” Trillanes blamed the attack on the “Boboy Loyola group,” which he claimed said was composed of former communist rebels turned hired killers. The group’s members, he said, were from upland village of Gacub, a hotspot for illegal loggers who are often caught poaching hardwood timber from the forest concession of Sudecor.
In a Philippine Daily Inquirer story published last September, Olan alleged that illegal loggers flourished in Surigao del Sur because they were vabetted by corrupt officials from local government units and the Department of Environment and Natural Resources.
“Illegal logging prevails because they are able to acquire falsified documents and table surveys facilitated by crooks within the DENR,” a Social Action Center press release quoted him as saying. “The reason why illegal loggers are difficult to stop is due to their established connection with high ranking officials of enforcement agencies, politicians, and members of Task Force Kalikasan.”
In the Inquirer report, the Social Action Center named Rolando Seblario as a major player in the illegal logging business in Surigao del Sur.
Days later, on September 25, police raided Seblario’s warehouse in Butuan City and discovered thousands of illegally cut Lauan flitches. Seblario, who denied any impropriety, was invited by police for questioning.
Police in Carmen also attributed to Seblario the 8,000 board feet of bandsaw-milled lauan lumber they seized in an October 13 on a house near the barangay hall of Hinapuyan.

Police to probe involvement of foreigners in kidnapping

THE Philippine National Police (PNP) is conducting a research on the involvement of expatriates and other foreigners in kidnapping activities in the Philippines.
On instructions of PNP Chief Director General Nicanor Bartolome, the anti-kidnapping group under Senior Superintendent Renato Gumban will try to establish any pattern of syndicated kidnapping in all previous cases involving foreigners linked to the kidnapping of their fellow countrymen.
Bartolome’s order was prompted by the arrest on Thursday in Cebu City of a South Korean believed to be the prime suspect behind the kidnapping of another Korean and his Filipina wife in the southern city.
Based on AKG records, this is not the first time that a foreigner was involved in the kidnapping of his countryman.
“We need to look deeper into kidnapping cases of similar nature to determine if there is a pattern of syndicated crime operation of transnational dimension,” Bartolome said.
Three Filipino henchmen of the arrested Korean suspect are also under police custody for direct involvement in the kidnapping.
On Saturday, Korean Song Sung Heum, 33; and Filipinos Gregorio Dealagon, Richard Dealagon, and Leonardo Bolabon were presented for inquest proceedings before government prosecutors for the kidnapping and serious illegal detention of couple Jun Hyun Chung and his Filipina common-law wife Charisse Santiago.
AKG records indicate that the couple was snatched by the three Filipino suspects from their home in downtown Cebu City late morning of October 24, shackled, shoved into a car and driven around Cebu suburbs.
On the evening of the same day, Cebu City police and AKG operatives arrested the trio and rescued the couple while the suspects were attempting to withdraw cash from the victim’s account at an auto-teller machine.
The suspects readily admitted to be acting on orders of Song who reportedly demanded P4 million from the victims. Hours later, Song was arrested upon arrival at the Mactan International Airport from South Korea.(VR/Sunnex)

Petron announces big rollbacks ahead of ‘Undas’

MANILA — Giant oil firm Petron Corp. has announced significant price rollbacks ahead of the observance of All Saints Day and All Souls Day next week, traditionally marked by high fuel consumption due to the transit of people to and from the provinces.
In its text advisory Saturday afternoon, Petron Corp. said it would cut prices of premium and unleaded gasoline by P2.15 per liter, regular gasoline by P1.70 per liter and diesel and kerosene by P1.35 per liter.
Petron’s rollback would take effect at 12:01 a.m. Monday, Oct 29.
“This reflects the movements in the international oil market,” the oil firm said in its text advisory.
Early Saturday morning, independent oil player Flying V Philippines jumped the gun on its rival companies by implementing a smaller—yet still sizable—price drop Saturday.
At 12:01 a.m. Saturday, Flying V reduced its prices of unleaded and premium gasoline by P1.50 per liter and diesel by P1 per liter.
Other oil firms have yet to announce a price adjustment as of press time, although they are expected to follow.
Dept. of Energy Undersecretary Jose Layug Jr. himself noted that the international market price of petroleum products plunged during last week’s trading, particularly from October 22 to 25.
During that span, international prices of gasoline and diesel dropped by an equivalent P2.30 per liter and P1.40 per liter, respectively.
The majority of oil firms are actually coming off a wave of price cuts, which they implemented only last Tuesday.
The previous rollback amounted to P0.90 per liter on unleaded and premium, P0.40 per liter on regular, P0.35 per liter on diesel and P0.25 per liter on kerosene.
As of yesterday, the average price of fuel products in Metro Manila stood at the following levels: premium (including unleaded), P55 per liter; diesel, P43 per liter and kerosene, P54 per liter.
Layug dispelled assertions that oil companies are always looking to jack up prices in the days leading to All Saints Day and All Souls Day in order to maximize their profit.
“What we have monitored the past couple of years is that there is a decrease on pump before (Undas),” he said.

Comelec unlikely to meet 1M overseas voters target

THE Commission on Elections (Comelec) may bid goodbye to its goal of enlisting one million overseas Filipino voters by the end of October.
Based on their latest tally, Comelec Chairman Sixto Brillantes said they have registered more than 900,000 already but is still far from target.
But Brillantes said they are already comfortable with what they have achieved.
“The OAV (overseas absentee voting) has now reached 915,000 from the original of about half a million (in 2010). We practically doubled our registration,” he said.
Sticking to the October 31 deadline, Brillantes said they have even declined the request for a month-long extension of OAV registration from the Department of Foreign Affairs (DFA).
Brillantes said the decision was made by the en banc, with only him and Commissioner Lucenito Tagle favoring the request.
The Comelec started OAV registration in various Philippine foreign posts last October 31, 2011.

Future of Nokia hangs on Windows Phone 8 rollout

For Nokia, it comes down to this: Is Microsoft’s new phone software going to get it back in the smartphone race, or is it going to be too late?
After being the top seller of cellphones in the world for 14 years, Nokia failed to meet the challenge when Apple in 2007 introduced the dazzling iPhone that caught the imagination of design-conscious customers and rattled mobile markets.
The Finnish company hit a downward spiral that has led to shrinking sales and market share, plant closures, thousands of layoffs and downgrades by credit agencies to junk status.
On Friday, research firm IDC said that in the July-to-September period, Nokia slid for the first time off the list of the top five smartphone makers in the world. It’s still the second-largest maker of phones overall, but sales of non-smartphones are shrinking across the industry, and there’s little profit there.
The ailing company’s CEO, Stephen Elop, sees Microsoft’s new Windows Phone 8 software as a chance to reverse that trend, describing it as a catalyst for the new models.
On Monday, Microsoft Corp. is hosting a big launch event for the software at an arena in San Francisco. The first phones from Nokia, Samsung and HTC are expected to hit store shelves next month.
The launch of Windows Phone 8 follows on the heels of Windows 8 for PCs and tablets, which Microsoft released Friday. That operating system has borrowed its look from Windows Phone, meaning Microsoft now has a unified look across PCs and phones — at least if people take to Windows 8. The company has also made it easy for developers to create software that runs on both platforms with minor modifications.
Analysts are calling this a make-or-break moment for Nokia.
“Nokia is placing a huge bet on Microsoft and if the gamble doesn’t pay off, the losses can be high,” said Neil Mawston from Strategy Analytics, near London. “It’s putting all its eggs in one basket and that’s quite a high-risk strategy.”
In February last year, Nokia announced it was teaming up with Microsoft to replace its old Symbian and next-generation MeeGo software platforms with Windows. This move was made in the hope that it would rejuvenate the company and claw back lost ground.
Eight months later, they produced the first Nokia Windows Phone. Consumers didn’t warm to it, and it soon became clear that these phones, based on Windows Phone 7, were going to become obsolete. They can’t be upgraded to Windows Phone 8. Lumia sales slumped to 2.9 million units in the third quarter after reaching 4 million in the previous three months.
“Retailers withdrew marketing and promotion because no one wants to sell customers a device that ages in a few months,” says Michael Schroeder, analyst at FIM Bank Ltd. in Helsinki.
“Had there been a seamless transfer to Windows 8 from the old (Lumia) devices, sales figures would have been much higher last quarter.”
Mawston gives Nokia until April to prove it’s still in the race.
“If Nokia does not have more than 5 percent of the global smartphone market by the end of the first quarter 2013, alarm bells will be ringing,” Mawston said.
Analysts estimate Nokia’s current global smartphone market share to be some 4 percent — down from 14 percent a year ago. Meanwhile, uncertainty clouds its new venture with Microsoft.
“We’re a bit in the dark here,” Schroeder said. “Right now we can’t really say anything about Nokia’s future. Everything depends on how the new devices are received in the market.”
Nokia says its Lumia 920 and 820 phones are just the beginning of a new range of Windows Phone 8 devices, but early evaluations suggest they lack the “wow” effect necessary to make a dent in the smartphone market.
Also, Windows Phone 8 lags behind in the number of third-party applications available. There are some 100,000 available. Google’s and Apple’s stores have six or seven times as many.
“It’s a perception thing really,” Mawston of Strategy Analytics said. “Like in supermarket wars, if you have a store with lots of shelves with lots of apps, then consumers will choose you over a smaller store that has a smaller offering — even if you can’t use all those apps.”
Analysts expect 700 million smartphones to be sold worldwide this year. While network operators and retailers may welcome a third software system to challenge the dominance of Apple’s iOS and Google’s Android, it is the consumer who will ultimately decide Nokia’s and Windows Phone 8’s fate.
Beside the smartphone challenge, Nokia is feeling the pinch in the lower end with manufacturers in China and in Asia producing cut-rate non-smartphones — Nokia’s former domain. Earlier this year, Samsung overtook it as the world’s No. 1 mobile phone vendor, ending Nokia’s reign that peaked in 2008 with a 40 percent market share.
“Dumb” phones continue to be the backbone of Nokia operations, including in India where it’s a top seller. With strong and extensive distribution networks and a brand well-known in emerging markets, all might not be lost for the company that grew from making paper and rubber boots to being the biggest manufacturer of cellphones.
Mawston says that in theory, Nokia and Microsoft have a good chance of success as they offer an across-the-board system that stretches across home computers, mobiles, laptops, tablets as well as in the office, backed by Nokia’s strong distribution and hardware and Microsoft’s multi-platform software.
“If they can exploit that underlying market platform … and tie it all together in a good hardware portfolio, then potentially Microsoft and Nokia could be a very, very strong partnership — a bit like bringing together Batman and Robin,” Mawston said. “But, in practice, whether they can execute on that reality still is a great unknown and remains to be seen.” (AP)

Court enters not guilty plea for Arroyo on plunder

MANILA (Updated 10:20 a.m.) — Former President Gloria Macapagal-Arroyo has decided not to enter any plea on plunder charges in connection with the alleged misuse of funds of the Philippine Charity Sweepstakes Office (PCSO).
Before a packed courtroom of Sandiganbayan’s first division, Arroyo lawyer Anacleto Diaz said Monday they will wait for the decision of the Supreme Court regarding their request to further stop the hearings of the case due to lack of merit.
As a result, the Court entered a not guilty plea on behalf of Arroyo while the preliminary conference has been set on December 3, 2012 and pre-trial on February 14, 2013.
“Under the rules, a no plea is equivalent to entering a not guilty plea. We did not expect that,” lead prosecutor Diosdado Calonge told reporters.
Arroyo, who arrived an hour before the 8:30 a.m.arraignment, was accompanied by her family led by husband Jose Miguel Arroyo and children Ang Galing party-list Representative Juan Miguel Arroyo, Camarines Sur Representative Dato Arroyo and Luli Arroyo.
Showing their support for Arroyo as well were members of the Karapatan Youth Movement, who lined up outside the court’s premises.
After the arraignment, a white shuttle brought Arroyo back to her detention suite at the Veteran’s Memorial Medical Center (VMMC), less than 30 minutes away from the Sandiganbayan in Quezon City.
Security was tight inside and outside the anti-graft court as bomb disposal units of the Philippine National Police (PNP) were stationed while some policemen were tasked to secure the route between the VMMC and the court.
Arroyo’s close-in security meanwhile was provided by the PNP Police Security and Protection Group.
The Pampanga lawmaker has since denied the charge that she benefitted from the misuse of some P366 million worth of PCSO intelligence funds from 2008 leading to the presidential elections in 2010.
In her petition for temporary restraining order (TRO) SC last week, Arroyo said the Office of the Ombudsman, which filed the case, failed to establish that she received a single centavo of the encashed checks.
Her lawyers said Arroyo’s involvement was only limited to the approval of the funds, which was intended for tracking down people or organizations behind illegal gambling games (jueteng) under the guise of small town lottery and sweepstakes scams.
Arroyo should have entered her plea last October 15 but it was reset to Monday after she was found suffering from coronary ischemia.

‘Undas’ travelers urged to arrive early at port

MANILA — With the All Saints and Souls’ out of town exodus peaking, the Philippine Coast Guard (PCG) on Monday urged all seagoing travelers to be on the port and terminal of their embarkation three hours before their scheduled departure to avoid any confusion or being left behind by their ship.
Lieutenant Commander Armand Balilo, PCG spokesperson, said the three-hour margin will ensure that the travelers will have ample time for traffic, having their baggage checked by security personnel, and buying food and drinks for the trip ahead.
He also urged ship passengers to refrain from carrying unlicensed firearms, narcotics, bladed weapons, explosives or pyrotechnic devices and gasoline or liquified petroleum gasoline (LPG) cookers as they could be arrested for bringing these.
Rear Admiral Luis Tuason Jr., PCG vice commandant for operations, earlier said all Coast Guard units in port and ferry terminals are now placed in a high-state of alert as part of the efforts to ensure that the annual holidays will be incident-free.
“There is a recent mandate to all Coast Guard Personnel nationwide to be on heightened alert for security purposes upon the Department of Transportation and Communication Secretary Joseph Abaya’s instruction and prompted additional personnel deployment on all critical ports to ensure orderly, safe, convenient and secure sea travel”, Tuason said.
He added that all PCG units are also advised to ensure that all maritime activities are monitored 24/7 and that all PCG personnel and assets are ready and prepared to respond to any maritime incident.
The maritime law enforcement agency also directed ship inspectors and Coast Guard K-9 teams to exercise extra vigilance in ports with random checks on passengers and luggage more than the usual.
He also appealed for patient understanding and cooperation of the passengers with regards to the tighter security steps enforced for the passenger exodus to ascertain their travel safety.

Philippines urged to recall ‘cancer-causing’ Korean noodles

CHEMICAL watchdog EcoWaste Coalition called on the Philippine Food and Drug Administration (FDA) to also follow the recall order of the Korea Food and Drug Administration (KFDA) over Korean noodles found positive for a cancer-causing substance.
Similar actions have already been made by Chinese, Taiwanese, Hong Kong authorities as the group said there is no reason for the Philippines not to pull out the items from store shelves.
“We request our local FDA to look into this food safety issue and take appropriate action,” said EcoWaste Coalition’s Project Protect Aileen Lucero in a statement.
Last week, the KFDA announced the recall of nine types of instant noodles, including six products manufactured by Nongshim Co. Ltd., after detecting concentrations of benzopyrene in the powdered seasonings.
EcoWaste’s call was made after they were able to purchase some of these products, namely: Mild Neoguri, Spicy Neoguri, Neoguri Cup Noodles (small), Saewootang Cup Noodles (large), and Seng Seng Udong from local Korean stores.
The benzopyrene-containing noodles were found being sold in Korean specialty stores, particularly in Makati City and Quezon City.
According to the US Environmental Protection Agency (EPA) Toxicity and Exposure Assessment for Children’s Health (Teach), benzopyrene is “a polycyclic aromatic hydrocarbon (PAH) that is a byproduct of incomplete combustion or burning of organic items, e.g., cigarettes, gasoline, and wood, and is commonly found with other PAHs in cigarette smoke, in grilled and broiled foods, and as a by-product of many industrial processes.”
The US EPA classifies benzopyrene as a probable human carcinogen based on studies in several adult animal species demonstrating that the substance can increase the incidence of tumors.
Similarly, EcoWaste also called on Korean shop owners to immediately return the remaining stocks of the “potentially-cancerous” products to the manufacturers.

Palace: Oil price cuts to benefit holiday motorists

MALACANANG welcomed the plan of various oil companies to roll back prices of their products on Monday.
Deputy presidential spokesperson Abigail Valte said the oil price cut would be advantageous to motorists especially during the holidays.
“Anything to do with the fact that there will be relief to our people especially those who are driving during the holidays, that would be a welcome development from the Palace,” Valte said Sunday.
Six companies have announced to decrease prices of premium, unleaded and regular gasoline, kerosene and diesel beginning 12:01 a.m., Monday.
Shell, Petron, Phoenix Petroleum and Seaoil will have the same price cuts: P2.15 for premium and unleaded gasoline, P1.70 per liter for regular gasoline, P1.35 per liter for diesel, and P1.35 per liter for kerosene.
Eastern Petroleum, meanwhile, will reduce its prices by P2 for premium gasoline and P1 per liter for regular gasoline, and P1.35 per liter for kerosene and diesel.
Unioil will cut prices of diesel by P1.30 per liter and gas by P2.30 per liter.
Meanwhile, Valte assured that all measures are in place to ensure peaceful observance of All Saint’s Day and All Soul’s Day.
She encouraged motorists to check out newspapers advisories of the Philippine National Police.
Also, Valte said there is no announcement yet if October 31 will be declared a holiday.
President Benigno Aquino III earlier declared November 1 and November 2 as special non-working holidays.
